Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

5] Respect the authority of moderators/admins.

        ԵԱՀԿ Մինսկի խմբի համանախագահների Հայաստան այցը տվեց հերթական հարցերիւ առիթ, թե ինչ սպասել այցից: Այդ հարցերը առաջանում են համանախագահների յուրաքանչյուր տարածաշրջանային այցից առաջ, նաեւ Հայաստանի եւ Ադրբեջանի արտգործնախարարների կամ նախագահների այցից առաջ, թեեւ նախագահների հանդիպում չի եղել նախորդ տարի հունիսի Սանկտ-Պետերբուրգի հանդիպումից հետո:



        Չի բացառվում, որ համանախագահների տարածաշրջանային հերթական այցի նպատակը հենց նախագահների հանդիպում կազմակերպելն է: Թեեւ, դա իհարկե ենթադրություն է: Ընդհանրապես, աշխարհաքաղաքական իրավիճակը ներկայումս այնպիսին է, որ հնարավոր է ենթադրել տարաբնույթ սցենարներ եւ օրակարգ, հաշվի առնելով այն, որ Մինսկի խմբի համանախագահության ձեւաչափը վաղուց հանդիսանում է ոչ միայն միջնորդական ձեւաչափ Արցախի խնդրի համար, այլ յուրօրինակ աշխարհաքաղաքական փակ ակումբ, որտեղ հարաբերվում եւ ավելի լայն շրջանակի հարցեր են լուծում ՄԱԿ ԱԽ մշտական անդամ միջոկային երեք տերություն՝ Ֆրանսիա, ԱՄՆ, Ռուսաստան:



        Այդ իմաստով, միանգամայն հնարավոր է, որ համանախագահների այցի ընթացքում Արցախի խնդիրը լինի նպատակներից մեկը եւ նույնիսկ ամենեւին էլ ոչ առաջինը, որքան էլ դա թվա տարօրինակ:



        Ներկայիս խնդիրը տարածաշրջանի կայունությունն ապահովելն է: Մինսկի խմբի համանախագահների օրակարգը, առաջնահերթությունները կապված են լինելու դրա հետ: Թե հատկապես ի՞նչ է պետք դա անելու համար, արդեն այլ հարց է:



        Հայկական կողմն օրինակ տեւական ժամանակ բավական հստակ ասում է, որ կայունության համար պետք է զսպել Ադրբեջանին հրադադարի պահպանման միջազգային մեխանիզմներով: Հայաստանը այդ մեխանիզմների ներդրումն է դիտարկում բանակցային գործընթաց վերսկսելու պայման:



        Բայց, Ադրբեջանը հայտարարում է, որ դեմ է դրան, քանի որ դա կնշանակի ստատուս-քվոյի ամրապնդում, եթե հայկական զինուժիը հետ չի քաշվում մինչ մեխանիզմի ներդրումը:



        Բաքուն անկասկած հասկանում է, թե ինչն է խնդիրը: Մյուս կողմից, միջորդներն էլ Բաքվին փորձում են հասկացնել, որ ապրիլի քառօրյա պատերազմում ուներ ստատուս-քվոն փոխելու շանս, որը տապալել է, իհարկե առավելապես հայկական զինուժի «օգնությամբ»: Ներկայումս Բաքվին չեն տալիս նորից փորձելու հնարավորություն, անկասկած հասկանալով, որ դա կբերի լայնամասշտաբ պատերազմի: ԵԱՀԿ Մինսկի խմբի հասցեական հայտարարությունը Բաքվի հրթիռի կիրառումից հետո վկայեց հենց այդ մասին:



        Բայց, եղավ նաեւ Միջազգային ճգնաժամային խմբի զեկույցը, որտեղ հավանական համարվեց պատերազմը: Իհարկե զեկույցում չկար որեւէ նոր բան, ըստ այդմ պատերազմի հավանականությունն առավելապես տեսական պնդում էր: Բանն այն չէ, որ պատերազմի բացակայությունը երաշխավորված է: Պարզապես աներկբա է, որ ներկայումս դրա շահառուն անգամ Ադրբեջանը չէ:



        Բաքուն տեսավ, որ չնայած միլիարդավոր սպառազինոթյանը, չի կարող հաղթել Հայաստանին, թե անգամ չպարտվի էլ: Իսկ այդ դեպքում կնշանակի, որ պատերազմը կշարունակվի երկար: Երկար պատերազմը առաջացնում է վտանգ, որ կմիջամտի Ռուսաստանը եւ կհաստատվի Արցախում: Այսինքն, թե Ադրբեջանը կպարտվի, թե խոշոր հաշվով Հայաստանը՝ կհաղթի Ռուսաստանը: Ադրբեջանը դա լավ է հասկանում: Երկարող պատերազմի դեպքում Մոսկվան չի կարող մնալ չեզոք: Հայաստանը վերջնականապես չկորցնելու համար նա ստիպված պետք է միջամտի եւ ապահովի այսպես ասած հաղթանակ: Իհարկե դրա գինը կլինի այն, որ Արցախում խաղաղապահի անվան տակ կհայտնվի ռուսական զինուժ, ինչպես օրինակ Աբխազիայում եւ Օսիայում 1990-ականների առաջին կեսին:



        Այդ իմաստով, ռազմական լայնամասշտաբ գործողոււթյունների շահառու կարող էր լինել Ռուսաստանը, բայց ապրիլի պատերազմը ցույց տվեց, որ հայկական զինուժը ունակ է դիմադրելու եւ օգնություն չի խնդրում Ռուսաստանից, հարցը լուծում է ինքնուրույն:



        Դրանք գործոնների մի մասն են միայն: Կա Իրանը, կան ԱՄՆ ու Ֆրանսիան, կա Եվրամիությունը եւ անգամ Թուրքիան:



        Խնդիրը սակայն այն է, որ բոլորը կարող են հրաժարվել պատերազմից, տեւական եւ մասշտաբային ապակայունացումից, բայց չի կարող հրաժարվել Բաքուն, որովհետեւ Ալիեւը վերջին տարիներին իր դիվանագիտությունը կառուցել է հենց դրա վրա՝ չտաք, կպատերազմեմ: Նրան ոչինչ չեն տալիս, բայց նաեւ թույլ չեն տալիս պատերազմել, համարելով, որ ապրիլը արդեն բավական էր:



        Բայց, միեւնույն ժամանակ, չկա ընդհանուր հայտարար Ադրբեջանին որեւէ նոր իրավիճակ պարտադրելու հարցում: Հասցեական մատնացույց անելու հարցում հայտարար եղավ, բայց դրանից այն կողմ, այսինքն պատասխանատվության խնդիր դնելու հարցում այն չկա:



        Մյուս կողմից Երեւանը հասկանում է, որ եթե պահը չօգտագործի եւ չփորձի զգույշ, նրբորեն, բայց ճնշում բանեցնել պատասխանատվության խնդիրը դնելու հարցում, այլ պատեհ պահ կարող է չլինել: Առաջնագծում ռազմա-տեխնիկական նկատելի ճնշմանը զուգահեռ, երբ Ադրբեջանը ստանում է շատ կոնկրետ եւ կանխարգելիչ հարվածներ՝ այդ թվում նաեւ միջազգային լեգիտիմությամբ, հայկական կողմը փորձում է նաեւ կատարել դիվանագիտական քայլեր: Ըստ ամենայնի դրանով է պայմանավորված այն, որ Երեւանը սկսել է ավելի ու ավելի հաճախ խոսել այն մասին, որ հասցեական հայտարարությունը քիչ է, պետք է դնել Ադրբեջանին պատասխանատվության ենթարկելու հարց:



        Կստացվի՞ դա Երեւանի մոտ, թե՞ ոչ: Իհարկե այստեղ շատ բան կախված է, թե ինչպիսին է Մինսկի խմբի փակ ակումբում երեք միջուկային տերությունների միջեւ հարաբերության օրակարգը: Դրանում աներկբայորեն կա Կովկասում պատերազմից հրաժարվելու առնվազն միջնաժամկետ փոխհամաձայնություն, բայց կարծես թե չկա որեւէ համաձայնություն այլընտրանքի հարցում: Կարո՞ղ է այդ գործում օգնել նրանց Հայաստանը: Ի դեպ, որոշակի հանգամանքների համադրությամբ համանախագահ եռյակին օգնություն կարող է լինել թե Հայաստանի որեւէ նախաձեռնություն, թե նաեւ հենց պատասխանատվության մեխանիզմի հարցում ողջախոհ ճնշման ավելացումը:

        • Massive build-up of Hezbollah, Syrian Army soldiers in Palmyra

          BEIRUT, LEBANON (11:15 P.M.) – A large amount of reinforcements from the Syrian Arab Army (SAA) and Hezbollah have poured into the Palmyra countryside, recently, to aid in the ongoing operations to lift the siege on the Deir Ezzor Governorate.

          According to Al-Masdar’s Ibrahim Joudeh, thousands of soldiers have arrived in the Palmyra countryside for the Deir Ezzor offensive, making this one of the largest operations to take place around the country.

          While operations have already began to liberate the Arak Gas Fields, the Syrian Arab Army and their allies have not launched their main assault, which will consist of their forces attacking the key town of Sukhnah.

          Sukhnah is strategically located along the main highway to the Deir Ezzor Governorate; it is also the Islamic State’s (ISIL) most important stronghold in central Syria because of its numerous gas and oil fields.

          • Syrian Army raises flag over Iraqi border for first time in years

            BEIRUT, LEBANON (2:40 A.M.) – The Syrian Arab Army (SAA) has raised the flag over an Iraqi border-crossing for the first time since retreating from this area in the Spring 2015.

            Following an agreement between the US and Russian forces, the Syrian Arab Army and their allies from Hezbollah and the Popular Mobilization Units (Hashd Al-Sha’abi) were given the green light to take control of Al-Boudah village, which is located northeast of the Al-Tanf Crossing.

            With Al-Boudah seied, the Syrian Arab Army was able to assert control over the border-crossing northeast of Tanf; this resulted in obstruction of US-backed backed forces from the Deir Ezzor Governorate.


            While the US claims they are training rebel forces to fight ISIL in southern Syria, they are no longer in position to do so, given the fact they are surrounded by the Syrian Arab Army and their allies.

                  • Republican Guard reinforcements arrive in Palmyra to aid Deir Ezzor liberation offensive

                    DAMASCUS, SYRIA (1:00 A.M.) – On Tuesday, the Syrian Arab Army (SAA) sent one of its most elite contingents to the Palmyra frontier in a bid to dislodge ISIS from the Syrian desert and eventually link up with a besieged government garrison in Deir Ezzor.

                    Traveling all the way from Latakia, most of the 103rd Brigade of the Republican Guard was transferred to the Palmyra region, increasing the total number of SAA soldiers and allied paramilitary fighters stationed in eastern Homs to roughly 50,000 soldiers, a massive fighting force which outnumbers the Islamic State at least 10 to 1.

                    These specific Republican Guard soldiers were trained by Russian special forces back in 2014 and have gathered battle experience from fighting jihadist militants in the mountains of Latakia since then.

                    A few days ago, the SAA’s forces in Latakia were also stripped of the so-called Military Shield Forces who were deployed to eastern Hama instead.

                    With low priority to the largely inactive Latakia frontline, government forces appear to be going all-in to defeat ISIS across the provinces of Aleppo, Hama and Homs.

                    The large-scale offensive to liberate Deir Ezzor from its longstanding ISIS siege has been dubbed the ‘Great Dawn’ and requires the SAA and its allies to advance eastwards through approximately 150 kilometers of desert territory.
