    In the article, it said that they were increasing expenses, not the budget for them. They are spending more than the official budget, what I wanted to know is what the budget for 2014 was so I could know how much more they are spending. Mher pointed out it might be around 700 million for police/army/maintenance, with this year ending probably around 450-500 million/200 billion drams most likely spent on the armed forces. Meaning they may have spent around 150-200 million more on the armed forces this year. If I misinterpreted your post Mher, please point that out, it will be appreciated.

      Azeri soldier who filmed Armenian helicopter downing is punished



      The Azerbaijani soldier, who had recorded the recent downing of an Armenian helicopter on video and had posted it on the Internet, has been punished.

      The respective statement came from the spokesperson of the Ministry of Defence (MOD) of Azerbaijan, Vagif Dergahly, in response to a comment by MP Agil Abbas, reported ANS TV of Azerbaijan.

      A meeting with the participation of Azerbaijani government and media representatives was held Friday, during which matters of information security were discussed.

      Dergahly said that the aforesaid soldier was immediately identified.

      “Serious measures were taken in his regard. It’s just that there is information we can’t disclose, and we ask for your understanding,” the Azerbaijan MOD spokesperson stated.

        This is rather odd news since the Sultan was decorating soldiers immediately after the event.

        I guess not everything worked out as they wanted it.

            They punished him because he debunked their own narrative that the helicopter was attacking their positions while it was downed by uploading the video on the Internet.

              Well, It's been just numbers game played in Azerbaijani media by government for some time to show a progress towards establishing a military superiority against Armenian army. It is rather a PR for internal public opinion because in reality a fiew factors affect the end result of this big money spending.
              Number one is the inflated price tags that Azerbaijan pays for weaponry that involves corruption and kickback. Some things are declared to have been bought for top international prices. There is a large oligarkhic/beurocratic contingent in Baku that, in coaperation with foreign( such as Israeli, Russian, Turkish) beurocrats launders huge sums of that money to international accounts on way to purchases of private businesses, sports clubs, real estate and just large offshore accounts.
              I have read comments that overall 30-40% of Azerbaijani defense budget disappears in this kind of internal/external sinkholes, or is spent at unesessary purchases that just add to quantity of rather no more than show off, then something that has real value. Azerbaijan reminds me of Soudi Arabia, that has become a large weapons wearehouse but failed to become a military power.
              That reality, could bring Azeri effective military real spending value for 2014 to as low as 2.5BN.
              Armenia on the other hand is not plagued in military at least as badly. The case of beef for example that was swiped with Indian buffalo meat or recently other food supplier shake downs demonstrate the level of corruption which is much lower than in Azerbaijan. There are no multibillion dollar contract corruptions, that's guarantee, looking at the equipment imported and money spent. On the contrary, Armenia obtains similar or whatever necessary to effectively counter Baku's purchases of firepower at much lower, discounted prices. That increases value of purchases. I would estimate that value to value per spending, Armenia's acquisitions in reality could equal to Azerbaijan's 1-1.5BN spending.
              The difference (gap) in real firepower/training expenditure is never enough to establish a clear military superiority in any way you look, considering the case of military material diffrence and result in first war or current border clash and readiness results.
              If Azerbaijan had achieved much talked superiority by now, we would have had the war restarted already, and possibly even ended.
              Now, with lower oil prices and decreasing revenues for Baku and Armenia's accession to EEU, any talk of a military superiority by Azerbaijan is even less plausible. Baku has sort of lost any chance.
              The determining factor was and will be Russia's policies towards us. This will set the future in as much as we (Azerbaijan and us) are unwilling to come to agreement together about the issue, which would have been much much better option and much less costly.

                Thats right.....they would have attacked long ago.



                Maybe we should start pushing and slowly liberate our lands to the East.....oh yea, Russia.

                      guys we are just convincing ourselves with numbers. nobody actually knows the exact number. government by itself don't tell us the truth. no one is supposed to know about it. especially our lovely neighbors.
