1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:

What you PROBABLY SHOULD NOT post...

3] Keep the focus.

    Նախօրեին Իլհամ Ալիեւը կրկին ռազմատենչ հայտարարություն է արել, որի կապակցությամբ Հայաստանի արտգործնախարար Զոհրաբ Մնացականյանն ասել է. «Շատ ցավալի է: Մեր դիրքորոշումը հայտնի է՝ մենք խաղաղ լուծում ենք ցանկանում: Գործընթացի առաջընթացի համար համապատասխան միջավայր է պետք»:

    Ի՞նչն է ցավալի, որ Ալիեւը նման հայտարարությո՞ւն է արել, թե՞ որ այդ հայտարարությունը տհաճ իրավիճակի մեջ է դրել հայկական կողմին: Հարցադրումն այս դեպքում ավելորդ չէ. բանն այն է, որ ռուս-հայկական որոշակի շրջանակներ ներկայում Հայաստանի նոր կառավարությանը մեղադրում են Ադրբեջանի հետ ինչ որ համաձայնության գալու մեջ, այդ թվում՝ տարածքներ հանձնելու մասով: Այս հարցը շատ է շահարկվում, որի համար որպես փաստարկներ են բերվում Ադրբեջանից հնչող լավատեսությունը, Մինսկի խմբի հայտարարություններում Վիեննայի օրակարգի հիշատակումների բացակայությունը, սահմանին հարաբերական խաղաղ իրավիճակը, ժողովուրդներին խաղաղության պատրաստելու վերաբերյալ թեզը եւ այլն:

    Այդ շրջանակների մոտիվացիան հասկանալի է, Ադրբեջանի դիրքորոշումը՝ նույնպես, որը բացառում է որեւէ զիջում իր կողմից, եւ այս ամենը՝ հայկական կողմից խաղաղապաշտության ֆոնի վրա:

    Իրավիճակն ապրիլյան պատերազմից հետո հակիրճ հետեւյալն է. Ադրբեջանը տանուլ է տվել իր ռազմական դիվանագիտությունն ու կորցրել պատերազմի «իրավունքը», բացի այդ՝ ոչ մի ուժային կենտրոն մտադիր չէ լսել ու կատարել նրա պահանջները: Ադրբեջաննն այս իրավիճակից փորձում է դուրս գալ Վիեննայի օրակարգը չեղարկելու միջոցով, ինչը հնարավոր է միայն Հայաստանի համաձայնության դեպքում: Միեւնույն ժամանակ՝ պետք է ինչ որ կերպ փրկել Ալիեւի դեմքը, որը չափազանց բարձր նշաձող սահմանելով՝ ներկայում պետք է ցույց տա, որ հայկական կողմին հակել է խաղաղության իր տարբերակին:

    Հայաստանի նախորդ ղեկավարությունն ըստ էության Վիեննայից հետո նույնպես լծվել էր Ալիեւի դեմքը փրկելու գործին, ուժային կոնտրոններից մեկի պահանջով, որին նույնպես ձեռնտու չէր Վիեննայի օրակարգը:

    Դա Ալիեւին հնարավորություն տվեց խոսել դիվանագիտական մեծ հաղթանակի մասին, հայկական կողմի հետ հանդիպումները ներկայացնելով որպես դրա ապացույց: Իրականում նա հայկական կողմի հետ խոսելու բան չուներ, նրան պետք էր հանդիպման ինքնին փաստը, իսկ խոսելիքը արտաքին կենտրոնների հետ էր:

    Հիմա, չի բացառվում, որ ներկայում կառավարության հետ պայմանավորվածություն կա «Վիեննայի դիմաց սահմանին չկրակելու» վերաբերյալ: Դա կարելի է համարել որոշակի արդյունք, նայած թե ինչ տեսանկյունից: Միեւնույն ժամանակ, որեւէ մեկի մոտ կա՞ պատրանք, որ Բաքուն երբեւէ հետ չի կանգնելու իր դիրքերից, եւ ներկայում պարզապես փորձում է ժամանակ ձգել, մինչեւ իրավիճակի փոփոխություն: Նրա խաղն ու նպատակը պարզ են՝ այն, ինչ չհաջողվեց պատերազմի միջոցով, իրականացնել «խաղաղության» միջոցով:

    Այնպես որ, Ալիեւի ասածներում որեւէ ցավալի բան չկա: Ցավալին այն կլինի, եթե հայկական կողմը հիմա էլ տրվի այս խաղին, ինչպես նախորդները համաձայնվեցին երկու զինադադարի, մադրիդյան ու այլ տեսակի տարբերակների եւ այլն, ինչը պատերազմի ամենակարճ ուղին է:

      He is talking of azeri pipeline going into Armenia. The azeris will just do it cause they love Armenians?
      The guy has the same mental issues like Sakofxxxxvillie of Georgia. Looks like this one is going to eat his tie as well.
      Other than kicking out the thieves, he has nothing to offer. Not the sharpest knife in the shed. He is just full of himself!

            • Turkey in a pickle over Syrian olives

              When Turkey launched a military offensive in northern Syria last January and called it Operation Olive Branch, many dismissed the name as part of a propaganda campaign.

              Turkey said it wanted to rid the region of the Syrian Kurdish People's Protection Units. It has long fought Kurdish insurgents at home and views the fighters in Syria as part of the banned Kurdistan Workers' Party (PKK) in Turkey.

              One year on, it appears the name of the operation has also taken on a more literal meaning. 'They have been stealing the olives'

              Kurds in Turkey and the Syrian region of Afrin, which Turkey now controls, have accused Turkish forces of stealing the region's olive crops.

              "After this area fell to the Turkish occupation, thousands of olive trees have been cut down. It has since emerged that they have been stealing the olives," said a commentary in the Turkish Kurdish newspaper Yeni Ozgur Politika last week.               The issue has been raised since the start of the olive harvest.

              In September, a former agricultural council leader in Afrin, Salleh Ibo, told a PKK-linked news agency that Turkish forces had confiscated olive groves from people who had fled the area, and were taking the region's harvest back to Turkey.

              "We can say that 80 percent of the olives in Afrin are being taken to Turkey," he said. "They stand to make 80m dollars from the olives they steal this way."

              He said most people in Afrin made their living through olives and olive oil, and that there were about 14m productive trees there.

              One sign of how emotive the issue is can be seen in the name of a Kurdish-led group that has attacked Turkish forces in Afrin. It calls itself the Wrath of Olives.               Turkey has acknowledged taking Afrin's olives. It views its actions as justified given its occupation of the area, and says this is being done with the backing of the local authorities that it supports.

              Agriculture Minister Bekir Pakdemirli told parliament in November that 600 tonnes of olives had "entered the country".

              "We do not want revenues to fall into PKK hands," he said. "We want the revenues from Afrin... to come to us. This region in under our hegemony." Pro-government media have also praised Turkey's control of the Afrin olive market.

              Yeni Safak newspaper reported back in November that Turkey's Agricultural Credit Cooperative and local authorities backed by Turkey were working together to sell Afrin's olives internationally.

              "The Afrin olive market, worth 200m dollars a year, is being used for the benefit of the Syrian people," it said. 'The little we earn... will end'

              But some of Turkey's own olive producers have been dismayed by these actions.

              In Kilis province, which borders Syria, the Serhat newspaper said that olive oil from Afrin would reduce the price of local products.

              "The little we earn from olives will come to an end, and agriculture in Kilis will be finished," the newspaper quoted farmers saying.

              Although government officials have said the relatively small amount of olives from Afrin could not significantly affect prices in Turkey, this argument has also been used by some to question the government's actions.

              "Turkey has enough olive oil for its own market and for exports… Turkey produces 16 percent of the world's total olives and eight percent of its olive oil. It doesn't need olive oil from Afrin," said one commentator in the Dunya newspaper.

              "State-supported olive imports from Afrin have damaged morale in the sector," he added.

              Questions have also been raised about the olive oil that Turkey is exporting to Europe.

              Spanish politicians on Tuesday called on their government to make sure Spain and other European countries are not buying oil made from olives "plundered" from Afrin, the El Publico newspaper reported.

              • Abdurehim Heyit Chinese video 'disproves Uighur musician's death'

                Chinese state media have released a video appearing to show a Uighur musician previously reported to have died in a detention camp.

                The video, dated 10 February, features a man said to be Abdurehim Heyit stating that he is in "good health".

                Turkey earlier called on China to close the camps following reports of his death. Up to a million Uighurs are reportedly being detained.

                Some Uighurs have questioned the video's authenticity.

                Nury Turkel, chairman of the US-based Uyghur Human Rights Project, told the BBC that some aspects of the video were "suspicious".

                The Uighurs are a Muslim Turkic-speaking minority based in the north-western Xinjiang region of China, which has come under intense surveillance by Chinese authorities. Their language is close to Turkish and a significant number of Uighurs have fled to Turkey from China in recent years. What is in the video?

                The video was released by China Radio International's Turkish-language service, which said Turkey's criticism of China was unfounded.
                In it, Mr Heyit appears to say he is "in the process of being investigated for allegedly violating national laws". What did Turkey say?

                Its foreign ministry had said that detained Uighurs were being subjected to "torture" in "concentration camps".

                Foreign ministry spokesman Hami Aksoy said the reports of Mr Heyit's death "further strengthened the Turkish public's reaction to the serious human rights violations in Xinjiang".

                "The reintroduction of concentration camps in the 21st Century and the systematic assimilation policy of Chinese authorities against the Uighur Turks is a great embarrassment for humanity," Mr Aksoy said.

                He called on UN Secretary General Antonio Guterres "to take effective steps to end the human tragedy" there.

                China has described the comments as "completely unacceptable". China's hidden camps

                How unusual is the Turkish stance?

                So far few Muslim-majority countries have joined in public international condemnation of the allegations. Analysts say many fear political and economic retaliation from China.

                However Mr Turkel said the release of the video showed that the Chinese government did respond to public pressure.

                "The Chinese government responds to Turkey because of the influence it has in the Muslim world," he said, adding that UN Secretary General Antonio Guterres had been "awfully quiet" on the issue of detentions in Xinjiang.

                "The ball is in the Chinese government's court. They detained Heyit. They detained 10% of the Uighur population. They are trying to tell the world there is no abuse and these are just so-called vocational training centres. It's their responsibility to prove the video is authentic," he said.

                Mr Turkel said the Chinese government was capable of doctoring video because of the "technological advantages it has".

                What do we know about Heyit's fate?

                Amnesty International has said it is very concerned about reports of his death.

                He was a celebrated player of the Dutar, a two-stringed instrument that is notoriously hard to master. At one time, he was venerated across China. He studied music in Beijing and later performed with national arts troupes.

                Mr Heyit's detention reportedly stemmed from a song he had performed titled Fathers. It takes its lyrics from a Uighur poem calling on younger generations to respect the sacrifices of those before them.

                But three words in the lyrics - "martyrs of war" - apparently led Chinese authorities to conclude that Mr Heyit presented a terrorist threat. Who are the Uighurs?

                They see themselves as culturally and ethnically close to Central Asian nations.

                In recent decades, large numbers of Han Chinese (China's ethnic majority) have migrated to Xinjiang, and the Uighurs feel their culture and livelihoods are under threat.

                Xinjiang is officially designated as an autonomous region within China, like Tibet to its south.

                    Աշխարհը պետք է չլռի, անդրադառնալով Թուրքիայի նախագահ Էրդողանի՝ նախօրեին հայերի ցեղասպանության տարելիցի առիթով արված հայտարարություններին, ասել է Հայաստանի վարչապետ Նիկոլ Փաշինյանն իր թվիթերյան գրառման միջոցով: Էրդողանի հայտարարությունները նա որակել է հակամարդկային եւ վիրավորական թե հայ ժողովրդի, թե մարդկության համար:

                    Մասնավորապես, Թուրքիայի նախագահը, ժխտելով ցեղասպանության փաստը հերթական անգամ, արել էր նաեւ աննախադեպ կոշտ հայտարարություն այն մասին, իբրեւ թե թուրքական կառավարությունը հարյուր տարի առաջ ստիպված է եղել պետությունը պաշտպանել «հայ հրոսակներից եւ նրանց աջակիցներից», դա համարելով «միակ տրամաբանական քայլ»:

                    Դա չափազանց խորհրդանշական է այն առումով, որ Էրդողանը հայտարարել էր, թե թույլ չի տա Ստամբուլը վերածել Կոստանդնուպոլսի, ինչին ի պատասխան փաստորեն ստացավ «Կոստանդնուպոլսի ապտակը»: Իսկ ով ով, բայց Թուրքիայի բազմափորձ նախագահն անշուշտ շատ լավ է պատկերացնում քաղաքականության մեջ խորհրդանիշների ուժը, ինչի մեկ այլ խոսուն վկայություն է այն, որ նա որոշել է նախագահի նստավայր կառուցել Ահլաթում՝ հայկական Խլաթում, որը հայկական քաղաքակրթության «հուշարձան»-բնակավայր է: Այն քաղաքակրթության, որի մասին ապրիլի 24-ի տարելիցի առիթով իր առաջին ուղերձում մատնանշել էր ներկայումս «իրողությունների ճանաչման» քաղաքականություն վարող ԱՄՆ նախագահ Դոնալդ Թրամփը:

                    Այդ իմաստով, նաեւ նշանային տողատակեր է պարունակում Թրամփի 2019 թվականին արած ուղերձը: Այդ ամենը թուրք-ամերիկյան հարաբերության խիստ լարվածության ֆոնին: ԱՄՆ խորացող ճնշումը, ներքին խնդիրները բավական թուլացրել են Էրդողանի դիրքը Ռուսաստանի հետ հարաբերությունում, եւ Էրդողանի հետ հանդիպումներում ավանդաբար սիրալիր, գրեթե խոնարհ հռետորաբանությամբ Պուտինը ապրիլի 8-ին տեղի ունեցած հանդիպմանը աչքի ընկավ բավականին սառը «երանգներով», հայտարարելով, թե միմյանց հասցեին ամենեւին էլ միայն հաճոյախոսություն չէ, որ արել են:

                    Դրան զուգահեռ, Թուրքիան անշուշտ ստանում է ճնշման մեկ այլ ուղղություն՝ Ադրբեջանը, որը Հայաստանում թավշյա հեղափոխությունից հետո հայտնվում է բավական անհարմար հարցադրումների առաջ: Արցախի հարցում նոր մոտեցումների եւ իրավունքների շեշտադրումով, զուգահեռ ՀԱՊԿ-ում առաջ բերված բլոկային տրամաբանության վերաբերյալ հարցադրումներով Երեւանը Թուրքիայի «թիկունքում» դնում է եվրասիական անվտանգության համակարգի վերափոխման հարց, ընդ որում Ռուսաստանի լուռ համաձայնությամբ: Զուգահեռ, Հայաստանը անմիջական մարդասիրական առաքելություն է սկսում Մերձավոր Արեւելքում, այնտեղ համայնքային-պատմա-քաղաքակրթական ներկայությունը համալրելով պետական սուբյեկտային ներկայությամբ:

                    Հայերի ցեղասպանության տարելիցի առումով Թուրքիայի նախագահի կոշտ, միաժամանակ բավականին նյարդային արձագանքը այդ համատեքստում դրսեւորվում է ավելի շուտ ինքնապաշտպանության տրամաբանությամբ: Կաշխատի՞ դա, թե ոչ:

                    Վարչապետ Փաշինյանի բավական կոշտ արձագանքը վկայում է թերեւս այն մասին, որ Երեւանը փորձում է ավելացնել քաղաքական ճնշման մթնոլորտը, կոչ անելով աշխարհին չլռել: Դա այն դեպքում, երբ աշխարհից թերեւս Հայաստանին են ուղղվում գործելու կոչեր, ընդ որում թե այժմ՝ ԱՄՆ նախագահ Թրամփի ուղերձի տողատակում, թե օրինակ 2017 թվականին՝ Ֆրանսիայի նախագահի հայտարարություններում, որ հնչեցին Սերժ Սարգսյանի հետ համատեղ ասուլիսում, երբ Մակրոնը հայտարարեց, որ նրա հետ քննարկել են Ռուսաստանում, Թուրքիայում, Իրանում առկա իրողությունները, եւ գործելու ժամանակն է:

                    Սերժ Սարգսյանը գործեց, իհարկե, անելով թերեւս իրենից հասանելիք կարեւոր, ու թերեւս միակ քայլը՝ նա հայտարարեց հայ-թուրքական արձանագրությունները չեղարկելու որոշման մասին, ասելով, որ Հայաստանը 2018-ի գարուն կմտնի առանց այդ արձանագրությունների: Սա ուշագրավ հանգամանք էր, որն առնվազն հարց էր առաջացնում՝ վարչապետի պաշտոնին գնացող Սարգսյանն ինչու՞ էր ուզում հատկապես մինչեւ նախագահի պաշտոնը թողնելը չեղարկել այդ արձանագրությունները, ինչու՞ նա դա չէր կարող կամ չէր ուզում անել վարչապետի պաշտոնում:

                    Միեւնույն ժամանակ, նա հայտարարեց, որ նոր իրողություններում պետք է բանակցվի արդեն նոր փաստաթուղթ: Իսկ բանն այն է, որ հայ-թուրքական արձանագրությունները գործնականում ամփոփում էին Կովկասի ռազմա-քաղաքական հարյուրամյա իրավիճակի ամբողջ էությունը եւ արցախյան ճեղքումով խախտված այդ իրավիճակը վերականգնելու թերեւս վերջին փորձն էին, որ Հայաստանի ուսերին դրվեցին Մարտի 1-ով իր ոչ լեգիտիմության ողբերգական գագաթնակետին հասած համակարգի «ձեռքով»:

                    Ի՞նչ նոր իրողություններ նկատի ուներ Սարգսյանը իր նախագահության տասնամյակի ավարտին, եւ արդյոք նա որեւէ տարբերակով պատկերացնում էր, որ դրանցում ինքը կարող է լինել քաղաքականությունից դուրս, իսկ Հայաստանի հանրությունը կարող է իսկապես աներեակայելի իրողություն մատուցել աշխարհին, ստեղծելով բոլորովին նոր ռեգիոնալ իրավիճակ:
