    Russia, Libya seal debt accord, eye arms deals



    Russia agreed to cancel $4.5 billion of Libyan debt on Thursday, unlocking big military and civilian export orders in the face of fierce Western competition for the former outcast state's booming market. The deal was one of 10 accords reached on a visit by Russian President Vladimir Putin that saw Libyan leader Muammar Gaddafi give equal emphasis to political ties, hailing his visitor as "our great guest" in an unusually effusive speech of welcome. Gaddafi, keen to balance growing ties with the West with alternative sources of support such as Moscow, said the world needed a Russian "superpower" to counter a dominant force -- a thinly veiled reference to Washington -- that was fuelling a new arms race. "It's said the Cold War is over, but I say that unfortunately the Cold War continues," the official Jana news agency quoted Gaddafi as saying on Wednesday evening.

    "The arms race has begun once again due to the international imbalance," he said at a dinner for Putin, who was making the first visit by a Kremlin leader to the OPEC member since 1985. The Russian agreements on debt, energy, railways and investment mark a renewed effort by Moscow to grab a slice of a growing market aggressively courted by Western companies seeking contracts for big state infrastructure projects. Libya, owner of Africa's largest oil reserves, earned more than $40 billion from oil and gas in 2007 and is seeking to rebuild an economy run down by decades of sanctions. The largest commercial deal was a 2.2 billion euro ($3.48 billion) contract for Russian state railways, with payment tied to the debt deal. Russian Finance Minister Alexei Kudrin said the debt would be cancelled once payments for the railway deal and other contracts arrived in Russian companies' bank accounts. Analysts say the debt was built up during the Cold War, much of it as a result of Soviet arms supplies to Libya. "I am satisfied by the way we have solved the debt problem," Putin told reporters. "The deal will not only employ Russian defence enterprises but will also help strengthen Libya's defences."

    WEAPONRY

    A defence source said in the next few days the countries would sign a contract worth several hundred million dollars for Russia to modernise some weaponry sold previously to Libya. Russia's Interfax news agency said on Monday Moscow hoped to sell Tripoli anti-aircraft systems, jet fighters, helicopters and warships worth 2.5 billion euros. Russia, Libya's traditional weapons supplier, is seeking to revive its role as a global power, which diminished after the Soviet Union collapsed. In another deal, Russian gas monopoly Gazprom and Libya's state energy conglomerate National Oil Corporation (NOC) signed a memorandum of cooperation on Thursday, officials said. Details were not announced. Libya's ties to the West have warmed since it abandoned its weapons of mass destruction programmes in 2003. But Gaddafi has long complained that Libya has been inadequately rewarded. Gaddafi, a fierce critic of what he depicts as U.S. unilateralism, suggested a parallel between Libya's effort to gain international acceptance since 2003 and Moscow's abandonment of some of the policies of the former Soviet Union.

    Russia: Old Friends Putin, Berlusconi Meet In Sardinia

    Outgoing Russian President Vladimir Putin has held talks with an old friend -- Silvio Berlusconi, the billionaire set to serve as Italy's prime minister for a third time. Meeting on the Italian island of Sardinia, the two men discussed energy and business ties -- and gave the European Union reason to worry that Moscow's influence in Europe will only continue to grow. Putin "is very friendly. He has shown himself to be a great friend by coming here," Berlusconi said. "This shows a close relationship that has never been interrupted. The Russian Federation is very important for us. We get 30 percent of our oil and gas from them." Berlusconi and Putin have been close allies since Berlusconi's second term as prime minister in 2001-06. It's a friendship that doesn't make everyone happy. Many European leaders worry the relationship that will hurt the EU's chances of forging a common policy on Russia and its energy. The April 18 meeting on Sardinia comes as both men are facing a political transition. Berlusconi, Italy's richest man, is about to serve as prime minister for the third time. Putin, having served out two highly successful presidential terms, has just been named head of the dominant Unified Russia party and will become prime minister in early May.

    Sealing Deal?

    Putin is the first foreign leader to visit Berlusconi since the results of the Italian elections were announced on March 14. At a press conference, the Russian president quickly dismissed a question from an Italian journalist about stories of his alleged divorce from his wife and plans to marry a 24-year-old gymnast. From then on, he was all business, saying the two sides had discussed the terms of a swap in which the Russian giant Gazprom would receive from Italy's ENI energy assets in the North African country of Libya in exchange for access to energy assets on Russian territory:

    ENI "has received access to assets on Russian territory, and Gazprom hopes it can receive adequate assets in other countries, particularly in Libya," Putin said. "We have a wide range of joint projects, from the joint extraction of energy resources to the development of infrastructure and pipeline systems." The Russian leader traveled to Sardinia from Libya, a major oil and gas supplier. Russia, which supplies more than one-quarter of the natural gas consumed in the EU, has been looking to consolidate its position by striking new deals with North African suppliers.

    Putin also addressed the issue of Italy's ailing flagship carrier Alitalia, which had been looking to Air France-KLM for possible investment. The Russian leader suggested that Aeroflot might also become involved in the talks. "I spoke with the chairman of the Aeroflot board of directors today," Putin said. "They are ready to resume contacts with their Italian partners [at Alitalia]. Of course, we don't know what the result will be. These are commercial negotiations." Aeroflot late last year withdrew its interest in acquiring a 49.9 percent stake in Alitalia that the Italian government had sought to sell. The two leaders had also expected to address the sometimes thorny relations between Brussels and Moscow. Berlusconi has offered himself as a would-be peace ambassador, saying Europe's relations with Russia should be "much warmer," and suggesting he could use his friendship with Putin to improve ties.

      Abbas sees greater role for Russia in Mideast peace process



      A Moscow Mideast peace conference slated for June will strengthen Russia's role in resolving the Palestinian-Israeli conflict, Palestinian leader Mahmoud Abbas said in an interview with a Russian daily. He arrived in Moscow on a three-day visit on Wednesday, and is expected to meet with Russian President Vladimir Putin later today. Abbas told Nezavisimaya Gazeta he hoped the meeting would remove obstacles in the way to a peace settlement and "will salvage the peace process." He said that Russia is geographically close to the region and "therefore, stability is among its priority interests," adding that the upcoming peace conference would "strengthen its role in the peace process." Putin first voiced the idea of holding a Moscow Mideast peace conference in 2005, and received the backing of several Arab countries prior to talks at a U.S.-sponsored conference held last year in the U.S.

      Abbas said that several barriers continue to block the implementation of commitments made in Annapolis. The Annapolis summit saw a resumption of talks between the Palestinian National Authority (PNA) and Israel after a seven-year hiatus. The sides pledged to do everything possible to draft a peace settlement by the end of 2008, as well as to come to an agreement on the form of a future independent Palestinian state. However, the talks came to a halt last month following a devastating Israeli offensive on the Gaza Strip left 120 Palestinians dead. Abbas announced he would resume talks following a meeting with U.S. Secretary of State Condoleezza Rice at the end of March. The fragile peace talks were again under threat after the past week saw an escalation in violence in the region, on Thursday 20 Palestinians, most of them civilians, were killed along with three Israeli soldiers in air strikes and fighting in the Gaza Strip. Abbas' Fatah party controls the West Bank after being ousted by the hard-line Islamic group Hamas, considered a terrorist organization by the U.S. and some EU states, from the Gaza Strip in a bloody conflict last June. Asked whether Hamas could be invited to the Moscow conference, Abbas said that would not be possible since Hamas members "are not part of an official government." "Hamas did not even attend the Arab League summit in Damascus. It simply has no such rights," he said.

      India's largest TV channel to start broadcasts in Russia



      India's largest channel Zee TV plans to open an office in Russia and start satellite or cable broadcasts in Russian by the end of 2008, a Russian business daily said on Friday. Zee TV will be the first foreign television company to operate directly on the Russian market rather than dealing via a distributor, despite a requirement that the controlling stake in foreign TV broadcasters belong to a Russian resident, Kommersant said. Initial investment in the project is expected at about $7 million. India's most popular channel plans to show Indian movies and programs about the country to be made and translated at its studio in Mumbai, the paper said citing a businessman engaged in cooperation talks. Zee TV is expected to open its branch in December, the daily said citing a source in Sistema Mass Media (SMM), a leading player on the Russian pay-TV market.

      Zee TV's representative in Russia, Surab Shom, and SMM Deputy General Director Artyom Kudryavtsev, confirmed cooperation talks to the daily, saying that the Indian company was trying to obtain a broadcasting license for a 24-hour channel. Russian experts quoted by the newspaper said the channel is likely to be a success. "Indian movies have been always popular in Russia, but there are no channels to promote them on the market," Natalia Pavlenkova from Tandberg, a video conferencing and audio and video content company, told the newspaper. India TV, which broadcasts on Russia's NTV+ satellite channels, has gained 7 million viewers in Russia since it was launched in July 2006, Kommersant said. India TV revenue could be now about $2 million a year after two years on the market, according to Stream Content head Nikolai Zatsepin quoted by the paper.

      Russia's pay-TV market hit $650 million in 2007, growing by 30% on the previous year, and its advertising segment exceeded $26 million, up 28%, Kommersant said, citing the Discovery Research agency. All foreign satellite channels work in Russia via distributors due to a Russian law requiring that 51% in a foreign television company working in the country be held by a Russian resident. National Geographic is represented in the country by Telco Group, and Discovery Channel and Animal Planet by Media Broadasting Group. Kommersant said Shom did not reveal Zee TV's partner in Russia. Zee TV, which broadcasts in Russia in Hindi via Kosmos TV satellite television operator, has some 2,000 subscribers in the country, the paper said.

        There has been a lot of news arround Georgia-Russia-Abkhazia-S Ossetia yesterday and today.

        I must say I am fully amused. Georgian elite are absolutely fuming. They go to the EU and NATO to complain, yet both organizations have short tounges because of their Kosovo recognition.

        Georgians are idiots -- do they really think NATO is going to send troops into Abkhazia and S Ossetia? And what exactly do they hope EU and NATO will do to pressure Russia?

          The ruling elites of georgia think that because the west would like to expand into the Caucasus and central asia that they have some aces up their sleeve, but they forget that the west will drop them in an instant if they cause a disruption in their larger plans for the region, something a conflict over Abkhazia or S. Ossetia would trigger. Also, if georgia were admitted into nato, the latter wouldn't go to war with Russia over the forzen conflicts, however the zog regime in washington seems bent on fostering anti-american feeling among the Russians, so we will see what happens with georgia and ukraine at the end of this year.
          For the first time in more than 600 years, Armenia is free and independent, and we are therefore obligated
          to place our national interests ahead of our personal gains or aspirations.

            NAGORNO-KARABAKH EXPECTS RUSSIA TO BE FIRST TO RECOGNIZE ITS INDEPENDENCE



            ‘’We expect Russia and other CIS countries to be the first to recognize the Nagorno-Karabakh’s independence’’, the Nagorno-Karabakh Republic President Bako Sahakian stated in an interview with Polish ‘’Rech Pospolita’’ newspaper (21.03.08.). The Nagorno-Karabakh’s head noted there were all grounds for the NKR’s recognition – historical, ethnic, human and legal. Touching upon the possibility of the Kosovo option of the Karabakh conflict settlement, the NKR President stated, ‘’If Kosovo becomes a precedent we’ll be satisfied with the fact’’. Bako Sahakian said the Nagorno-Karabakh people were aware of the processes going on in the world and realized that immediate recognition of the Nagorno-Karabakh’s independence would hardly follow Kosovo’s recognition. At the same time the state’s head added that Nagorno-Karabakh had chosen a path of independence long time ago. ‘’We do our best to achieve the goal, including development of our civil institutes. We hope that one fine day the international community will appreciate our efforts and recognize our independence’’, Bako Sahakian noted. Commenting on the possibility of granting wide autonomy to Karabakh within Azerbaijan, Bako Sahakian stated, ‘’Such a possibility is ruled out. We have repeatedly stated it”. He mentioned that during the period of the Nagorno-Karabakh’s independence new generation had been born and grown up, and they do not even know what it means to live in Azerbaijan.

            "USA will not help Azerbaijan to liberate Nagorno Karabakh", said famous Russian political scientist Zurab Todua commenting on the influence of Azerbaijan's possible accession to NATO on the resolution of the Nagorno Karabakh problem. He said that in case Azerbaijan joins NATO, it would spoil its relations not only with Russia but also with Iran, as the United States and NATO would use its territory for military operations against it. "No one among political scientists, or experts and polititians in Baku, were able to tell me how Azerbaijan will defend itself in case of the air force response attack from the Iranian side, if the United States uses your territory for the possible armed operation against Iran. If Azerbaijan was the member of the Treaty for Collective Security, it would have C-300 anti-aircraft complex, the best weapon of the way, which resists everything. As far as I know, the United States have modernized airdromes (prepared them for military operations) and installed two radar stations, targeting Russia and Iran. But I never heard that they installed at least a couple of Stingers for the Azerbaijani armed forces", said the political scientist.

            He also said that the United States would not help Azerbaijan to liberate Nagorno Karabakh. "They will make numerous promises, but this also occured in the previous years. The occupation of Nagorno Karabakh is a grief of Azerbaijani people, but other countries do not care much of it. You know better that I do that during all official meetings the representatives of the United States and western countries repeat the only phrase that only peaceful resolution of Nagorno Karabakh conflict is possible. They do not want the resumption of hostilities in the conflict area as they fear to lose money, invested to oil fields and pipelines. Therefore, regardless of whether Azerbaijan is a member of NATO or no, the West will use its influence to hamper the armed resolution of Nagorno Karabakh conflict". He said that if Azerbaijan access NATO, it would be asked, like Georgia was, to send more soldiers to Iran, Afghanistan and somewhere else.

            "They would offer to purchase already utilized military technique (perhaps, even make a present) and you will have to spend money on their maintenance. And the most important is that in case of military campaign against Iran, the territory of Azerbaijan would be used by the United States and NATO for their purposes. At the same time, the relations between Azerbaijan and Russia, which can be assessed as positive at the moment, would be ruined", said the political scientist. He noted that since the early 1990s, Azerbaijan has done everything to gain the favor of the United States and the West: it has conducted policy "oil in exchange to Karabakh", signed contracts under conditions which are unprofitable for it, excluded Iran from the list of consortium participants, agreed to construction of a pipeline bypassing Iran (though the Iranian way would have been economically profitable), agreed on the use of its territory by American militaries and made a number of other things. "This list is too long. What has Azerbaijan got in exchange? It seems to me that naivety of most Azerbaijani politicians has no limits", Zurab Todua concluded.

            President of Armenia: "It is impossible to imagine Nagorno Karabakh ruled by Azerbaijan"


            "Armenia will also support Nagorno Karabakh's right for self-determination".


            The due announcement was made by President Serzh Sarkissyan, presenting new Minister Edqard Nalbandyan to the Foreign Ministry of Armenia on April 16, according to the press service for Armenian President. "Armenia is a guarantor of security of the people of Nagorno Karabakh and it will continue such a policy. It is impossible to image Nagorno Karabakh ruled by Azerbaijan", said the president. He noted that in the near future the external policy of Armenia should become more active and "we should get involved into the international life, continuing to strengthen relations both with friendly countries and international organizations". On this context it is necessary to create favorable conditions for peaceful and just resolution of the Karabakh problem, noted the President. He said one of the major tasks of external policy is deepening economic relations with friendly countries, noting that political relations with most countries are on a high level, while economic ties are weak. "There is a great potential and we should use it", said Sarkissyan. He stressed importance of work with the Armenian diaspora and use of its potential. The President noted that the agenda of external policy will include the international recognition and blaming of the "genocide of Armenians".

            -During the conference on the legal bases of the resolution of conflicts in the GUAM area, held in Baku on April 15-16, you accused Armenia of unconcealed claims for Azerbaijani lands. Could you elaborate on this idea?

            -Armenians do not hide their claims not only for Nagorno Karabakh but also for the lands surrounding it, including Lachin and Kelbajar regions of Azerbaijan. This means that Armenia is today the only state on the OSCE area and in the EU neighborhood which openly puts its claims forward.

            Russia's claims differ. It states on the paper the respect for territorial integrity of Georgia and Moldova. But in fact it prevents Georgia and Moldova from applying its sovereign right on these territories. There are Russian forces and local illegal formations there. Russia appoints all senior officials on the local level, issue citizenship to the local population, purchases property and so on. And, by the way, it changes the de-facto borders, which are de jure. This means that Russia hinders the sovereignty of Georgia and Moldova and violates their territorial integrity, which is done openly only by Armenia.

            -By the way, Sergey Markov, head of the Institute for Political Surveys of Russia, said the following about Russia's role: "Stop developing GUAM, support anti-Russian political regime and Russia's support to Azerbaijan is guaranteed". Don't you think that such announcements are too two-faced?

            -Yes, they are. I think Markov and other Russian political scientists reassess the geopolitical, military and even economic importance of GUAM. This organization has not obtained any economic or military functions through the whole period of its existence.

            The only effective thing is that GUAM and its member-states manage to take part jointly in the international organizations for political and diplomatic protection of international right in all that are connected with their territorial integrity and the borders, recognized by the international community. This is effective enough, though not too much effective.

            Nevertheless, if GUAM countries have listened to the appeals of Markov and other Kremlin political scientists and rejected participation of the Union, Moscow would pit forward new claims.

            -What can you answer to the accusations of Russian representatives, continuing to perceive GUAM negatively and stating that this organization has been created to annoy Moscow?

            -Such a conclusion is rather a caricature. GUAM was created when there was a possibility for Moscow to use it as a tool for a new so-called integration of the post-Soviet area around Russia as a hegemony. CIS was initially Russia's new tool on the post-Soviet area. It should be confessed that Russia failed in it. But when GUAM was crated there was a prospect to use CIS as a tool against new independent countries. Therefore, it was important for the former, I would say, Soviet colonies, which wanted to become independent following the USSR collapse, to cooperate in the framework of the CIS.

            In these conditions, GUAM was a subgrouping in the framework of the CIS aiming to prevent the Russia hegemony. This occurred nearly 10 years ago. The situation has reversed. The CIS has almost died. Frankly speaking, this organization was close to death at that time as well, though not so obviously. Today Russia wants to restore its hegemony more than ever.

            -Is it possible?

            -Today, there are other players in the area, who were absent 10 years ago. This is the European Union and NATO in a lesser degree. These are also the United States, as an independent player. And if at that time these players were not active, today they are too active.

            Each country, which is a part of GUAM, strives for independent integration with the West. The issue of integration with the CIS disappeared for the agenda long ago, therefore each country tries to integrate with the West. Therefore, GUAM acquires new importance. This organization may promote integration of separate member-states with western structures and western economy.

              How do you all feel about these claims in the western media of President Putin, Alleged divorce from his wife and plans to marry a 24-year-old gymnast? Also I really hope and pray that Abkhazia will be annexed into Russia we been trying for years and fighting for Abkhazia .

                I don't believe Putin would leave his wife for a younger women, but who knows, either way it's his personal life and as long as it doesn't affect his performance negatively, it's not a big deal? What are they saying in the Russian media?

They, in the West, are trying desperately to slander his name. As far as I'm concerned, Putin is the greatest political figure to rule Russia since Peter the Great. And he has turned me, an Armenian nationalist, into a Russophile.

                  Also I really hope and pray that Abkhazia will be annexed into Russia we been trying for years and fighting for Abkhazia.
                  I hope all of Georgia will be annexed into Russia. I only wish we Armenians had the power to do so.

                    I put no faith of these news I just wished for your opinion. It is just silly and foolish thing to say but has been all over news in turkey, U.K and Georgia.( i have a very good friend in Turkey) He let me in on many information and is such a sweet person. But he now in the hospital he was beaten by the Grey wolves for his protest agianst U.S imperialism of Turkey. He also showed me photographs and helped inform me of Chechen terroist camp in Yalova turkey which funded by the gray wolfs and U.S( news story about it on here www.aydinlik.com.tr)

                    I do not understand which you mean. Do you wish for your Armenia to join Russia and be annexed or you annex Georgia? I want that part of Georgia annex into russia becuase we been trying to create a Kuban cossack kingdom that includes that land. Which is why many fought for there freedom. I care more about getting are rightful land in eastern Ukraine back than the rest of Georgia. Those of Russian citizens in that land and aways have been.

                      Angessa, it is ideal for Armenia to have any type of direct border with Russia and an exit to a sea (one day). There should be a free trade zone a corridor (10 miles wide) between Georgia and Armenia a no man's land that has access to the black sea ... will encompass Ajaria and Abkhazia all the way to Russia.
