How is it possible that in a "so advanced" army, which puts billions of dollars in armory-buying, the number of victims is higher outside the battle zone than those inside the battle zone?

Unfortunately, the VAHAN is NOT in production by the Armenian Armed Forces. I contacted Vahan Manasian (the inventor) in October of 2008 and asked him a few questions and below was his reply to my questions. I do not know if they have changed their minds as of 2010 but it's unlikely if they were not interested in the first place.

          1) How strong do you think the arms manufacturing business is in Armenia; that is, are we taking big steps into making our country self-sufficient militarily?
This question could be best answered by the Ministry of Defense. You might want to consult with the www.gov.am web pages and find the contacts for the ministry. The development of armament industry is a complex task and it requires a long term planning that factors in the geopolitical variables.
          2) Is Armenia going to mass-produce the VAHAN for domestic use, notably in the army?
So far the Ministry of Defense has not expressed a clear desire to do so. They were interested on an abstract level, but have given me full freedom to do whatever I wish in terms of managing the future of the gun. This indicates that the officials do not plan to use it in any possible way, that is what I derive from the immediate events.
          3) How would you rate the VAHAN when comparing it to the two traditional rivals, the AK-47 and the M-16... meaning could you compare and contrast them?
VAHAN is simpler, it's barrel can be dismantled and NATO compatible. The gases that are being lost in AK-47, do not occur here and that is why the bullet speed and power are stronger in Vahan. Plus, VAHAN's targeting capacity is higher, it is more precise and easy to manipulate given that it does not have the inertia as one sees it in AK-47 and M-16.

Does anybody know the designation of the sniper rifle above?
              Thanks
Politics is not about the pursuit of morality nor what's right or wrong
Its about self interest at personal and national level often at odds with the above.
Great politicians pursue the National interest and small politicians personal interests

Photo transfer to the Azerbaijani side bodies of two members of the commando group which had penetrated into Armenia from Azerbaijan and cleared parts of the Armenian Army on March 3 at the site of the village Koti Tavush region.
