The Armenian army is an organization with a budget of over $400 million.
Probably the largest employer in the country.
Imagine if it has a wastage of 10% (not uncommon in any organization).
How would anybody be able to go about reducing that to an "acceptable" say 5% (as an example).
Auditing is not about counting or publicizing number of shells or rockets the army has nor it is about compromising security .
How would the Minister of Defence know if his Army does not have any shortcomings.
What position would he be in if a scandal was discovered?
How would he cover his own ass in such a situation, by hiding the facts?
He cannot check everything himself.
Again I stress the priorities are wrong considering other shortcomings that the state and its hierarchy have.
