He's talking about this year. So he seems to be saying that they will still spend some on security this year and that will make it like 200 billion drams for 2014.

Not sure how thats increasing a budget, but rather just spending more than what is proposed. What are they spending it on, I believe is the question. So, how much more are they spending?

The article doesn't say "increases budget" but "increases expenses". Also I don't know Armenia's military budget. Does Armenia even publicise that?

For the last two years (2014 budget and 2015 budget) Armenia for some reason has not announced direct military budgets and there are no reports in the media. The last direct mention was in 2013 when in was $447 million. But it's not a secret, it's rather easy to figure out.

On October 29 expenditure for 2015 was drafted as 1,299,000,000,000 Dram which (at the then conversion rate of 408AMD) equaled 3,160,000,000 US dollars and defense was announced to be 21.4% of the budget making it $678 million dollars (3.16*.214=.678 billion). All indications from similar calculations is that it was in a similar neighborhood in 2014. I suppose they didn't make a direct announcement as not make headlines about the sudden jump of 30-40%.

Also the defense minister of Azerbaijan pointed to this when he said in jan 2014 our military budget is 5.3 times larger than theirs (3.75 billion/5.3= 700 million)

lol I don't where the baboon got the exact number of 5.3, but there you go

                Edit--------
he says "21.4 percent of the total expenditures will be for defense, maintenance of public order and security."
I guess that could be interpreted as more than military. Maybe they are intentionally being ambiguous.

Maintenance probably is speaking about maintenance for the armed forces, which would probably be around 130-150 million dollars. (Conjecture). Security and public order might lean towards police and riot equipment.

                  btw thanks mher

For sure, and you might be right
either way, though I don't approve of a lot of the actions of the republican party, it's handling of the military is impressive
notice how we didn't see any of the spazzing out and moronic behavior displayed by the other side which makes them look like really insecure 13 year old girls. Like proclaiming a 30 percent military increase out of nowhere the next day at a time when their budget is massively shrinking and when they had hardly increased the defense budget the year before (3.6 in 2013 to 3.75 in 2014)

So, I would assume they are spending about 500 million on the army/air defense this year. Which should be enough for other purchases. I believe Armenia might be paying for the PT72Us on a yearly basis, paying for the amount of tanks modernized that year, for three years. That would be obviously better than paying the 100 million up front, which I doubt Armenia was going to do. I find it interesting that they refuse to allow MoD to be audited. I wonder what hefty purchases they are making.
