This type of announcements hardly support your view.

In politics ideas and strategies have a habit of reviving in different guises.
The reason is, the objectives of the bigger actor’s ultimate goal has not been achieved AND they have not given up.
Remember behind every small player there is a big player lurking.
They could only “stop” if an absolute victory is registered by one of the sides.

Well in pursuing a Caucasian confederation they want only the South Caucasus to be in it, no external powers. Honestly I don't think it's viable at all, even if Karabakh is solved, but by referrence to Iran-Georgian relations was due to the fact that after the 2008 war, relations were boosted, as agreements were signed, visas abolished, and a visit by Ahmadinejad promised.

A Caucasus confederation is not going to happen until there is peace between Armenia and azerbaijan. And that will take quite some time. Any talk of a Caucasus Union is just that, talk. Pay no heed.

South Caucasus soldiers of fortune: difficult situation at lines of
contact in Nagornyy-Karabakh

On Thursday, soldiers from the Nagornyy-Karabakh [NKR] Defence Army
repulsed an act of sabotage by Azerbaijani troops. According to the
press service of the unrecognized republic's defence ministry, "when
they ran into a solid defence . . . the officers from the enemy's
special operations unit took flight." "According to preliminary
reports, the enemy suffered casualties. There were no casualties among
the servicemen of the NKR Defence Army," the report says.

Just ahead of this, the foreign ministries of France, Germany, and the
United Kingdom had warned their citizens against visiting
Nagornyy-Karabakh. The tourist memos mention the tense situation in
the region and the likelihood of renewed fighting between Azerbaijan
and the unrecognized republic.

The Yerevan newspaper Ayots Ashkhar ("Country of Armenia") published
in unison a report about how Baku emissaries were recruiting Azeris
who live in Georgia for a war in NKR. The article cites trustworthy
sources and says that in the Georgian region of Kvemo Kartli,
approximately half of whose population comprises Azeris, agitators
from Baku have become active, recruiting people for military actions
in Karabakh for considerable sums. What is Georgia's leadership's
attitude towards the fact that an "underground" draft organized by
another state is under way in the country? the newspaper asks.

A Georgian Interior Ministry spokesperson denied this information. "If
these kinds of processes were going on in Kvemo Kartli, we would know
about it," he asserted. A competent source in Yerevan noted in turn
that what was reported in the newspaper could not be ruled out. "We
know that foreigners have participated in the Karabakh war. Among them
there have been Azeris from Georgia. But why Baku might need
'legionaries' now is hard to understand. They have a large army as it
is, and I personally see no sense in actions that could cast a shadow
over Georgia, which is friendly to Azerbaijan," he said. The source
did not try to deny the fact that there was a difficult situation at
lines of contact in Nagorno-Karabakh. "The Azerbaijani side is
ignoring our calls and demands to remove its intermediaries, as our
agreements stipulate, and its snipers, which are violating the
ceasefire," he confirmed, but at the same time he called for the
warnings from the European capitals not to be viewed as unusual or
official statements. These kinds of "reminders could refer to any
troubled spot in the world."

The Azerbaijani media also differed on the issue of legionaries. A few
days ago several publications at once declared that the Armenian
diaspora had dispatch an army of 200,000 for the war in Karabakh, an
army that allegedly was already deployed near Yerevan. However, this
"trustworthy information" has been viewed sceptically by the local
community. In particular, political analyst Zardusht Ali-Zade, in a
work devoted to the Armenian-Azerbaijani problem, advised authors of
"sensational" stories to engage their minds instead of their fantasies
and ask themselves how and where, in modern conditions, one could
camouflage 200,000 people who at least need to be fed more than once
daily?

Fantasies and conjectures aside, a few days ago official persons from
the opposing sides demonstrated once again their polar vision of the
conflict's resolution. Azerbaijani President Ilham Aliyev once again
criticized the mediation of the OSCE [Organization for Security and
Cooperation in Europe] Minsk Group, while at the same time admitting
that "advancement on the issue of a Karabakh settlement is likely in
the event that the Armenian side accepts the thesis of the
impossibility of NKR independence."

Deputy Foreign Minister Shavarsh Kocharyan answered him from Yerevan.
In an interview with MTRK [Interstate Television-Radio Company] Mir,
the diplomat presented documents on the cessation of military actions
signed in the mid-1990s by Azerbaijani and Nagornyy-Karabakh leaders.
According to Kocharyan's statement, they [the documents] attest to the
fact that "in essence, Azerbaijan has recognized the NKR." "Any
attempts at blackmail or militaristic threats . . . are the main brake
on the advancement of the settlement process," he summarized.

However, Jane's Intelligence, an American research centre, states that
today thought needs to be given more to halting the process's
regression than to its advancement. Despite diplomatic efforts, the
conflict is being fanned. "Azerbaijan is attempting to change the
17-year status quo at the expense of its profits from the sale of oil
and natural gas. In 2011 Baku intends to allocate 3.1 billion dollars
to the military sphere, which outstrips Armenia's analogous
expenditures by a factor of six. Azerbaijan's spending just on
acquiring cartridges in the last few years in all likelihood exceeded
1 billion dollars," the report says. While noting Azerbaijan's
quantitative superiority in material and manpower, Jane's Intelligence
at the same doubts that this superiority will be converted into a
qualitative one. Working against that are Karabakh's location, the
military alliance between Armenia and Russia, and also the domestic
political situation. "None of this rules out the likelihood of a
renewal of military actions in Karabakh, but the sides' limited
capabilities and the position of the international community narrow
this scenario for the development of events," Jane's Intelligence
remarks.

they had the same problem during the first war, they would send out the minorities to do the dirty work and then the azeris would move in. the afghan mujahideen wanted to kill the azeri conscripts because, well, they were idiots

Apparently discipline broke down occasionally, even requiring young Azeri conscripts to be moved to other sectors of the front to avoid their killing by the Mujahedin. Defense Ministry’s press service told APA that the Defense Ministry and Republic Military Prosecutor’s Office will issue a joint statement about it.

The details of the incident are not publicized.
