Another wave of clamor is raised over the controversial lease of fallow grazing lands in Armenia’s strategically important northern gate, the highlands of Syunik province, to Iranian shepherds.

A number of news outlets in Armenia, with a reference to Fars Iranian news agency, have published a statement by one of Iran’s Eastern Atropatene province officials, claiming that by June, 10,000 sheep will be transferred to pastures in Syunik for a six-month term.

Syunik's local administration body has refuted that information as “untrue”.

The Armenian side recently has been forced to periodically refute claims related to the grazing leases coming from Iranians, however their denials no longer sound trustworthy.

The Ecolur environmental NGO declassified two documents on February 1, one of which is titled “Memorandum of understanding between Iran’s Eastern Atropatene province and RA Syunik province”. The NGO especially highlights Point 3 in this document signed by the governors of Syunik and Eastern Atropatene on July, 2012: “The Iranian side has expressed its willingness to use the pastures and agricultural farming lands.” The second document was signed on January 15, 2013, during the Armenian delegation’s visit to the Eastern Atropatene and is called an Agreement. In particular, it becomes clear that Iranians want to rent 50,000 hectares of grazing land for the minimum of 10 years and pay $25 per hectare of land per month. The NGO draws a conclusion that “the process has started, and the plan is to make it happen on a local level to avoid undesirable publicity”. The Armenian government back then stated that “no agreement implying any legal consequences” has been signed between Iran’s Eastern Atropatene and Armenia’s Syunik provinces.

Those concerned over the possible lease of pastures point out two major objections – potential overgrazing and ecology, and national security issues. Turkish-speaking ethnic Azeris populate this Iranian state. This fact considered, it is mostly nationalist structures speaking against the grazing leases. For example, Armenian Aryan Order and Armenian Nationalists’ Union (ANU) have stated that the Armenian authorities should not allow Syunik lands “to be voluntarily or involuntarily handed to Turkish-Azeri disposal”.

Members of a Facebook group “NO to Syunik Sale” are preparing an open letter to the president and the prime-minister of Armenia demanding clear explanation to the grazing leases.

It is noteworthy that an English-language Russian periodical, The Moscow Times, ran a story on Syunik pastures last month. The author of the article wrote: “The Iranian sheep deal could come with as many as 10,000 ethnic Azeri shepherds, their families, and their watchdogs. But there is another wrinkle: Over the past 20 years, the withdrawal of Armenian shepherds from the mountain pastures has allowed the nation's wolf population to surge. Armenian authorities now pay a $275 bounty for each wolf shot. So it stands to reason that Iranian shepherds would carry rifles to protect their flocks from wolves and other predators. In a nutshell, Armenians say, the Iranian sheep deal would mean several thousand ethnic Azeri men, most of whom are armed with rifles, infiltrating into a strategic area.”

«Թվում է՝ պետական մակարդակի հարց է սա, և մարզպետարանն իրավունք չունի այլ երկրի հետ պայմանագիր կնքել ու տարածքներ տալ վարձակալության, այն էլ այսքան մեծ տարածքներ: Պարզվում է, որ կարող են: Մեր երկրի օրենքներով մարզպետարանի մակարդակով նման բան անել հնարավոր չէ, բայց ահա համայնքներն իրավունք ունեն որոշել և իրենց հողերը 99 տարով վարձակալության տալ հարևան երկրներին»,- Սյունիքի մարզի հազարավոր հեկտար հողատարածքները որպես արոտավայր հարևան Իրանին հանձնելու մասին ասուլիսի ժամանակ այսպիսի դիտարկում արեց ԵՊՀ Ռազմավարական հետազոտությունների կենտրոնի գիտաշխատող Վահրամ Միրաքյանը:

Ըստ Միրաքյանի, եթե հիմք ընդունենք միայն պաշտոնական տվյալները, այսինքն` անցած տարի Սյունիքի մարզպետարանի և իրանական կողմի հետ վավերացված հուշագրում և դրան հաջորդած պայմանագրում նշված թվերը (տրամադրվելիք 50 հազար հեկտարում 10 հազար ոչխար արածացնելու, ինչպես նաև բնակության համար եկող իրանցիների քանակը՝ 2 հազար հովիվ), և հաշվի առնենք, որ մահմեդականները գալու են ընտանիքներով, ապա առնվազն 10 հազար իրանցի է անորոշ ժամանակով բնակություն հաստատելու Սյունիքի մարզում: Գիտաշխատողի կարծիքով, Հայաստանի համար ռազմավարական նշանակություն ունեցող այդ տարածքներում հարևան 75 միլիոնանոց իսլամական պետության ներկայացուցիչների հայտնվելը մտհագության առիթ կարող է լինել:

Կարճաժամկետ տնտեսական շահ, ըստ Միրաքյանի, այդ գործարքի մեջ կա՝ ամեն հեկտարի դիմաց 25 դոլար, սակայն երկարաժամկետ հեռանկարում մեր երկրի տնտեսությունը չի կարող շահել:

Ասուլիսի մյուս բանախոսի, ՀԱԱՀ Ագրոնոմիկայի ֆակուլտետի բուսաբուծության և բանջարաբուծության ամբիոնի վարիչ Անդրեաս Մելիքյանի դիտարկմամ, ոչխարաբուծությունը վնասում է գյուղատնտեսության այլ ճյուղերի զարգացմանը, և նույնիսկ ԱՄՆ-ի նման պետությունը այդ ոլորտում 58-րդ տեղն է զբաղեցնում աշխարհում, մինչդեռ տավարաբուծությամբ 4-րդն է:

ARMENIAN DRIED FRUIT PRODUCERS TO IMPROVE AGRICULTURAL PRACTICES

The USAID-funded Enterprise Development and Market Competitiveness
Project and the Small and Medium Entrepreneurship Development National
Center held a presentation for over 70 Armenian dried fruit producers
on April 18, 2013. Organized within the framework of the 'Support to
Dried Fruit Production' initiative by SME DNC and the EDMC Project, the
presentation focused on modern technologies and quality standards in
dried fruit and vegetable production. It brought together dried fruit
producers from Yerevan, Ararat, Armavir, Kotayk, Syunik, and Tavush,
as well as representatives of SME DNC, CARD, World Vision Armenia,
and other members of the Agricultural Alliance.

"Dried fruit and vegetable production in Armenia has great potential
for increased sales and exports, given that producers commit to
enhancing post-harvest processing practices and match the products'
quality with international standards," noted Executive Director of
SME DNC Varazdat Karapetyan in his opening remarks. "On our side,
SME DNC and its local and international partners are committed to
supporting Armenian dried fruit producers to advance this sub-sector
in the coming years to become export-ready."

Prior to the presentation, from March 12 to April 18, EDMC and
SME DNC worked together to address a number of issues related to
dried fruit production. Together with SME DNC specialists, EDMC
International Consultant Ruggero Malossi, with his over 25 years of
experience in the field of the production, processing, and packaging
of food and beverages, worked to pre-qualify local producers for the
adoption of international quality standards, trained 17 dried fruit
specialists as trainers, developed business and technology models,
as well as a set of prerequisites and standards to market access
with practical recommendations, compiled a manual on dried fruit
production, and delivered recommendations on the establishment of a
fruit-drying knowledge center. The event concluded with a certificate
award ceremony for the participants of the Training of Trainers,
who plan to deliver their newly acquired knowledge and skills to a
wider number of dried fruit producers throughout Armenia.

As part of the larger initiative to support Armenian dried fruit
producers, the parties plan to finalize and disseminate the manual,
as well as to collaborate on the establishment of the knowledge center.

In addition, trained producers will qualify to apply for SME loans at
SME DNC for the amount of up to 5mln Armenian drams with a 10 percent
annual interest rate.

ZHOGHOVURD: ALIK OF MAP AND ARSHAK BRILLIANT BUY 300-HECTARE LAND PLOT IN ARTSAKH

PAP MP Arshak Mkhitaryan (Arshak Brilliant) and Republican MP Alik
Petrosyan (Alik of MAP) have recently bought a 300-hectare land plot
in Artsakh, Zhoghovurd daily reports.

According to the paper, the MPs intend to start vineyard and winery
there.

"We have received information that Mkhitaryan and Petrosyan pay
frequent visits to NKR and have warm relations with NKR Prime
Minister Ara Harutyunyan. Of course, it is praiseworthy that Armenian
businessmen make investments in Artsakh," the paper says, adding that
Arshak Mkhitaryan has refuted the information.

ARMENIA ASKS EU FOR RESERVING RIGHT TO USE "COGNAC", NOT "BRANDY"

YEREVAN, April 16. /ARKA/. Armenia is negotiating with the European
Union on Armenian producers to reserve the right to use "cognac"
instead of "brandy", Armenian deputy minister of economy Garegin
Melkonyan said. These negotiations are part of the free trade zone
agreement talks, the minister added.

The delimited region for production of cognac was established in 1909.

Under the legislation, strong alcoholic drinks distilled from wines
in other French regions or elsewhere should be given other names, i.e.

cannot be named "cognac". Yet, wine distillates produced from local
grapes and with no French technology used, are named "cognacs" in
many countries, for instance, "Californian cognac", "Greek cognac".

"Cognac" word is registered in the EU as a place of origin. But
we've presented the issue to our European partners saying that
cognac is perceived as a type of product among our population, and
that cognac production has had long years' history in Armenia. And
these nuances and specific aspects should be taken into account",
the deputy minister told journalists before the opening of the fifth
round talks on Armenia-EU free trade agreement in Yerevan.

Melkonyan said the issue is still on the agenda and will be discussed
again in the firth round of the talks.

"I hope with the European party, we will find a solution that complies
with the respective international legislation, yet does not affect
the domestic producer," he said.

The deputy minister said the local producers are being informed on
the status of the talks so they can make changes if required.

Armenia is negotiating with the EU also on "champagne" appellation,
which is not very sensitive like the "cognac" issue, Melkonyan said.

Armenia's cognac production hiked 20.2% to 18,481,400 liters over 2012,
as compared to the year before

Ոռոգման շրջանի մեկնարկի հետ կապված ՀՀ փոխվարչապետի, տարածքային կառավարման նախարարի պաշտոնակատար Արմեն Գեւորգյանն այսօր ծանոթացավ Ազատի, Ապարանի եւ Մարմարիկի ջրամբարների ընդհանուր վիճակին, ջրակուտակման ծավալներին: Տեղերում պատասխանատուների հետ քննարկվեցին նաեւ ջրամբարների սպասարկման եւ տեխնիկական շահագործման հետ կապված հարցեր:

Ապարանի ջրամբարում, որի ընդհանուր ծավալը 91 մլն խմ է, ներկայումս կուտակվել է 43,5 մլն խմ` նախորդ տարվա նույն ժամանակահատվածի 35,7 մլն խմ-ի դիմաց: 70 մլն խմ ընդհանուր ծավալով Ազատի ջրամբարում կուտակվել է 37,3 մլն խմ` նախորդ տարվա 41,8 մլն խմ-ի դիմաց:

Նշվեց, որ հաշվի առնելով եղանակային պայմանները, թե Ազատի, թե Ապարանի ջրամբարները լցնող հալոցքային հոսքերը դեռ սպասվում են: Ըստ պատասխանատուների` ակնկալվում է, որ առաջիկա մեկ ամսում ջրամբարներում կուտակված ջրի ծավալներն էապես կավելանան:

Անցած տարի շահագործման հանձնված 24 մլն խմ ընդհանուր տարողությամբ Մարմարիկի ջրամբարն այս տարի եւս փորձարկման փուլում կգտնվի: Շահագործման տեխնիկական պահանջների համաձայն` նորակառույց ջրամբարները ողջ ծավալով ջուր կարող են կուտակել միայն շահագործումից հետո երրորդ տարվա ընթացքում, իսկ մինչ այդ լցվում են որոշակի ծավալով` պատվարի ամրությունն ստուգելու նպատակով: Զեկուցվեց, որ ներկայումս կուտակված է մոտ 6 մլն խմ, այս տարի, ըստ տեխնիկական չափանիշների, ջրամբարը կարող է լցվել միայն ընդհանուր ծավալի 2/3-ի չափով:

Այցի ավարտին Ա. Գեւորգյանը Կոտայքի մարզի Նոր գյուղ համայնքում ծանոթացավ անասնաբուծությամբ զբաղվող «Ագրոմիքս» ընկերության կարողություններին: Ընկերության ղեկավարները ներկայացրին ստեղծված հնարավորությունները, զարգացման ծրագրերը` նշելով, որ հիմնական ուղղությունն անասնաբուծության, մասնավորապես, ոչխարաբուծության զարգացումն է եւ արտահանումը: Ինչպես կենդանի ոչխարի, այնպես էլ մսամթերքի արտահանման համար ընկերությունը հեռանկարային է համարում արաբական երկրների շուկան: Քննարկվեցին արտահանման հետ կապված հարցեր: Ա. Գեւորգյանը հավաստիացրեց, որ արաբական երկրների հետ միջկառավարական հանձնաժողովների գործունեության շրջանակում կառավարությունն աջակցություն կցուցաբերի արտահանման ծրագրերի իրականացմանը:

Հայաստանի գյուղատնտեսության նախարարությունում, այսօր՝ ապրիլի 12-ին, կայացել է համատեղ քննարկում` նվիրված ընթացիկ տարվա պտուղ-բանջարեղենի եւ խաղողի արտադրության, մթերումների եւ իրացման կազմակերպման հետ կապված խնդիրներին:

Խորհրդակցությանը, ՀՀ գյուղատնտեսության նախարարի պաշտոնակատար Սերգո Կարապետյանից , ՀՀ էկոնոմիկայի նախարարի պաշտոնակատար Տիգրան Դավթյանից, Կենտրոնական բանկի փոխնախագահ Ներսես Երիցյանից բացի, մասնակցել են նաեւ պտուղ-բանջարեղեն եւ խաղող վերամշակող ու արտահանող ընկերությունների, ոլորտի գործունեությանն առնչվող ՓՄՁ ներդրումներ ՈՒՎԿ-ի, Հայաստանի ՓՄՁ ԶԱԿ եւ Արդյունաբերության զարգացման հիմնադրամների ներկայացուցիչներ:

Գյուղնախարարության մամուլի ծառայությունից հայտնում են, որ նշվել է, որ ոլորտում գործող մասնավոր հատվածի ներկայացուցիչների մասնակցությամբ այն նախօրոք ուսումնասիրվել եւ քննարկվել է ՀՀ գյուղատնտեսության նախարարությունում , որի արդյունքում լուծման անհրաժեշտություն ունեցող հարցերը ամփոփ տեսքով ներկայացվել են այսօրվա քննարկմանը:

Ելույթ ունեցողներն անդրադարձել են արտադրանքի արտահանման եւ ռազմավարական շուկաներ մուտք գործելու հարցերում պետական աջակցության, առեւտրային բանկերի կողմից վարկային միջոցների տրամադրման պայմանների, անհրաժեշտության դեպքում գործող վարկերի մարման ժամկետների երկարաձգման, գինենյութի պահման տարաներ, ինչպես նաեւ օժանդակ հումք (շիշ, խցան եւ այլն) ներկրելու ժամանակ ավելացված արժեքի հարկի եւ մաքսատուրքի վճարումից ազատման կամ դրանց վճարումը հետաձգելու եւ նման բազմաթիվ այլ խնդիրների:

ՀՀ էկոնոմիկային նախարարի պաշտոնակատար Տիգրան Դավթյանը անդրադարձել է գործող եւ առաջիկայում նախատեսվող պետական աջակցության գործիքներին, հատկապես արտահանման, շուկայավարման եւ միջազգային ցուցահանդեսների մասնակցության մասով:

Կենտրոնական բանկի փոխնախագահ Ներսես Երիցյանը ներկայացրել է վարկավորման համակարգում առկա իրավիճակը, նշելով, որ առաջիկայում առեւտրային բանկերը հնարավորություն կունենան տրամադրելու մեծ ծավալի վարկեր` ՀՀ դրամով:

Ամփոփելով քննարկումը` ՀՀ գյուղատնտեսության նախարարի պաշտոնակատար Սերգո Կարապետյանը նշել է գյուղացիական տնտեսությունների կողմից արտադրվող բերքի իրացման կարեւորությունը եւ վերամշակող ու արտահանող ընկերությունների մեծ դերակատարությունն այդ հարցում. «Այս քննարկումով մեր հանդիպումները չեն ավարտվելու: Մինչեւ բերքաշրջանի ու մթերումների ավարտը մենք նման բազմաթիվ հանդիպումներ ենք ունենալու` փորձելով հնարավորինս աջակցել ոլորտի գործունեության կարգավորմանը, պետություն –մասնավոր հատված համագործակցության ամրապնդմանը: Պետությունն այսօր մեծ օժանդակություն է ցուցաբերում եւ գյուղացուն, եւ վերամշակողին: Բնական է , քանի որ թե արտադրությունը, թե վերամշակումը համաչափ պետք է զարգանան: Սակայն, ցավոք, դեռեւս լուրջ անելիքներ կան որակի ապահովման բնագավառում, եւ սա էլ խոչընդոտում է մեր արտադրանքի արտահանմանը դրսի շուկաներ»,- նշել է Սերգո Կարապետյանը: Նա հատուկ անդրադարձել է պայմանագրային հիմունքներով աշխատանքների կազմակերպմանը եւ հորդորեց հնարավորինս արագ սկսել վերամշակողների եւ գյուղացիների միջեւ բերքի իրացման պայմանագրերի կնքումը:

Քննարկման արդյունքները կներկայացվեն կառավարություն` համապատասխան ընթացք տալու համար:

Երևանի կոնյակի գործարանը 2013թ. -ին ռեկորդային ծավալով խաղող կմթերի

Երևանի կոնյակի գործարանի տնօրեն Արա Գրիգորյանի խոսքով՝ գործարանն այս տարի պատրաստվում է ռեկորդային ծավալով խաղող մթերել՝ մոտ 35 հազար տոննա, որով կգերազանցվի նախաճգնաժամային 2008թ.-ին մթերած 32 հազար տոննա ցուցանիշը:
ԵԿԳ-ն պատրաստվում է գյուղացիներին առաջարկել 7-ամյա պայմանագրեր՝ խաղողի մթերումներն ավելի արդյունավետ դարձնելու համար: Նախատեսվում է նման 2500 պայմանագրերի կնքում, որոնցից առաջինն այսօր լրագրողների ներկայությամբ կնքվեց Քարակերտ համայնքի ֆերմեր Գնունի Անտոնյանի հետ: Պայմանագրի համաձայն՝ 7 տարվա ընթացքում ԵԿԳ-ն կմթերի գյուղացու ողջ խաղողը՝ նվազագույնը 1կգ-ը 130 դրամով:

Արա Գրիգորյանի խոսքով՝ կիլոգրամը 130 դրամը խաղողի համար բարձր գին է, և դրանից դժգոհում են միայն այն գյուղացիները, որոնց մոտ բերքատվությունը բարձր չէ:
