    Baku. Hafiz Heydarov – APA. To 1994, 373 terrorist attacks resulted in massed human losses were committed by Armenia and separatist regime in the occupied lands of Azerbaijan, Military Prosecutor’s Office of Azerbaijan told APA.

    The Military Prosecutor’s Office announced the names of internationally wanted Armenians as well.

    The prosecutor’s office said aggressive Armenian nationalists laid groundless territorial claims to the Republic of Azerbaijan creating so-called Nagorno Karabakh problem and committed massacres against Azerbaijanis, deported them from their historic homelands, destroyed our cities and villages, material-cultural monuments and made other attempts to kill our national gene pool. In 1991-1992, the genocide was committed in Khojaly and other residential areas, Shusha and numerous other residential areas were occupied and ethnic cleansing operations were carried out. At the same time, 373 terrorist attacks resulted in massed human losses were committed by Armenia, which pursued state terrorism and genocide policy, and separatist regime in the occupied territories. As a result of aggressive war, 20 000 Azerbaijani citizens were killed, more than 50 000 wounded and became disabled, thousands of residential areas and buildings, education and medical centers, economic facilities were destroyed, 20 percent of Azerbaijani territories were occupied and more than one million Azerbaijanis became refugee or internally displaced persons.

    Azerbaijani captives and hostages detained in Nagorno Karabakh and other occupied regions of Azerbaijan, as well as in Armenia faced with unbearable tortures and part of them were killed or disabled. Since 1988, criminal investigations have been launched by the prosecutor’s offices and other law enforcement agencies about the killing, torturing and disabling of Azerbaijani captives and hostages by the Armenian armed forces in Nagorno Karabakh and other occupied territories of Azerbaijan, as well as in Armenia, sabotages and terrorist attacks committed by Armenians, deportation of the population, destruction of material resources in the residential areas, destruction of cultural-historic monuments and other grave crimes committed by Armenians.

    On December 18 2003, the joint investigative operational group was established by the General Prosecutor’s Office, Interior Ministry and the Ministry of National Security of the Republic of Azerbaijan to solicit to the international organizations about the investigation and legal evaluation of these grave crimes committed against the Azerbaijani people, identification of the persons participated in organizing and committing of those crimes and bringing them to justice under the Azerbaijan’s legislature, as well as outrage against the norms of international law.

    According to the decision made by the Prosecutor General on May 5 2005, the Military Prosecutor’s Office of the Republic of Azerbaijan was urged to implement procedural controlling the criminal cases. Special investigative unit of the Department of Investigation of Grave crimes of the Military Prosecutor’s Office of the Republic of Azerbaijan was established and chief of the unit was appointed the head of the investigative operational group in accordance with the order of the Prosecutor General on March 30, 2009 for comprehensive, objective and completed investigation of other grave crimes committed against peace and humanity.

    On February 27, 1992, criminal case was launched on the occupation of Khojaly on article 70 (banditry), 4th and 6th paragraphs of article 94 (premeditated murder) of the Criminal Code of Azerbaijan Republic that was effective till 01.09.2000. Investigation was carried out. The investigation determined that on the night of February 26, 1992, the Armenian military units and separatist Armenian armed units of Nagorno Karabakh with the participation of the officers, ensigns and soldiers of the 366th regiment in Khankendi attacked Khojaly, pursued the people attempting to flee to Aghdam, including children, women, the old, fired at them, tortured, killed them, took them hostage, burned the buildings of state and public offices, organizations, enterprises, houses of citizens, property.

    The proceedings of the criminal case launched on Khojaly tragedy was stopped on March 31, 1994. On July 12, 2005, Military Prosecutor of Azerbaijan Republic updated the proceedings of the case and the actions on the criminal case were applied to article 103 (genocide), 107 (deportation of population), 115.2 (violation of war rules and traditions) of the Criminal Code. Investigation has been underway since then to hold accountable and judge the persons who committed war crimes against peace and humanity. The investigation found out that 350 Khojaly residents, including 52 little ones, 111 women, 16 old men over 60 were killed, 371 were taken hostage, 150 went missing, 421 were injured, Azerbaijani state and citizens suffered damage of 144.730.267 manats or $170.270.816.

    192 of those who were killed during the tragedy were residents of Khojaly, 24 Azerbaijanis deported from Armenia in 1988, 32 were persons displaced from Khankendi, 35 from other villages of Nagorno Karabakh in 1988-1989, 8 were Ahiska Turks moved from Uzbekistan during Fergana happenings.

    Those armed units pursued 111 people, who managed to escape Khojaly. They tortured and killed 16 of them in Ketik forest, 130 in Nakhchivanik, 23 in Garagay, 23 near Dehraz village, 8 in Shelli, 6 in Esgeran, 18 of those who were taken hostage were tortured and killed in Esgeran Interior Affairs Department.

    Basing on the examination of the bodies, opinions of forensic medical examination, testimonies of Khojaly residents, who escaped the siege, it was determined that the servicemen of the 366th regiment tortured the Azerbaijanis, skinned their heads, cut noses, ears, genitals, pulled out their eyes, beheaded them on the graves of Armenians, tortured everybody, even women, the old and children.

    The investigation also found out that the action committed by Armenian armed forces and separatist armed forces of Nagorno Karabakh together with the servicemen of the 366th regiment of USSR in Khankendi, contained components of genocide crime envisaged in the Convention for the Prevention and Punishment of the Crime of Genocide adopted by the United Nations General Assembly on 9 December 1948 and article 103 of Azerbaijani Criminal Code.

    It was identified during the investigation that Armenian military forces, separatist armed units in Nagorno Karabakh and 366th infantry regiment deployed in Khankendi, which committed Khojaly genocide, didn’t observe the norms of international law and violated the Geneva Conventions about protection of wounded and sick soldiers during war, prisoners of war and protection of civilians, including in occupied territory.

    Participation of 38 persons, whose names listed below, - servicemen of 366th infantry regiment and other persons – in the Khojaly genocide was proved and the court passed decision about bringing them to justice for crimes against peace and humanity, including deportation of population, tortures, violation of rules of war, rape, sexual slavery, sexual violence. The appropriate documents were submitted to the Interpol’s bureau in Azerbaijan to declare them internationally wanted.

      I didn't understand what is mentioned above...let me see if I got the idea:
      So the court in Azerbaijan has approved a list of wanted people for those crimes they said they committed, and they are going to submit some documents to the office of Interpol in Azerbaijan, and because they office of Interpol in Azerbaijan will declare they want this people immediately they are "internationally wanted"...right?

        I didn't spot Seyran Ohanyan on the list which is odd cause the Azeris call him a war criminal who participated in Khojaly.

          Or Serzh Sargsyan, which is weird because according to them he "was the commander of the Armenian armed forces which committed massacre in Khojaly in 1992. He ordered Armenian armed forces to commit a massacre and he also participated in that. "

              Look, I know some of the people involved in this Khojalu, they grew up in 3rd mas where my mom grew up also, and tell you the truth the Khojalu massacre was a thing that taught Azeris to back off and that for them to know who they were dealing with. They always made fun of Armenians of being gentle sheep who woudn't touch innocent civilians.

                Along with Hayk Demoyan, Levon Melik-Shahnazaryan is the founder of the recently launched xocali.net. Levon MS is perhaps best known for being the target of failed Azeri assassination attempts over the last couple of years. No wonder they wanted this man gone.                 Since the beginning of March 1992 state propaganda of Azerbaijan Republic tells the world about the “genocide” of Azerbaijanis in the Khojaly village. Terrible pictures of killed people filled TV screens of many countries. Azerbaijani agitprop compared Khojaly with Hiroshima, Khatyn, and Lidice and other major tragedies of the XXth century. For the confirmation of the aforesaid Azerbaijani agitprop published and printed numerous shots indented to confirm the “atrocities” of Nagorno-Karabakh Republic’s armed units. All attempts of the Armenian side to refute this monstrous lie failed, since public’s sense of logic was overshadowed by more than expressive photos. The photographs of killed and raped children, scalped body, mother frozen in a mournful pose above the killed children, turned off thinking and the ability to rational and impartial analysis.

                Azerbaijan skillfully used this human psyche property, exposing for the public display more and more “documentary evidences” of the Khojaly tragedy. All reasons and arguments faded against this “universal weeping with illustrations”. Khojaly gradually transformed into the common word, overshadowing many other real tragedies of our time.

                “Khojaly” initially pursued the idea of hate increase towards the Armenians in the younger generation of Azerbaijanis. It was the cynical calculation, which continues to this day. In schools, universities, and Youth Theatres told about victims among civilians population of the village, shown photos and videos. The psyche of Azerbaijanis traumatize, number of murders and suicides increases; however, it doesn’t stop apologists of the devouring hatred. Then Azerbaijan’s tested monstrous lie left to the international arena.

                At the same time Azerbaijan studiously avoids delicate moments of this tragedy, the questions that required to be answered. List them again.

                1. Why Azerbaijan stubbornly ignores reasons of the village assault by the Nagorno-Karabakh Republic’s armed divisions?

                2. Why Azerbaijan doesn’t mention the existence of the safe corridor for civilians from the combat zone?

                3. Why Azerbaijan doesn’t present number of killed in the village itself? There were only 11 people.

                4. Who sent escaping Khojaly people in the Armenian village Nakhchivanik, reporting by the radio, that village was allegedly captured by Azeris and there they can get help? In the clash with the Nakhchivanik’s defensive fort post Azerbaijan side lost up to two dozen people, mostly civilians.

                5. Why there is a silence about the fact that the territory, where were found hundreds of Khojaly’s civilians dead bodies was under Azerbaijan’s control? Until the summer of 1993.

                6. Why there is a silence about the fact that this territory was actually located within the Agdam’s limits, big city populated by Azeris until the 1993?

                7. What is Azerbaijan’s purpose to be silent on the well-known fact that 34 thousand of heavily armed Azeris were in Agdam on February 1992?

                8. Why the Armenian troops, if they really wanted to kill Khojaly people released village civilians from the fire bag?

                9. How could happen, that the news of the mass loss of Khojaly’s population spread across Baku few hours before the village assault by Armenian divisions?

                10. Who and why outraged upon dead bodies of Khojaly people, if known that they were within the territory controlled by Azerbaijani military?

                Honest and sincere answer to these questions can ruin the entire pyramid of dirty lie and insinuations, lovingly built by the Azerbaijani propaganda. However, our questions are not over yet.

                Azerbaijan operators made videos of Khojaly’s killed bodies several days in a row. In particular, the posthumous fame received Azerbaijani journalist Chingiz Fuat-oglu (Mustafaev), whose footage became the most important “argument” to accuse Armenians, he made videos on 28th February and, second time, on 2nd March of 1992. Both times in the frame Azerbaijani militaries and civilians. However, during the second shooting on March 2 clearly evident that some bodies positions are changed, and some of them subjected to mockery of vandals. Who could do that, if the territory was controlled by the armed forces of Azerbaijan Republic?

                This question is not rhetoric, as it may seem at first glance. According to Azerbaijani propaganda it turned out that Armenians let Khojaly people leave in order to kill them (in front of 34 thousand armed Azerbaijanis) in Agdam’s suburbs. After this crime Armenians retreated, leaving the field strewn with corpses to Azerbaijani operators to re-risk their lives after that by breaking into the territory only in order to desecrate the corpses of civilians. Azerbaijan replicates this nonsense already during 18 years in the countless petitions, speeches, articles, books, films and scientific works.

                I am convinced that any reasonable person, who faced with aggressive, deceitful propaganda of Khojaly “genocide”, would certainly pay attention to the listed inconsistencies. However, people’s reason was overshadowed by video- and photo documents. Terrible and pitiless.

                Some of the young Armenian patriots and enthusiasts undertook to refute this “argument” of Azerbaijan Republic. As a result, after long and persistent search they found a considerable number of facts, fully exposing the sinister role of Azerbaijan in the death of Khojaly people and ensuing bodies desecration. Even today, I can’t unequivocally say that the Azerbaijani servicemen intentionally killed Khojaly people. However, with the complete confidence we can assert that the desecration of bodies made Azerbaijani side: first to conceal wittingly or unwittingly crime and blame the Armenians, and then turning their own crime in the instrument of anti-Armenian propaganda.

                On the created by the abovementioned enthusiasts site http://xocali.net/ are collected numerous videos and photos refuting the vile anti-Armenian lies. The site materials clearly show what has been repeatedly written and said: the corpses of Azeri refugees from Khojaly were desecrated by Azeris. At the same time Azerbaijan didn’t distain outright forgery: revealing pictures of other tragedies, including photos of corpses. The hard and laborious work of the site creators turned into success, demystifying the enemy propaganda. I am convinced that Armenian diplomacy should use the site http://xocali.net/ materials in their daily activities.

                I am certain also that demystifying of monstrous anti-Armenian lies must be continued. Continuing the search of refutation outside Armenia and Nagorno-Karabakh Republic, it is necessary to apply to people, who participated in the successful operations of NKR’s release and suppressions of weapon emplacements in Khojaly. Every memory, every detail is important because it could shed light on the monstrous crime committed by Azerbaijan to destroy their own tribesmen.

                Azerbaijan that turns every 26th February almost in the mourning holiday, with fanfares and fireworks, must be nailed to a pillar of shame. Masks must be disrupted from killers. Fireworks in the honor of Khojaly‘s people “genocide” must be black, it would adequately reflect the black essence of ideologists, organizers and executors of this crime.

                P.S. Article was ready to the publication, when Azerbaijan’s newspaper “Zerkalo” reported the interesting news. According to newspaper, “Turan” news agency in Baku reported the launch of new website http://xocali.net/. Immediately after this “Turan” agency became to expose Azerbaijani propaganda: “However the official Azerbaijani propaganda and the state controlled media overdid and allowed serious mistakes and frauds. Thus, exposing Armenians, some of our electronic media were so overzealous that borrowed photographs from Turkey, Palestine and other regions, presenting this as an evidence of Armenian crimes in Khojaly”. I am sure that such recognitions in “overdoing” became the direct result of Xocali.net staff’ hard work and it will continue.

                  Look Khojalu happened, don't be like the Turks in trying to cover up what is fact. My mother also knows some of the people who were involved and me as well.

                      The few of us going nuts (mostly PTSD) and collecting ears is not even close to deliberate official ethnic cleansing......whatever it maybe, it is not the norm, but an exeption.
