Speaking about governments. I consider Reagan's as the best in past 30 years. Following ones became increasingly worse and corporate controlled.
Armenia's governments are improving ( too slow for lot of people) in past 20 years, Serj's being the best so far. Levon's was the incubator of oligarkhs. Kocharian was all about oligarkhs. Serj's first term I saw some attempts to controll oligarkhic lawlessness. Second? We shell see.
In light of what's the alternative, I choose Serj over any opposition. By saying Serj, I don't mean anybody else from rulling party.
On Aprill 9 everybody saw who real opposition is. As soon as Raffi made an uncertain move, the voulchers pretending to be on his team came down on him to feast on yesterday's heroe's dead body and rip off dividents. Nobody knows if the ones screaming human rights on the streets are not going to be the worst dictators if they come to power. I don't see honesty and accountability towards people from opposition.

Human curiosity is what will drive us into space not so much greed. Think about space exploration and how expencive it is yet instead of a profit it generates huge losses but we do it anyways. Not everything is about dollars or profit or greed - we as human beings are much more then that and this fact is what capitalism fails to deal with. Most goods and resources can be effectively managed by free markets but some very important things cannot be left to the wims of the market and capitalism and we have seen this over and over again. Some things must be managed to avoid dire consequences. The financial markets are a great example of things that badly need to be effectively managed other things include healthcare,environment,depletable resources, and even space. Did you know that there is so much junk and debree orbiting earth that countries are afraid to deploy satalites now? Because space was not managed it will now cost us billions to clean it up. Resources like the bluefinn tuna are on their way to extinction because we fail to manage them. There are many problems with unfettered greed and capitalism and that is why these things need to be managed. People are about more then greed - we are driven by many desires and greed is just one of them. Capitalism puts greed front and center and ignores the rest of our humanity.

Հայկական քաղաքական իրականության մեջ ձեւավորվել է պատճառահետեւանքային լիովին ոչ համարժեք կապերի ընտրության ավանդույթ, ընդ որում, գտնվելով այս կամ այն արատների եւ սոցիալական հանցագործությունների պատճառների որոնումներում, որպես կանոն դատապարտվում է ով եւ ինչ ասես, բացի Ղարաբաղում տեղի ունեցողը:
Այն, որ արդեն որերորդ ընտրություններում ղարաբաղյան թեման ընդհանրապես չի հիշատակվում, կարելի է հասկանալ: Չէ որ Հայաստանում ոչ ոք պատկերացում չունի՝ ինչպես վարվել այդ հարցում, եւ ավելի լավ է՝ ոչ մի կերպ: Սակայն խնդիրն առաջացել է այնպես, որ անհասկանալի է դարձել եւ երբեք հասկանալի չի եղել, թե ինչ է ղարաբաղյան թեման, ինչ է այն ներկայում նշանակում:
Ընդդիմադիր խմբերն ու առաջնորդները Երեւանում միշտ խուսափել են Ղարաբաղի թեմայի մեջ մտնելուց, չցանկանալով թշնամիներ ձեռք բերել Ստեփանակերտում, կամ էլ նրանց կողմից ապագայում համակրանքի արժանանալու համար: Եւ ղարաբաղյան խնդիրները, որ արտահայտում են ստորությունը, լկտիությունը, մանր մերկանտիլ շահերը, մնում էին երեւանյան անվերջանալի իրարանցման ստվերում: Սա բոլորը շատ լավ հասկանում են, եւ բոլորը հաստատակամորեն լռում են այդ մասին:
Վահան Բադասյանի դեմ հետապնդումները Ղարաբաղում սկսեցին Երեւանի հանրահավաքում ելույթ ունենալուց հետո, սակայն հետագա հանրահավաքներում այդպես էլ ոչ ոք չհիշատակեց այդ հանգամանքի մասին, եւ հենց այն պատճառով, որ այդ խայտառակությունը տեղի է ունենում Ղարաբաղում:
Իսկ ընդհանրապես, Վահան Բադասյանի դեմ հետապնդումների պատճառն ամենեւին էլ նրա ելույթը չէ, այլ այն համոզմունքը, որ Երեւանում ոչ ոք նրան աջակցություն չի հայտնի, եւ ընդհանրապես դրան որեւէ գնահատական չի տրվի: Երեւանում «հանձնել են» ոչ Վահանին, այլ հանձնել են Ղարաբաղը, ընդ որում՝ վաղուց: Եթե ոչ մեկին չի հետաքրքրում, թե այնտեղ ինչ է կատարվում, այդ դեպքում ինչու պետք է ինչ որ մեկին հետաքրքրի, թե ինչ է կատարվում երեւանյան այդ հրապարակում, առանց անվանման ու իմաստի:

2013թ. քաղաքական կարեւորագույն իրադարձությունների շարքին պետք է դասել «Լեւոն Տեր-Պետրոսյանի 3-րդ գալուստը»: Այդ մասին գրում է «Իրատես de facto» թերթը։

«Հայաստանի անկախության պատմության մեջ դժվար է հիշատակել մեկ այլ անձի, ով համակարգված եւ նպատակասլաց կերպով փորձում է իր տեղն ու դերն ունենալ քաղաքական գործընթացներում` չունենալով ոչ հստակ գաղափարախոսություն, ոչ էլ հստակ գործունեության ծրագիր: Միեւնույն ժամանակ, անկախ Հայաստանի պատմության մեջ չկա ավելի տապալված եւ արժեզրկված գործիչ, որքան Տեր-Պետրոսյանն է: Ժամանակին առաջին նախագահը տապալեց եւ արժեզրկեց պետական իշխանությունը` հիմք դնելով իշխանության նկատմամբ հասարակական անվստահությանը, որը շարունակվում է նաեւ մեր օրերում: Մինչդեռ 1994-ին ձեռք բերված ռազմական հաղթանակը կարող էր լրջագույն հիմք հանդիսանալ ազգային վերածննդի համար` բարձրացնելով ոչ միայն Տեր-Պետրոսյանի վարկանիշը որպես ՀՀ նախագահի, որպես ԶՈՒ գերագույն գլխավոր հրամանատարի, այլեւ պետական իշխանության հեղինակությունը:

Սակայն տեղի ունեցավ ճիշտ հակառակը: Տեր-Պետրոսյանը հենվեց նոր ստեղծվող օլիգարխների դասակարգի վրա եւ կազմակերպեց առաջին ընտրախախտումները: 1995թ. սահմանադրական հանրաքվեն, խորհրդարանական եւ 1996թ. նախագահական ընտրություններն ընթացան այնպիսի աղաղակող խախտումների պայմաններում, որ հասարակությունը վերջնականապես հիասթափվեց իշխանությունից: Հետեւանքը եղան համատարած քաղաքական եւ սոցիալ-տնտեսական ապատիան եւ արտագաղթը: Տեր-Պետրոսյանն այդ տարիներին ցուցադրեց տապալման եւ արժեզրկման եւս 2 կարեւոր «մաստեր-կլաս»: ՀՅԴ գործունեության կասեցումը Հայաստանում պատճառ հանդիսացավ սփյուռքի հետ կապերի խզման, քանզի ՀՀՇ ղեկավար Տեր-Պետրոսյանը, «թացը չորի հետ խառնելով», ռեպրեսիվ ճանապարհով ազատվեց իր քաղաքական ընդդիմախոսներից եւ ազդակներ հղեց սփյուռքին, որ նրանց ֆինանսական եւ բարոյական աջակցությունը ոչ մի արժեք չունի Հայաստանի իշխանության համար:

Հաջորդ «մաստեր-կլասն» ամենավտանգավորն էր: Տեր-Պետրոսյանն առաջինն էր, ով հասարակական քննարկման թեմա դարձրեց տարածքների զիջման գաղափարն ու պարտվողական մոտեցումները: Կորցնելով հասարակական վստահությունը` առաջին նախագահը փորձում էր իշխանությունը պահել ազատագրված տարածքների զիջման գնով` հույս ունենալով, որ միջազգային հանրությունը կգնահատի նրա «կառուցողական» վարքագիծն ու կաջակցի ՀՀՇ-ին` պահպանելու իշխանությունը: Բարեբախտաբար, 1997-1998 թվականներին Հայաստանում գտնվեցին «հայտնի ուժեր», որոնք թույլ չտվեցին հակառակորդին հանձնել ազատագրված տարածքներն ու Տեր-Պետրոսյանին պարտադրեցին հրաժարական տալ: Սակայն զիջումներն ու պարտվողական տրամադրություններն այդպես էլ մնացին եւ ժամանակ առ ժամանակ բորբոքվում են Տեր-Պետրոսյանին հարող ներքին եւ արտաքին շրջանակների կողմից: Մեր օրերում էլ «լեւոնական» մարգինալները համարում են, որ ճիշտը տարածքների հանձնումն է եւ Ադրբեջանի հետ բարիդրացիական հարաբերությունների վերականգնումը, թեկուզ եւ խոսքն Արցախում բնակվող հայերի անվտանգության եւ հայ զինվորի արյունով ազատագրված տարածքների մասին է:

Ուշագրավ է, որ հրաժարականից հետո Տեր-Պետրոսյանն այդպես էլ չցանկացավ հեռանալ քաղաքականությունից եւ 10 տարի սպասեց հարմար պահի: 2007-2008 թվականների իրադարձությունները եւս տապալման եւ արժեզրկման դաշտից են: Առաջադրվելով նախագահի թեկնածու` Տեր-Պետրոսյանն ու նրա խումբը որդեգրել էին սոցիալական հեղափոխության, օլիգարխների դեմ պայքարի եւ քրեածին իշխանությունից ազատվելու մարտավարական գաղափարախոսությունը: 2008-ին հեղափոխությունը չհաջողվեց, իսկ Տեր-Պետրոսյանի ձեւավորած ՀԱԿ կուսակցությունների դաշինքն էլ բանակցությունների գնաց իշխանության հետ եւ տապալվեց: Արդյունքում ՀԱԿ-ը վերածվեց թիվ մեկ օլիգարխ Գագիկ Ծառուկյանի կուսակցության կցորդի եւ միայն օլիգարխիկ ֆինանսական միջոցների ներդրման, ինչպես նաեւ իշխանության բարի կամքով կարողացավ սողոսկել խորհրդարան եւ ունենալ խմբակցություն: Ի դեպ, ՀԱԿ խմբակցությունն էլ դատապարտված էր կործանման, քանզի Տեր-Պետրոսյանը նախընտրեց խմբակցության պատասխանատու նշանակել ոչ թե կենսունակ Նիկոլ Փաշինյանին կամ Հրանտ Բագրատյանին, այլ իր գլխավոր ֆավորիտ Լեւոն Զուրաբյանին:

Ինչեւէ, ՀԱԿ խմբակցությունից բացի, Տեր-Պետրոսյանը տապալեց նաեւ ՀԱԿ կուսակցությունների դաշինքն ու հին եւ բարի ՀՀՇ-ն: Սեփական կարծիք ունեցող, սկզբունքներ ունեցող մարդիկ Տեր-Պետրոսյանին պետք չեն, ուստի եւ պետք էր նրանցից ազատվել` ճանապարհ բացելով «բուրժուա-դեմոկրատական» հեղափոխությանը, այսինքն` ԲՀԿ-ի հետ համագործակցությանը: Ստացվում է, որ 1988-ի շարժման արժեքների վերջնանպատակը օլիգարխների հետ համագործակցությունն էր, օլիգարխիկ դասակարգի պահպանումն ու բարգավաճումը: Ստացվում է, որ Տեր-Պետրոսյանի «մանկության երազանքը Վովա Գասպարյանի հետ աղոթելը չէր», այլ Գագիկ Ծառուկյանի փողերից օգտվելն ու օլիգարխների աջակցությամբ իշխանության գալը: Սպասենք հերթական տապալմանը»,- գրում է «Իրատես de facto»-ն։

POLITICIAN REVEALS REASON WHY ARMENIA'S FIRST PRESIDENT DID NOT RUN IN PRESIDENTIAL VOTE

YEREVAN. - Armenia's First President, opposition Armenian National
Congress (ANC) Party Chairman, Levon Ter-Petrosyan did not run in
the recent presidential election because of the lack of money. Gurgen
Yeghiazaryan, a member of the opposition wing of the Social-Democratic
Hnchakyan Party (SDHP), stated this during a press conference on
Monday.

To the remark that Ter-Petrosyan was pointing to his advanced age as
to the reason for his not running in the vote, Yeghiazaryan responded
that this was said for a few people that would believe in this, but the
ANC leader also had stated, "[for] several other technical reasons."

"I am proud that we are dealing with a founding President who has
not plundered our country," Yeghiazaryan added.

He noted that they did not have money during last year's parliamentary
election, too, and that is why it was held under bad conditions.

"Under these conditions, should Levon Ter-Petrosyan have entered into
the race without money?" the opposition politician asked.

Gurgen Yeghiazaryan stressed that Levon Ter-Petrosyan is Armenia's
sole political figure that could change something in the country and,
as per Yeghiazaryan, it is very bad that he is the only such person.

In his view, this situation will continue forever unless the people
of Armenia come together and make a choice, and therefore the people
should consolidate in the forthcoming Yerevan Council elections.

Gurgen Yeghiazaryan said the first thing to do is to be rid of the
current authorities, conduct a new election, and if President Serzh
Sargsyan were to be reelected, he should leave politics and apologize
to the people.

SON OF MAYOR CHARGED WITH ELECTORAL FRAUD

The Special Investigative Service has brought charges against Sergey
Muradyan, the head of the legal department of the staff of the National
Assembly. He is accused of hindering the implementation of powers of
persons participating in the election accompanied with violence and
enabling multiple voting.

Sergey Muradyan is said to be the person who used violence against
Narine Ismaili. Pastinfo informed that Sergey Muradyan is the son of
the mayor of Artashat Gagik Muradyan.

Statement of Armenian NGOs in regard with the failure of detection of electoral violations of 2013 presidential elections

On February 18 2013, Armenia held presidential elections that were accompanied with gross violations reported by a numerous organizations and individuals. In this respect, Europe in Law Association and Transparency International Anticorruption Center voice their concern over the reluctance of the Armenian law enforcement bodies to detect criminal cases and the illegal acts tended to conceal the crime.

On 18 February, 2013, the Armenian Non-Governmental Organization Europe in Law Association conducted an observation mission in 14 polling stations in the constituency no 17, which covers the town of Artashat and several of its neighbouring villages. The Europe in Law Association’s team of observers worked in these polling stations together with journalists invited by the organization. In the course of the observation, the Europe in Law Association’s team detected numerous cases of electoral fraud, including ballot-box stuffing, multiple voting, abuse of administrative resource, intimidation of and pressures on observers and journalists. On the day of voting and afterwards, the Europe in Law Association’s observers made several reports to the police, and the Police in Artashat and the Special Investigative Service have instituted criminal cases based on several of our reports.

One of these cases concerns ballot-box stuffing in polling station 17/5 in Artashat. The witnesses of the crime were observer Narine Esmaeli and journalist Artak Hambardzoumyan. Narine is an American citizen of Armenian origin. She has arrived here through an organization called Birthright Armenia and currently does an internship with Transparency International Anti-Corruption Center. In this case, some 25-30 young men stormed into the polling station, held the hands of the observer and the journalist while the secretary of the precinct commission opened the ballot box herself for one of the guys to stuff some 400-500 ballots into it.
This case became subject of examination by the Special Investigative Service by investigator Gorik Hovakimyan. Narine Esmaeili was invited to give testimony, which she did in the presence of Tigran Yegoryan, advocate and member of Europe in Law Association. Investigation was accompanied by aggressive behavior, vocal intimidation and changing of words by the investigator, attempting to hinder the witness’s efforts to provide the true picture of what happened at precinct 17/05 on the Election Day.

Since attorneys are entitled to collect evidence, including by means of recordings under Article 18 of the Law on Advocacy and it was critical to collect evidence on unlawful investigation practice, Tigran Yegoryan recorded the interrogations.

On 1 March, 2013, on the day of cross examination of Narine Esmaeili with the secretary of the precinct electoral commission, the investigator Hovakimyan started an argument with Tigran Yegoryan over the necessity and lawfulness of recording the proceedings. Narine’s representative substantiated his right under Armenian law, while the investigator could not prove the absence of such a right. After arguing with him for about 40 minutes the investigator went out of the room and came back with the Head of the Service, Andranik Mirzoyan who prohibited the representative to record the interrogation in very rude terms by telling one of his investigators (there were 5 of them in the room) to throw his recorder into the toilet. He then did not even wait for his order to be carried out but he himself snatched the recorder from Tigran Yegoryan's hand and threw it into the shelf in that room. Later, one of the investigators took it out secretly and erased the recordings. Nevertheless, part of these recordings are currently at Europe in Law Association’s disposal.

The process of investigation of this particular case indicates the reluctance of the Special Investigative Service to detect the electoral violation and punish the act of crime. Instead, representatives of this entity are engaged in unlawful processes that create obstacles for effective investigation, put pressure on witness and indicate protection of the potential suspect.
The Europe in Law Association and Transparency International Anti-Corruption Centre deplore the unlawful actions of the investigators of the Special Investigative Service and particularly those of Andranik Mirzoyan, the Head of the Special Investigative Service,
We call on the US Embassy in Armenia to interfere and to request assurances from the Armenian government for the security of its citizen Narine Esmaeli.

We further call on the OSCE/ODIHR to pay special attention to the practices of the Armenian law enforcement bodies to investigate and detect the election-related fraud.

We finally call on the Armenian authorities to make sure that all election-related crimes are investigated in a transparent, effective and lawful manner and that the Armenian society is regularly updated on their progress.

Observation made a difference: election results were nullified in 17/5 electoral precinct

By the decision of RA Constitutional Court election results were nullified in 17/5 electoral precinct, and it was suggested that the case materials be sent to prosecutor's office. On February 18, 2013, violation was committed against Narine Esmaeli, Birthright Armenia program participant who currently does an internship with Transparency International Anti-Corruption Center and journalist Artak Hambardzumyan, representative of "Journalists for Human Rights" NGO, who were monitoring elections in 17/5 electoral precinct as part of Europe in Law Association NGO election observation mission. The observer and journalist testified that some 25-30 young men stormed into the polling station, held the hands of the observer and the journalist while the secretary of the precinct commission opened the ballot box herself for one of the guys to stuff some 400-500 ballots into it.

Based on the applications filed by the observer and the journalist Ararat police department of Armenia had sent the materials to Special Investigation Service, where a criminal case was initiated on February 22, 2013.

TIAC applied to Ethics Commission for High-Ranking Officials

Transparency International Anti-corruption Center NGO (TIAC) applied to Ethics Commission for High-Ranking Officials with a request to examine the compliance of the behavior of Andranik Mirzoyan, the Head of Special Investigation Service (SIS) with rules of ethics for high-ranking officials.

During the voting process on February 18, 2013 U.S. citizen Narine Esmeli, currently an intern with Transparency International Anti-Corruption Center was an observer in Europe in Law Association NGO team, monitoring elections in 17/5 precinct. Narine Esmeli was a witness in a criminal case initiated in SIS based on a report of ballot-box stuffing in the mentioned precinct.

On March 1, 2013, on the day of cross examination of Narine Esmaeili with the secretary of the precinct electoral commission, an argument broke out between the investigator Hovakimyan and attorney Tigran Yegoryan representing Narine Esmeli over the necessity and lawfulness of recording the proceedings. Though the Criminal Procedure Code does not prevent recording during interrogation of the witness, the investigator did not allow the attorney to record the confrontation.

After arguing with the attorney for about 40 minutes the investigator went out of the room and came back with the Head of the Service, Andranik Mirzoyan who prohibited the representative to record the interrogation in very rude terms by telling one of his investigators (there were 5 of them in the room) to throw his recorder into the toilet. He then did not even wait for his order to be carried out but he himself snatched the recorder from Tigran Yegoryan's hand and threw it into the shelf in that room. Later, it turned out that someone had managed to erase the recordings.

In this respect, the Europe in Law Association and Transparency International Anticorruption Center issued a statement on the mentioned incident in press and electronic media (www.hetq.am, www.news.am) deploring the unlawful actions of the investigators of the Special Investigative Service and particularly those of Andranik Mirzoyan, the Head of the Special Investigative Service concerning investigation of the cases on election violations. On March 6, 2013 SIS issued a statement posted on its official website and released by mass media, where it referenced RA criminal procedure legislation, attempting to substantiate lawfulness of the actions of the Head of SIS and the investigator by claiming the facts on psychological pressure and illegal prohibition of the recording process mentioned in the statement deceitful. Whereas the norms (Article 201, Article 206) they referenced in Criminal Procedure Code of the Republic of Armenia do not contain provisions on prohibiting to record investigation procedure.

The Republic of Armenia Law on Public Service sets forth Ethics rules for public servants and high-ranking officials, including that they shall "respect and observe the law; contribute by his/her actions to developing trust in and respect for the position he/she holds and the body he/she represents; manifest conduct befitting the position anywhere and in any activity; manifest a respectful attitude towards the persons with who he/she has contacts when exercising his/her powers (Article 28, part 3, par. 1,3,4,5).

It is evident that M. Mirzoyan’s above mentioned conduct manifests a gross violation of rules of ethics for high-ranking officials. It threatens developing trust in and respect for of the body - SIS he represents, in particular regarding objective investigation of the cases on election violation and their detection.

YEREVAN. – Armenia held another shameful election, variety of election irregularities is surprising, Transparency International said.

Deputy head of the organization’s Armenian chapter Sona Ayvazyan said they were monitoring the vote in several electoral districts.

“Obstacles to journalists’ work, threats and psychological pressure was observed starting from the morning,” she told reporters on Monday.

The situation was relatively calm in the precincts where representatives of different political forces were present, Ayvazyan added.

Transparency International has filed 40 complaints on irregularities to the district electoral commissions.

Deputy head of the organization’s Armenian chapter Sona Ayvazyan said they were monitoring the vote in several electoral districts.

“Obstacles to journalists’ work, threats and psychological pressure was observed starting from the morning,” she told reporters on Monday.

The situation was relatively calm in the precincts where representatives of different political forces were present, Ayvazyan added.

Transparency International has filed 40 complaints on irregularities to the district electoral commissions.

I am afraid we are so used to it now that it does not cause us shame any more ... only pain ... and .... we ask .... why us .....

On the other hand some people even confuse supporting a corrupt official ( President/Mayor ) with patriotism.
