Lragir.am-ի հարցերին պատասխանում է Վրաստանի դիվանագիտական ակադեմիայի ռեկտոր, քաղաքագետ Սոսո Ցինցաձեն:
Պարոն Ցինցաձե, դեկտեմբերի 14-ին Ժնևում կկայանա Ռուսաստանի և Վրաստանի ներկայացուցիչների հանդիպումը: Սա 2008 թվականից հետո առաջին պաշտոնական հանդիպումն է կողմերի միջև` ուղղված համագործակցության վերականգնմանը: Ի՞նչ սպասելիքներ կան երկկողմ այս հանդիպումից և ի՞նչ փոփոխություններ են սպասվում մեր տարածաշրջանում:
Դա զուտ տեխնիկական միջոց է, պետք չէ այս հանդիպումով բեկում ակնկալել երկկողմ հարաբերություններում: Կողմերը կփորձեն հիմք դնել հետագա համագործակցության և հանդիպումների: Փորձեր կարվեն լուծելու հետագա հանդիպումների օրակարգը, հավանաբար կնշանակեն կոնկրետ օր հաջորդ հադիպման համար: Այնպես որ, սկզբի համար դա պետք է ընդունել որպես որոշ չափով արդյունավետ հանդիպում:
Այսօր խոսք է գնում նաև Հայաստանի համար կենսական նշանակություն ունեցող աբխազական երկաթուղու վերաբացման մասին: Հնարավո՞ր է բանակցություններն այն ուղղությամբ գնան, որ երկաթուղու բացումն իրատեսական դառնա այս փուլում, հատկապես որ վրացական կողմը նման նախաձեռնություն ցուցաբերեց:
Հարցն այն է, որ աբխազական կողմը կտրականապես դեմ է երկաթուղու բացմանը: Ստացվել է այնպես, որ Վրաստանը հանդես եկավ տրանսկովկասյան երկաթուղային մայրուղու վերականգնման նախաձեռնությամբ, բայց աբխազական կողմը հայտարարեց, որ լսել անգամ չի ցանկանում այդ մասին: Այնպես որ, մենք այժմ չենք կարող քայլեր անել այդ ուղղությամբ: Վրաստանն այս հարցում անզոր է, չենք կարող նրանց կամքին հակառակ լուծել հարցը: Այնպես որ, այս հարցը մնացել է ապագայում լուծելուն:
Ռուսաստանի կողմից Գաբալայի ռադիոլոկացիոն կայանի շահագործման դադարեցումը ի՞նչ հետևանքներ կարող է ունենալ մեր տարածաշրջանի համար:
Ռուսաստանն ինքը հրաժարվեց Գաբալայից, քանի որ ադրբեջանական կողմը վարձակալության այլ գին սահմանեց: Բաքուն պնդում է, որ դա վարձակալության համար ռեալ գին է: Ռուսաստանն այդ ռադիոլոկացիոն կայանի փոխարինողն ունի Արմավիրում, այդ պատճառով էլ այնքան էլ չի տխրում այս արդյունքից: Իսկ Բաքուն արդեն այսօր հետագա ճակատագիրն է որոշում այդ օբյեկտի: Այնպես որ, Ռուսաստանի համար արդեն ռազմավարական նշանակություն չունի այս ռադիոլոկացիոն կայանը:
Իսկ Ռուսաստանի և Ադրբեջանի հարաբերությունների վրա դա ի՞նչ ազդեցություն կունենա:
Ազդեցություն, անշուշտ, կունենա, ամեն դեպքում դա չի լավացնի այդ երկրների հարաբերությունները: Մյուս կողմից, ցավոք, այսօր Երևանի և Բաքվի միջև այնպիսի հարաբերություններ են հաստատվել, որ այն, ինչ լավ չէ Բաքվի համար, ճակատագրի նվերն է Երևանին, և հակառակը` այն, ինչը վատ է Երևանի համար, դա Բաքվի բյուրեղյա երազանքն է: Իսկ եթե հարաբերություններն այդ մակարդակի վրա են, ինչպես այսօր, արդեն որևէ մեկնաբանություն անելն անիմաստ է:
Ռուսաստանը որևէ քայլ կանի՞ այս ամենից հետո` մեսիջ ուղարկելով Բաքվին, թե՞ կսպասի:
Կարծում եմ` Ռուսաստանը պարզապես կսպասի: Ռուսաստանն այժմ ոչ մի տեղ չի շտապում, ֆորս-մաժորային իրավիճակում չի գտնվում, որպեսզի կտրուկ քայլեր անի` ինչպես դուրս գալ այս իրավիճակից: Այսօր այնպիսի իրավիճակ է, որ բոլոր խաղաքարտերը Ռուսաստանի ձեռքում են:
Իսկ Գաբալայի կայանի փակման արդյունքում հնարավո՞ր է, որ Ռուսաստանն ուժեղացնի իր ռազմական ներկայությունը Հայաստանում կամ որևէ փոփոխություն ակնկալվո՞ւմ է` կապված Գյումրիում գործող ռուսական ռազմաբազայի հետ:
Գյումրիի ռազմաբազայի վրա դա ոչ մի ազդեցություն չի թողնի: Ռազմաբազան ինչպես գործել է, այդ ռեժիմով էլ կշարունակի գործել: Ուղղակի հայկական և ռուսական կողմերը մեծ հույսեր են կապում տրանսկովկասյան երկաթուղային մայրուղու հետ: Վրաստանն էլ հանդես եկավ այդ մայրուղու բացման նախաձեռնութամբ, բայց պաշտոնական Սուխումը արգելափակեց: Այնպես որ, այսօր գնդակը Սուխումի դաշտում է:

ARMENIAN TRUCKS QUEUED IN GEORGIA'S SADAKHLO BORDER CHECKPOINT

Armenian trucks are standing in line at Georgia's Sadakhlo border
checkpoint from early morning today.

Georgian customs officials have forwarded new demands to the Armenian
drivers in connection with Armenian cargo's weight.

Makar Arakelyan, director of Sati cargo transporting company, told
Tert.am the restrictions refer to the cargos going out of Armenia.

"There is an issue of weight difference. They seem not to agree...the
document registering the weight has given a small difference with
their scales," Arakelyan, who is also the chairman of the Cargo
Delivery Union, said.

Arakelyan said the Georgian customs officials demand paying about
2,000 lari ($1,200) fine.

"It seems to be a new decision," the chairman of the Union said,
adding that the issue has raised today as other trucks passed without
problems yesterday, the day before.

Georgia is a transit country for these cargos with fruits and
vegetables mainly being transported to Russia.

Asked whether it is the attitude of the new Georgian authorities and
whether it may harm the local production, Makar Arakelyan said it
is difficult to judge by one day, adding that he cannot say anything
till he gets clear information. He promised to give new information
later today.

ARMENIAN ACTIVIST VAHAGN CHAKHALYAN NOT AMONG 519 PARDONED BY GEORGIA'S PRESIDENT

Neither Vahagn Chakhalyan nor the former head of the Armenian community
of Ajaria are among the 519 pardoned by Georgia's President Mikheil
Saakashvili.

The Georgian president declared amnesty on the occasion of St. George
Holiday marked November 23 in Georgia.

This circumstance has unpleasantly surprised the head of Multi-national
Georgia NGO Arnold Stepanyan, dealing with issues of ethnic minorities
there. Speaking to Tert.am, he said he cannot say whether there are
or there are not Armenians among them, but those under the NGO's
focus are not among them.

Ethnic Armenian activist Vahagn Chakhalyan, leader of Javakhq
democratic alliance, is in prison for already five years, serving his
10-year term. He has been charged with "organization of mass events
violating public order" and for "keeping weapon".

The term of 50 convicts has been cut by half, the other 469 have been
set free.

As to the ex-leader of the Armenian community of Ajaria, Stepanyan
said he is charged with spying which is quite "fashionable" crime
in Georgia. "If I am not mistaken three other Armenians have been
arrested with him," Stepanyan said, adding that the Armenian population
of Javakhq considers the charges against Chakhalyan fake.

"Many people have been sent to prisons in Georgia for spying and as
far as it was rather popular among the former authorities we see a
political motivation. Though I can't say it in Armen's [ex-leader of
the Armenian community of Ajaria] case, I do not know it. But I do
not exclude anything," Arnold Stepanyan said.

ARMENIAN DIPLOMAT ASKS GEORGIAN OFFICIAL TO CONSIDER RETURN OF CULTURAL HERITAGE MONUMENTS

Plans for returning the Armenian cultural monuments on the territory
of Georgia were discussed at a meeting between Armenian Ambassador
Hovhannes Manukyan and the country's minister culture and monument
protection, Guram Odishara.

According to a press release by the Armenia's Foreign Ministry,
the diplomat told the newly appointed Georgian official that the
sector plays a key role in the Armenian-Georgian relations, with both
countries sharing many common cultural roots.

Expressing deep respect for the Armenian culture, the Georgian official
attached importance to all initiatives expected to promote a better
understanding between the two nations and societies (especially
the youth).

The sides agreed to launch joint programs and establish effective
collaboration in that context.

Theey also addressed the joint initiatives enshrined in the 2013-2015
Cooperation Programs between the two countries Ministries of Culture.

WHAT WILL "GEORGIAN DREAM" BRING ARMENIA?

On the threshold of October 10 parliamentary elections in Georgia,
Leader of Georgian Dream Bidzina Ivanishvili told his electorate in
Zugdigi on September 23 that his coalition studies restoration of
railway and road communication with Abkhazia. The given statement
is quite interesting to Armenia, which is semi-blockaded by Turkey
and Azerbaijan. In case the statement of the Georgian billionaire
politician goes beyond his PR-campaign and comes true, Armenia will
get an opportunity to overcome both the economic and geopolitical
blockade. This, in turn, will lead to a new reality and transformation
of the balance of forces in the South Caucasus.

The 221km Abkhazian section of the railway extending from Psou
roadside stop (Abkhazia-Russia border) up to Ingur roadside stop
(Abkhazia-Georgia border) has been closed for Armenia and Georgia
since Aug 14 1992 after the railway bridge over the River of Ingur
(dividing Georgia from Abkhazia) was detonated. It was protection of
the railway that became the reason for penetration of the troops of
the Georgian State Council to the territory of Abkhazia in 1992.

Afterwards, at the very beginning of the intervention, traffic via
Abkhazia was stopped. The last Armenian train running to Sochi via
Abkhazia at the moment of Georgian intervention was burnt in military
actions. Passengers had to escape and get to Russia on their own.

Therefore, the South Caucasus Railway (SCR) under concession of
the Russian Railways is engaged in transportation of passengers
and freight inside Armenia and to Georgia via Poti and Batumi. Out
of four locomotive changing points of the SCR only one with Georgia
(Ayrum-Sadakhlo) operates. The other three: Akhuryan-Dogukapi (Turkey),
Yeraskh-Velidag (Azerbaijan) and Ijevan-Barkhudarli (Azerbaijan)
have been idling since 1991. There are no real perspectives of their
restoration for obvious reasons. In case the Abkhazian section of the
railway is restored, Armenia will get an opportunity to extend railway
communication from Poti to Krasnodar region and farther by means
of Ayrum-Sadakhlo joint. This will spoil all the efforts of Turkey
and Azerbaijan to isolate Armenia from international communication
projects. Hence, Ankara and Baku will lose the pressure key they have
been using in the Karabakh peace process for already 18 years.

In addition, railway communication with the world is of
vital importance for Armenia, considering the launch of the
Kars-Akhalkalaki-Tbilisi-Baku railway project that will even more
isolate Armenia. In the light of the unpromising Iran-Armenia railway
project, which requires billions of investments, Russia and Iran will
sign an agreement for construction of Kazvin-Resht-Astara railway
during the visit of Vladimir Yakunin, Head of the Russian Railways
OJSC, to Iran in October. Besides Russia, the project involves the
Azerbaijani Railways CJSC and Iranian Railways. The project is of
big importance for development of the North-South transport corridor,
which mostly extends in the territory of Russia. Freight activity of
the corridor is estimated at 25-26 million tons by 2015.

So, in case of Ivanishvili's victory in the upcoming parliamentary
and especially in the presidential elections in Georgia, the Armenian
leadership should leave aside its eternal projects of Iran-Armenia
railway and opening of the corroded railway section with Turkey.

Yerevan must at least display extreme interest in the Georgian
politician's statement made in Zugdigi. In the light of the recent
penitentiary scandals in Georgia and the constantly falling rating
of Mikheil Saakashvili, the chances of the Georgian Dream and
Ivanishvili keep growing. If Abkhazia takes interest in the given
suggestion, which is quite probable given Moscow's interests in it,
the North-South motorway currently being constructed in Armenia will
get big opportunities to extend via Abkhazia. This, in turn, will
bring Armenia back to the railway and motor communication it enjoyed
in the Soviet period, and allow the country to stimulate economic
development and strengthen its positions in the negotiations with
Turkey and Azerbaijan. Getting out of the semi-blockade, Yerevan will
have what to contrast with Baku and Ankara that went too far.

Georgian Interior Minister Resigns Amid Protests Over Inmate Abuse

TBILISI -- Georgia's interior minister has resigned amid a scandal over a video purportedly showing inmates being abused by prison guards.

Bacho Akhalaia said in a statement he felt "moral and political responsibility" for the failure to eradicate torture from Georgia's prisons.

Protesters in Tbilisi and other cities have been calling for Akhalaia's resignation since the videos were broadcast by opposition-run television this week, just days before parliamentary elections.

European Union foreign policy chief Catherine Ashton said on September 20 she was "appalled by the shocking footage of abuses."

President Mikheil Saakashvili appointed the country's rights ombudsman to replace the prisons minister, who resigned on September 19.

Saakashvili's ruling party faces a challenge in the October 1 elections from an opposition bloc led by billionaire tycoon Bidzina Ivanishvili.

Purported prison abuse videos prompt outrage in Georgia

(CNN) -- Videos purportedly showing guards abusing prisoners, including one male inmate being raped with a broom handle, have led to arrests and outrage both inside and outside the Eurasian country of Georgia.

President Mikheil Saakashvili said Wednesday what occurred at Gldani Number 8 penitentiary in Tbilisi is "a horrific affront to human rights and human dignity."

Georgia television stations, including TV9, broadcast the videos Tuesday night. The government has not questioned their authenticity.

"The police have already arrested most of those identified as involved in these gross abuses," Saakashvili said in a statement. "Others are on the run but (are) being actively pursued by police."

The faces of those being filmed were obscured. One man cries out while he is being raped with a broom handle. Another video shows an inmate being punched.

The country's interior ministry on Tuesday blamed certain prison employees for the degrading treatment.

The ministry said a prisoner at the facility offered "substantial reimbursement" to employees for their actions and the video recordings. Its statement did not elaborate on the prisoner's motivation.

The interior ministry identified that prisoner as Tamaz Tamazashvili, father-in-law of Irlakli Garibashvili, a member of the opposition Georgian Dream party.

Garibashvili said Tamazashvili's life was in danger and that he was being held "hostage" by the president.

Tamazashvili had nothing to do with the taped incidents, Garibashvili said.

Georgia's minister of corrections and legal assistance, meanwhile, tendered her resignation.

"During my time in the office I tried my best and did everything possible to ensure the protection of human rights and to bring the corrections system, as much as possible, in conformity with the European standards," Khatuna Kalmakhelidze said in a statement. "It seems, however, that this effort was not enough, since such facts have taken place. I am very sorry about what happened and it does not matter who orchestrated these events."

Human Rights Watch said Gldani Number 8 has been referred to as one of Georgia's "most problematic prison facilities."

"The abuse captured in this footage is profoundly disturbing," said Giorgi Gogia, senior Europe and Central Asia researcher for the organization. "The authorities need to ensure full accountability -- including criminal accountability -- for this abuse and take measures to prevent it from ever happening again."

Victims of the abuse are entitled to legal remedies, according to Human Rights Watch.

"Sexual assault on a detainee constitutes torture," Gogia said in a statement. "The prohibition on torture is absolute, and the government should ensure that the justice is done."

The U.S. Embassy in Georgia said it was shocked and revolted by the images and noted the government's investigation.

"Abuse of prisoners is a serious issue that needs to be addressed," the embassy said in a statement issued Wednesday. "We urge that the government conduct this investigation in a thorough and transparent manner and ensure that all those responsible are brought to justice as soon as possible."

Տավուշի մարզի Դեղձավան համայնքի բնակիչների մի մասի ձեռքից շուրջ 5 տարի է վերցրել են իրենց վարելահողերն ու խոտհարքները: Վրացական կողմը սահման է գծել ու փշալար անցկացրել երբեմնի վարելահողերի ու արոտավարերի միջով, առանց գյուղացիներին տեղյակ պահելու: Միեւնույն ժամանակ Դեղձավանի համանքապետը պահանջում է վճարել հայ-վրացական սահմանի վրացական կողմում գտնվող եւ հայերի համար արգելված տարածք համարվող վարելահողերի համար, ինչն էլ առաջացրել է դեղձավանցիների զայրույթը: Ինչպես Դեղձավանից հայտնում է NEWS.am-ի Տավուշի թղթակիցը, ընդհանուր առմամբ սահմանից այն կողմ հայտնվել է շուրջ 50 հա վարելահող եւ արոտավայր: Շուրջ 18 գյուղացիների հողերի մի մասն անցել են վրացական կողմին, իսկ համայնքապետը շարունակում է հարկեր պահանջել չմշակվող հողերի դիմաց:

Այս ամենի հետ կապված փորձեցինք պարզաբանումներ լսել անձամբ Դեղձավանի գյուղապետ Ռոբերտ Հովհաննիսյանից, վերջինս նախ հրաժարվեց հարցազրույց տալ`պատճառ բերելով իր «հագ ու կապը», այնուհետ հիշեց, որ արձակուրդում է ու իրավիճակը հանձնարարեց ներկայացնել իր տեղակալին`Հարություն Միրզոյանին: Նաեւ հավելեց, թե «ԱԱԾ-ի տղաները» կարող են իրեն կամ ընտանիքի անդամներին «նեղացնել» մեզ հարցազույց տալու համար:

NEWS.am-ի Տավուշի թղթակցի հետ զրույցում Դեղձավան գյուղապետի տեղակալ Հարություն Միրզոյանը փոխանցեց, որ 2007թ-ին կադաստրի պետական կոմիտեից եկել են, վարչական սահմանները ճշտել, գծել ու նոր քարտեզ տվել: «Դրանից հետո մեր վարչական տարածքի սահմանը խախտվել է: Հայ-վրացական սահման են քաշել մեր հողերի տարածքում`շուրջ 50 հա մնացել է փշալարից այն կողմ, որից 7 հա-ը վարելահող, իսկ մնացածը` արոտներ ու խոտհարք»,-ասաց նա, հավելելով, որ նոր սահմանը մեծ վնասներ է հասցնում համայնքի գյուղատնտեսությանը: «Գյուղում շուրջ 207 գլուխ խոշոր եղջերավոր անասուն կա, էսօր մենք դժվարանում ենք ինչպես արածեցնելու, այնպես էլ անասնակերի կուտակման հարցում: Սեփականաշնորհած վարելահողերը նույնպես մնացել են փշալարից այն կողմ, չենք կարողանում հողի հարկ հավաքել, գյուղացիները պատճառաբանում են, որ հնարավորություն չունեն պետական սահմանից այն կողմ անցնեն հողերը մշակելու համար, դրա համար էլ հարկերը չեն վճարում»,-ասաց նա:

Այս ամենին զուգահեռ նրա փոխանցմամբ կառավարությունն ու համայնքը գյուղացուն չեն ազատել նաեւ հողի հարկից, հաշվի չառնելով, որ գյուղացին նշված հողատարածքից որեւէ եկամուտ չունի. «Գյուղացիք մեզ են դիմում, մենք էլ քանի անգամ կառավարություն ենք դիմել, բայց կոնկրետ պատասխաններ չենք ստացել»:

Դեղձավանցի Լյովա Սահակյանի շուրջ 3000քմ վարելահողը եւս մնացել է սահմանից այն կողմ, NEWS.am-ի Տավուշի թղթակցի հետ զրույցում վերջինս նկատեց, որ փաստացի իրենց ձեռքից խլել են իրենց սեփական հողերը, փոխարենը ոչինչ չտալով: «Չենք կարողանում մեր հողերին տեր կանգնենք, վրացիներն ասում են մերն է, հայերն ասում են մերն է, իսկ հարկերը խեղդելով պահանջում են…., ով կարա էն կողմ անցնի, որ հողը մշակի, բերք ստանա, իրանց ուզած հարկերն էլ տա»,-ասաց նա, հավելելով. «Ես փող չեմ ուզում, ես հողի դիմաց հող եմ ուզում, իմ ուզած տեղից, բայց գյուղապետը չի տալիս»,-ասաց գյուղացին, հավելելով, որ փաստացի իր հողը վերցրել են առանց իրեն տեղյակ պահելու:

Գարիկ Մելդոյանը, ում շուրջ 4000 քմ հողատարածքը եւս մնացել է փշալարերից այն կողմ, կատարվածի մասին պատահական է իմացել, «Գնացինք, ասեցին սա պետությունն է որոշել, էստեղ ոչ ոք էլ իրավունք չունի մտնի: Գյուղացիները համայնքից ու կառավարությունից հող են պահանջում, հակառակ դեպքում` փոխհատուցում գումարի տեսքով»:

Գյուղապետի փոխանցմամբ խնդրի մասին իրենք դիմել են կառավարություն, տարածքային կառավարման նախարար Արմեն Գեւորգյանը հանձնարարել է սահմանի այն կողմում հայտնված հողերի դիմաց այլ հողատարածքներ տալ գյուղացիներին, գյուղապետը առաջարկել է, սակայն ինչպես ինքն է ասում. «Գյուղացիները չեն ուզում, պահանջում են իրենց վրայից հանել փշալարի հետեւում մնացած հողերն ու ազատել հարկերից, նոր միայն այլ հողակտորներ տալ, մենք էլ ոչ պիտանի հողեր ենք առաջարկում, չունենք այլ հողեր»: Գյուղապետի հավաստմամբ փշալարը կապել են առանց իր եւ որեւէ մեկի իմացության: «Ինքնագլուխ եկել արել են, ոչ մեկի բան չեն հարցրել, ըստ օրենքի ես պետք է շինթույլտվություն տայի, բայց ինձ ոչ ոք չի հարցրել կամ առաջարկել…Փաստացի վրացին տեր է կանգնել մեր 50 հա հողերին»,-ասաց նա: Խնդրի լուծումը գյուղապետը տեսնում է կառավարության թույլտվությամբ նշված հողերն իրենց բալանսից հանելու մեջ, որը թե իրենց կազատի գլխացավանքից, թե գյուղացուն:

of the Armenian Apostolic Church said.

As Bishop Vazgen Mirzakhanyan told a news conference, with restoration
project ready, the financing is also on the way.

~SThe project for Surb Nshan monastery restoration has also been
prepared,~T the Bishop said.

According to the Bishop, there are about 40 acting and 300
nonfunctioning Armenian monasteries in Georgia.

In conclusion, the Bishop gladly reminded that Georgian Diocese of
the Armenian Apostolic Church has been granted a legal status.
