That's pretty much what I was thinking the other day. Not to detract from the topic of this forum, but the IMF and EU gave Greece $100bln + to save it from melting down. I mean just $10bln USD would rebuild all the roads, pipes, electrical lines, internet wires to modern technology and still have some left over to build a brand new nuclear power plant.
In response to the collateral damage, I think a lot of that is the point of using this weapon. They're not just clearing the field of IEDs and mines, but hoping the mine blast will knock out any combatants hiding in the area waiting to ambush them. You have to feel bad for the local Syrian population. So many combatants from outside of their country are now there waging proxy wars.
