Bodies stuck in an area under enemy fire control that require a military operation to retrieve has long been one of the hypothesised scenarios under which an accidental war can be triggered. We have to be cautious & try to solve this diplomatically as much as we can.
If not, I don't think we should use any heavy weapons to neutralise the Azeris that are keeping the crash site under fire control. This will create all kinds of precedents & will have unpredictable consequences. It should be a special operation where we take them out with snipers & a raiding party while others retrieve the bodies. We could also use tunnels but that will take time & I unfortunately doubt that our army has any tunnel warfare training.
