    The Armenian army is an organization with a budget of over $400 million.
    Probably the largest employer in the country.

    Imagine if it has a wastage of 10% (not uncommon in any organization).
    How would anybody be able to go about reducing that to an "acceptable" say 5% (as an example).
    Auditing is not about counting or publicizing number of shells or rockets the army has nor it is about compromising security .

    How would the Minister of Defence know if his Army does not have any shortcomings.
    What position would he be in if a scandal was discovered?
    How would he cover his own ass in such a situation, by hiding the facts?
    He cannot check everything himself.

    Again I stress the priorities are wrong considering other shortcomings that the state and its hierarchy have.

    Its about self interest at personal and national level often at odds with the above.
    Great politicians pursue the National interest and small politicians personal interests

              Moldova Defense Ministry will continue weaponry supply to Armenia

              PanARMENIAN.Net - Moldova Defense Ministry will supply the remaining part of weaponry to Armenia in accordance with the contract, as soon as government confirms a relevant decision, the Ministry’s press service reported.
              “Moldova’s Defense Minister Vitaly Marinutsa expressed intention to complete the weaponry supply deal, which he said is legal and should cause no issues,” Ministry spokesman Alexander Josan stated.
              At the meeting of the parliament’s commission on national security, defense and public order, the Defense Minister urged the MPs to base their decisions on legal documents which clearly state that the sale of Moldavian weaponry to Armenia is technically correct and is in full accordance with Moldavian and international legislation.

                  Fire at military unit in Beylagan

                  Aghdam. Teymur Zahidoghlu-APA. Fire occurred in one the military units of the Ministry of Defense in Beylagan region, Karabakh bureau of APA reports.

                  According to primary information, fire covered large scale. Firefighter brigades of the Ministry of Emergency Situations from Beylagan and neighbor regions came to incident place. There is no information on injured. Servicemen are trying to take out important supplies from the area.
                  Extinguishing of fire is undergoing.
