U.S. BUYS MAJORITY OF ALUMINUM FOIL EXPORT OF ARMENIAN-RUSSIAN PRODUCTION

YEREVAN, MAY 3, ARMENPRESS. The export of the 0,2 mm aluminum foil from
the Republic of Armenia to the U.S. during the period of the first
three months has recorded a growth of about 24 percent in comparison
with the same period of the previous year. The State Revenue Committee
of the Government of the Republic of Armenia informed "Armenpress"
that during the first three months of the current year 6,830,500 kg
aluminum foil have been exported to the U.S.
This amount equaled to 5,516,800 kg in the same period of 2012. The
total customs value of the aluminum foil exported to the United
States during the first three months of the current year exceeded
USD 21 million. The total amount of Armenia's export of aluminum foil
during the first three months of 2013 equals to 6,984,100 kg.
In a conversation with "Armenpress" the Press Secretary of
"Rusal-Armenal" company Alexander Melkumyan stated that the aluminum
foil of Armenian production is in line with the international standards
and is much in demand in the USA.

MINING IN ARMENIA CREATES POVERTY, SAYS STUDY

YEREVAN-Mining contributed to economic growth in Armenia between
2004-2010 while simultaneously creating income inequality and poverty.
This is according to a recent study by the American University of
Armenia's Acopian Center for the Environment conducted in cooperation
with the AUA College of Business and Economics.

Center for the Environment conducted in cooperation with the AUA
College of Business and Economics.
The study's principal researcher and author, Dr. Aleksandr Grigoryan,
looks at regional-level data and reports that mining does have some
positive impact on the growth of the economy.

"This supports the claim often repeated by proponents of mining that
it is needed for Armenia's economic growth," said Dr. Grigoryan,
an assistant professor of economics at AUA.
Mining and Poverty Dr. Grigoryan's analysis, however, also shows
that mining contributes to higher poverty and greater income
inequality. "Our analysis shows that the mining sector is likely
to increase income inequality and deepen poverty in the regions of
Armenia in which it operates," stated Grigoryan.
This runs counter to claims by mining proponents that the sector
creates jobs that will have medium- to long-term development impact
on the regions and the country.
These conflicting realities can be explained by a number of factors
prevalent in Armenia's economy, according to Grigoryan.
"Mining has been growing as a share of the Armenian economy for several
years now but with the economic crisis and increase in world metal
prices, mining took on a more significant role in our GDP growth,"
he explained, noting that this trend is expected to continue if no
other sector of the economy picks up steam.
Mining and Income Inequality An increase in poverty is another observed
effect of mining, a relationship that Dr. Grigoryan says needs to be
studied further.
Other research on the impact of mining conducted by the AUA School of
Public Health and AUA Acopian Center reports some residents claiming
that property owners are forced to sell their properties at very low
prices. Such occurrences, if they have taken place, would deprive
villagers of an asset critical to wealth creation, according to Dr.
Grigoryan.
Moreover, workers in the mining or mineral processing industries are
not provided health insurance, a fact that may burden families with
health costs or lower productivity.
The Role of Policy "If we are to make mining a key sector in the
Armenian economy, we also have to develop the right socio-economic
policies where the immediate communities and the country benefits
maximally," said Alen Amirkhanian, director of the AUA Acopian Center.
Mining and extractive industries have played a significant role
in ensuring long-term and equitable growth for several countries,
particularly Norway, Australia, and Botswana. "These countries have
successfully used mining to raise the standard of living for a vast
majority of their populations because they devised and implemented good
public policy," stressed Amirkhanian, who organized an international
conference last November on the topic.
Without proper policies designed to regulate and leverage mining,
Armenia will continue on a path that follows mining models that enrich
a few while depriving larger numbers of current and future generations
of opportunities to benefit from their patrimony, added Amirkhanian.
According to the Armenian Statistical Service, in 2011, Armenia's
mining industry employed 15,500 workers or about one percent of the
country's total employment and contributed to about 3 percent of the
its GDP.
AUA is organizing another international scientific conference on
"Emerging Issues in Environmental and Occupational Health." The
conference, set for April 22-23, will bring leading experts from around
the world to Yerevan to explore the impact of mining and construction
in transition economies such as Armenia. The research they present
will provide solutions to the occupational and environmental health
problems facing workers, communities and children and help craft
public policy to address these issues.
The AUA Acopian Center for the Environment (AUA ACE) is a research
center of the American University of Armenia (AUA). AUA ACE promotes
the protection and restoration of the natural environment through
research, education, and community outreach. AUA ACE's focus areas
include sustainable natural resource management, biodiversity and

Պարոն Եղիազարյան, Հայաստանում հանքահումքային ոլորտը գրեթե չի կանոնակարգվում, նոր հանքեր են շահագործվում, ինչպե՞ս եք գնահատում սա:
Եթե որևէ մեկը կարող է ասել, որ հնարավոր է տնտեսությունը զարգացնել առանց այդ ոլորտում կարգ ու կանոն հաստատելու, դրանք հեքիաթներ են: Բայց ի տարբերություն հեքիաթների, որոնք ունեն ուրախ ավարտ, այս դեպքում մենք կունենանք տխուր ավարտ: Դա այն ոլորտն է, որտեղ պետք է սկսել կարգ ու կանոն ձևավորել: Ունենք-չունենք, ունենք այդ հարստությունը, որը ոչ միայն այս, այլ նաև ապագա սերունդների ունեցվածքն ու հարստությունն է: Պետք է լինել շատ ռացիոնալ, շատ խելացի, որպեսզի այդ առավելությունն օգտագործելով` զարգացնենք մյուս առավելությունները, ապահովենք երկարաժամկետ տնտեսական զարգացում:
Ամենակարևոր խնդիրն այս պահին այն է, որ պետք է հստակ սահմանաչափեր սահմանել: Չի կարելի անընդհատ ավելացնել արդյունահանման ծավալները: Պարզապես պետք է ամրագրել որոշակի չափաքանակ, իսկ մեր երկրում ոչ ոք չի կարող ասել` ինչ է արդյունահանվում, ինչքան է արդյունահանվում: Հայտնի չէ` ինչքան ոսկի, ինչքան պղինձ, ինչքան մոլիբդեն է արդյունահանվում և ինչքան է արտահանվում, որովհետև չկա վերահսկողություն արդյունահանում, տեղափոխում և վերամշակում շղթայում: Որևէ մեկը չգիտի` ինչքան ոսկի է Հայաստանում այսօր արդյունահանվում ու արտահանվում, իսկ ո՞վ ասաց, որ այդքան է պետք արտահանել: Կամ ո՞վ է սահմանում, որ այս հանքավայրը պետք է աշխատի, մյուսն էլ պետք է աշխատի, գուցե միայն մեկը պետք է աշխատի: Այդ հարցերում պետք է մտցնել կարգուկանոն:
Վարվող քաղաքականության արդյունքում Հայաստանի տնտեսական աճի մեջ մեծ մասնաբաժին ունի հենց հանքարդյունաբերությունը: Ինչի՞ մասին է սա վկայում և ի՞նչ վտանգներ է իրենից ներկայացնում:
Այն, որ որևէ երկրում զարգացած է միայն հանքարդյունաբերությունը, խոսում է այդ երկրի թույլ զարգացվածության մասին: Խնդիրն այն է, որ հանքարդյունաբերությունը պարզապես ոչ մրցակցային ոլորտ է համաշխարհին տնտեսության առումով, այսինքն` բնական ռեսուրսներն այսօր համաշխարհային տնտեսությանը շատ անհրաժեշտ են, նույնիսկ խոսվում է ապագա դեֆիցիտի մասին: Այսօր գնում է նաև պայքար ավելի զարգացած տնետեսությունների, ավելի մեծ կորպորացիաների կողմից աշխարհի տարբեր մասերում հանքարդյունաբերական ակտիվներ ձեռք բերելու շուրջ: Հարցն այն է, որ այդ ակտիվների շահագործումը մեզ համար պետք է հիմք հանդիսանա տնտեսության այլ ճյուղերի, գործունեության այլ տեսակների զարգացման համար: Եթե դա տեղի չի ունենում, ապա մենք դատապարտված ենք, ինչպես շատ երկրներ, այսպես կոչված հումքային անեծքի՝ դրանից բխող բոլոր բացասական երևույթներով: Այս տեմպերով արդյունահանելու դեպքում 20-25 տարի հետո Հայաստանը, հնարավոր է, վերածվի անապատի: Եթե առանց կարգավորման, տարերայնորեն տարբեր սուբյեկտների կողմից արդյունահանում կատարվի, ապա մենք կկանգնենք աղետի առաջ:
Գաղտնիք չէ, որ ոլորտում մեծ է կոռուպցիան, պայքարի ի՞նչ մեթոդներ կան:
Կոռուպցիան ամենաշատը տարածված է հանքարդյունաբերության, մետալուրգիայի ոլորտներում, որովհետև հանքարդյունաբերությունն անմիջականորեն առնչվում է պետական հաստատությունների չինովնիկների հետ: Եթե որևէ արտասահմանյան ընկերություն պետք է մուտք գործի որևէ երկիր ակտիվ ձեռք բերելու համար, գործ է ունենում պետական հատվածի ու չինովնիկի հետ: Եվ այստեղ կոռուպցիան զարգանալու բարենպաստ պայմաններ ունի: Միայն այս ոլորտում կարող ենք խոսել պետական ձեռնարկության ադյունավետության մասին: Շատ հաճախ նշվում է, որ պետական ձեռնարկություններն արդյունավետ չեն, չնայած շատ հետազոտություններ ցույց են տալիս, որ պետական ձեռնարկությունները որոշ դեպքերում շատ ավելի արդյունավետ են աշխատում, քան մասնավորը: Մյուս կողմից, Հայաստանում այս ոլորտում կոռուպցիան այնքան մեծ է, որ եթե նույնիսկ ոլորտը պետականացվի ու արդյունավետության բավական բարձր մակարդակ ունենա, այսինքն` ծաղքեր կլինեն, այդ ծաղքերն այնքան մեծ չեն լինի, արդյունավետության մակարդակն այնքան մեծ չի լինի, որքան մեծ է հիմա մասնավորեցված պայմաններում կոռուպցիայի, հարկերի թաքցման պատճառով:

Ո՞ւր են արտահանվում հայկական մետաղները

Վերջերս հայտարարություններ հնչեցին, որ հայկական մետաղներն արտահանվում են օֆշորային ընկերությունների միջոցով՝ այդկերպ հանքարդյունաբերական ընկերությունները թաքցնում են եկամուտները: Այդ հայտարարությունների համար հիմք ծառայեցին այն հրապարակումները, ըստ որի՝ հանքարդյունաբերական ընկերությունների կանոնադրական կապիտալներում օֆշորային գոտիներում գրանցված ընկերությունները զգալի դերակատարում ունեն:
NEWS.am-ը փորձեց մաքսային վիճակագրության հիման վրա ճշտել, թե իրականում դեպի ո՞ր երկրներն են արտահանվում հայկական մետաղները, որոնք ընդհանուր արտահանման 60%-ն են: Եթե դրանց առաջնային իրացումը կատարվի օֆշորի միոջոցով, ապա մաքսային հաշվետվություններում այն անպայման կարտացոլվի:
2012 թ. Հայաստանն ամենաշատը արտահանել է պղնձի խտանյութ՝ մոտ 227 մլն դոլարի չափով: Պղնձի խտանյութի կեսից ավելին (մոտ 127 մլն դոլար) արտահանվում է Բուլղարիա՝ որտեղ վերամշակվելուց հետո ուղարկվում է Գերմանիա: Իսկ Բուլղարիան, ինչպես հայտնի է, օֆշորային չի համարվում; Պղնձի խտանյութի ոչ մեծ խմբաքանակներ ուղարկվում են Բելգիա (4 մլն դոլար), Իսպանիա (26 մլն դոլար), Շվեդիա (8 մլն դոլար), Շվեյցարիա (45 մլն դոլար), Չինաստան (15 մլն դոլար):
Նշված երկրներից օֆշորային է միայն Շվեյցարիան, սակայն Շվեյցարիան, ի տարբերություն մյուս օֆշորների, նաեւ զարգացած արդյունաբերություն ունի, ու չի բացառվում, որ պղնձի խտանյութ Հայաստանից ներկրել է ներքին սպառման նպատակով; Պղնձի խտանյութը Հայաստանից արտահանվել է միջինը տոննան 1731 դոլարով: Նշենք, որ միջազգային շուկայում պղնձի խտանյութի տոննայի գինը տատանվում է 1500-5000 դոլարի սահմաններում, նայած թե խտանյութում ուղեկցող ինչպիսի մետաղներ ու պղնձի ինչպիսի պարունակություն կա:
Հայաստանի արտահանման կառուցվածքում կարեւոր դեր ունի ֆեռոմոլիբդենը՝ արտահանումը 2012 թ. կազմել է 106 մլն դոլար: Ֆեռոմոլիբդենն արտահանվել է հիմնականում 2 երկիր՝ Նիդեռլանդներ (59 մլն դոլար) եւ Գերմանիա (47 մլն դոլար): Այսպիսով՝ ֆեռոմոլիբդենմի արտահանումը եւս օֆշորի միջով չի իրականացվում;
Մետաղների արտահանման մեջ երրորդ տեղը պատկանում է չզտած (վերամշակում ացած) պղնձին՝ ընդամենը 104 մլն դոլար; Սրա հիմնաան գնորդն էլ Բելգիան է՝ 67 մլն դոլար: Մոտ 27 մլն դոլարի մշակված պղինձ է ներկրել Գերմանիան: Ընդ որում՝ պղինձը արտահանվել է տոննան 10,5 հազ. դոլարով, ինչը համահունչ է միջազգային շուկայում սեւ պղնձի գների հետ:
Հայաստանից 2012 թ. արտահանվել է 2,3 տոննա ոսկու փոշի՝ կգ-ը 33,3 հազ. դոլարով (գրամը 33-34 դոլար); Ոսկին համարյա ամբողջովիին արտահանվել է Կանադա (77.5 մլն դոլար), որտեղ էլ վերջնական վերամշակման է ենթարկվում:
Հայաստանից արտահանվ ում է նաեւ ցինկի խտանյութ՝ մոտ 17 մլն դոլարի չափով: Այն հիմնականում արտահանվել է Բելգիա՝ տոննան 1030 դոլարով:
Այսպիսով՝ մաքսային վիճակագրությունը հերքում է այն տեղեկությունները, թե Հայաստանից մետաղներն արտահանվում են օֆշորների միջոցով:

Գործարար Փայլակ Հայրապետյանը մեկնել է Լեռնային Ղարաբաղ՝ իր բրենդը այնտեղ տանելու համար: Այս մասին NEWS.am-ի թղթակցի հետ զրույցում ասաց ինքը՝ Փայլակ Հայրապետյանը:
Հարցին, թե ո՞րն է իր բրենդը, նա պատասխանեց. «Իմ բրենդն իմ ազգանունն է», հավելելով, որ մեկնել է Ղարաբաղ ընդերքն ուսումնասիրելու: Դիտարկմանը, թե այնտեղ նավթ կամ գա՞զ են փնտրում, Հայրապետյանը պատասխանեց. «Դեռ ընդերքն ենք ուսումնասիրում, տեսնենք, թե ինչ հանածոներ կլինի»:
Փայլակ Հայրապետյանի խոսքով՝ ինքը միայնակ է եւ գործընկերներով չի աշխատում, քանի որ արդեն մեկ անգամ հասցրել է խաբվել: Իսկ նոր նախաձեռնության գումարները, ոչ թե վարկ է վերցրել, այլ իր խնայողություններով է իրականացնում: «Մեր հարուստներն էլ, որ տանում են այդ գումարները լցնում են օտար երկրներում, թող բերեն Ղարաբաղ: Դրա համար էլ ես ուզում եմ իմ բրենդը տանեմ այնտեղ: Նոր աշխատատեղեր եւս կստեղծվեն»,- ավելացրեց Փայլակ Հայրապետյանը:

ARMENIA BUYS ITS OWN PROPERTY EXPENSIVELY
Armenia does not receive the profit from its own mines. In addition,
it buys its own property from itself.
Copper, gold and molybdenum extraction is growing, which means that
Armenia is conducting a policy of emptying mines. Evidence is state
statistics on extraction of solid minerals in 2005-2011. Few of
these minerals are used in Armenia. They are exported to be resold
to Armenia later.
Mostly non-metal minerals are used in Armenia, such as gravel,
perlite, basalt, granite which are used in building, salt which is
used to clean roads from ice in winter. Lime and earth are used in
the production of cement, says Ruben Movsesyan, the chair of Mineral
Exploration and Study at the Department of Geography and Geology of

According to him, some minerals are extracted for export only, such
as tellurium.
By the way, copper and molybdenum can come with gold, tellurium,
selenium, cadmium, bismuth or other solid minerals. It is not known
what the factories do with these minerals. It is possible that they
extract these minerals.
Movsesyan says copper could be used in Armenia to produce cables
which are now imported.
According to the Customs Service, in 2011-2012 118,332.5 tons of
copper ore and concentrate at a total value of 260,552,500 dollars
was exported. In 2012, the amount is not mentioned but the value is
227,579,700 dollars.
In the meantime, Armenia imports a wide array of products which
contain copper. According to the Customs Service, in 2011 276,087.6
tons of products containing copper at a value of 3,195,900 dollars
was imported to Armenia, in 2012 249,737.4 tons of products containing
copper at a value of 3,040,900 thousand dollars was imported.
The same analysis could be made for other solid minerals of high
value which are imported in large amounts and return to Armenia in
imported products.

«Ռոսնեֆտ» պետական նավթային կորպորացիայի նախագահ Իգոր Սեչինն այցելել է Հայաստան: Նա այցելել է նաեւ Նաիրիտ գործարան:
Ներկայում Մոսկվայում ընթանում է դատավարություն, ռուսական պարտքի հարցով, որը կազմում է 175 միլիոն դոլար: Միջպետական բանկը այդ դատավարության ընթացքում պահանջում է 25 միլիոն դոլար կազմող տոկոսները:
Hetq.am էլեկտրոնային պարբերականը լրագրողական հետաքննություն է անցկացրել Նաիրիտից մոտ 170 միլիոն դոլար գումարի «անհետացման» վերաբերյալ, որում եզրակացվում է, որ այս գումարը կոռուպցիոն տարբեր սխեմաներով գրպանել են հայ եւ ռուս պաշտոնյաներ, օգտագործելով օֆշորներում գրանցված ընկերությունները: Իր հերթին, ՀՀ Ֆինանսների նախարարությունն անցկացրել է աուդիտ եւ համապատասխան նյութերն ուղարկել գլխավոր դատախազություն:

Հրապարակ թերթը գրում է, որ «բացառված չէ, որ հենց «Ռոսնեֆտ»-ի ղեկավարության ներկայիս այցի ընթացքում էլ կորոշվի դատաքննության հետագա ընթացքը: Եթե կողմերը համաձայնության գան, Հայաստանը ԵվրազէՍ հիմնադրամից կստանա 400 մլն դոլարի վարկ` «Նաիրիտի» արդիականացման համար, որի առաջին տրանշը` 125 մլն դոլարը, կուղղվի «Նաիրիտի» կուտակած պարտքերը մարելուն: Հայաստանի համար սա լավագույն տարբերակը կլինի, քանի որ գործարանը վերջապես կաշխատի և ճիշտ կառավարման դեպքում ահռելի օգուտ կբերի պետությանը»:
