3] Keep the focus.

    POLITICAL DIALOGUE OVER TOPICAL INTERNATIONAL PROBLEMS

    YEREVAN, August 8. /ARKA/. RA Deputy Foreign Minister Arman
    Kirakosyan and Chinese Deputy Foreign Minister Chao Zhunhuai
    discussed the possibilities of a political dialogue over topical
    international problems. The sides pointed out the recently
    established tradition of holding regular bilateral meetings at
    various levels. Zhunhuai presented his country's foreign-policy
    priorities, relations with the countries of the region, China's
    approaches to the UN reforms. Speaking of the debate over the
    enlargement of the UN Security Council, Zhunhuai pointed out that his
    country is viewing the problem as part of reforms of the UN as a
    common structure. In his turn, the Armenian Deputy Foreign Minister
    pointed out the necessity of the principle of agreements,
    particularly overt global issues, such as the enlargement of the UN
    Security Council. Kirakosyan also outlined regional developments,
    Armenia's relations with its neighbours, as well as the
    Nagorno-Karabakh settlement. P.T. -0--

    Armenian-greek Cooperation Includes New Spheres

    ARMENIAN-GREEK COOPERATION INCLUDES NEW SPHERES

    YEREVAN, AUGUST 9, ARMENPRESS: The Armenian-Greek relations are
    developing dynamically including new spheres of cooperation. Besides,
    among a set of towns of both countries fraternity memorandums have
    been signed.

    Verona mayor Nicolas Khartalias and Noyemberian mayor Levon
    Mkrtchian called today a press conference at ARF's Supreme body's
    office during whichthey noted that the cooperation between Verona and
    Noyemberian towns started in 2000 and since then the friendly
    relations between the towns have been deepening and strengthening more
    and more on economic and cultural basis. Verona mayor said that being
    in Armenia for the second time he was once again convinced that the
    cooperation between the towns will be maintained. He said Verona is
    ready to support Noyemberian in solution of the issues it is facing.

    Last year with their support the Noyemberian park and this year the
    central Zoravar Andranik street were renovated. It has provided 15,000
    USD and is going to give another 25,000 for the construction of gym
    and a cafe in the town.

    On its part the Greek side benefits by importing Armenian culture: the
    sides agreed on sending Armenian singing and dancing groups to
    Verona. Nikolas Khartalias said besides, Verona benefits from the
    contributions of the local Armenian community.

    The leader of the Greek Diocese of Armenia, representative of the
    Armenian Central Committee Gaspar Karapetian said that September 23 a
    memorandum of fraternity will be signed between Greek Nika and
    Armenian Ijevan and in October such like memorandum will be signed
    between Armenian Alaverdi and Greek Rendis. Karapetian said that in
    September the reconstruction of Dilijan hospital which is implemented
    with the support of the Greek Foreign Affairs Ministrywhich provided
    500,000 euros to Armenia will be finished.

    This year with the efforts of the ARF's Greek central committee the
    Greek side will provide 1.6 million euros for the implementation of 4
    programs - construction of maternity hospital in Akhurian,
    construction of school for Greek in Yerevan, organization of training
    program for teachers in Gyumri and repair of agricultural engineering
    in Armavir province. For the next year the Greek Foreign Affairs
    Ministry will provide 1.5-2 million euros which will be directed
    towards creation of working places.

      newly-renovated boulevard in Batumi. Our correspondent Diana Trapaidze
      is in Batumi and has the details.

      [Correspondent] We said that many Armenian people have come here
      on holiday and some Armenian journalists are here too, reporting on
      Ajaria. Naturally, they are interested in Ajaria because many of their
      fellow citizens are holidaying here. The president met the Armenian
      journalists and we can now listen to what he said to them.

      [Saakashvili, in Russian] I see with delight how rapidly the Armenian
      economy is developing. Annual growth in Armenia is about 10 per cent.
      I think that there are many things we should learn from Armenia, for
      example how to organize the banking system, a system for micro-loans,
      a cooperative system in agriculture and the export of agricultural
      produce.

      I think that we do not just need to learn about these areas, we should
      establish links. We should also develop links to organize visits to
      both countries, so that people who go to Armenia also come to Georgia
      and vice versa. There should be no border obstacles.

      I think there are good opportunities for working together in the
      energy sector, not just bilaterally, but also the transit of energy,
      electricity or gas.

      There are also opportunities that have not been exploited at all.

      Over the years we have had two feudal economies. This era will end. I
      think Armenia emerged from this crisis earlier and Georgia is now
      enjoying rapid economic growth. Developing without each other would
      not be rational, natural or right.

        Iran, Ukraine, Armenia, Georgia and Russia to discuss Iran's gas export to Europe
        Tehran, Aug 16, IRNA-Iranian deputy Oil Minister for International Affairs Seyed Mohammad-Hadi Nejad-Hosseinian on Tuesday hoped that the five-partite meeting of Iran, Ukraine, Armenia, Georgia and Russia on export of gas from Iran to Europe via Ukraine will be held by September.

        He told IRNA that Russia's approval of the project will expedite the process.

        Stressing that the Europeans are in dire need of Iran's gas, he added that guarantee for future supply of energy is of great importance to Europe and that they are both interested in and need to import gas from Iran.

        "Given that China, India and Pakistan are among Iran's gas clients and keen to bolster relations with the country, if other consumers of gas do not proceed in time they may face a shortage of gas available for export.

        "Turkey is currently the only importer of gas from Iran and transfer of gas to Europe via this country is one of the options on the agenda.

        "Turkey's recent reaction to the issue and its intention to purchase gas from Iran and sell it to Europe directly, is not acceptable to Iran, since another option would be to transfer it via Ukraine," he added.

        Nejad-Hosseinian noted that Turkey cannot insist on following such a procedure in order to become a member of European Union, since it is not supported by EU.

        Concerning export of gas from Iran to Europe via Ukraine it should be said that a cooperation agreement has recently been inked to the effect between the two states, but that the volume of the gas to be transferred via this route has not been distinguished yet.

        Ukraine has proposed two pipeline routes to Iran for transfer of gas: one is Iran-Armenia-Georgia-Russia-Ukraine-Europe and the other is Iran-Armenia-Georgia-Black Sea-Ukraine-Europe.

        The expenses of each of the two suggested routes have been assessed by Ukrainian sources at 10 billion dollars.

          Yerevan And Los Angeles To Become Sister Cities

          YEREVAN AND LOS ANGELES TO BECOME SISTER CITIES

          YEREVAN, AUGUST 19, NOYAN TAPAN. The members of the RA National
          Assembly Armenian-US Friendship Group met on August 19 with Eric
          Garchetti, a member of Los Angeles city council. According to the
          RA NA PR Department, he arrived in Armenia with the initiative to
          declare Yerevan and Los Angeles sister cities. It is envisaged to
          sign an agreement about it after holding discussions in Yerevan. The
          Armenian parliamentarians accepted this proposal with satisfaction,
          taking into account that the Armenian community of Los Angeles is
          the third largest one after those in Armenia and Russia. Head of the
          Friendship Group Levon Mkrtchian said that it will provide a good
          occasion to develop the relations between the two communities and
          strengthen cultural and scientific links. According to the RA MFA
          Press and Information Department, on the same day, Eric Garchetti was
          received by RA Deputy Foreign Minister Arman Kirakosian. During the
          meeting, E. Garchetti emphasized the important role that Armenians
          play in the cultural, economic and social life of Los Angeles. He
          expressed confidence that the development of links between Yerevan and
          Los Angeles will further promote cooperation between the two countries.

            Different Turkey than the one we know today

            STOCKHOLM, Aug. 23 (Xinhuanet) -- The Danish Minister of Foreign Affairs Per Stig Moeller suggested that the EU could come to include Turkey or countries further east, Ritzau news bureau reported on Tuesday.

            "From the Pyrenees in the west to the Caucasus in the east, that could be the extent of the EU one day," Moeller said, adding a union that includes countries such as Armenia and Georgia is notunthinkable.

            Discussing whether Turkey is still a candidate for membership is thus irrelevant, according to Moeller.

            "It was already decided in 1999 that Turkey is a candidate, butit can only join if it has the economic basis for it. We don't know that yet, and a future membership won't be decided by politicians until 2018," said Moeller at a meeting in the west coast city of Esbjerg.

            Moeller emphasized that a different Turkey than the one we know today would be offered membership, or it might be offered a statusin the EU that distinguished it from being a full member.

            Much could happen in the future, according to Moeller, such as a conflict between Europe and Islam. In that case, he said he would prefer to have Turkey as part of the union rather than outside. Enditem

              YEREVAN, August 23. /ARKA/. Austria intends to support Armenia in small and medium business development, RA Deputy Minister of Trade and Economic Development Tigran Davtyan told journalists at the signing ceremony of the protocol of the meeting of the Armenian -Austrian Intergovernmental Commission on Economic Cooperation. He said that Austria and Armenia intend to cooperate in small and medium business development within the Small and Medium Enterprises Development National Center (SME DNC). Co-Chairman of the Armenian-Austrian Intergovernmental Commission, General Director on Foreign Economic Relations of the Federal Ministry of Economy and Labor of Austria Johan Zaks said that SME's share in Austrian economy makes 99.4%. "Small and medium-size business is the base of our economy. Their advantage is quick response to the needs of the market and clients. We intend to support Armenia in small and medium enterprise development and are ready to train managers for these enterprises", Zaks said.
              During their 3-day stay in Armenia the Austrian delegation hold negotiations at the RA Ministry of trade and Economic Development, Ministry of Environmental Protection, and met with representatives of SMEs.
              This was the second meeting of the Armenian-Austrian Intergovernmental Commission. The first meeting was held in Vienna two years ago. That time the side agreed on bilateral cooperation. A.A. -0--

                YEREVAN, SEPTEMBER 14. ARMINFO. An official delegation of St.Petersburg led by the governor of the city Valentina Matvienko visited today the memorial and museum of the victims of the Armenian Genocide in Ottoman Turkey.

                "We are shocked with the outrageous crime against humanity - the Armenian Genocide. There is no forgiving to those who committed this atrocity. The whole world should condemn this," Matvienko wrote in the visitors' book. She also planted a fir-tree in the memorial park. "This is a great honor to me," she said.

                  Armenia-Turkmenistan road link via Iran planned

                  LONDON, September 23 (IranMania) - Armenia is planning to create a road transportation network with Turkmenistan via Iran.

                  According to the Turkmen press, Yerevan and Ashkhabad will use Iranian territory to establish a road link. The initiative is expected to significantly boost transit of goods via northern Iran. Iran has favorable economic relations with both the former Soviet republics.

                  Tehran?s permanent trade center, which will be set up in Yerevan, Armenia at a cost of four mln euros, will present Iran-made goods to the Armenian market. Goods produced in Iran will be offered in 300 stalls at the center.

                  Visitors from other Caucasian republics are also expected to visit the center and purchase goods.

                  Iran has been trying to bolster bilateral interaction with Armenia in recent years and plans to build a terminal on its border with Armenia to transfer oil derivatives to Yerevan.

                  Armenia views the terminal as important in boosting economic activity in the Magri region bordering Iran.

                  Iran and Armenia have also signed a memorandum of understanding to bolster cooperation in the field of electricity also. Under the MoU, the two countries reached consensus on implementing the third 400-kw two-circuit transmission line project, valued at $90 mln.

                  The two countries are also slated to implement the second phase of Iran-Armenia pipeline project.

                    Iran builds powerplant in Armenia

                    Armenian energy minister said on Friday Iran has invested 150 million
                    dollars in construction of the fifth unit of the thermal powerplant of
                    "Razdan".

                    Speaking to reporters, Armen Movsisian said, according to the contract, the
                    Iranian side will finish the construction operation in two years and the
                    Armenian side will pay back the investment by delivering electricity to Iran
                    for a ten-year period.

                    He added Iran and Armenia will construct the third transferring high voltage
                    electricity line with a capacity of 1,200 mega watts.

                    Movsisian said the Armenian government, after considering many options,
                    chose the Iranian company as a contractor for the fifth unit of Razdan
                    powerplant.

                    Concerning Iran's gas pipeline to Armenia, movsisian said the construction
                    operation is underway and it will be finished four to five months before due
                    time.

                    The gas pipeline was scheduled to be commissioned at the end of 2006.
