Private bill concerning the recognition of the Armenian genocide deposited in Spain
The Parliamentary Group of the party Esquerra Republicana, at the request of the deputy Rosa Maria Bonas I Pahisa, at the shelter of the provisions of article 193 and according to the payment in force of the House of Commons, presents the following PRIVATE BILL concerning the recognition of the Armenian genocide so that it is discussed in Commission.
The Armenian Genocide is the term usually used to refer to the massive deportation, and the dead one which was followed from there, of an unspecified number of civil Armenians (estimated at more than one million) during the First World War, like during preliminary and posterior years, following the repressive policies of the Turkish government.
At the beginning of the genocide, the United Kingdom, France and Russia reflect in guard the Young Turks, who directed the Turkish government, that they would be held like persons in charge for crime against humanity. After the First World War, courts of post-war period in Turkey considered the Young Turks by condemning them to died for a genocide which was recognized by many officers Turkish and the testimonys collected by the United States, the United Kingdom and Germany.
However, and with the Young Turks condemned to the exile, the Armenian genocide would have continued with a greater virulence if Mustafa Kemal “Ataturk” had been with the capacity.
Despite everything the obviousnesses, Turkey always denied the existence of a genocide by concluding that the deaths were not the result of a plan of massive extermination ordered by the Othoman State but were caused by the interethnic fights, the diseases and the famine during the confused period of the First World War.
However, almost all the specialists (including in Turkey) think that the events correspond to the current definition of genocide, opinion supported by the United Nations, the European Parliament and an increasing list of country among which France, Canada, Italy, Greece, Cyprus, Arménie, Slovakia, Poland, Lebanon, Russia, Lithuania, Belgium, Switzerland, Netherlands, Sweden, Venezuela, Argentina, Uruguay and the Vatican.
The Spanish State does not form yet part of those which recognized the Armenian genocide. While the historical recognition of the perpetrated crimes is necessary to heal the wounds and to recreate bonds of peace, it is important that the recognition of the genocide by the Spanish State intervenes and that this last requires with insistence, in the adequate international authorities, the final recognition of the Armenian genocide.
PRIVATE BILL
The House of Commons reconnait the Armenian genocide carried out by Turkey as a crime against humanity and requests the Spanish government of:
1. To ask with insistence at the Turkish State the recognition of the Armenian genocide as a gesture of reconciliation with Arménie and goodwill in the regional relations within the framework of the culture of the Alliance of Civilizations.
It is for all these reasons that this private bill is deposited.
2. To claim with the European Union the statute of mediator enters the States of Turkey and Arménie to obtain the final recognition of the Armenian genocide.
