It's not hard to see the amount of anti-Armenian propaganda that exists in Azerbaijan and how it's perpetuated at a state level. A whole generation has grown up hating Armenians and brainwashed about who we are and our culture.

So if there is Karabakh peace how does one expect us to live together in peace without bloodshed? One cannot change the mindset of a whole generation overnight. We will have to eventually trade with them, open borders, etc. but how can they even look at an Armenian without assaulting him?

I can't imagine them ever looking at Armenians in a normal sight. It's sad. But that's what their chosen leaders have done to them. Peaceful Armenian-Azeri relations will probably just have to remain in the most business and political like of fashion and not on any sort of cultural level. At the end of the day even if they weren't brainwashed, there's still the factor of their ethnic solitude with Turkey, so that alone complicates things. So I guess peaceful Armenian-Azeri relations is sort of impossible without peaceful Armenian-Turkic relations.

I don't think it's sad (it's even positive for us Armenians), contrary to that, Armenians have always been fooled by the Turkic nations. They have hated us always, it's nothing new. The only difference was, when we had "normal" relations, Armenians started to trust these barbarians, by which they were able to put a knife in our back (there are hundreds of stories of lifetime neighbours eventually lynching their next-door Armenians). Actually, it is a Turkish saying, that goes something like pamper the Armenians first, them finish them off. Thus, the maximum thing we should do in the future, should be limited to trade and business. It's the ideal situation. Armenians and Azeris won't be living together in one place any way.

Շոտլանդացի գիտաշխատող Սթիվեն Սիմը նկարագրել էր իրտհաճ տպավորությունները Ադրբեջանի կողմից ներկայումս գրավված պատմականորեն հայկական տարածք հանդիսացող՝ Նախիջևան այցից հետո: Քանի որ Սիմի 2006 թվականի մերկացնող զեկույցը պատշաճ կերպով չէր լուսաբանվել միջազգային մամուլում, ես կցանկանայի այս հոդվածով ներկայացնել դրա որոշ կարևոր հայեցակետերը։

Սիմը հայտնել է, որ ինքը մտել է Նախիջևան ավտոմեքենայով թուրքական սահմանից և շարժվել է Երնջակի հովտում գտնվող Աբրակունիս գյուղ: Երբ այնտեղ հարցրել է 12 ամյա տղայի, թե որտեղ է գտնվում գյուղի եկեղեցին, նա ցույց է տվել դատարկ մի տարածք:

Ապա Սիմը այցելել է Բանանիյար գյուղ, որը հայերին հայտնի է որպես Ապարանք, որտեղ, իր ասելով «առնվազն մինչև 1970-ական թվականները գյուղի կենտրոնում բարձրադիր վայրում գտնվող մեծ միջնադարյան եկեղեցու փլատակը կար: Այժմ նախկին եկեղեցու հողի վրա մզկիթ է կառուցվել»: Նորաշենում, այս գյուղի հյուսիս արևմտյան ծայրում երկու հայկական եկեղեցիներ և գերեզմանատներ կային: Նա ոչ մի եկեղեցու կամ գերեզմանատան հետք չգտավ այնտեղ:

Նախիջևանում երրորդ օրը, երբ գնացքով գնում էր Ջուլֆա, Սիմը նկատեց Ջուղայի գերեզմանատան փլատակները: Նա տեղեկացրեց, որ տեսել է «երեք լեռնաշղթաների վրա սփռված և քարե սալիկներով ծածկված մի բլրալանջ։ Բոլոր գերեզմանաքարերն առանց բացառության շրջվել էին»:

Երբ Օրդուբադում Սիմը բերման ենթարկվեց ոստիկանություն, նրան հարցաքննեցին իր այցի նպատակի մասին և զննության ենթարկեցին իր պայուսակը։ Ապա նրան հաջորդ ավտոբուսով ետ ուղարկեցին Նախիջևան քաղաք։ Այնտեղից նա գնաց Շուռութ, որը «միջին դարերի վերջում փոքրիկ հայկական քաղաք էր իր եկեղեցիներով, դպրոցներով, վանքերով, ձեռագրատներով և մի քանի տասնյակ հազար բնակիչներով»։

Քռնա գյուղի հարևանությամբ տեղի հայկական եկեղեցու հետքերն իսկ չկային։ Նույն իրավիճակը նաև Գահ գյուղում էր։ Երբ մի անցորդի Սիմը հարցրեց Շուռութ գյուղում եկեղեցու մասին, անցորդը պատասխանեց, որ եկեղեցին ոչնչացվել է։

Շուռութ գյուղում Սիմը դեմ առ դեմ եկավ մի խումբ գյուղացիների հետ։ Երբ նա ասաց, որ եկել է տեսնելու հին եկեղեցին, նրանք պատասխանեցին, որ գյուղում երբեք եկեղեցի չի եղել։ Հենց որ հեռացավ Շուռութից, տաքսու վարորդն ասաց Սիմին, որ գյուղացիներն ահազանգել են Ջուլֆայի ոստիկանություն, և որ իրավապահ մարմինների աշխատակիցները հավանաբար սպասում են նրան ճանապարհին։

Ոստիկաններն իրոք սպասում էին Սիմին։ «Ոստիկանը նստեց տաքսիի ետնամասում և հարցրեց ինձ, թե արդյոք իմ մոտ կա տեղագրական քարտեզ և ազգագրական գիրք»։ Երբ Սիմը պատասխանեց, որ ոչ, ոստիկանն արագ զննեց նրա պայուսակը։ Ջուլֆայում Սիմին կանգնեցրին ոստիկանության մոտ, որտեղ նրա պայուսակը ևս մեկ անգամ զննեցին։ Որոշ ժամանակ միջանցքում սպասելուց հետո, Սիմին տարան քաղաքի Արազ հյուրանոց։ Նրան ուղեկցեցին շենքի ետնամասում գտնվող այգի։ Սիմին երեք ժամ պահելուց հետո, ի վերջո ազատ արձակեցին։ Սիմի պայուսակից «հանել էին բոլոր իրերը և մանրամասն զննել, պարզելու, թե արդյո՞ք պայուսակը գաղտնի գրպաններ ունի։ Սա տևեց մոտ 15 րոպե առանց որևէ բառ փոխանակելու»։

Սիմին հարցրեցին նրա աշխատանքի մասին. որքա՞ն է վաստակում, ո՞վ է հովանավորում նրա այցը Նախիջևան, և ինչու՞ է նա իր սեփական միջոցները ծախսել այստեղ գալու համար։ Ոստիկանները մանրազնին ստուգեցին Սիմի գրի առած նոթերը, ինչպես նաև նրա թվային ֆոտոխցիկի բոլոր լուսանկարները։ Նրանց ուշադրությունը հատկապես գրավեց Նախիջևան քաղաքում արված լուսանկարը։ «Դա քարե սալիկ էր, որ ես տեսել էի Մոմինա Հաթուն դամբարանի դիմացի այգում՝ շրջապատված խոյաձև գերեզմանաքարերով։ Այս քարի վրա փորագրված էր մի խաչ, որը վեր էր խոյանում ուղղանկյան հիմքից»։

Ադրբեջանցի պաշտոնյաներն ասացին նրան, որ դա խաչ չէ։ Սիմը պատասխանեց, որ կարդացել է եկեղեցու մասին հայկական մի գրքում։ Նրանք ջղագրգիռ պատասխանեցին. «Այդ ճիշտ չէ։ Այնտեղ սուտ է գրված։ Հասկանում եք, հայերը միշտ խաբում են, խաբում են բոլորին»։ Նրանք նշեցին նաև, որ «Նախիջևանում երբևիցե գոյություն չի ունեցել որևէ հայկական եկեղեցի։ Այստեղ երբևիցե որևէ հայ չի ապրել, հետևաբար ինչպես կարող են այստեղ եկեղեցիներ լինել»։ Ադրբեջանցիներն ասացին Սիմին. «Կարծում ենք, որ դուք եկել եք Ադրբեջանի հանրապետություն մեզ համար ոչ բարի նպատակներով»։

Սիմը նշեց, որ Նախիջևանում իր տհաճ տպավորությունները «որոշ առումով մերկացրեցին այն վերաբերմունքը, որ ադրբեջանցիներն ունեն հայերի և հայկական ամեն ինչի նկատմամբ»։ Զեկույցով երևում է, թե ինչու է Արցախի հայերի համար ադրբեջանցիների կեղեքիչ լծի ներքո կրկին ապրելն անհնար։

Եթե շոտլանդացի այցելուի հետ նման վատ ձևով են վարվել, պատկերացրեք, թե ինչքան ավելի վատ են ադրբեջանցիները վարվել իրենց հայ հպատակների հետ մինչև Արցախի ազատագրումը։

Եթե շոտլանդացի այցելուի հետ նման վատ ձևով են վարվել, պատկերացրեք, թե ինչքան ավելի վատ են ադրբեջանցիները վարվել իրենց հայ հպատակների հետ մինչև Արցախի ազատագրումը։

Once real peace is acheived it would take at least one generation Mos, remember not all are wannabe Turks.

The problem is that the Turkic identity is so deeply ingrained in Azeri identity now, even if there was some Persian revival of roots, those Turkic ones would still remain firmly. During Soviet Time, Armenians and Azeris had normal relations, but during Soviet Union ethnic differences was widely played down - the important thing was that the other person was a Communist and believed in the ideals of the state. Today we see countries formed around ethnicities, nation states, which means at least for us, more conflict as the ethnic groups that have lived on both sides of us, have been historically hostile to us, more specifically the Turks and their proxies (Kurds), and sometimes Georgians. We will for a long time have these tensions remain between us and the Turks/Azeris, no doubt, and in my view quite natural. The only thing that may come about is business relations and looking each other in a relatively humane way. At this point, we are still far from that, and really that's a result of Turkish and Azeri propaganda which sets to dehumanise their enemies.

Azeri farmers living near territory held by Armenian troops complain that the authorities in Nagorny Karabakh deliberately deny them water.

In Soviet times, much of western Azerbaijan was dependent for irrigation on reservoirs that are now controlled by Armenian forces loyal to Nagorny Karabakh.

The Karabakh conflict is still unsettled, with Armenians insisting it is independent and Azerbaijan considering it a rogue province. That means the two sides do not coordinate use of water from the crucial Terter river.

“We cannot use all our land, since there is not enough water for watering the fields. We only just have enough for drinking, and that’s because we have learned to economise in the last 20 years, so how can we talk about watering the fields,” said Maqsud Zaalov, a resident of the village of Tapqaraqoyunlu, which is close to the frontline in the Goranboy region.

His problem is typical for the whole region.

“At the moment, of the 33,000 hectares, we are only using 22,000 ha for the yearly harvest. The rest of the land is not being used because of the lack of water,” said Yakub Mammadov, the main adviser to the Goraboy region administration on agricultural issues.

After its construction in 1976, the Sarsang reservoir supplied water to six regions of Azerbaijan. It had the capacity to hold 560 million cubic metres of water. Having lost control of it, the Azeris also lost the ability to irrigate 10,000 ha of land. Apart from Sarsang, Armenians also hold several other reservoirs with capacity of 80 million m3.

Ahmad Ahmadzade, chairman of the Melioration and Water Management company, accused the Karabakh authorities of deliberately denying water to farmers in Azerbaijan, in a game that could have catastrophic consequences.

“In summer and winter, when the demand for water increases in the downstream regions, the Armenian side cuts off the water running out of the reservoir. And as a result of the level of water rising above the allowed level, the dam could rupture and as a minimum six regions could end up under water,” he said.

Catastrophic floods this spring in Azerbaijan affected five regions, destroying much of the country’s harvest. As a result, the Sarsang reservoir has been discussed at the highest level.

“At times of high water, the Armenians exploit the situation and aggravate conditions in downstream regions. At first they cut off the water, fill Sarsang above regulation levels, and then all at once release water to our side,” said Huseyn Bagirov, Azerbaijan’s natural resources and environment minster.

“The Armenians are continuing their total war with ecological methods. Normally the water flow in the river is about 3-5 m3 a second. But then they suddenly release water, it comes to 80-90 m3 a second.”

David Babayan, a water expert in Karabakh and head of the information service of the unrecognised state’s president, denied the authorities there used the Sarsang dam to punish Azeris. He said Karabakh used the dam to meet its own requirements.

“We use it to produce electricity as well as to irrigate the region. During winter we are producing electricity and during this period the water flows, and during the summer we keep the water in the reservoir. No one holds back the water of the Terter intentionally. We use the water and do it for objective reasons, because the water is used for electricity production,” he said.

He said the Karabakh authorities had proposed that they jointly exploit the Sarsang dam together with the Baku government, but that all their offers had been refused.

“They said they have oil and are not interested in the cotton harvest and production in those regions. Thus the Azerbaijan authorities should blame themselves. If they want to take steps for mutual confidence we will avoid this problem,” he said.

The Azeri foreign ministry said it did not negotiate with the self-proclaimed Karabakh government, and thus there had been nothing to discuss.

“A suggestion from a non-existent legal entity does not sound serious. Azerbaijan’s territories are occupied by Armenia. At the moment, talks are going on to regulate the conflict, and the internationally-recognised sides of the talks are Azerbaijan and Armenian, and the mediators are Russia, the United States and France. There is nothing to add to this,” said Elkhan Polukhov, a ministry spokesman.

Bagirov said that, however, that since there was clearly no imminent prospect of the conflict resolving itself or confidence-building measures being taken, Azerbaijan should build new reservoirs to resolve the problems of drought and floods.

A resolution to the problem cannot come too soon for those ordinary villagers.

“This summer I lost my harvest on seven ha. I put my last money into planting wheat. But because of the drought, and a lack of water to irrigate it, my family has been left without a penny, and I don’t know how I’m going to support them,” said Vasif Agacanov, a resident of the village of Qapanli in the Terter region.
