Service length should be reduced to 18months. Studies show that officers in their last 6 months commit the vast majority of crimes/hazing against new recruits. They know they have seniority and are on their way out.

Institute drafting of women for 12 months in noncombat roles.

Make the majority of front line troops contract, professional servicemen.

We dont have the luxury to do that. 2 years is a minimum for our tiny population. Besides, 18 months is not enough to learn to specialise in certain fields. Israel even has 3 years for decades now.

If these studies have any value it means seniors will start misbehaving after 12 months of service. If your suggestion is adopted.

I suggest the answer has to be, increase the conscription period by 6 months and release them 6 months early having
achieved defined performance target for the benefit of the army.

Interesting, ISIS drones drop dumb bombs on an Abrams. Still accurate but did not destroy the tank.
We can develop this easily and it won't cost much.

I believe the conscripts should be paid well.
The economy gets a major blow from young males not contributing to the GDP for 24 months.
Speaking from from a strict economic standpoint here, before someone goes mainstream and tell me "There would be no economy without the boys serving."

In my opinion, our army should move away from soviet or Russian system of relations between officers and conscripts where "dedovschina" (fellow senior) is part. In that sistem officers treat soldiers differently according to their seniority, and soldiers go with no respect and right at the beginning to unofficially officer like at the end.
Russian command and rank sistem is still not changed since 19Th century.
Rules and laws have to be changed to where keeping command structure mechanisms have to be adapted in protecting soldier's human rights and give them ability to challenge their superiors or be protected by military laws.
Otherwise, not having venue but official complains (which everybody avoids, not to be branded) soldiers take matters outside of army rules and into their own hands.
So officers and conscripts confront each other outside of barracks or out in trenches.

Why all the hate towards De Waal? De Waal has never said anything anti-armenian. You cannot expect from an international neutral analyst that he talks about "historical ownership" of the territories. Historical ownership is no legal category in current international law. The fact that we lived in Karabakh for a longer period changes nothing. Being indigenous does not mean that the azeris whose ancestors have settled in South Caucasus from the 11th century on (in the lowlands of Karabakh later and in Kelbajar, Lachin, Qubadlu and Zangelan since 1920s) have no right to live there. The settlement of turkish-speaking people in "Anatolia" and the "South Caucasus" is a historic fact and regarded as a normal process. It's a completely other question that for us Armenians this settlement was a tragedy and connected to loss of land. We Armenians have to think only about our interests but you cannot expect from anybody who is not armenian that he prioritizes the armenian settlement in the so-called seven regions in the middle ages and forgets about the azeri settlement after turkish invasions. From an objective point of view both nations have the right to live there and it doesn't matter how much culture we have created there how little the azeri cultural influence on the region is. Our argument should not be that azeris are invaders or nomadic newcomers in the region and have therefore no right to live there but that we have to do everything necessary to guarantee armenian life in all Karabakh.
By the way, De Waal is perhaps the only western analyst who has understood the mentality of both conflict parties and what this war means to us Armenians.

All of this is nice and stuff, then when you realize you're dealing with blood-hungry turks who are incapable of being 10 meter distance from an armenian, without resorting to voilence, your argument becomes without purpose. But i guess you're one of those eurpafied humanists i keep hearing Armenia needs lately?
