Only 9 inches? That's not too bad. We had school cancelled for 2 days because of a little more than that, but the roads were cleared the next morning and I was able to drive around just fine. No chains and "ultra high performance" tires which aren't that great for snow.
edit- after reading Quarteria's post about the southern states. I guess, if there wasn't the means or a plan in place to clear it, it would be a problem.

) of about nine inches of snow. That basically shut down everything (except a few of the gas stations) for an entire week. One of my roommates had a 4x4 pathfinder and chains, so we could get around without too much trouble (and give rides to the poor saps who tried to drive without winter-driving experience.)
