Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

                Armenian Military Vows ‘Restraint’ During Baku Games

                The Armenian military will do its best to prevent a fresh upsurge of fighting in the Nagorno-Karabakh conflict zone during the upcoming European Games in Baku, Armenia’s First Deputy Defense Minister Davit Tonoyan said on Tuesday.

                Tonoyan also warned Azerbaijan against escalating tensions along the “line of contact” around Karabakh and the Armenian-Azerbaijani border after the Olympic-style games scheduled for June 12-28.

                “Olympic games will be held in Baku and Armenian forces will display restraint until their end,” he told Tert.am in an interview. “They are already showing restraint now, which is evident and visible. We are not provoking [skirmishes] or escalating the situation.”

                The European Games, the first ever multi-sport event of its kind, are expected to attract thousands of athletes from around wider Europe. After months of deliberations Armenia decided in March to also take part in them with two dozen athletes.

                The National Olympic Committee’s decision, apparently dictated by the Armenian government, followed another escalation of deadly fighting between Armenian and Azerbaijani forces. U.S., Russian and French mediators effectively blamed Azerbaijan for the escalation in January.

                Tension on the frontlines appears to have eased significantly in early April. The armed forces of Armenia and Karabakh have reported no combat casualties since then.

                Some Armenian observers attribute this relative calm to the Baku games, saying that the Azerbaijani leadership is anxious not to scare away foreign sporting delegations with talk of a renewed Karabakh war.

                Tonoyan acknowledged the current “low intensity” of armed incidents in the conflict zone, suggesting that it may result from international pressure on Baku or dozens of casualties reportedly suffered by the Azerbaijani army in the first quarter of this year. “But I don’t exclude and I even think it’s quite possible that they are using this period to regroup their forces and prepare new provocations,” he said.

                Addressing Azerbaijani special army forces late last month, Azerbaijan’s Defense Minister Zakir Hasanov announced the successful completion of “the first stage” of military operations against the Armenians. “Now, we have a more crucial stage ahead -- the second stage, which is to force the enemy to withdraw unconditionally from occupied Azerbaijani lands by dealing decisive and crushing blows to the enemy,” he reportedly said.

                “All of us must be ready for [the corresponding] order of the supreme commander-in-chief,” added Hasanov. He would not say when President Ilham Aliyev might issue such an order.

                Tonoyan also spoke of ongoing Azerbaijani “preparations for hostilities.” “Will they opt for full-scale hostilities or carry on with the tactic of gradual expansion of local operations? Both scenarios are possible and we are prepared for both scenarios,” he told Tert.am.

                Tonoyan warned in that regard that Baku will risk more territorial losses should it act on its threats to reconquer Karabakh and Armenian-controlled districts surrounding it. “Who says that the existing security zone formed around Nagorno-Karabakh is good enough for us?” he said. “Who thinks so? We think that given the extent of Azerbaijan’s current armament, it’s not good enough for us anymore.”

                  Someone remind Mr. Tonoyan that there is no such thing as a "security zone formed around Nagorno-Karabakh" and that all the lands under the control of our people and army are part of the Nagorno-Karabakh Republic. He should be careful with the words he uses.

                    Armenia’s first Deputy Defense Minister David Tonoyan has urged military authorities in Azerbaijan to stop escalating the situation around Nagorno-Karabakh, warning that Baku risks more territorial losses should it act on its threats to regain control of the region by force.

                    Tonoyan’s statements made in an interview with Tert.am that was published on Tuesday are already regarded by many observers as sensational.

                    In his remarks the senior Armenian military official, in particular, accused Azerbaijan of escalating tensions along the entire perimeter of the Line of Contact with the Karabakh armed forces and at the border with Armenia.

                    “They are attempting to recompense for their non-advantageous position in the negotiations with a tough position and repeated overt acts of provocation. What testifies to an escalation of the conflict is that they replaced the snipers used initially by them with commandos. And now the trench mortar fire has added to that … And that’s what we see every day,” said Tonoyan.

                    “As to whether they will undertake large-scale operations or just pursue the tactics of gradually expanding the local ones, I find both options possible, so we are ready for both. What’s also important to note is that the Azerbaijani authorities have become the hostage of their own statements unlike Armenia. Neither the Armenian president nor the minister of defense use that kind of rhetoric,” the first deputy defense minister of Armenia emphasized.

                    At the same time, the Armenian official, in fact, spoke about the possibility of the Armenian side’s expanding the so-called security zone around Nagorno-Karabakh if Azerbaijan decides to launch military operations.

                    “Who says that the security zone, established in 1994, is sufficiently secure to fulfill its role in light of Azerbaijan’s continuing armament? In our estimation, it is no longer enough against the backdrop of that armament. While Baku is hosting the European Games, Armenia’s [armed] forces will demonstrate restraint until they are over … And that’s what they do today; it’s clearly visible as we never incite tension or escalate the situation,” said Tonoyan.

                    The first-ever European Olympic Games will take place in Baku on June 21-22. Apparently, Azerbaijan has sought assurances from the Armenian side that there will be no military actions during that period, as the Games are considered important by Azerbaijan for its international image. And Yerevan, in fact, has given such assurances.

                    At the same time, Azerbaijan itself does not give any assurances that after the Games it will not resort to some kind of provocative action. Moreover, according to Tonoyan, Azerbaijan is now being actively helped by Turkey. Joint exercises are held, Turkish instructors train Azerbaijani military, provide other assistance.

                    Perhaps, Azerbaijan relies on Turkey’s support in the event of war. But direct Turkish interference is unlikely. Turkey is a NATO member and in order to intervene in the conflict directly it would need the approval of the military alliance that is unlikely considering the risk of a direct conflict with Russia, Armenia’s key political and military ally.

                    In his latest interview Armenia’s first deputy defense minister also spoke about Russian arms supplies to Azerbaijan, although he did not give Russia’s name directly.

                    He said that Armenia did not view such arms deliveries to Azerbaijan as “unilateral support”. “Any state selling arms to Azerbaijan or co-producing arms with that nation says it can sell the same arms to Armenia as well. We do not view even such actions as unilateral support to Azerbaijan. Another question is our own decisions on purchasing or producing as much arms and ammunition as we need. We can decide on doing more in this field,” he said.

                    Experts believe that Tonoyan’s statements are first of all addressed to Azerbaijan and Turkey as a warning that in case of hostilities the Armenian forces will have more territorial gains to expand the so-called buffer zone with Azerbaijan. But Tonoyan also clearly says that despite selling weapons to Azerbaijan, Russia is still on the Armenian side. In his interview the Armenian official also mentions Yerevan’s plans to deploy peacekeepers in Tajikistan. And this deployment will be as part of the Russian-led Collective Security Treaty Organization.

                      Armenia and Russia will open a humanitarian response joint rescue center, RIA Novosti news agency of Russia reported citing its sources at the Russian Ministry of Emergency Situations.

                      According to the information RIA Novosti has received, the intergovernmental agreement on the founding of this center will be signed within the framework of the Integrated Security 2015 international hall that has opened in Moscow.

                      “This [i.e. the center] will enable to operatively and effectively respond to emergency situations in the border areas of the two countries as well as in third countries,” said the agency’s interlocutor.
