It's a sticky slope to tread on no matter what the actual problem is, when we start focusing on "men vs. women" - the second you try to generalize, spontaneously someone will have a counter-argument.
It should be, idealistically, per person. however, there are too many factors... and frankly, too many people to keep track of. At the DMV, your options for your driving record are: the last 3 months, or the last 3 years. Did you know, you're supposed to report your accident to the DMV? Odd, it seems -- i'd think they'd get a copy of your police report, considering your license's on the claim. Why does this occur though? Because that'd be too much paperwork to keep track of. Too many risks of letting someone see your information that it was not intended for.
