French National Assembly Adopts Bill on Armenian Genocide
    12.10.2006 15:07 GMT+04:00

/PanARMENIAN.Net/ The French lower house of parliament, the National Assembly, approved a bill on Thursday making it a crime to deny that the Ottoman Turks committed Genocide against Armenians during World War One. A total of 106 deputies voted in favor of the bill while 19 voted against, France Info radio reports. The amendment of former minister Patrick Devedjian, authorizing the debate of the historians on the history of the Genocide, was rejected by the deputies. The bill has still to be ratified by the upper house, the Senate, and the President Jacques Chirac before it becomes law.

The bill provides for one year of imprisonment and a fine of 45 thousand Euros for denying the Armenian Genocide in Ottoman Turkey during World War I.

French Lower House Adopts Armenia `Genocide' Law (Update1)

    By Francois de Beaupuy

Oct. 12 (Bloomberg) -- France's lower house of Parliament defied pleas by Turkish officials and adopted a law introducing fines and prison sentences for anyone denying that the killing of Armenians by Ottoman Turks in 1915 amounted to genocide.

Lawmakers of the National Assembly in Paris today voted 106- 19 in favor of the bill, clearing the way for fines of up to 45,000 euros ($56,460) and a year in prison for denial of the genocide. French senators from the upper house will now examine the proposed legislation at a date yet to be specified.

The vote threatens to harm relations with Turkey, after the Turkish government warned French lawmakers not to approve the bill. ``If this draft law is approved, Turkey will lose nothing, but France will first of all lose Turkey,'' Turkish Foreign Minister Abdullah Gul said in televised comments late yesterday.

``Turkey has no lesson to teach us on the repression of opinions,'' Patrick Devedjian, a French lawmaker of the governing UMP party of Armenian descent, said in the National Assembly today, in a reference to a Turkish law used to prosecute writers who challenge Turkey's denial of the genocide. ``The Turkish government is very hypocritical.''

    World War I

The European Union says Turkey's refusal to acknowledge that 1.5 million Armenians were massacred during World War I clouds the nation's bid for membership. Accession talks began a year ago. Turkey denies Armenian allegations of genocide, saying tens of thousands of ethnic Turks and Armenians were killed after Armenian groups sided with Russia in the war.

Turkish Foreign Ministry spokesman Namik Tan wasn't immediately available for comment today after the vote.

Turkey may bar French companies from bidding for state-owned assets, including nuclear power stations, if the bill becomes law, according to a report Oct. 7 in Turkey's Hurriyet newspaper that cited Gul. Hurriyet today carried a headline ``Liberte, Egalite, Stupidite,'' to describe the French Parliament's move.

France enacted a law in 2001 that classifies the Armenia killings as genocide. The legislation as proposed would make it a crime to deny that genocide, much as denial of the Holocaust is outlawed.

Zafer Caglayan, who heads the Ankara Chamber of Industry, planned to tell reporters during a visit to Paris today that the genocide never happened in the event lawmakers passed the draft bill, Turkish newspaper Vatan said.

Supporters of Galatasaray, an Istanbul-based soccer club, will protest the law with banners at a Champions League match in Bordeaux, France on Nov. 22, Vatan said today.

The proposed bill was introduced by the opposition Socialist Party. The French government itself opposes the bill, though the majority UMP party decided to let its lawmakers make their own decision in a free vote.

``Today, in France, a land of exile for our parents, Armenians continue to be persecuted by a state which not only doesn't recognize the Armenian genocide, but also organizes the negation of this genocide,'' Devedjian said.

Can you see the difference between current France and The France in 17th century?
      What a pity

When you "memorize" (or copy paste) something from Voltaire, instead of writing in a "jurkish" font, give some correct information. Voltaire has lived in the18th century, the poor man had condemned the genocides, inquisations and all kind of barbaric actions.

BTW, have you read Victor Hugo's Les Orientales(l'enfant) ?

Armenian genocide: the Armenians of France greet a "historical day"

              Thursday October 12,2006,

The president of the Council of coordination of the Armenian organizations of France Alexis Govciyan greeted Thursday "historical day" for the French of Armenian origin after the vote by the deputies of the private bill punishing the negation of the genocide of 1915.

"The memory of the victims is finally completely respected", it declared in Associated Press after having attended the vote of the deputies.

"It will be it with this legislative device, and the dignity of all their descendants and the whole of our fellow-citizens will be now taken into account in a republican way with the rules, the values which govern our country", Alexis Govciyan added.

He expressed his relief after the rejection by the deputies of the amendment of Patrick Devedjian who excluded from the field of the law work of the historians."Such an amendment could have represented an air drainage for a whole series of negationnists who under cover of historical work could enter this breach", it estimated.

Questioned on the examination of the private bill to the Senate, compromise because of the opposition of the government, Alexis Govciyan answered that its organization was goingto "explore" in the days which come the various possible ways "with the political leaders."

The vote was applauded upright by the representatives of the Armenian community who followed the debates since the platforms of the public.

Behind the Palate-Bourbon, a hundred demonstrators of Armenian extraction accomodated the vote by an outburst of joy.

The Turkish delegation come to attend the debate left the hemicycle without making statement.

Oh stop being a cry baby. You Turks are masters at it when it benefits you. So all of a sudden the Turks' focus shifts upon France for doing essentially the same thing you guys do in the so-called land of Turkey. Are you kidding me? You guys must eat barrels of hypocrisy.

For the record, I disagree with this French bill to make denial of the Armenian Genocide a matter of law. It's stupid and only shows the slippery slope of the Holocaust denial laws.

How many European countries are there which haven't an Article 301 in their constitution ? Are you kidding me? There are A lot of European countries that have article like 301 such as Italy,Spain,Netherlands... of course I'm not support 301.,it restricts freedom of speech but now France isn't restrict freedom of speech, also completely abolishes freedom of speech( for the sake of 380 thousands votes). And now I can say that now Turkiye is more democratic country than France at this point, because there could be conferances about this event and historians or sicientists could accept or refuse so called genocide in these conferances in Türkiye and they weren't jailed.but now It is impossible to organize any conferance about so called genocide in France. What a democratic country in which even a historian or a researcher can be jailed because of his speech about so called genocide. And you still support this, I'm in difficulty to understand your thought about France decision...

Thanks for ur advice. You may not want to understand, but Turks were at the doors of Vienna in the past, at the same time now Türkiye has lands in the Europe Continent and close the Europe. Dont you know Geography where is the Cyprus Island now It is a member of Europe, isnt it? Is it in the middle East? . So turks have been with Europe for a long time. Anyway Türkiye hasn't been far from Iran or Arabs for 1000 years so Dont worry Türkiye is the place where it can make relationship both Europe,Asia and Middle East....but it can be a problem for a country which has stable prejudices and hostile behaviours instead of dialogues or relationships with its environment. It isn't a problem for Türkiye
