Politics is not about the pursuit of morality nor what's right or wrong
Its about self interest at personal and national level often at odds with the above.
Great politicians pursue the National interest and small politicians personal interests

In the scope of the “Shant-2015” military exercises in the morning on September 4 the “Erebuni” medical center was raised to a high level of preparedness.

After an urgent consultation the director of the medical center Arthur Rostomyan presented the preparatory works to the Deputy Minister of Health. The works still continue as planned.

The center prepared 100 beds with all the related services to ensure clear health actions during the military exercises.

The medical preparedness level of the military exercises was highly evaluated by the CSTO secretariat and the members of Joint Task Force Headquarters Company.

Different battle scenarios were played in various villages of Vayots Dzor. The inhabitants of one of the borderland villages reacted to the alarmsignal with great readiness by taking the task of digging trenches in the rear of one of the border positions.

It promotes the equipment of 3rd line of positions on the border. The organizers of the "Shant-2015" military exercises ensure that the inhabitants of the borderland village are ready to do everything that is possible to support the soldiers in defending the homeland borders.

Armenia, Azerbaijan, Start Drills As Border Tension Mounts
                September 6, 2015 - 11:51am, by Joshua Kucera
Both Armenia and Azerbaijan are conducting large-scale military exercises as tension along the border between the two nemeses has spiked in recent days.

Azerbaijan's defense ministry announced on September 6 that they were mobilizing 65,000 troops -- which would represent nearly the entire armed forces -- to test their readiness. The exercises also included 700 armored vehicles, 500 rockets and artillery units, 40 airplanes and 50 helicopters, and 20 naval ships, the MoD said. The exercises had not been previously announced and the MoD did not give further explanation of why they were being held.

That drill starts as Armenia is holding unprecedented exercises of its own. That exercise, called Shant 2015, is less military and more political, simulating how various branches of the government would respond in case of war.

Participants included a working group from the Collective Security Treaty Organization, the Russia-led political-military bloc. One of the tasks before the Armenian foreign ministry in the drill, Armenian media reported, was "what to do if one of the CSTO partners (but not Russia) does not fulfill its commitments?” Armenia's leadership has criticized its Turkic nominal allies in the CSTO, Kazakhstan and Kyrgyzstan, for supporting Azerbaijan's side in the dispute over the disputed territory of Nagorno Karabakh.

The dueling exercises come as both sides have been reporting increased ceasefire violations, resulting in injuries to civilians in border villages, by the other. The details of the reports are of course contradictory, and subject to the fog of war, but it seems indisputable that there has been an increase in tension. "There are credible reports both sides have used mortars recently resulting in civilian casualties. Escalation is not the answer," said James Warlick, the U.S. co-chair of the Minsk Group trying to resolve the conflict, in a tweet September 6.

Yerevan took pains to emphasize that the drill was not related to the current violence on the border. “The exercise was approved by the Armenian President back in November 2014," said Movses Hakobyan, deputy chief of staff of Armenia's armed forces. "This is the first time such a large-scale exercise with the involvement of all ministries of the republic is held. It’s yet too early to evaluate their work but the results will be summed up in the future."

Nevertheless, the exercise added to the tension in border areas, noted an analysis on commonspace.eu: "Fact and fiction blended together especially in areas in Tavoush district where people were reportedly confused as to what was happening as part of an exercise and what was happening in fact." With the mobilization of Azerbaijan's armed forces, that confusion could likely spread.

Defense ministry of Armenia: Evacuation of Yerevan population and curfew in city are part of Shant-2015 drills

Under supervision of officials of Armenia’s Defense Ministry and Ministry of Territorial Administration and Emergency Situations (MTAES), people will be evacuated from the buildings of the Matenadaran Museum of Ancient Manuscripts and the National Art Gallery in Yerevan today as part of Shant-2015 strategic command and staff exercises being held in Armenia on September 3-6, Defense Ministry’s spokesman Artsrun Hovhannisyan told a press conference today.

He said that according to the scenario, additional beds for imaginary wounded people will be put in Erebuni medical center of Yerevan and the hospital in Artashat.

Also, based on the scenario, there will be a procession of 30 buses in Republic Square at 6:00 pm today for imaginary evacuation of residents, and the imposition of a curfew will be staged in Yerevan’s Avan administrative district.

The ministry spokesman said yesterday that information about the so-called ‘evacuation’ of the population from border areas was not true, but all measures are part of the drills. “Thus, a large training base will be set up in Tavush province, space will be allocated for beds, and some evacuation zones established, that is, preparations for evacuation in case of a war,” Artsrun Hovhannisyan said on September 3.

As was reported, during a briefing held on September 2 by Armenian Defense Ministry’s Defense Policy Department, Yerevan-based military attaches of foreign states and representatives of international organizations were provided with information about ‘Shant-2015’ military command and staff exercises due in Armenia on September 3-6. Officials of Armenian Defense Ministry said that Shant-2015 are planned military exercises of all-republican significance and aim to check the mobilization readiness of state and military command bodies in the process of the state’s immediate preparations for defense and repulsion of an aggression, the ability to bring forces into a higher level of readiness, and to raise the level of interaction and coordination of actions. Those present were told that given the military-political situation around Armenia and in adjacent territories, the enemy and the situation in the drills’ fictional scenario were maximally brought into line with reality.

On the evening of September 3, Armenian President, Chairman of Armenia’s National Security Council Serzh Sargsyan convened a mock emergency sitting of the National Security Council to provide information about the situation developing around Armenia in recent days according to the scenario of the exercises, the presidential press service reported. Reports stemming from the imaginary situation were made at the sitting, and proposals were put forward. The responsible officials of state agencies received instructions relevant to the scenario. The president underlined the importance of the drills in terms of taking prompt and efficient actions in particular situations and inspecting the state bodies’ capabilities and preparedness for such situations.
