Why? Azerbaijan's secular and "un-Islamic" actions are just what the IRGC is meant to combat. There will be a need to liberate "repressed" Muslims. The situation really isn't too different from Hezbollah's issue with the Israeli occupation of southern Lebanon.

Iran's expansionist doctrine is not like Turkey's. They tend to use proxies for their interests as in Hezbollah. IRGC's primary role is defend the Islamic revolution, ie the mullahs. IRGC's Quds forces are meant to fight side by side with allies. Besides, invading the azeris without causus belli will not go well for the iranians.
