The Armenian defence minister is in a "pitiful" state, Azerbaijani Defence Ministry spokesman Eldar Sabiroglu has said.
He was commenting on Armenian Defence Minister Seyran Ohanyan's recent address to cadets, in which he said that Armenia had the strongest army in the region, an recent violent incidents in the army.
The Azerbaijani spokesman criticized Ohanyan's handling of the case of a video posted on the Internet showing abuse in the Armenian army, APA news agency reported.
"Seyran Ohanyan is in a pitiful state. His actions are illogical – for example, the recent video. Addressing parliament, the defence minister denied something that was causing concern in Armenia and said it was misinformation.
"Two days later one of his subordinated bodies – the military police – solved the crime and found the officer who abused the soldier and he was arrested. The prosecuting authorities have launched an investigation. With this approach from the defence minister, it is not difficult to determine his sense of responsibility," Sabiroglu told APA.
The Azerbaijani spokesman said that the situation within Armenia and the country’s resources prevented it from having a strong army.
"Economic collapse, political disorder, tyranny in the Armenian armed forces have set military construction back. How can this disgrace be covered up? Defence Minister Ohanyan tries to restore the public’s confidence in the army with false statements. This is very difficult. As I have said, the serious problems in the Armenian armed forces, the violent crimes, have disgusted the public.
"People refuse to send their children to the army. Some political circles of the country have started to acknowledge the situation. The citizens of the country compare their army with the fascist army. It even reportedly exceeds the fascist army. They say it themselves. This is the 'splendid' view created of the army by Seyran Ohanyan, who talks about the strength of the armed forces."
There have been several fatalities in the Armenian army over the summer. On 28 July conscript Karo Ayvazyan killed five soldiers and one officer at a military unit in Karabakh. The following day an officer was found dead near the contact line with Azerbaijani forces. The army authorities say the death was suicide but the officer's family insist it was murder. On 7 August, a contract soldier was killed by a junior sergeant.
Azerbaijan's army has not been without violent incidents this year. In January, six servicemen were killed at a military unit near Dashkesan.
