Կոլեգիայի արտահերթ նիստ ՀՀ պաշտպանության նախարարությունում
ՀՀ ՊՆ վարչական համալիրում օգոստոսի 6-ին տեղի ունեցավ Պաշտպանության նախարարության կոլեգիայի արտահերթ նիստ, որի ընթացքում քննարկվեցին զինված ուժերում տեղի ունեցած վերջին արտակարգ միջադեպերը: Բացելով նիստը` պաշտպանության նախարար Սեյրան Օհանյանը նշեց, որ զինված ուժերում տեղի ունեցած վերջին միջադեպերը լայն արձագանք են գտել հասարակության շրջանում: Բանակային որոշ ստորաբաժանումներում մահվան ելքով արձանագրված դեպքերը վկայում են, որ նմանօրինակ պատահարները և միջադեպերը բացառելու ուղղությամբ զորքերում դեռևս պատշաճ աշխատանքներ չեն իրականացվում: Պաշտպանության նախարարը ԶՈւ հրամանատարական կազմին հրահանգեց ամենայն մանրամասնությամբ վերլուծել կատարվածը և համապատասխան քայլեր ձեռնարկել` նմանաբնույթ դեպքերից զերծ մնալու, զորքերում կարգապահությունն ամրապնդելու համար:



Սեյրան Օհանյանը շեշտեց, որ թեև զինված ուժերի ամբողջ անձնակազմը կատարում է իր ծառայողական պարտականությունները` ապահովելով հանրապետության անվտանգության հուսալի պաշտպանությունը, սակայն որոշ զորամասերի հրամանատարների անբարեխղճությունը հանգեցնում է դժբախտ դեպքերի, կան սպաներ, ովքեր հակված են բռնարարքների, ունեն արատավոր բարքեր: Հատուկ ընդգծվեց, որ հայ սպայի արժանապատվությունը մշտապես պետք է բարձրության վրա լինի:
Կոլեգիայի նիստի ընթացքում զեկույցներով հանդես եկան ծառայողական քննությունն իրականացրած բարձրաստիճան սպաներ` ՀՀ ԶՈւ ԳՇ պետի տեղակալ, գեներալ-մայոր Վալերի Գրիգորյանը, զինված ուժերի և գլխավոր շտաբի վարչությունների պետեր, ովքեր ներկայացրեցին արտակարգ միջադեպերի մանրամասները:
ՀՀ ՊՆ Ռազմական ոստիկանության աշխատակիցների ուղեկցությամբ նիստերի դահլիճ բերվեցին այն զինծառայողները, որոնց մեղադրանք է առաջադրված ծանր հանցագործություն կատարելու համար:
Զեկուցողները շեշտեցին, որ տվյալ զորամասերում արձանագրվել են մարտական հերթապահության կրման թերություններ, հայտնաբերվել են լուրջ խնդիրներ զինծառայողների միջանձնային հարաբերություններում: Արվեցին համապատասխան առաջարկություններ բացահայտված թերությունների վերացման ուղղությամբ: Իրենց տեսակետները հայտնեցին ՀՀ ԶՈՒ գլխավոր շտաբի պետ, գեներալ-գնդապետ Յուրի Խաչատուրովը, կոլեգիայի անդամները:
Ամփոփելով Կոլեգիայի նիստը` Սեյրան Օհանյանը նշեց, որ զորքերում առայժմ պատշաճ կերպով չեն իրականացվում գաղափարադաստիարակչական աշխատանքները, բավարար աշխատանքներ չեն տարվում ուսումնական գործընթացը լիարժեք կազմակերպելու ուղղությամբ, ինչը նույնպես հանգեցնում է անցանկալի պատահարների: Նախարարը հրամանատարներին հորդորեց խիստ և հետևողական վերաբերմունք ցուցաբերել ենթակա անձնակազմի նկատմամբ` միաժամանակ լինելով հոգատար, արդարացի, հարգալից: Հարկ է լուրջ աշխատանքներ տանել զինծառայողների շրջանում բարոյահոգեբանական մթնոլորտի առողջացման համար: Այս առումով հատկապես կարևորվեցին զորամասերի և զորամիավորումների հրամանատարների սերտ համագործակցությունը զինվորական իրավապահ մարմինների հետ, արտագնա դատական նիստերի կազմակերպումը:
Նիստի ավարտին ընթերցվեցին պաշտպանության նախարարի հրամանները կարգապահական տույժի ենթարկված զինծառայողների վերաբերյալ: Պաշտպանության նախարարի հրամաններով 8 սպաներ ազատվել են զբաղեցրած պաշտոններից, որոնցից յոթն արձակվել են պահեստազոր, մի շարք զինծառայողներ ենթարկվել են կարգապահական տարբեր տույժերի, նշանակվել են ավելի ցածր պաշտոնների, իջեցվել են նաև զինվորական կոչումներ:

Azerbaijan to buy target drones from Turkey?

Azerbaijan will buy Turna target drones from Turkey. APA reports quoting the military sources in Turkey that discussions are being held on this issue. Azerbaijani servicemen visited Turkey several times and learned the usage and technical maintenance of the target drones. These target drones have been created to increase the air defense skills. Turkey’s TAI company is producing the drones. Turna is used to pursue radar, optical, remote controlled weapons.

The Defense Army of the Republic of Nagorno Karabakh has signed a decree to confine the armed force to the barracks for three days, writes local Armenian daily Aravot, citing to its own sources in the Karabakh army.

The source mentions that the armed forces have noticed concentrations along the Karabakhi and Azerbaijani contact line.

"But the information we possess the Karabakhi military officers have not yet find it out whether the Azerbaijani side is conducting military exercises or whether the concentrations pursue some other aims," reads the paper.

Asked to comment about the authenticity of the publication Spokesperson of Armenia's Defense Ministry Senor Hasratyan told Tert.am that NKR's Defense Army fully controls the situation in the contact line between Karabakhi and Azerbaijani armed forces.

Those drones are made to shoot them in the air and then try do shoot them down with anti aircraft system...

Defense Minister Ohanyan sacks 8 military officers over killings in army

Armenia's Defense Ministry convened on August 6 a special board meeting to address the recent tragic events in different military units of Armenia's armed forces that left 7 seven people dead.

Presiding the session Defense Minister Seyran Ohanyan said that though all the military staff is doing its duty obligations securing Armenia's reliable safety, there are still some military officers who intend to use violation, who have vicious habits and whose unconscientiousness causes tragic events.

Saying that those incidents attest to the fact that much must be done in the army to prevent such incidents Mr Ohanyan ordered the military command staff to thoroughly analyze what happened and take relevant steps to further avoid such incidents.

While closing the session Mr Ohanyan harshly criticized 8 military officers responsible for those incidents and sacked them.

Azerbaijan's purchasing two batteries of the S-300PMU2 Favorit
air-defense system will cause a radical change in the regional arms
race, the military expert Artsrun Hovhannisyan told NEWS.am. Although
the information has not yet been confirmed, official sources are
normally silent in such cases, he stressed.

Russia's official position is logical: since there is an agreement to
supply air-defense systems to a state, which is an enemy of Russia's
strategic ally, Armenia, their unwillingness to comment on the deal
is natural. Any comments that the supply of such air-defense systems
to Azerbaijan is unlikely or that S-300 is a purely defensive system
and does not pose any threat to Armenia are, at least, unfounded. The
S-300PMU2 Favorit air-defense system are of much superior quality
than the arms that have until now been supplied to the South Caucasus.

It is with this last factor that military experts should be concerned
most, as the old offensive weapons (missiles with a flight range
of 500km and rate of fall of 4-4.5km per second) will become
highly vulnerable. Moreover, the presence of the S-300PMU2 Favorit
air-defense system in the region may enhance the quality of offensive
weapons. Overcoming the defense of the S-300PMU2 Favorit air-defense
system necessitates the purchase of the Iskander-E missile system,
the MGM-140 Army Tactical Missile System (ATacMS) or powerful
radioelectronic systems with their own carriers.

"These systems are very expensive, but there is no alternative in
ensuring national security," the expert says. Some air-to-ground
missiles are effective against S-300PMU2 Favorit, but, of purchased,
they require powerful carriers.

The S-300PMU2 Favorit system is produced by the "Concern PVO
"Almaz-Antey" CJSC, Russia. One of the Board members, Igor R.

Ashurbeily, is a native of Baku, Azerbaijan. A sensational case
involving Ashurbeily was recently made public. Ashurbeily was charged
with squandering the funds under the S-400 project. However, he was not
dismissed. Rather, his fortune of billions of U.S. dollars, as well as
personal contacts, enables him to render services to Azerbaijan. May
be, it is thanks to him that Azerbaijani officers are now studying
at the Zhukov Air and Space Defense Academy in Tver, to sit at the
command post of the S-300PMU2 Favorit system later. It should be
noted that Ashurbeily is in charge of Almaz-Antey's export policy.

Of course, the sale of S-300PMU2 Favorit cannot be fully linked with
Ashurbeily - such deals are approved at the highest level at the
Kremlin. In fact, it is a political decision rather than a trade deal,
as only two batteries are involved. "But if S-300PMU2 Favorit is sold
to Azerbaijan, Russia's steps can be termed as an act of treachery
against its strategic partner. In this case, Armenia should turn
to the west for purchasing offensive weapons, which is inevitable,"
Hovhannisyan said.

S-300PMU2 Favorit is a prototype of the well-known S-400 Triumf,
but is hardly inferior to the latter.

S-300PMU2 Favorit is a powerful air-defense system. It is capable of
defending against aircraft and cruise missiles and of intercepting
aircraft at a distance of 200km and ballistic missiles at a distance
of 40km.
