1] What you CAN NOT post.

3] Keep the focus.

  • Պահանջատիրություն. Հայաստանի բռնազավթած տարածքները միջազգային իրավունքի ուժով վերադարձնելու խնդիրը

    Հայոց ցեղասպանության 104-րդ տարելիցի օրը՝ ապրիլի 24-ին, հայ ժողովուրդը աշխարհի տարբեր անկյուններում կրկին հարգանքի տուրք մատուցեց ավելի քան մեկեւկես միլիոն անմեղ զոհերի հիշատակին։ Ինչպես յուրաքանչյուր տարի, հերթական տարելիցը դարձավ այն ժամանակահատվածը, երբ մեր քաղաքական միտքը փորձեց ոչ միայն նորովի վերաիմաստավորել ավելի քան մեկ դար առաջ տեղի ունեցածը, այլ նաեւ ձեւակերպել խնդիրներն ու նախանշել այն քայլերը, որոնք հայության համար քաղաքական կարեւոր նշանակություն ունեն հարափոփոխ այս աշխարհում։ Այդ տեսանկյունից հետաքրքիր էր հետեւել, թե արդյոք կա՞ զարգացման դրական ընթացք Հայոց ցեղասպանության պատճառների վերհանման եւ, հատկապես, դրա հետեւանքների վերացման քաղաքական գնահատականներում։

    Իհարկե, ինչպես անցյալում, այսօր եւս, քաղաքացիների մեծամասնության համար բնականորեն գերիշխում է հուզական մոտեցումը մի խնդրի նկատմամբ, որը, ցավոք սրտի, դարձել է հայ ազգի ինքնության բաղկացուցիչը։ Սակայն, ակնհայտ է, որ այժմ մեզանում ավելի շատ խոսվում է Մեծ եղեռնի նկատմամբ` որպես քաղաքական խնդրի, ավելի լուրջ վերաբերմունք ցուցաբերելու անհրաժեշտության մասին։ Առանձին փորձագետներ, ինչպես նաեւ շարքային քաղաքացիների մի ստվար հատված, թերագնահատում են Հայկական հարցի (Հայ դատի) լուծման գործում Ցեղասպանության միջազգային ճանաչման գործընթացի նշանակությունը եւ առաջ քաշում այլ ուղիներով ու այլ տրամաբանությամբ շարժվելու պահանջներ։ Ողջունելի է հատկապես, որ ոճիրի պատճառներին անդրադառնալիս եւ հետեւանքների վերացման մասին խոսելիս արծարծվում են դրա հոգեբանական նախադրյալները՝ թուրքական հանրության հոգեբանական կառուցվածքի վերհանումը, մեր բարոյական ներքին որակների ու առողջացման հարցերը եւ այլն։

    Այդուհանդերձ, պետք է նշել, որ ներկայում Հայոց ցեղասպանությունը` որպես քաղաքական խնդիր, անկախ նրանից, թե ինչ բովանդակություն է դրվում խնդրի լուծման տակ, շարունակում է առավելապես դիտարկվել միջազգային շահերի տիրույթում։ Լինի Ցեղասպանության միջազգային ճանաչման օրակարգ, թե պահանջատիրության ու փոխհատուցման գործընթաց՝ շատ մեկնություններում շեշտադրվում են այլ երկրների քաղաքական շահերի հետ հաշվի նստելու եւ ՀՀ պետական շահերն այլոց հետ համադրելու մտքերը։ Սակայն այդ ամենի հետ մեկտեղ այսօր հանրային քննարկման հարթակում նկատելի են գլխավորապես հայոց պահանջատիրության իրավաքաղաքական հիմքերի ու գնահատականների հետ կապված այնպիսի հարցեր, որոնք չեն պայմանավորվում միջազգային ու տարածաշրջանային շահերով։

    Այդ հարցերն աղերսվում են ոչ միայն եւ ոչ այնքան 1915-ի դեպքերին, որքան ժամանակային առավել մեծ ընդգրկում ունեցող իրադարձություններին։ Խոսքը, մասնավորապես, տասնամյա ժամանակահատվածի մասին է՝ սկսած 1913թ. «Իթթիհադի» առաջնորդների իրականացրած պետական հեղաշրջումից, որն իրավական տեսանկյունից իշխանության բռնազավթում էր՝ ծանր հանցագործություն ընդդեմ հայ եւ մյուս քրիստոնյա ժողովուրդների եւ նրանց ոչնչացման նախերգանքը, վերջացրած 1923թ. Լոզանի պայմանագրով, երբ քեմալականների կողմից, ի վերջո, դադարեցվեցին «անհավատների» նկատմամբ ցեղասպանական գործողությունները։

    Նշված իրադարձությունների եւ բարձրաձայնվող հարցերի իրավաքաղաքական այժմյան դրվածքը բոլորովին փոխում է Հայոց ցեղասպանության խնդրի քաղաքական բովանդակությունը։ Օսմանյան պետության կողմից մի ժողովրդի դեմ հատուկ կազմակերպված ոճրագործություն լինելուց զատ` Ցեղասպանության խնդիրը ձեռք է բերում քաղաքական ավելի մեծ բեռնվածություն։ Այն դառնում է ոչ միայն հայ ժողովրդի նկատմամբ` որպես Օսմանյան պետության պետականաստեղծ ազգերից մեկի, Երիտթուրքերի եւ Քեմալական Թուրքիայի իրականացրած ցեղասպանական տեւական ակտ, այլեւ Օսմանյան պետության, Թուրքիայի Հանրապետության եւ Բոլշեւիկյան Ռուսաստանի կողմից 1918-1920թթ. Հայաստանի Հանրապետության անօրինական բռնազավթում իրականացնելու գործողություն։ Ուստի Հայոց ցեղասպանության հարցն ուղղակիորեն առնչվում է ոչ միայն ժամանակակից Թուրքիայի ու Ռուսաստանի կողմից հայ ժողովրդին հասցված բարոյական ու նյութական (գույքային, ֆինանսական) վնասները փոխհատուցելու, այլ նաեւ Հայաստանի Հանրապետության բռնազավթած տարածքները միջազգային իրավունքի ուժով վերադարձնելու խնդիրներին։

    Պետք է նկատել, որ ապրումակցում ենթադրող վերաբերմունքից բացի, հայության «զինանոցում» մինչ օրս եղել է միայն վերացական ուժի ցուցադրություն ենթադրող գործիքակազմ՝ Եղեռնին նվիրված հուշահամալիրների, այլ կառույցների ու խաչքարերի մոտ լուռ կամ տարբեր երկրների թուրքական դեսպանատների դիմաց ակտիվ բողոքի ակցիաներ, կամքի ցուցադրություն խորհրդանշող` ջահերով երթ, թուրքական դրոշ այրելու ակցիա եւ այլն։ Լինելով հանդերձ զուտ հոգեբանական ինքնագոհության հասնելու գործողություններ՝ դրանք որոշակի հետեւանքներ հանրային գիտակցության մեջ, իհարկե, թողել են։ Բայց առավելագույն քաղաքական արդյունքը միշտ թողնվում էր անորոշ ապագային՝ ֆիզիկական առավել մեծ ներգրավվածության հույսին, անտեսելով իրավական ու դիվանագիտական այն հսկայական ներուժը, որն առկա է մեզանում։

    Սակայն ինչպես «թավշյա» հեղափոխությունից հետո Արցախյան խնդրում ՀՀ կառավարությունն ազատ է միջազգային քաղաքականության օրակարգում բանակցություններ սկսել իրեն հարմար էջից, այնպես էլ Հայոց ցեղասպանության հարցում ճիշտ ժամանակն է արտաքին քաղաքական օրակարգ ներմուծել Հայոց ցեղասպանության հետեւանքների վերացման խնդիրը։ Այդ գործում առաջնային նշանակություն ունի պահանջատիրության քաղաքական օրակարգ ձեւակերպելու` հայ հանրության ունակությունը։ Ապրիլի 27-ին նշվող «Քաղաքացու օրը» լավագույն պատեհությունն է` ամեն տարի ապրիլքսանչորսյան լուռ ապրումակցումից անցում կատարելու դեպի ազգային-պետական խնդիրները՝ իրավաքաղաքական ճանապարհով վերականգնելու թուրքական յաթաղանով «գլխատված» մեր արժանապատվությունը։ Այդ գործում իրավական հիմքերն առավել քան բավարար են, բացակայում է սոսկ կառավարության դատին ներկայացվող հանրային պահանջի փաթեթը։

      Կողմնորոշումն իրականացվում է «մշակութային կենտրոնների», դիվանագիտական առաքելությունների եւ ընկերությունների միջոցով, որոնք գործում են տուրիստական ֆիրմաների քողի ներքո…



      Ապրիլի 19-ին Թուրքիայի նախագահ Ռեջեփ Թայիփ Էրդողանն ընդունել է Տրիպոլիիում բազավորված Լիբիայի Բարձրագույն պետական խորհրդի նախագահ Հալեդ ալ Միշրիին:

      Էրդողանի եւ ալ Միշրիի հանդիպումը, որն աջակցում է Ֆայեզ Սարաջի Ազգային համաձայնության կառավարությանը (ԱՀԿ), տեղի է ունեցել Ստամբուլում Բեյլերբեյի պալատում:


      Հիշեցնենք, որ ներկայումս Լիբիայում գործում է երկու կառավարություն՝ միջազգային հանրության կողմից ճանաչված Տրիպոլիում Սարաջի ԱՀԿ-ն եւ Աբդալլահ Աբդուռահման աթ Թանիի ժամանակավոր կառավարությունը, որը գործում է երկրի արեւելքում՝ ընտրված խորհրդարանի հետ համատեղ եւ վայելում է ֆելդմարշալ Խալիֆ Հաֆթարի Լիբիական ազգային բանակի աջակցությունը: Ապրիլի 4-ին Հաֆթարը հայտարարել էր Տրիպոլիի վրա հարձակում սկսելու մասին: Սարաջն, իր հերթին, իրեն ենթակա բոլոր զինվորական ստորաբաժանումներին հրամայել էր պաշտպանությանը պատրաստ լինել:

      Մերձավորարեւելյան տարածաշրջանում Թուրքիայի եւ Սաուդյան Արաբիայի միջեւ կրքերի շիկացումն արտացոլվում է նաեւ Լիբիայում: Այսպես՝ Սաուդյան Արաբիան աջակցում է ֆելդմարշալ Խալիֆ Հաֆթարին, մինչդեռ Թուրքիան օգնում է Ֆաիզ Սարաջի ԱՀԿ-ին:

      Այս հարցում հետ չի մնում նաեւ Թուրքիայի ռազմավարական գործընկեր եւ «կրտսեր եղբայր» Ադրբեջանը, որը Թուրքիային հաշվի չառնելով՝ ոչ հրապարակայնորեն կողմնորոշվում է դեպի Սաուդյան Արաբիա, որի հետ նավթային ոլորտում խորը տնտեսական հարաբերություններ ունի: Իսկ այս կողմնորոշումն իրականացվում է «մշակութային կենտրոնների», դիվանագիտական առաքելությունների եւ ընկերությունների միջոցով, որոնք գործում են տուրիստական ֆիրմաների քողի ներքո, ինչի մասին է վկայում արաբական երկրներից մարդկանց հոսքը: Ճիշտ է, վերջին շրջանում, ըստ մամուլի հրապարակումների, ներհոսքի փոխարեն, իբր, տեղի է ունենում հյուրերի զգալի արտահոսք՝ հավանաբար, ինչ-որ բան արաբների սրտով չի եղել: Այդուհանդերձ, դա խնդիրը չի նվազեցնում:

      1993-1997 թվականներին Սաուդյան Արաբիան օգնություն է ցուցաբերել Ադրբեջանում ավելի քան 220 մզկիթների շինարարությունում, ինչպես նաեւ կառուցել է սկանդալային Աբու Բաքր մզկիթը՝ շռայլորեն ֆինանսավորելով սալաֆիների ծայրահեղ արմատական տրամադրված հոսանքին։ Բացի այդ, նախանցած տարի հանրության սեփականությունն են դարձել բուլղար լրագրողուհի Դիլյանա Գայթանջիեւայի հրապարակումները Սաուդյան Արաբիա զենք տեղափոխելու գործում Ադրբեջանի Silk Way Airlines պետական ավիաընկերության ինքնաթիռների մասնակցության մասին՝ Խալիֆա Հաֆթարի զորքերին զենք մատակարարելու համար, հակառակ Թուրքիայի շահերի, որն աջակցում է Ֆայեզ Սարաջի կառավարությանը։ Ավիաընկերությունը, դիվանագիտական չվերթերի քողի ներքո, որոնք ազատված են ստուգումներից եւ հարկերից, իրականացրել է ադրբեջանական ռազմարդյունաբերական համալիրի սպառազինության եւ ռազմատեխնիկայի փոխադրում։ Մոտ երեք տարվա ընթացքում, ըստ աղբյուրների հայտարարությունների, կատարվել են մի քանի հարյուր չվերթներ, որոնք Մերձավոր Արեւելք են հասցրել հարյուր միլիարդավոր դոլարների տոննաներով սպառազինություն։

      Եվ հիմա էլ Silk Way Airlines սաուդցիների միջոցով իրականացնում է զենքի մատակարարում Լիբիային՝ մարդասիրական օգնության անվան տակ՝ փորձելով իր տեղն ստանալ զենքի վաճառքի շուկայում՝ ունենալով ՍՌՏ արտադրության համապատասխան հնարավորություններ. Ադրբեջանի ռազմական արտադրանքի տեսականին ավելի քան 150 տեսակ տարբեր սպառազինություններ, զինամթերք ունի եւ կարող է որոշ տեսակների գծով մրցակցություն ներկայացնել թուրքական եւ իսրայելական ռազմական կոնցեռնների համանման արտադրանքներին։

      Մի շարք քաղաքագետներ կարծիք են հայտնում, որ Սաուդյան Արաբիան, իր հերթին, շահագրգռված է Ադրբեջանի հետ կապերի ամրապնդմամբ՝ Իսրայելին եւ Իրանին դիմակայության համատեքստում, ինչից հմտորեն օգտվում է Ադրբեջանը՝ ավելին պոկելու տենչով։ Իսկ Սաուդյան Արաբիայի ակտիվ քաղաքականությունը՝ ուղղված ոչ միայն դեպի տնտեսական հուն, այլ նաեւ «շիական Իրանի ծավալապաշտությանը դիմակայելուն»՝ փոքր-ինչ ներառելով Ադրբեջանը, հակասում է Թուրքիայի շահերին, որն Ադրբեջանը ավանդաբար համարում է իր ազդեցության ոլորտ։

        The US diplomat Edward J. Stafford who served as a military adviser to the United States Embassy in Ankara told North-Press that the US-Turkish agreement regarding the safe zone is initial and narrow and would not bring much change now, and would only ensure that a US-Turkish confrontation wouldn't ignite in the region, which both parties do not want.

        "Trump's conviction to stay in Syria comes from the advice of senior military advisers for the urgent need to ensure that extremism wouldn't return, and not to secure Erdogan's political interests. The US side knows that Erdogan wanted to launch a military assault against northern Syria, killing as many Kurds as possible in order to get political gains," Stafford said.

        Stafford pointed out that America's concessions would be slow, such as withdrawing the YPG from areas such as west of Jarablus and it would be gradually, while eastern Syria and the US-backed civilian and military-ruled areas there is a US commitment not to change the status quo.

        Stafford believes that what happened in Idlib strengthens Washington's adherence to its positions in eastern Syria, and that Russia is committed to agreements with Turkey where it besieges the Turkish observation post by the Syrian army, which is acting by Russian orders.

        "This gives Washington more reasons for not giving Erdogan a political victory, which puts northern Syrian in the hands of opposing forces which are anti-Americanism, and ranges from terrorism to Russia and Iran,” as he said.



        According to Stafford, the next phase will bring Erdogan back to his usual political tradition by turning pragmatically on his principles to reap political gains, including: "Putting aside differences with al-Assad to try to achieve the central objectives of Erdogan, such as returning the Syrian refugees to their country amid the Turkish economic crises, although the Syrian refugees are not actually the cause, a large part of the Turkish people are convinced that the refugee crisis is deteriorating the Turkish economy and is destroying the employment opportunities for the Turks.

        Stanford sees a US-Russian consensus to not giving Erdogan a fertile ground in northern Syria, that would be as a starting point for terrorist operations such as Hayat Tahrir al-Sham (HTS), which Ankara's allies say are not entirely terrorist, while in fact, they are terrorist and unacceptable like most of the armed groups operating in Idlib".

          ERBIL, Kurdistan Region — A spokesperson for the Kurdish-led Syrian Democratic Forces (SDF) denied claims that Turkish troops will be allowed permanent posts in the proposed northern Syria buffer zone, adding that there will also be no Syrian proxies of Turkey or observation points in the area.

          Mustafa Bali told Rojava Information Center, a monitor with ties to the SDF, that Turkish forces will enter the zone - but once they “complete the patrol, [they] will return to their country.”

          Patrols will be conducted "perhaps once every fortnight, or once a month" over the duration of the buffer zone agreement, he added.
          Bali’s statement follows a claim by two unnamed Turkish officials - not wanting to be identified for fear of repercussions - who told Bloomberg on Sunday that the US has agreed to the deployment of two Turkish soldiers for every American soldier.

          Turkey has 12 observation points in the northwestern Syrian province of Idlib, following an agreement with Russia - the main backer of the Syrian regime.

          However, Bali said the construction of observation points would not take place on SDF-controlled territory.

          "Observation points will be built, but on Turkish soil. A system like they have in Idlib is unacceptable," he said.

          US and Turkish military officials agreed on the establishment of a safe zone in northern Syria, to be developed into a “peace corridor” for the return of 3.6 million Syrian refugees in Turkey, on August 7.

          They also agreed to establish a joint operation center in the province of Sanliurfa, on the Turkish border with Syria, which began operating at “full capacity” on Saturday, according to Turkish Defense Minister Hulusi Akar, reported the state-owned Anadolu Agency. The first helicopter carrying Turkish and US commanders flew over the East of Euphrates on Saturday.

          "In addition, the destruction of terrorist emplacements and fortifications began," Akar added.

          The US Central Command (CENTCOM) said in a tweet a day earlier that the SDF “destroyed military fortifications” on Thursday “to support implementation of the security mechanism framework.”
          The depth and length of the buffer zone was a point of contention between the US, Turkey and the SDF. Turkey demanded a 30-40 kilometre-deep safe zone while both the US and the SDF proposed one of up to 14 kilometers.

          However, Mazloum Abdi, commander of the SDF, said on August 16 that they had later demanded a longer and deeper safe zone.

          “If there is an agreement, it should cover all areas of northeast Syria,” Abdi said in an interview with the SDF-affiliated Hawar News.

          The two unnamed officials, who spoke to Bloomberg said that the US and Turkey have agreed on a 125km long, 15 km deep zone in Serekaniye [Ain al-Issa] and Tel-Abyad – two mostly Arab regions under the control of the Autonomous Administration of North and East Syria (NES), otherwise known as Rojava.

          They also claimed that Turkey has already deployed 10 brigades to its borders with the SDF, in the first phase of a campaign to drive out all Kurdish fighters in Syria.

          The SDF is primarily composed of the Kurdish People’s Protection Units (YPG) – considered by Turkey as the Syrian offshoot of the Kurdistan Workers’ Party (PKK).

          The PKK and Turkey have been locked in a four-decade long, often armed, struggle, killing over 40,000 people including civilians. Turkey considers the PKK – and by extension, the YPG – to be a terrorist organization.

          • Russian Special Forces Eliminate Turkish-Backed Commander In Greater Idlib: Reports



            The Russian Special Forces have eliminated a Turkish-backed field commander in a successful raid behind enemy lines in northwestern Hama.
            According to the available information, a unit of the Russian Special Forces, equipped with night-vision goggles and silenced rifles, infiltrated militants’ defense near the town of Alhakorh in the early hours of August 28. Additionally, they stormed a key position of so-called Jaysh al-Nasir.
            Sources affiliated with Jaysh al-Nasir acknowledged that field commander Mohamad Turki along with his two bodyguards – identified as Jihad Nasar and Brazi Hwuran – were killed.

            Jaysh al-Nasir is a key member of the so-called National Front for Liberation (NFL), which was formed last year with direct support from Turkey.
            The NFL is now supporting Hay’at Tahrir al-Sham (HTS) and other al-Qaeda-affiliated terrorist groups in Greater Idlib. This made the coalition a target for the Syrian Arab Army (SAA) and Russian forces.

                    Why Russia's New Su-35 and Su-57 Stealth Fighter Went to War and Syria

                    And why.

                    Russia’s air force has gained valuable combat experience in Syria.
                    In fact, the majority of combat pilots have flown in Syria, Defense Minister Sergey Shoigu stated during a military conference.


                    “The figures speak for themselves here,” said Russian military newspaper Red Star. “98 percent of the transport aviation crews and 90 percent of operational-tactical and army aviation crews, and also 60 percent of the long-range aviation pilots have already participated in the previously mentioned operations. Furthermore, nearly one-third of the air defense specialists - 32 percent of the servicemen - have confirmed their mastery and professionalism during the course of the fulfillment of missions in Syria.”
                    Russia’s intervention in the Syrian Civil War proved pivotal in saving Bashar al-Assad’s regime from defeat by Islamic rebels. While Hezbollah and Iran fought the ground war with troops and advisers that buttressed the sagging Syrian Arab Army, Russia flew constant and devastating air strikes against the rebels (and also killed numerous Syrian civilians). Russia had a chance to test numerous planes, including the Su-35 fighter, the Tu-160 strategic bomber, the Su-57 stealth fighter and various missiles and smart bombs.
                    Such testing was needed. As The National Interest has previously reported, the Russian military has admitted problems with its equipment, such as smart bombs that missed their targets in Syria because they had never experienced desert conditions while being tested in Russia. The U.S. military has also had its share of weapons that proved better in the laboratory than the battlefield. Today’s F-22 and F-35 fighters, and the deadly smart bombs and air-to-air missiles they carry, owe much to painful lessons learned during the Vietnam War, when American equipment and air combat tactics were found to be unsuitable.






                    The Vietnam War left the U.S. military devastated for a decade, but it did give the Pentagon a chance to grapple with the challenges of modern aerial warfare, such as anti-aircraft missiles, smart bombs and electronic warfare. The cost was more than 3,700 American aircraft destroyed, plus another 5,000 helicopters.

                    Russia’s Syria intervention has been far cheaper. Perhaps two dozen or so Russian jets and helicopters have been reported destroyed by enemy fire or accidents, including the accidental downing of an Il-20 surveillance aircraft by Syrian gunners (note that the Syrian Air Force has taken far higher losses).



                    In return, Moscow has been able to rotate large numbers of aircrew through Syria to gain experience, which they can then pass on to crews back in Russia. Russian Tu-160 and Tu-95 bombers fired cruise missiles at rebel targets in Syria. Syrian ground troops, along with their Iranian and Hezbollah allies, received plentiful air support from Su-24, Su-25 and Su-30 strike aircraft, as well as Mi-24 and Mi-28 helicopters. Some of Russia’s most sophisticated equipment, notably the Su-57 and Su-35 fighters, made at least cameo appearances in Syrian skies.

                    To make this happen, the Russian military had to be capable of mastering a variety of tasks. Mechanics, maintenance equipment and supplies had to be shipped or airlifted from Russia to Syria. Ground controllers and staffs had to plan and coordinate missions in a chaotic multinational environment, while forward controllers had to accurately call in airstrikes.




                    By the standards of America, which has been practicing overseas air warfare since World War I, this is old hat. But for Russia, this is a new experience, and one that will make Russian airpower both more competent and more confident.

                      “We did not learn from Afrin; that is how we are in this mess in Idlib,” said a two-star retired major general when news about the harassment of the Turkish army’s Morek observation point by Russian-backed forces broke. Turkey started its second cross-border military operation, this one named Operation Olive Branch, in January 2018, which resulted in the capture of Afrin province in northern Syria (the first was Operation Euphrates Shield). Completed in the span of two months, this operation is seen as a military success in Ankara. Unlike Operation Euphrates Shield, which mobilized twice as many Free Syrian Army (FSA) soldiers as the Turkish army, Operation Olive Branch relied on Turkish soldiers (on a three-to-one ratio with the FSA) — mainly commando units and gendarmerie. Today, the Afrin area is controlled by Turkish-backed forces. Turkey has been insistent on a safe zone and is determined to push Kurdish forces away from its border. The Olive Branch mission was to cleanse the region from the Kurdish People’s Protection Units. Yet all Afrinis suffer under ethnic, cultural and religious cleansing.
                      Turkish Radio and Television reports that Afrin, now “freed of terror," continues to operate at a "normal pace.” Nevertheless, the same report says that gendarmeries continue their training to combat terrorism and battle mines and traps. What really has happened in Afrin since March 2018?
                      Al-Monitor spoke with Afrin residents, researchers, senior Democratic Union Party officials, as well as members of the Turkish armed forces who have participated in Operation Olive Branch. Three categories require attention: the destruction of historic and holy sites, confiscation of property and natural wealth, and kidnapping of Afrin residents for ransom. The end goal of all three tactics seems twofold: the expulsion of Kurds, Alevis and Yazidis, or the Sunnification and Arabization of Afrin, and accruing financial gains to pay off FSA militias.
                      General Secretary of the Kurdish Democratic Unity Party in Syria Muhyadin Sheik Aley told Al-Monitor, “As soon as the Turkish forces and their mercenaries entered the city of Afrin and its environs, they began to destroy the most prominent monuments, most notably a monument of Newroz Kawa, which has great importance for Kurds because of its meanings of freedom and beauty in the mythology of the people of Afrin.





                      The destruction of shrines — most notably the shrine of Mohammad Nuri Dersimi in the Sheikh Hanan cemetery — and of holy places, the cutting of perennial trees scattered in most villages and districts of the region of Afrin that have historically served as shrines for all Kurds are especially important to the adherents of ancient religions. Distinct and ancient religions — Yazidism, Zoroastrianism and lovers of Imam Ali — have survived for centuries against the prevailing authorities of the central state. Amed Dicle, a seasoned journalist who visits the region frequently, explained that Dersimi — a well-known Kurdish intellectual — escaped from the Dersim province of Turkey along with other Alevi families in the early years of the Republic (1938) as people of Dersim were prosecuted.
                      A local resident and researcher who asked for anonymity said the grave of Dersimi’s wife, Farida, was also destroyed. This was a sign of “deep hatred and abuse by armed forces,” she said, adding that she found three main reasons for the Turkish-backed desecration and destruction of holy sites: financial gain, racism (anti-Kurdish) and religious domination. Even trees that people view as sacred and where they come to make wishes with little ribbons were targeted in the region. But the olive trees were specifically important, as several stories over the year have been reported on the confiscation of olive oil and how it is marketed to EU countries via Turkey.
                      The researcher added, “In many cases, the tombs and shrines were bulldozed and vandalized for theft, where the graves are exhumed in search of gold and precious objects and archaeological finds — especially tombs on the hills — and the looting and theft of the contents of some mosques such as solar panels, batteries, electrical appliances, sound equipment and carpets.” Dicle concurred, “My sources from the archaeology directorate in Afrin confirm that about 16,000 artifacts were stolen from the region.” The region had 144 historic locations, but Ain Dara is where most of the artifacts were taken and smuggled into Turkey for sale. Multiple reports and aerial images show the extent of the damage since the launching of Operation Olive Branch.
                      The researcher reckoned that “22 Yazidi villages experienced vandalism of gravestones, including that of Sheikh Hamid.” Turkish-backed local authorities have alleged that the destroyed gravestones were against the new law, which requires their height to be lower. For the locals, these kind of arguments are a replica of those they have seen with the Islamic State (IS). Several Alevi shrines where people come to find solace were looted and destroyed, including Yagmur Dada, Ali Dada and Aslan Dada in the Bulbul district.
                      Turkey has not just destroyed shrines and ancient historic sites; it has also engaged in construction projects. Aley said, “They destroy ancient sites to replace them with private mosques and mosques supervised by the graduates of institutes and religious colleges. … Afrinis view this as Turkish chauvinism. They are actively promoting the Turkish language and raising the flag of Turkey on the premises of circles and institutions outside the borders of the Turkish state, which arouses animosity among the people.”
                      Turkey’s official religious body, the Diyanet, has deep investments in the region. The Afrini researcher added that Turkish forces are building mosques particularly in Alevi villages, where no one attends mosque. Erecting mosques and paying imams in Alevi towns with no congregation has indeed been a long tradition of the Diyanet in Turkey. The building of mosques is seen as a step toward forced conversions. “It is as if we are preparing the region for militant jihadists [al-Qaeda and IS-affiliated groups], and my colleagues who served in the area suffer from the moral humiliation of the way the operation evolved,” said the retired Turkish general.
                      Aley was also concerned about the forces “setting fire to the forests and jungles, yet first harvesting olives and cutting valuable trees for their logs and coal industry.” Dicle added that "11,000 hectares of forestry" has "burned down to the ground” since Operation Olive Branch began.
                      Aley confirmed several other reports from the region about hundreds of Afrin residents being kidnapped for ransom. He said, “These are systematic acts. The Turkish authorities continue to pursue them [with kidnapping, destroying natural sources and desecrating holy places] in Afrin, with the aim of emptying them from their indigenous peoples in order to effect and perpetuate demographic change, by bringing in crowds of Turkmen and Arab families from outside Afrin and forcibly settling them while offering incentives and privileges to them. Turkey gives ample room for its jihadist aides to carry out kidnappings and arbitrary arrests of civilians in Afrin for financial blackmail, committing crimes of murder and torture, seizing the property of the people, and confiscating houses, vehicles and agricultural mechanisms to close the doors of work and production.” Aley’s observations highlight that locals are terrorized with fears of being kidnapped, and unemployment and poverty are on the rise.
                      Aley’s following statement is alarming as worries about an IS comeback spread: “What is striking is the movement of new jihadist elements from Idlib province and the Euphrates Shield areas of Jarablus, al-Bab and Azzaz toward the districts of Afrin. They are … stationed in camouflaged places and headquarters. These areas can be used as fertile ground and turned into bases and platforms for planning and launching transcontinental terrorist acts, as was the case in Manbij under the control of [IS] there,” said Aley. His perspicacious explanation was based on his knowledge of the terrain and resources of Afrin province.
                      The atrocities of Turkish-back forces in Afrin shows that Ankara is not interested in solving its own Kurdish problem or even securing its borders. The current policies only help expand the Kurdish problem and security vulnerabilities on the Syrian border. Unintended consequences of this policy can be costly for both Turkey and the region.
