the Russian Federation Dmitry Medvedev and President of the Republic
of Azerbaijan Ilham Aliyev will meet in Sochi on January 25.
The meeting is dedicated to the settlement of the Nagorno Karabakh
conflict, President's Press Office reported.

“Sofia” shopping mall opens in Stepanakert
On 19 December President of the Nagorno Karabagh Republic Bako Sahakyan partook at a solemn ceremony of opening a “Sofia” shopping mall constructed by the “Four Directions” company in capital Stepanakert, central information department of the office of the NKR president informs.
The President underlined the important role of private business in the development of economy, especially the service sector and noted that the “Four Directions” company set a good pattern for stimulating investments in Artsakh.

Population policy of NKR
The Government of the Nagorno-Karabakh Republic (NKR) continues implementing a child-bearing encouragement program.
Fixed deposits will be opened at Artsakhbank for every third and next child. The Government will sponsor the construction of housing in case the sixth child is born in a family.
A family will receive a 100,000 AMD child benefit for the first child, and 200,000 AMD for the second child.
Since this January newly married couples have received 300,000 AMD as financial aid.

Sarkisian Says Karabakh Must Join Peace Talks

YEREVAN (Combined Sources)—The Nagorno-Karabakh peace process will be successful only with the participation of the Nagorno-Karabakh Republic in the negotiations, said President Serzh Sarkisian Tuesday during a meeting with a visiting Karabakh parliamentary delegation.
“We must be well aware that the Nagorno-Karabakh peace process can be crowned with success provided that the Nagorno-Karabakh Republic is immediately included in the negotiations. There is no other alternative,” Sarkisian told the visiting delegation.
“Everyone should know that the people of Nagorno-Karabakh defended their independence with their blood, fighting a war imposed on them,” added Sarkisian.
The Karabakh delegation head, parliament speaker Ashot Ghulian, said that while the peace negotiations were proceeding actively, the mechanisms of Karabakh’s participation in the talks remained unresolved.
“The complete participation of Nagorno-Karabakh in the negotiation process has not been clarified yet. It is a fundamental issue, because the guarantee for the implementation of final decisions rests on the people in Nagorno-Karabakh,” said Gulian.
Meanwhile, Official Baku blasted Sarkisian’s comments Wednesday saying that they were meant for internal/domestic consumption.
Azeri foreign ministry spokesman Elkhan Polukhov said Sarkisian made the remarks in order to gain public support for Armenia’s position in the negotiations.
“Such a statement by the occupier, Armenia, which holds 20 percent of Azeri lands, contradicts principles and norms of international law that prohibits the use of force and occupation of sovereign states,” added Polukhov.
The Azeri spokesperson added that the active negotiation process proves that Karabakh’s participation would not necessarily impact its success.
i seriously want to go punch polukhov in his face. hes talking about international law prohibiting use of force and his govt keeps threatening war with Armenia. azeris are really messed up in the head. i know its wrong to hit mentally challenged people but i wouldnt care in this situation.

And settling the Artsakh conflict is no walk in the park! During the early years of the conflict, everybody (including the OSCE) knew that if Armenians withdrew from the liberated territories and allowed Azeri forced to get back and refugees to return, the people of Artsakh would be facing the shadow of Genocide once again, and that is a fear that still remains, why do you think nothing has ever happened and no progress has been made? nobody needs and nobody wants more people dying that could led to WWIII in the South Caucasus. Time is needed because this is no easy thing and needs time until a proper resolution is reached. But the OSCE and the International Community very well knows who's the warmonger, peace disturbing, liars, "superpower"-mentality, and disrespectful to human rights part of the conflict here.
Azerbaijan every time is digging further into their own grave (politically speaking), they showed how stupid they could be in Eurovision, and now they will have to pay a fine, if they continue like that...soon they will have to pay more than just 'fines' in other situations too. Maybe Mr. Aliyev and his government believe they can control people in the world and shut up the press just as they do in their country, and God they are very very wrong.
The thing Azeries have to realize is that there is no chance of NKR ever returning to be part of Azerbaijan or a whatever republic with whatever status inside of Azerbaijan, that's something everybody understands cannot happen. NK was part of the former Azerbaijani SSR, it has never been and will never be part of the Republic of Azerbaijan.
I just wish more than anything that whatever the resolution of this conflict will be, it benefits the people of Artsakh more than any other part, that's how it should be and I hope it will be.Last edited by ashot24; 12-13-2009, 09:40 PM.

Russia Must Recognize Karabakh’s Independence, Says Russian Duma Leader
MOSCOW (Tert.am)–“If Nagorno-Karabakh declares independence, then Russia must recognize that,” a leading member of the Russian Parliament said on Friday, speaking at the European and Asian Media Forum in Moscow.
Vladimir Zhirinovsky, the Vice-Chair of the State Duma and Leader of Liberal Democratic Party of Russia Vladimir Zhirinovsky, said he saw Russia’s recognition of Karabakh as the only way out of the current quagmire in the Nagorno-Karabakh conflict.
“Otherwise, Azerbaijan and Armenia will never agree on whom Nagorno-Karabakh belongs to. I have neither an Armenian- nor an Azerbaijani-leaning position,” said the Russian politician.
According to Zhirinovsky, Russia needs peace and stability in the South Caucasus.
“If that is secured, then let Armenia make ties with whoever it so chooses, whether that be Turkey, Iran, Georgia, or Azerbaijan,” he said. “But if there’s aggression, then we will stand by the victim countries and completely wipe out the aggressor.”
Asked by a journalist what is Russia’s role in Armenia’s rapprochement with Turkey, Zhirinovsky said: “We wouldn’t want Turkey, in that rapprochement, to make use of the entire South Caucasus in order to increase its influence.”
Like the guy said if azerbaijan attacks Russia and Armenia will wipe them out.
