Armenian Government elaborates project promoting military industry

YEREVAN. – Armenian MOD presented on Government’s Wednesday session a project of developing military industry in Armenia.

The project aims to secure production of military weapons, which will help establishing conditions for the development of other fields of the industry and will raise the state’s rating in the international arena. According to another decision, the license of a company producing weapons is prolonged for another five years.

Москва. 10 апреля. АвиаПорт - Делегация Минобороны Армении посетит международный форум "Технологии в машиностроении - 2012", который состоится в Жуковском (Московская обл.) 27 июня - 1 июля, сообщил "АвиаПорту" представитель ведомства.

По его словам, Армения не планирует демонстрировать на форуме образцы продукции оборонно-промышленного комплекса страны. Основной задачей делегации будет являться закупка вооружений. В числе приоритетов военного ведомства - системы противовоздушной обороны (ПВО) и средства радиоэлектронной борьбы (РЭБ). В настоящее время предприятия Армении не имеют полного цикла по созданию средств РЭБ и ПВО, в стране изготавливаются только СВЧ-узлы и блоки модернизации этих систем, которые поставляются на экспортный рынок.

Представитель военного ведомства Армении отметил, что интерес к РЭБ и ПРО наиболее приоритетен, но он не единственный. Делегация планирует ознакомиться со всеми представленными на выставке новинками и после этого строить планы по оборонному заказу для страны. Пока министерство не имеет предварительных договоренностей на поставку технологических новинок, но надеется на то, что ряд заказов будет подписан сразу после посещения форума...

Հայաստանի եւ Ռուսաստանի կառավարությունների միջեւ կստորագրվի ռազմա-տեխնիկական համագործակցության նոր համաձայնագիր: Այդ մասին ապրիլի 12-ին, լրագրողների հետ կայացած հանդիպման ժամանակ հայտարարել է Ազգային անվտանգության խորհրդի քարտուղար Արթուր Բաղդասարյանը: Ինչպես հաղորդվում էր ավելի վաղ, Հայաստանում տեղի է ունենում ՀԱՊԿ ՌՏՀՄՀ-ի նիստը:

Նշենք, որ ՌԴ-ն նման համաձայնագիր ունի միայն Բրյուսելի հետ: Հայաստանի ՊՆ-ի եւ ՌԴ ռազմատեխնիկական հարցերով համագործակցության դաշնային գործակալության միջեւ արդեն գործում է համաձայնագիր` ռազմա-տեխնիկական ոլորտում համագործակցելու վերաբերյալ:

Արթուր Բաղդասարյանը նաեւ հայտնել է, որ վաղն առավոտյան Անվտանգության խորհրդում տեղի կունենա եւս մեկ քննարկում` կապված Հայաստանի տարածքում ՀԱՊԿ ՕՀԿՈւ-ի զորավարժությունների հետ:

Shooting in contact line of Azerbaijani and Armenian troops, one Azerbaijani soldier wounded

Baku. Hafiz Heydarov – APA. A soldier of Azerbaijani Army was wounded as a result of violation of ceasefire by Armenian armed forces.

APA reports that the incident was recorded in the frontline in Fuzuli region of Azerbaijan. Soldier of the Azerbaijan’s National Army, Aykhan Nizami Mustafayev was wounded by Armenians during his combat post. He was hospitalized.

Spokesman for the Defense Ministry Eldar Sabiroghlu confirmed the fact to APA. Sabiroglu said that shooting occurred as a result of ceasefire violation: “Our soldier was wounded. Armenians reportedly has losses, one dead and several wounded”.

Mustafayev was drafted from Goranboy Region Military Commissariat in January, 2012.

Baku. Hafiz Heydarov – APA. Two soldiers of the Azerbaijani Army were wounded as a result of ceasefire violation by Armenian armed forces.

APA reports, that the incident was recorded yesterday in frontline in Terter region of Azerbaijan. The wounded soldiers are Mammadali Azizkhan Azad, drafted by Goychay region military commissariat, and Hajiyev Ramiz Mahammad, drafted by Surakhani district military commissariat of Baku.

Press service of the Defense Ministry confirmed the fact to APA. The state of the wounded soldiers is reported stabile. According to information, there are the wounded in the opposite side too.

Azerbaijan's Israeli Weapons: A Lot For Armenia, But A Little For Iran, Too?

When Israel announced that it was selling $1.6 billion in arms to Azerbaijan, Azerbaijani government officials took pains to assure their neighbors in Iran that the weapons were intended for a war with Armenia over Nagorno Karabakh, not for Iran. Well, Azerbaijan's Turan news agency got hold of some details of the weapons package, and while there aren't too many surprises, there is one element that might raise eyebrows in Tehran.

According to Turan's report, Baku's haul includes five Searcher and five Heron drones, Barak-8 air defense systems and Green Pine missile defense radar. All of that would, indeed, be useful against Armenia (or any other foe, really.)

But one item in the deal stands out: Gabriel anti-ship missiles. Obviously, landlocked Armenia doesn't have a navy. But one country has been a consistent irritant to Azerbaijan on the sea: Iran. As Turan writes: "Azerbaijan will use these to protect its Caspian Sea coast from the growing number of Iranian warships being introduced in the area."

That's not to say that Azerbaijan is going to get involved in any Israeli or U.S. attack on Iran. Independent of the issues the West has with Iran, Azerbaijan is worried about Iranian encroachment on its Caspian Sea oil and gas infrastructure, which has fueled the country's booming economy. No one around the Caspian particularly trusts Iran, so it's an understandable move. But you can still expect this to be brought up next time Iranian and Azerbaijani officials meet.

Հայաստանցի լրագրողներուն հետ ունեցած հանդիպումին ընթացքին Լեռնային Ղարաբաղի պաշտպանութեան բանակի հրամանատար, զօրավար Մովսէս Յակոբեան յայտնած է, որ թշնամին զսպողը Արցախի պաշտպանական բանակն է եւ սահմանին վրայ հսկող զինուորը։

«Թշնամուն զսպողն Արցախի պաշտպանական բանակն է եւ սահմանին կանգնած հայ զինուորը: Կրակային տեսանկիւնից լարուածութիւնն այսօր սահմանին շատ աւելին է, քան նոյնիսկ պատերազմի ժամանակ», Ստեփանակերտի մէջ յայտարարած է Յակոբեան:

Ան հաստատած է այն տեղեկութիւնները, որոնց համաձայն մինչեւ 11 Ապրիլ հակառակորդին կողմէն զինադադարի 51 խախտում արձանագրուած է, իսկ նախորդ տարի ատրպէյճանական գնդակով սպանուած է 11 հայ զինուոր: Մովսէս Յակոբեան նաեւ դիտել տուած է, որ հակառակորդի զոհերուն թիւը աւելի բարձր եղած է. «Մենք իրականացրել ենք պատժիչ գործողութիւններ, եւ ինչպէս ամիսներ առաջ, այսօր էլ յայտարարում եմ, որ իւրաքանչիւր հայ զինուորի կեանքի դիմաց թշնամին տալու է առնուազն 3 զինուորի կորուստ: Պատերազմի վերսկսման դէպքում Արցախի պաշտպանական բանակը եւ առհասարակ հայկական կողմը պատրաստ է արժանի հակահարուած տալու եւ յաղթելու: Դրա համար մենք ամրապնդում ենք նաեւ մեր դիրքերը սահմանին, աւելացնում ենք մեր յենակէտերի թիւը: Ասեմ աւելին՝ մեր դիրքերն ամրացնում ենք ոչ միայն առաջնագծում, այլեւ խորքային հատուածով: Մենք նոր բնագիծ ենք կառուցելու Աղդամից մինչեւ Օմարի լեռնանցք»:

Խօսելով սպառազինութիւններուն մասին՝ Մովսէս Յակոբեան նկատել տուած է, թէ հայկական կողմը պարտադրուած է պահպանել սպառազինութիւններուն յարաբերակցութիւնը, որովհետեւ ան միշտ պէտք է ի մտի ունենայ պատերազմի վերսկսման հաւանականութիւնն ու վտանգը։

Անդրադառնալով հակառակորդին կողմէ հնչող սպառնալիքներուն՝ Ստեփանակերտի օդակայանին առնչուող՝ Արցախի պաշտպանութեան նախարարը շեշտած է. «Մեզ չի մտահոգում ոչ մի սպառնալիք: Մենք ունենք ամուր եւ հզօր հակաօդային պաշտպանութիւն: Աւելի ասեմ՝ եթէ մենք մեր մտքներին դնենք, կարող ենք ոչնչացնել հակառակորդի ինքնաթիռներ, որոնք պարբերաբար փորձում են ստուգել մեր հակաօդային պաշտպանութեան վիճակը»:

Մովսէս Յակոբեան տեղեկացուց, որ Ստեփանակերտի օդակայանին կահաւորման գործընթացը աւարտած է, կան որոշ թեքնիք հարցեր, որոնք պէտք է լուծուին, ան բացման ճշգրիտ թուականը չճշդեց։ «Ես շատ ուրախ եմ Ստեփանակերտի օդանաւակայանի գործարկման առիթով, քանի որ ինձ համար ծանր է Ստեփանակերտից Երեւան գալ աւտօմեքենայով: Ես լինելու եմ առաջին ուղեւորը Երեւան-Ստեփանակերտ չուերթի: Յատուկ այդ նպատակով գործարկումից առաջ գալու եմ Երեւան: Սկզբնական շրջանում կ՛ունենանք մէկ ինքնաթիռ՝ մի քանի չուերթներով, այնուհետ կ՛աւելացնենք ե՛ւ ինքնաթիռների թիւը, ե՛ւ ուղղութիւնները»:

Այս մասին իր խօսքը եզրափակելով՝ Մովսէս Յակոբեան անհրաժեշտ նկատեց ընդգծել այն, որ ի տարբերութիւն Հայաստանի մէջ ծառայող զինուորին, Պաշտպանական բանակի զինուորը իրաւունք ունի հակառակորդին կրակոցին պատասխանելու եւ նոյնիսկ պատերազմ յայտարարելու. «Այո՛, ես իմ զինուորին նման արտօնութիւններ եմ տուել: Իմ զինուորն ազատ է»:

Ադրբեջանը ծանր հարված կստանա


Ստեփանակերտի օդանավակայանը պատրաստ է շահագործման: Օդանավակայանի թռիչքուղու կառուցման աշխատանքներն ամբողջությամբ ավարտված են: Այս փուլում վերապատրաստվում է անձնակազմը, Ստեփանակերտի օդանավակայանը պատրաստվում է առաջին չվերթին, որի ժամկետը դեռ հստակեցված չէ:

ԼՂՀ Պաշտպանության բանակի հրամանատար Մովսես Հակոբյանը նշում է, որ առաջին թռիչքի ուղևորներից մեկն ինքն է լինելու, իսկ Ադրբեջանի հնչեցրած սպառնալիքներին համարժեք պատասխան է տալիս:

«Մեր օդանավակայանն անպայման գործարկվելու է, անվտանգության առումով որևէ խնդիր չկա: Իհարկե, Ադրբեջանը կարող է ինքնաթիռ խփել նաև Երևանի տարածքում, բայց այսօր մեր հակաօդային պաշտպանությունն էլ Ադրբեջանի տարածքում օրվա ընթացքում մոտ 260 ինքնաթիռ է ուղեկցում»,- ասաց նա:

Մովսես Հակոբյանը հիշեցնում է, որ քաղաքացիական ինքնաթիռներին հարվածելը միջազգային նորմերի կոպիտ խախտում է: Նրա տեղեկացմամբ` Ստեփանակերտի օդանավակայանը կառուցված է այնպես, որ ինքաթիռները թռչելու են բացառապես մեր տարածքով, Ադրբեջանի սահմանը չեն խախտելու:

«Իսկ եթե Ադրբեջանը փորձի այդպիսի սադրանքի դիմել, մեր հակաօդային պաշտպանության ուժերը նաև հնարավորություն ունեն արձակված հրթիռը շարքից հանել»,- ընդգծեց ՊԲ հրամանատարը:

Troops marshaled on the ground near Stepanakert have been practicing their marching skills ahead of a triple holiday that Karabakh Armenians are going to celebrate next month.

Soldiers with skin reddened by the spring sun march around the local airport to the accompaniment of an orchestra, making the ground tremble far across the area with their goosestep.

Smiling faces are only a façade to utter attention to commands and concentration that these servicemen have to do the exercise right and keep the tiny nation happy during a military parade in Stepanakert’s central square on May 9 that authorities in Nagorno-Karabakh say will be unprecedented by its “scale and solemnity”.

The day will be an occasion for a “triple” celebration. First and foremost, it will mark the 20th anniversary of the liberation of Shushi, a fortress town some 10 kilometers to the south of Stepanakert that had been turned into a stronghold by the Azeris and used for shelling the Karabakh capital when hostilities broke out in the area following the collapse of the Soviet Union in 1991.

Many military experts say the capture of Shushi by Armenians marked the turning point in the entire course of the war that reached a ceasefire in 1994 leaving Armenians in control of the territory.

May 9 also marks the 20th anniversary of the establishment of the regular defense army of Karabakh as well as the 67th anniversary of the end of World War II in Europe. (Many Karabakh Armenians distinguished themselves as soldiers and military commanders in fighting Nazi Germany as part of the Soviet Red Army in 1941-1945. Some of them were decorated with medals for heroism and courage and declared Heroes of the Soviet Union – the highest honor in the former USSR.)

Officials in Karabakh say the military parade in Stepanakert will be attended by the infantry, tank forces, aircraft defense and artillery units.

According to Defense Army Commander Movses Hakobyan, the parade will display the achievements that Karabakh has made during the past two decades as well as the current state of the Armenian republic’s army.

“Our parade will be different from that held in Yerevan [on September 21, 2011] in the sense that it will not only show the beauty, but also the full combat readiness of our troops and will thus send a message to the enemy,” Lieutenant-General Hakobyan told a group of journalists from Yerevan on Wednesday. He added that the parade itself was helpful in raising the level of soldiers’ preparedness and keeping their fighting spirit high.

According to the defense official, Karabakh troops prove their efficiency in daily service to keep the republic’s borders safe.

“The shootings along the frontline today are just as intensive as they could be during the phase of active military operations,” said Hakobyan, informing the media that only during the first half of Wednesday the Azeri military violated the ceasefire 51 times. According to the statistics of the Karabakh Defense Army, the number of ceasefire violations in 2011 increased three times as compared to 2010, as a result of which 11 Armenian soldiers were shot dead in the frontline, all sustaining fatal wounds in their heads – evidence of increased sniper activity. But according to the local defense chief, the Armenian side has maintained its dominant positions in all cases, which has also allowed it to carry out punitive actions.

According to Hakobyan, today’s main focus of the army building in Karabakh is training officers.

“While during the war we could count on one hand the number of soldiers with military education, then today five percent of our officers have academic education, 42 percent have military education,” said Hakobyan, adding that modernization of arms takes place in the Karabakh army every year. “We have to get armed in order to maintain the military parity with Azerbaijan. Regional peace is preserved only due to the defense army.”

According to the Karabakh defense minister, all military units in Karabakh are supplied with necessary means, soldiers’ food and other needs are fully satisfied.

Still, Hakobyan also acknowledged some problems in the ranks, one of them being hazing that sometimes results in murders and suicides.

“This phenomenon is also present in society and the army is not free from it either. But we try to control the situation as strictly as we can to reduce the number of incidents in the ranks and put interpersonal relations on a high level,” said the minister, giving assurances that “no officer or soldier who commits a crime goes unpunished.”

Ապրիլ 12, 2012 17:43 | razm.info - Հայաստանում ռուսական ռազմաբազայի հրթիռային և հրետանային զորքերը դաշտային պայմաններում հրթիռային հարվածների և հրետանային կրակի կառավարման համատեղ վերապատրաստական մարզումների ավարտական փուլն են անցկացնում Ալագյազի կրթաուսումնական համալիրում։ Մարզումներում ներգրավված են ավելի քան 400 զինծառայող և մոտ 100 միավոր հրետանային, ռազմական և հատուկ զինատեխնիկա։ Վարժանքների ժամանակ օգտագործվելու են «Գվոզդիկա» ինքնագնաց հրետանային համակարգերը, «Գռադ» համազարկային կրակի ռեակտիվ համակարգերը, ականանետեր և «Կոնկուրս» հակատանկային կառավարվող հրթիռներ։ Կրակը վարվելու է ինչպես միայնակ, այնպես էլ խմբային թիրախների ուղղությամբ։ Դաշտային ելքի շրջանակներում ռուսական հրետանավորները տեղակայման վայրից մինչև Ալագյազ 100 կիլոմետրանոց երթ են կատարել, որի ընթացքում կատարելագործել են տեղանքի «վարակված» հատվածների հաղթահարման չափորոշիչները, դիվերսիոն խմբերի և պայմանական թշնամու օդային հարձակման ժամանակ գործողությունների հերթականությունը։ Պարապմունքների ժամանակ հատուկ ուշադրություն է դարձվել նավիգացիոն սարքավորումների հաշվարկների աշխատանքներին, հրետանային բալիստիկ կայանին, հիրոկողմնացույցին, կապի միջոցներին, հետախուզություն կատարելու մեթոդաբանությանը, թշնամուն ոչնչացնելու ժամանակ հրամանատարների գործողությունների հերթականությանը՝ հաշվի առնելով տեղանքն ու կլիմայական պայմանները, հրետանային կրակի կարգավորմանը։ Կրակային դասակի զինծառայողները մշակել են կրակային դիրքերի ընտրությունը, իրենց սարքավորումներն ու թաքստոցները, փակ կրակային դիրքերից իրենց աշխատանքները, գաղտնի տեղափոխությունն այլընտրանքային /պահեստային/ կրակային դիրք։ Ամբողջ ձմեռային ուսուցման ժամանակահատվածում հակահրետանայինների հետ անց է կացվել ավելի քան 10 մարտավարական զորավարժություն մարտական կրակոցների հետ զուգահեռ, այդ թվում նաև գիշերային ժամերին։
