Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

5] Respect the authority of moderators/admins.

Public discussions of moderator/admin actions are not allowed on the forum. It is also prohibited to protest moderator actions in titles, avatars, and signatures. If you don't like something that a moderator did, PM or email the moderator and try your best to resolve the problem or difference in private.

      Հայաստանի ոստիկանությունն ու քննչական կոմիտեն հայտարարություններ են տարածել Գյումրիի ողբերգության քննության կապակցությամբ, որում նշվում է գործի քննության անաչառության եւ լիարժեք բացահայտման համար կատարվող քայլերի մասին:

      Իհարկե, նախօրեին Հայաստանի դատախազության տարածած հաղորդագրությունից հետո դժվար է պատկերացնել, թե քանի կոպեկ արժե Հայաստանի իրավապահ համակարգի քննությունը, եթե հանցագործության համար մեղադրվող, կասկածյալ, ռուսական ռազմակայանի զինծառայող Վալերի Պերմյակովը գտնվում է Ռուսաստանի իրավապահների հսկողության տակ:

      Բայց Հայաստանի ոստիկանության ու քննչական կոմիտեի հայտարարություններում կա ուշագրավ համանման հղում օպերատիվ-որոնողական աշխատանքին, որն ուղղված է հանցագործությանն առնչություն ունեցող այլ անձանց եւ վկաների գտնելուն. «Ձեռնարկվում են քննչական և օպերատիվ-որոնողական միջոցառումներ դեպքի մասին տեղեկություններ ունեցող անձանց հայտնաբերելու և հարցաքննելու ուղղությամբ», «ՀՀ ոստիկանության իրավասու ստորաբաժանումները ՀՀ օրենսդրությամբ իրենց վերապահված լիազորությունների շրջանակներում շարունակում են իրականացնել անհրաժեշտ օպերատիվ-հետախուզական միջոցառումներ՝ ուղղված հանցագործության ամբողջական բացահայտմանը, հանցագործությանն առնչակից անձանց հայտնաբերմանը, նախաքննությունն իրականացնող մարմնի հանձնարարությունների կատարմանը»:

      Ու՞մ են որոնում ոստիկանությունն ու քննչական կոմիտեն՝ ենթադրյալ հանցակիցների կամ վկաների, թե կան տեղեկություններ, որ այդպիսիք իսկապես գոյություն ունեն:

      Հանրությունը տեղեկանալով դեպքի թեկուզ հայտնի մանրամասներին, նաեւ լուսանկարներին, որոնցում երեւում է, որ ընտանիքի անդամները գնդակահարված են իրենց անկողիններում, նաեւ ծանոթանալով Պերմնյակովի ցուցմունքին, թե իբր ջուր խմելու համար է մտել այդ տուն եւ սպանել է պատահաբար, երբ աղմուկ են հանել իր մտնելու կապակցությամբ, մեղմ ասած կասկածներ ունի հանցագործության խմբակային բնույթի վերաբերյալ:

      Ավելին, կասկածներ կան, որ Պերմյակովին պարզապես որպես ցուցանակ են օգտագործում իրական հանցագործները, հանցագործության իրական բնույթն ու մոտիվները թաքցնելու համար: Եվ այդ կասկածները խորացնում է նաեւ Պերմյակովի ձերբակալման հանգամանքները: Նաեւ այն, որ ռուս իրավապահները փութացին Հայաստան եւ հանցագործին վերցրին իրենց «հովանոցի» տակ:

      Բանն այն է, որ առնվազն տարօրինակ է, որ զինծառայողը զորամասը լքում է գիշերվա չորսին, լուսադեմի վեցին ջուր է մտնում խմելու անծանոթ տուն՝ սաստիկ ցրտին մի քանի ժամ թափառելուց հետո, եւ եթե ենթադրենք, որ նրան տանտերերը նկատում եւ աղմուկ են բարձրացնում, ապա միեւնույն է անհասկանալի է դառնում այդ ամենի դեպքում վեց մարդու անկողնում գնդակահարելը: Ընտանիքի անդամները, դատելով լուսանկարներից, չեն էլ հասցրել բարձրանալ անկողիններից: Ինչպե՞ս կարող էին նրանք արագորեն վեր չթռչել լսելով առաջին իսկ կրակոցները: Հատկապես, եթե նրանք բոլորը մի սենյակում չէ, որ քնած են եղել:

      Դրան է գումարվում նաեւ այն տարօրինակ հանգամանքը, որ Պերմյակովը հանցագործության վայրում է թողնում իր այսպես ասած ռեկվիզիտները: Մինչդեռ այն, որ նա հերթով գնդակահարել է վեց անձի, վկայում է, որ գնդակահարողը բոլորովին էլ խուճապի մեջ չի եղել եւ հետեւաբար չէր կարող խուճապահար թողնել «ռեկվիզիտներն» ու փախչել: Եթե նա խուճապահար փախչող լիներ, ապա կփախչեր տանտերերի առաջին իսկ աղմուկի վրա, ծայրահեղ դեպքում սպանելով ընդամենը մեկին:

      Տարօրինակություններն ու անհամադրությունները բազում են, եւ միանգամայն հիմնավոր են կասկածները, որ ոճրագործությունը մեկից ավելի անձանց ձեռքի գործ է:

      Սակայն, Հայաստանի ոստիկանության եւ քննչական կոմիտեի օպերատիվ-որոնողական աշխատանքի մասին հայտարարության շարունակությունը թերեւս կլինի ընդամենը այն, որ չի գտնվի որեւէ հանցակից կամ վկա: «Բացահայտման» գործընթացում Հայաստանի իշխանությունն իր անելիքն արդեն արել է՝ ենթարկվել է Ռուսաստանի որոշումներին եւ փաստացի կկատարի լոկ «մամուլի քարտուղարի» դեր:

        No anti-Russian sentiments in Gyumri – clergyman

        In an interview with Tert.am, Head of the Shirak diocese of the Armenian Apostolic Church, Bishop Mikael Ajapahyan commented on the tragedy in Gyumri, when a 6-member family was murdered.

        He said that church is calling on the people to remain calm.

        “But people raise questions and must get clear answers. I cannot calm them down for life,” he said. The issue of the Russian military base in Gyumri must be discussed at the highest level, Bishop Ajapahyan said.

        “The people in Gyumri are not hostages to this military base after all. A baby in the cradle must have security guarantees. Armed Russians have nothing to do in our streets, and it is the government that must guarantee that. A Russian soldier cannot leave a military base, march three kilometers to enter a house and perpetrate a massacre. I think it is clear for everyone.”

        “We should not say that people or a clergyman is politicizing. Our people demand security and it is their right. It is not a matter of anti-Russian sentiments or Armenian-Russian relations. Our people deserve safety. A sleeping man must live in safety.”

                    Երեկ հրավիրված ասուլիսում քրեագետ Սերգեյ Գալոյանը՝ խոսելով հունվարի 12-ին տեղի ունեցած ողբերգական սպանության մասին, հիշեցրել է 1999թ. ապրիլի 14-ին Գյումրիում տեղի ունեցած մեկ այլ նմանանատիպ դեպքի մասին:

                    «Երբ 1999 թվականի ապրիլին երկու ռուս զինվոր՝ նույն զորակայանից, հարբած վիճակում, լիցքավորված ինքնաձիգներով դուրս եկան Գյումրի քաղաք, հասան «Սլաբոտկա» թաղամաս, հասան մինչև շուկա, գնդակահարեցին 2 մարդու, ծանր վիրավորեցին 15 մարդու:

                    Կարո՞ղ եք ասել՝ ինչ եղան այս 2 տականքները:

                    Դատվեցի՞ն»:

                    Լրագրողներից մեկի դիտարկմանը, որ ռուսական լրատվամիջոներն այդ տեղեկությունը հերքել են, քրեագետն այսպես արձագանքեց. «Իհարկե, կասեն, իհարկե, կասեն:

                    Դեպքն արդեն ջրվել, գնացել է, փակվել է:

                    Ձեզ չի՞ թվում, որ եթե 1999 թվականի դեպքն այսպես անցավ ու գնաց, մի 5-6 տարի հետո այս մասին էլ կմոռացվի, և հետո կասեն՝ չի եղել, հնարում են»:

                    Ըստ նրա՝ եթե այն ժամանակ այդ երկու ռուս զինվորներին դատեին Հայսատանում, այս դեպքը չէր կատարվի.

                    «Սրան էլ (խոսքը Վալերի Պերմյակովի մասին է:-168.am) եթե տանեն ու նորից անհետացնեն, նորից կկատարվի, սա կատարվում է նրա համար, որ փոքրիկ երկիր ենք, փոքր քաղաք է՝ կպահեն սարսափի մեջ:

                    Թե ովքե՞ր են այդ ուզեցողները, գիտեք այնքա՜ն կան»: Թե ինչ է տեղի ունեցել 1999թ. ապրիլի 14-ին Գյումրիում՝ դիտեք Tsayg.am-ի տեսանյութում:
