I don't think that this is an order from Putin or Moscow. They would not care less and probably do not even remember Anastas Mikoyan in this Ukrainian troubles. Most Russians probably remember him as one of the most dedicted stalinist and therefore harbor disslike.
It is more likely an idea of some government circles in Yerevan, to create headlines that could be noticeable from Moscow and everywhere as another simbol of Armenian input in USSR.
In any case, it is a shear stupidity.
It would be better to erect a statue of his brother, Artem Mikoyan, who is the creator of MIG aircraft, which has been a pride for Armenians and Russians as well. Artem did not have any dark political history, but a genius engineering fame.
I'd rather see the statue of Garegin Njdeh or Andranik on the spot where lenin used to be.
If they go ahead with stupid plans, the spot should turn into public urinating area.
