Baku. Rashad Suleymanov – APA. Armenians are expected to open occupied Khankendi airport in spite of warnings by the government of Azerbaijan.

They tested night lighting system of runway strip last weekend, APA reports referring to Armenian media.

The airport has 2300-m runway strip with 20 m width. They are planning to open the Khankendi airport with flights to Yerevan at first. The runway strip was extended and summit of the nearby hill was smoothed out for making plane landing easy.

Armenians have started the construction of main airport building in 2008, but the opening scheduled for May 9, 2011 was delayed due some technical problems.

Azerbaijan State Civil Aviation Administration stated that the construction of airport in the occupied territories and organizing flights from other countries to Khankendi without permission of Baku are illegal actions. Baku warned that all measures considered by the legislation, including physical elimination will be used against the planes flying to Khankendi without permission of Baku.

According to him, the new terminal is sure to attract more tourists.

Mr. Eurnekian also noted that the project of new terminal envisages area expansion, construction of a new highway and a new hotel.

At November 3 meeting, Armenian government confirmed the strategic program on establishment of a logistics center and transport infrastructure within Zvartnots Airport.

According to Armenian Transport and Communication Minister, these would foster free economic zone creation at the airport, securing passenger and luggage transfer by new highway and railway.

Manuk Vardanyan also noted that a feasibility study for logistics center creation is currently being developed and will later be included in TRACECA International Logistics Center.

Airport improvement projects have been implemented since 2002 by Armenia International Airports CJSC in accordance with Government provided 30-year concession management. • Re: Nagorno-Karabagh: Military Balance Between Armenia & Azerbaijan

A great interview with Chief Intelligence Directorate of the Armenian Armed Forces Major General Arshak Karapetyan about Armenian scouts.

Arshak Karapetyan: We know everything about our enemy
The Ministry of Defence of Armenia hosted a ceremony celebrating the 19th anniversary of the Armenian Armed Forces Intelligence Agency. The Minister of Defense Seiran Ohanian, welcoming and congratulating the Armenian scouts with their professional holiday, said that thanks to them for the last few years have been discovered and neutralized numerous sabotage and intelligence activities.

Addressing the gathering, Chief Intelligence Directorate of the Armenian Armed Forces, Major General Arshak Karapetyan, in turn, noted that the power and combat capability of each army are heavily dependent on military intelligence. "War defeat those armies, which have accurate information and take the right decision," - he stressed.

NovostiNK.ru features interviews Arshak Karapetian in Yerevan newspaper "Third Force" without changes and with consent of the editors of this publication.

Mr. Karapetyan is often argued that the mentality of the Armenians, their national temperament contribute to make them good scouts. What kind of advantages do you mean?

It's no secret that among the world's known scouts have a lot of Armenians, who have made an enormous contribution to the exploration of the countries in which they acted. And in the Soviet Union and Russia, and France, and worked in the U.S. Armenian scouts who are very highly valued, rewarded the highest state awards. It is not surprising: indeed, in our national mentality is quality, very characteristic of the scouts. One of the Russian professors involved in genetics, gave a very inspiring statement, saying: "The Armenian state was founded on the largest and most important resource, this genetic resource, which is devoid of many of the nation. And no one material resource can not replace him." Our history, geography, fighting enemies for centuries formed a number of essential qualities in self-defense, one of which is the awareness and intelligence in the first place solves the problem of awareness.

During the Karabakh war, the soldiers carried out exploration of self-defense that have not undergone any special training. And it seems that large gaps we did not have?

You can definitely say that victory in the Karabakh war was caused by the victory of our intelligence over Azerbaijan, since without intelligence, without the relevant information it is impossible to talk about tactics, about the operations and developed the right decisions. During the war, of course, the number of scouts have passed some form of training would be insufficient to complete the whole front, and exploration was carried out by volunteers themselves, who became soldiers and commanders, without military education. Directly on the battlefield. As you noted, the exploration we did not have these slips, which could harm our struggle, there were no major errors in the exploration, on the contrary, we have witnessed major advances episodes worthy of fame, effective intelligence operations. Suffice it to note that the Azeri side could not hold a single Armenian scout.

What is the role today for the army and intelligence of the country? What is the problem it solves in a peaceful environment?

Exploration has always solves the same problem - and provides the necessary in-depth information, it provides those instances and individuals who use them, make the appropriate conclusions and make the right decisions. In peacetime, the intelligence war intensifies, it becomes even more important. The balance is tilting in the direction of the country that wins the war of intelligence, better informed.

Some people believe that the Armenian army - the best in the region of its fighting capacity. Interestingly, and in the intelligence war, in your opinion, which of the parties in the lead?

A small correction: the leaders of our country's defense minister has never said that our army - the best in the region, they just stated the opinion of many foreign experts. Even Turkish officials said the power of our army, that it is the best in the region. Arrogance and braggadocio - not our style, it is inherent in the military of some neighboring countries. Frankly, we're at it, and do not need, because of the strength, fighting ability, strength and discipline of our army they say foreign experts, but I have not heard the views of at least one of them, who would argue that the Azerbaijani army has some advantages Compared with the Armenian army, or at least equal to our Armed Forces. Even the Turks do not speak it. I did not answer directly the question of who leads the intelligence, except to say that we know about the enemy all the way up to the person who in any restaurant, which prefers xxxxtails. Awareness provides great advantages. For example, during a meeting with his Azerbaijani counterpart, I congratulated him on his birthday of his son. I could afford this courtesy.

And your Azerbaijani counterpart never congratulated you on the birthday of your relatives?

                  No.

What are the criteria for assessing the progress of intelligence work?

In addition to receiving information, the obvious achievement is the fact that there are no failures, we have exposed many of the Azerbaijani intelligence on our territory, and Azerbaijanis have not.

And on what principles are selected future scouts, what they put forward demands?

Future Scout must have the qualities that would promote critical thinking, organizational skills and dedication to the Motherland. That is, every beginner should consider the future scout leader, believing that he is capable of large-scale work. A Scout, of course, must be fully developed, intelligent, able to find its place in all sectors of society, that is able to perform any task, it must be balanced, have a sober mind and cool thinking. To some extent he must be a psychologist should be able to make contact. Communicating with intelligence, a person must feel confidence in him. Our work is very complex and requires many skills, that is, we are dealing with an intelligent and gifted individual with a strong willed character.

Where and how to get an education our scouts, which improved professionally?

Education and skills they receive in Armenia, some experts if necessary, refresher courses abroad. We have a lot of good people that can give young people the experience and knowledge. I am pleased with the quality of education and the work of our colleagues. The system of the Methodists, which is an essential condition in ensuring the training and retraining. Creating a system of trainers, I think the most important achievement of our service.

That is, the exploration of problems with the footage we do not?

In contrast to the Azeri side, we always have problems with the amount, but never - with the quality. Life proves that against the benefits of quality is often powerless. A vivid example is the Karabakh war.
