Why Karabakh matters to Azerbaijanis

Azerbaijan. So in following the Nagorno-Karabakh conflict, you have been asked to pay attention to that little country on the Caspian Sea. An ancient and comfortable Jewish community, a vital partner of Israel, a key strategic ally of the United States—these are all good reasons to pay attention. But the shining gem that awaits you in your odyssey is Karabakh itself, the cultural treasure trove at the heart of Azerbaijan.

No discussion of ethnic friction, historic machinations, or political imperatives adequately conveys why Azerbaijanis carry banners for Karabakh. Their passion emerges, rather, in discussions of culture-based and not conflict-based diplomacy.

Town names such as Shusha and Aghdam evoke for many Azerbaijanis personal memories of deep family roots tied to a land boasting profound, uniquely Azerbaijani cultural accomplishments.

Do you know what mugham is? (UNESCO does—it lists mugham, a classical music form, as a Masterpiece of Oral and Intangible Cultural Heritage of Humanity.) Have you heard of the 19th-century female poet Khurshidbanu Natavan? A beloved lyrical poet, she was also a prominent social activist who solved a serious water problem for the townspeople of Shusha.

Who was Uzeyir Hajibeyov, and how is the spirit of Karabakh embedded in his music for today’s Azerbaijani national anthem? Born in Shusha, Hajibeyov kept Azerbaijani music alive in the 20th century by blending Azerbaijani and Western classical music in keeping with the political climate producing sheet music, and preparing a next generation of Azerbaijani musicians and musical teachers.

Actual Karabakh culture has been defaced, destroyed, repurposed, and/or spirited away as victims of war. Damage and neglect of Azerbaijani cultural and religious sites are particular sources of anger for Azerbaijanis. Social scientists speculate not only on the destruction of property, but on the uprooting of tradition.

Walk down the street in Azerbaijan’s capital of Baku and you find handmade symbols of Karabakh culture, such as statues of minstrel-like artists called ashiqs selling at small shops. In carpet stores you see how the much prized Karabakh carpet tradition has been preserved as elements in the overall prized Azerbaijani carpet portfolio. Internally Displaced Persons (hundreds of thousands of Azerbaijanis are displaced from Karabakh) share their memories—oral artifacts—in public parks.

Azerbaijan does amazing things to preserve its culture. The national music museum in Baku boasts a public-access band that plays traditional instruments. The national history museum exhibits cultural artifacts and stories in richly layered historic contexts.

The city of Baku is alive not only with dramatic new buildings (so often referenced by the Western media as a trope), but with performances of national heritage from puppetry to dance to opera. The modern carpet museum, in the shape of an unfolding carpet, welcomes visitors into a dazzling world wrought by Azerbaijani hands.

How does culture matter in the move toward finally solving the Nagorno-Karabakh situation? Well, cultural diplomacy facilitates the work of conflict-based diplomacy. That is, spotlighting culture redirects attention to what is truly at the heart of any conflict—the people.

Armenian culture has been celebrated in the U.S. for a long time, in part due to a committed, active Armenian diaspora here. Those representations have helped Armenians convey their thoughts on the Nagorno-Karabakh issue. Azerbaijanis, newer to America, have made less of a mark in sharing their cultural heritage.

Even the most avid and astute U.S. museum-goer would have trouble piecing together the rich culture of Karabakh/Azerbaijani culture. “Possibly Caucasus” is perhaps the most pointed attribution available in museums and showrooms. The naming problem, being addressed by a few experts, is a byproduct of tumultuous history and provenance, and of language barriers.

English-speaking cultural enthusiasts can rejoice that Azerbaijani culture is reaching our shores. “Music of Azerbaijan: From Mugham to Opera,” a 2016 book by Azerbaijani-born professor Dr. Aida Huseynova at Indiana University’s famed Jacobs School of Music, is one sign of change. The book makes the complexities and joys of Azerbaijani music accessible to Westerners. Similarly, Feride Buyuran’s 2015 book “Pomegranates and Saffron: A Culinary Journey to Azerbaijan” has enjoyed wild success and demand for more on the topic. The Karabakh Foundation’s evolving website (www.AzerbaijaniArtifacts.com) offers the first-ever online comprehensive overview of this magnificent culture.

In exploring Azerbaijani/Karabakh culture, we understand why Karabakh is more than a piece of land smack in the middle of Azerbaijan. But we expand our appreciation of world culture, on which it has had a surprising impact.

So look beyond the shallow, context-free discussions of Karabakh in much of the media. Explore—and reach out for conversations with Azerbaijanis that welcome you to Karabakh. You will be glad you did.

Why there are so many Armenians in the U.S. and around the world scattered on the first place Cohen?
The "long time" is a a 100 years since the Genocide perpetrated by your beloved invading turkic people. Not to mention the many 100 thousands Armenian massacres by turks before the Genocide.

Այս խնդիրը կարեւոր է այն տեսակետից, թե ինչ հանգամանքներում եւ որ դեպքում Հայաստանը կարող է զենք ստանալ: Զենքի վաճառքը միայն բիզնես չէ, ինչպես փորձում էին հայ ժողովրդին համոզել ռուսներն ու նրանց սպասյակները Հայաստանում: Զենքը որեւէ երկրի մատակարարվում է քաղաքական նպատակներով եւ նախատեսված է խիստ որոշակի գործառույթների համար:

Օրինակ, Ռուսաստանը Ադրբեջանին ժամացույցի ճշգրտությամբ զենք է մատակարարում խիստ որոշակի նպատակով՝ Հայաստանի ռազմական պարտությունը ապահովելու եւ իր խաղաղարարներին Ղարաբաղ մտցնելու համար, տարածքները Ադրբեջանին հանձնելու դիմաց: Այս քաղաքականությունը վարվում է 2013-ից սկսած: Ընդ որում, հենց այդ ժամանակվանից դադարեցվել է զենքի մատակարարումը Հայաստանին:

Այս առումով, եթե Ռուսաստանը չի մատակարարում 200 մլն-ի զենքը, նշանակում է սպասվում է ռուս-ադրբեջանական ագրեսիայի հերթական փորձը:
Հայաստանին Ռուսաստանը կարող է զենք մատակարարել միայն երկու դեպքում՝ եթե նա «հեռանում» է Հարավային Կովկասից, եւ երկրորդ՝ եթե արդեն իսկ լուծվում է Ղարաբաղի խնդիրն ըստ «ռուսական պլանի»:

Թեեւ, այս երկրորդը պայմանական է, քանի որ այդ դեպքում զենքի իմաստը կորչում է: Կա իհարկե երրորդ տարբերակը՝ եթե Ռուսաստանը կտրուկ փոխում է իր քաղաքականությունը, սակայն սա անհավանական տարբերակ է:

Հիմա ո՞ր իրավիճակն է Ղարաբաղյան կարգավորման այս փուլում, եւ ինչի՞ն են ուղղված կադրային փոփոխությունները բանակում:

Helicopter shot down over Palmyra, Russian pilots reportedly killed

Two Russian pilots have been confirmed dead by the Russian Ministry of Defense after their helicopter was shot down by ISIS over Palmyra. This came as initial claims by ISIS were denied by the Russia MoD.

Military pilot instructors Evgeny Dolgin and Ryaxxxat Khabibulin were conducting a test-flight on a Syrian Arab Air Force Mi-25, which is the export version of the Mi-24 attack helicopter. The decision to fly the Mi-25 was taken by Khabibulin at the request of the Syrian forces which were under attack by ISIS in the province of Homs.

The Russian MoD added that the chopper was shot down over Syrian Arab Army-controlled territory as it had spent its ammunition and was heading back to the base.

With the death of the two pilots, the number of Russian military casualties in Syria reaches 10.

It is heating up with NATO vs Russia in the black sea.
Since the Brits left EU some of the larger economies are frustrated with the U.S. imposing restriction on Russia which in return is slowing down their own economy/trade.
I have the impression something is going to happen soon in the black sea area.

Armenian mother of three found killed with kids in Georgia’s Javakhk

Four family members, including a mother and three children, have been
found dead in their house in the village Vachian, Georgia’s
Armenian-populated region Javakhk (Ninotsminda district).

The family’s father, Vaghinak Khachatryan, is said to be residing in
Russia as an employment migrant.

The bodies of the wife, 37, and the three children, aged 5, 16 and 18,
are thought to have been found two days after they were tragically
killed.

“The family’s father left for Russia months ago as an employment
migrant, but the family resided here. All the four are reported to
have been killed. The bodies were found by accident after a neighbor
caught a strange smell and headed in that direction,” a resident of
the village, Ruzanna S, told our correspondent.

According to the local police reports, the mother and two daughters
died after being stabbed, while the five-year-old son was strangled to
death.

Երեւանն առայժմ զբաղված է իր հոգսերով, եւ նորմալ չէր լինի, եթե բնակչությունն անհանգստանար:

ՆԱՏՕ-ի վեհաժողովը, ինչպես եւ ենթադրվում էր, առանձնահատուկ էր, եւ ոչ ոք ռուսներին չօգնեց: ՆԱՏՕ-ն մոբիլիզացրեց եւ ուժեղացրեց դիրքերը Բալթիկ եւ Սեւ ծովերում, զարգացնելով ռազմական ներկայությունն ու Ռուսաստանին «փակելով» երկու ռազմավարական ուղղություններով:

Ես բազմիցս հարցրել եմ ՆԱՏՕ-ում, թե ինչ չափով կարելի է սպասել ՆԱՏՕ-ի տարածաշրջանային քաղաքականության կայացումը: Դաշինքում սովորաբար ասվում է միայն այն, ինչը վաղուց որոշված է եւ կամ կան վերլուծական մշակումներ: ՆԱՏՕ-ում տարածաշրջանային քաղաքականության կապակցությամբ խոսելն ու քննարկելն այնքան էլ ընդունված չէր:

Դրա համար մի շարք սահմանափակումներ կային: Նախ, տարածաշրջանային քաղաքականության հարցում կային հակասություններ, նախեւառաջ Գերմանիայի ու Ֆրանսիայի կողմից:

Երկրորդ, Մեծ Բրիտանիայի համար երկար ժամանակ դժվար էր զարգացնել սեփական ռազմա-ծովային ներկայությունն ասենք Սեւ ծովում, եւ նա շահագրգռված չէր, որ իր համար ավանդական այդ ավազանում ներկա լիներ մեկ ուրիշը:

Երրորդ, բավական բարդ հարաբերությունները Թուրքիայի հետ, իսկ առանց նրա հավանության դժվար կլիներ մեծացնել ռազմական ներկայությունը Սեւ ծովում: Բացի այդ, դժվար էր ենթադրել տարածաշրջանային քաղաքականության իրականացումն այն իրավիճակում, երբ Ուկրաինան գտնվում էր բավական անորոշ վիճակում:

Ներկայում իրավիճակը փոխվել է, ընդ որում՝ էապես: ՆԱՏՕ-ն պատրաստ է ակտիվ տարածաշրջանային քաղաքականության, ինչը ենթադրում է, որ Ռուսաստանին չեն ներքաշի սառը եւ նույնիսկ տարածաշրջանային պատերազմի մեջ, այլ՝ մրցակցության:

Միաժամանակ, Թուրքիան այլեւս չի կարող խոչընդոտել Սեւ ծովում նոր ծրագրերին, առանց Ռուսաստանի հետ քաղաքական գործարքի մեջ մտնելու: Թուրքիան ենթարկվել է եւ հետեւելու է ԱՄՆ-ի ու ՆԱՏՕ-ի պահանջներին:

Բավական հետաքրքիր հեռանկար է ձեւավորվում Բալթիկ ծովի ավազանում: Գերմանիան, ԱՄՆ-ն ու Կանադան մասնակցել են ՆԱՏՕ-ի իրենց գործընկերների պաշտպանությանը, եւ այդ իրավիճակում Գերմանիան հասկացել է, որ կարելի է հարյուր անգամ կրկնել Ռուսաստանի էքսպանսիան զսպելու անհնարինության մասին, սակայն անհրաժեշտ է իրականում զսպել ռուսներին:

Որոշ ժամանակ անց տեղի կունենա ՆԱՏՕ-ի հերթական վեհաժողովը, որտեղ քննարկվելու է Դաշինքի ամրապնդումը Սեւ ծովում, որին կարեւոր մասնակցություն են ունենալու ոչ միայն անդամները, այլեւ եվրատլանտյան գործընկերները՝ Ուկրաինան, Մոլդովան եւ Վրաստանը:

Վարշավայի վեհաժողովի որոշմամբ, Ուկրաինան, Մոլդովան ու Վրաստանը հնարավորություն են ստացել օգտվել բավական նշանակալի հիմնադրամներից, որոնք ստեղծել են ՆԱՏՕ-ի պետությունները: Դա հնարավորություն կտա վերափոխել զինված ուժերը, այդ թվում ռազմա-ծովային, ինչին այնքան ձգտում է Վրաստանը:

Ահա թե ինչ է եվրատլանտյան գործընկերությունը, եւ պարզվել է, որ Հայաստանը միայն ձեւական է մնում եվրատլանտյան գործընկեր: Հայաստանը շարունակում է զենք մուրալ գողաբարո ու հիմար Ռուսաստանից, իսկ Ուկրաինան ու Վրաստանը գործնականում դարձել են տրանսատլանտյան հարաբերությունների երկրներ:

Ըստ էության, ՆԱՏՕ-ին հաջողվել է շրջանցել իր կանոնադրության 5-րդ կետը, ինչ էլ ռուսներն ասեն այդ կապակցությամբ: Ռուսներին մնում է միայն Հայաստանը, խղճուկ ու անօգնական, որը չի հասկանում, թե ինչ է ուզում:

ՀՀ ՊՆ հետաքրքիր սպաներից մեկը խոր ափսոսանքով խոսում էր, թե ինչքան էլ մենք գոռանք, որ մենք ատլանտիստներ ենք, ՆԱՏՕ-ն մեզ զենք չի տա: Դա իհարկե այդպես չէ՝ դա կամ մեծ սխալ է, կամ իրականությունը չհասկանալու արդյունք: Իսկ սպասել, որ Ռուսաստանը տա այն, ինչը երբեք չի տալու, դա սխալ չէ, այլ հանցագործություն, նրանց հանդեպ, ովքեր գտնվում են ռազմաճակատի գծում:

Հայաստանի քաղաքական ղեկավարությունը նույնպես բավական գոհ է ներկայիս հանգամանքներից: ՆԱՏՕ-ն չի արտահայտել իր թշնամական վերաբերմունքը Հայաստանին, որին հակառակորդ չի անվանում, նույնիսկ ռուսական բազայի առկայության պայմաններում:

Հայաստանին թողնում են «ռեզերվում», առավել եւս, որ նա ակտիվ է խաղաղարար առաքելության մասով: Հայաստանի քաղաքական ղեկավարության համար գլխավորն այն է, որ իրեն ձեռք չտան: Այդպես էլ այն մնում է իր ծիծաղելի վիճակում՝ ռուսների սապոգի տակ:

Հայկական բանակի հրամանատարությունը, իհարկե, ամենեւին էլ «սուրբ» չէ եւ պատասխանատվություն է կրում այն ամենի համար, ինչ տեղի է ունենում: Սակայն ռազմական հրամանատարությունը կարիք ունի տարանջատվել մահացու եւ դավաճանական արտաքին քաղաքական գծից, որը վարում է ԱԳՆ-ն, որի ղեկավարին ՆԱՏՕ-ում ռուսական գործակալ են անվանում:

Ռազմական հրամանատարությունը ռազմաքաղաքական մարմնի կարիք ունի, որը որոշումներ կմշակեր եւ կընդուներ: Առանց քաղաքական որոշումների բանակը չի կարող գործուն լինել ու ապագա ունենալ:

Կգա ժամանակը, եւ հասարակությունը սահմանադրական հիմքերին համապատասխան կհարցնի, թե ինչով էին զբաղված բարձրաստիճան սպաները եւ ինչ ազդեցություն ունեն քաղաքական որոշումների կայացման վրա: Կպարզվի, որ դա ամենահաճելի գործը չէ: Համապատասխան պաշտոններից հրաժարականներն ակնհայտորեն անբավարար կլինեն, նույնիսկ Միջերկրականում կառուցված հյուրանոցների ու անշարժ գույքի այլ օբյեկտների պայմաններում:

Բայց դա ամենը չէ: Հայաստանը զրկվել է, այսինքն չի համաձայնվել ստորագրել ՆԱՏՕ-ի «Ծրագրավորման ու փոփոխությունների գործընթաց» նոր ծրագրի ընդունման պայմանավորվածությունները: Դա աղետ է դարձել Հայաստանի համար:

Հայաստանում այդպես էլ ոչ ոք չքննարկեց ու չբանավիճեց այդ թեմայով: Ավելի հետաքրքիր է ապրել նախկինի պես, եւ Երեւանը շարունակում է ապրել նախկինի պես: Այդպես ավելի հարմար է, թող ռուսական հրթիռներն ընկնեն երեխաների գլխին: Եվ հայերը երախտապարտ կլինեն ռուսներին դրա համար:

Ահա այսպես ավարտվեց ՆԱՏՕ-ի վեհաժողովը Հայաստանի համար:
