        Age of consent laws vary from state to state, going as low as 14 for females in South Carolina. Capital punishment laws also vary from state to state. In fact, in Chicago-land, the age of consent is 17 and capital punishment is currently not practiced.

          This is an issue of cognitive development and a 16 year old has not developed to the level that an adult has. They do not reason in the same ways or make decisions the same way. That's why it's illegal and that's why executing juvenile offenders is now illegal (S.C ruling 2005).
          The various ages of consent exist because of the nature of the decision...how do you choose the age at which they are able to consent? What about all the individual variability in development? It's just a messy area.

            It seems insane that one US state can make something illegal, and a few feet away in another state it is perfectly legal. If an inhabitant of State A does something in State B that would be illegal in State A but is legal in State B, can they be still arrested in State A for doing it?

              What about that teenager who was an accomplice of the sniper that killed lots of people in the Washington area a few years ago. Wasn't he 16 or 17 - and they wanted to try him as an adult so that he could get the death penalty?

                  I just don't understand you people. I never made a "statutory rape" comment and I never gave any indication whatsoever as to whether or not I supported age of consent laws. I only stated what the laws were.

                  To answer the question, though, a sex act commited in state A is subject to the laws of state A, not state B, regardless of where the actors live. Federalism is a unique system, but that's the way it works. Civil and criminal laws are passed by the states.

                    I know it was Quarteria who had made that comment. For some reason (I think because you used the word "Chicago-land") I had thought that it was she who had then replied with the age of consent info, and not you.

                      I made the statutory rape comment. ...Furthermore, I think that 17 thing is only if the 17 year old is a year or less younger than the adult (i.e., if the 17 year old were to engage in intercourse with a 19 year old, the 19 year old would go to jail).
