Pick up the child, and calm him/her down..
The water can wait, it will not do any damage
whoever is at the door should have my house keys or shouldnt be bothering me
if the caller on the phone is important they will call back again (i dont like answeringmachines)
the laundry will stay outside until it is sunyn again and it will then dry

Pick up the child and do that "cutie wooty" thing so hopefully he/she will stop crying. Walk over (with the child of course) to where the water is running and shut it off. Look at the caller ID and not pick up the phone. Leave the laundry hanging outside and go answer the door.

What water is running? Sink water? Shower water? Toilet overflowing water?
Pick up the child, turn off the water, and open the door. Let whoever is at the door in (unless it's a salesperson or something), get them to hold the kid and grab the laundry and bring it inside.

It's called a "Rabiz" ... they don't go anywhere without a cel phone and adidas pants. He locked himself out because first of all it's just a little kid, and second of all they are not the brightest of the bunch. Satisfied?
As far as the crying, maybe the child is really "sensitive"
