Turkey has summoned ambassadors from both Russia and the United States regarding ties with Kurdish forces in Syria, Turkish Prime Minister Ahmet Davutoğlu has said, reacting to any probable arms support to groups which have ties with the outlawed Kurdistan Workers’ Party(PKK), Hurriyet Daily News reported.
“As the ally countries would not excuse arms support to al-Qaeda-affiliated groups, Turkey cannot excuse any armed support to groups linked to the PKK; it certainly cannot allow any tolerance in this matter,” he said during an Istanbul joint press conference with his visiting Bulgarian counterpart, Boyko Borrisov, on Octber 14, Hurriyet Daily News reports.
The prime minister said no one could guarantee that the arms sent to the Democratic Union Party (PYD) in Syria would not be taken over by the PKK and used against Turkey.
Davutoglu’s reactions came as the US Department of Defense confirmed that a U.S. cargo plane had airdropped logistic material to the PYD late October 11 in line with Washington’s plans to reinforce the Syrian Kurds in their fight against the Islamic State of Iraq and the Levant (ISIL) in Syria.
On October 13, Davutoglu lashed out at both the United States and Russia for supplying weapons and support to the PYD in its bid to fight extremist jihadists. While talking toAnkara newspaper bureau chiefs, Davutoğlu called the United States’ ambassador to Turkey, John Bass, to the Foreign Ministry to convey Ankara’s strong reaction over the airdropping of ammunition.

Its report quoted one witness in the village of Husseiniya, in the Tal Hamis area, as saying: "They pulled us out of our homes and began burning the home... they brought the bulldozers... They demolished home after home until the entire village was destroyed."
Satellite images illustrated the scale of the demolitions in Husseiniya, Amnesty said. They show that of 225 buildings that were visible in June 2014, only 14 were still standing by June 2015.
Meanwhile, in villages south of the town of Suluk, some residents told Amnesty's researchers that YPG fighters had accused them of supporting IS and threatened to shoot them if they did not leave.
While in some cases residents acknowledged that there had been a handful of IS supporters in their villages, the majority did not back the jihadist group, Amnesty concluded.
In other cases, residents alleged that YPG fighters had ordered them to leave, threatening them with air strikes if they failed to comply.
"They told us we had to leave or they would tell the US coalition that we were terrorists and their planes would hit us and our families," one person told Amnesty's researchers.
In one incident, YPG fighters allegedly poured petrol on a house, threatening to set it alight with the inhabitants inside.
Amnesty said the YPG had sought to justify its actions, insisting that they were necessary for the civilians' own protection or militarily necessary.
"In its fight against IS, the Autonomous Administration appears to be xxxxxling all over the rights of civilians who are caught in the middle," Amnesty's senior crisis adviser Lama Fakih warned.

Turkey warns US, Russia against backing Kurdish militia in Syria: Officials
Turkey has warned the United States and Russia it will not tolerate Kurdish territorial gains by Kurdish militia close to its frontiers in north-western Syria, two senior officials said.
"This is clear cut for us and there is no joking about it," one official said of the possibility of Syrian Kurdish militia crossing the Euphrates to extend control along Turkish borders from Iraq's Kurdistan region toward the Mediterranean coast.
Turkey fears advances by Kurdish People's Protection Units (YPG) militia, backed by its Democratic Union Party (PYD) political wing, on the Syrian side of its 900-kilometer border will fuel separatist ambitions among Kurds in its own southeastern territories. But Washington has supported YPG fighters as an effective force in combating Islamic State of Iraq and the Levant (ISIL).
"The PYD has been getting closer with both the United States and Russia of late. We view the PYD as a terrorist group and we want all countries to consider the consequences of their cooperation," one of the Turkish officials said, referring to the PYD, which Turkey links to the outlawed Kurdistan Workers’ Party (PKK).
Turkey suspects Russia, which launched air strikes in Syria two weeks ago, has also been lending support to the PYD and YPG, its armed wing.
"With support from Russia, the PYD is trying to capture land between Jarablus and Azaz, going west of the Euphrates. We will never accept this," the official said.

Ռուբեն Սաֆրաստյանը, օրինակ բերելով թուրքական իշխանությունների կողմից հայերի դեմ իրականացվող սադրանքները, նկատեց. «Մենք տեսանք, որ քրդերի դեմ պայքարում իշխանությունները սադրում էին փողոցային խուժաններին, որպեսզի նրանք հարձակվեն հայկական թաղամասերի վրա: Հայերը, իհարկե, շատ արագ կազմակերպվեցին ու թույլ չտվեցին, որպեսզի թաղային խուժանը ներխուժի հայկական թաղամասեր: Բայց դա էլ քիչ էր թուրքական իշխանությունների համար եւ մի թերթում սադրիչ բնույթի հոդված տպագրվեց հետեւյալ կոնտեքստով, իբր Քրդական բանվորական կուսակցությունը համարվում է ահաբեկչական խմբավորում, որն էլ ղեկավարվում է հայերի կողմից: Այսինքն հակաքրդական հիստերիան թուրքերը փորձում են շուռ տալ հայերի վրա եւս: Պատմությունն ուսումնասիրելով տեսնում ենք, որ դա նրանց բնորոշ ձեռագիր է»:
Անդրադարձ կատարելով նաեւ քրդական գործողություններին՝ թուրքագետը նշեց, որ քրդերը, այնուամենայնիվ, կստեղծեն իրենց պետությունը: «Այն իրադարձություները, որոնք տեղի են ունենում, վաղ թե ուշ հանգեցնելու են քրդական պետության առաջացմանը, քանի որ տեսնում ենք, որ քրդական գործոնն ուժեղանում է: Տեսնում ենք, որ Իրաքի հյուսիսում կա այսպես կոչված քրդական ինքնավարություն, տեսնում ենք նաեւ, որ Սիրիայի քրդերը որոշ չափով ինքնավարություն են սահմանել եւ հնարավոր է՝ որոշ ժամանակ անց ավելի լուրջ քայլերի գնան, որը կտանի դեպի անկախություն: Փաստորեն քրդական գործոնը Մերձավոր արեւելքում ուժեղանում է, եւ ես համոզված եմ, որ դա ընդամենը մի քանի տարվա ընթացքում կհանգեցի քրդական պետության առաջացմանը: Այդ գործընթացն անխուսափելի է»,- ասաց թուրքագետը:

Турецкие силовики вновь несут потери
В результате двух атак бойцов Рабочей партии Курдистана в городе Бейтюшшебап (провинция Ширнак) погибло двое турецких силовиков. Еще девять получили ранения, не сопряженные с опасностью для жизни.
Одно из нападений имело место 24 сентября в 23:00, второе — 25 сентября в 5:40. Раненные аскеры направлены в военный госпиталь Ширнака.
Однако курдские источники называют иные цифры: 8 убитых и 22 раненных турецких аскера. Кроме того, источники, близкие к РПК, сообщают о сбитии в небе над Западной Арменией очередного турецкого вертолета.

Le 7 juin 2015, la Parti de la justice et du développement (AKP) du président turc Recep Tayyip Erdogan perd pour la première fois aux législatives la majorité absolue au Parlement qu'il détenait depuis 2002. En effet, en remportant plus que les 10 % requis pour entrer au Parlement, le Parti de la démocratie des peuples (HDP, prokurdes) a asséné un sérieux revers au parti islamo-conservateur. Après plusieurs semaines de tractations stériles pour former un gouvernement de coalition, le président a annoncé des élections anticipées pour le 1er novembre, déclaration qui incombe en réalité au Parlement.
Entre-temps, l'attentat dans le jardin du Centre culturel kurde à Suruç le 20 juillet (attribué à l'État islamique) a immédiatement été suivi d'attaques kurdes contre les forces de sécurité turques, accusées de complicité avec l'EI dans le contexte de la guerre en Syrie. Déjà fortement tendues en raison de plusieurs incidents meurtriers survenus au cours des derniers mois, les relations entre Ankara et les Kurdes se sont très rapidement dégradées : les fragiles pourparlers de paix sont aujourd'hui interrompus, et l'aviation turque bombarde régulièrement des positions du Parti des travailleurs du Kurdistan (PKK) en Syrie et au Kurdistan irakien.

Stratégie de la tension
Aujourd'hui, les détracteurs de Recep Tayyip Erdogan affirment sans détours que le président turc se sert du PKK pour détourner l'attention de son échec lors des dernières élections législatives. « C'est une accusation soulevée par les partis d'opposition CHP (Parti républicain du peuple, social-démocrate) et MHP (Parti d'action nationaliste). Selon eux, Erdogan aurait privilégié la tenue d'élections anticipées pour entretenir une stratégie de la tension et tirer profit du climat de violence », souligne Nicolas Monceau, maître de conférences en science politique à l'Université de Bordeaux. « Cette nouvelle stratégie électorale aurait pour but d'obtenir un soutien plus fort de l'électorat nationaliste afin de mettre en œuvre son projet de "République présidentielle" » accordant les pleins pouvoirs au chef de l'État.
Même son de cloche pour Hamit xxxarslan, directeur d'étude à l'Ehess (École des hautes études en sciences sociales) et spécialiste de la Turquie, pour qui cette stratégie de la tension est extrêmement claire. « Elle se traduit notamment par la rhétorique que le pouvoir utilise aujourd'hui – Erdogan tout comme la presse pro-AKP – présentant la Turquie comme un pays encerclé, menacé de guerre, menacé de l'extérieur par des armées de croisés ». Le spécialiste explique également que « le thème – et le terme – de trahison occupe une place absolument centrale dans le discours politique » et qu'avec une « surenchère nationaliste » à outrance, un « discours de peur absolue », Erdogan essaie de regagner du terrain.

Nouvelle génération kurde...
Face à ce nouveau cycle de violences dont les deux camps se rejettent la responsabilité, il serait aisé de supposer que le PKK s'est précipité tête baissée dans le « piège » tendu par Ankara en multipliant les violences contre les forces de sécurité. À moins qu'une lutte intestine au sein même du parti indépendantiste ne soit à l'origine de sa réponse presque instinctive à l'attentat de Suruç comme à chaque raid de l'aviation turque. Toutefois, pour M. xxxarslan, ce n'est pas le cas. Il explique ainsi qu'aujourd'hui des forces autonomes se sont constituées au Kurdistan, où un microclimat politique s'est constitué. Selon lui, une sorte d'autonomisation au niveau local existe à présent et se traduit par des structures administratives, municipales notamment ; mais elle se traduit également par une organisation propre de la jeunesse. « Tant que le cessez-le-feu régnait, ceux qu'on peut considérer comme la catégorie senior (donc les chefs politiques kurdes) pouvaient contrôler ces forces de la jeunesse. Mais le discours de l'État s'est durci, et dans la ville de Cizre, qui a occupé la une des médias ces derniers temps (sous couvre-feu depuis début septembre, cette ville est devenue le symbole des violents combats qui opposent les forces de sécurité aux rebelles kurdes), il y a des policiers qui hurlent dans les haut-parleurs : Vous êtes tous des Arméniens. Donc le message est très clair. Quand on impose un couvre-feu ici et là, quand on décrète des quartiers et des villes fermés pour des raisons de sécurité, etc., il n'y a plus aucune instance de contrôle sur cette jeunesse. »
Bien que de nombreux parallèles aient été établis entre les violences actuelles et celles des années 1990, le contexte, local et régional, est aujourd'hui totalement différent pour la Turquie. Au fur et à mesure que les affrontements se multiplient et ne semblent pas vouloir se calmer, la crainte que le pays ne se dirige vers une véritable guerre civile se précise. « La situation apparaît de plus en plus incontrôlable », estime Nicolas Monceau, qui rappelle qu'en plus des combats quasi quotidiens qui opposent Kurdes et Turcs, « plusieurs manifestations organisées par des milieux nationalistes et des sympathisants de l'AKP ont dégénéré en violences, avec des attaques contre les bureaux du parti prokurde l'HDP, accusé de soutenir le PKK et contre le journal Hürriyet jugé antigouvernemental ».

... et turque
Pour M. xxxarslan, la responsabilité du conflit incomberait à une nouvelle génération de responsables politiques, de journalistes, d'hommes d'action, souvent d'âge moyen, qui ne viendraient pas de l'AKP des origines, mais plutôt de la gauche. Eux prônent ouvertement un discours de guerre civile, dénonce l'expert, et font souvent référence au siège de Kut-el-Amara en 1916 (un épisode de la Première Guerre mondiale qui avait opposé l'Empire britannique à l'Empire ottoman, sorti vainqueur). Une guerre opposerait encore, à leurs yeux, les héritiers de Kut-el-Amara à ceux de Lawrence d'Arabie. Ils font également allusion, toujours d'après M. xxxarslan, à des « armées croisées » qui comprennent aussi la diaspora arménienne, le lobby juif, les homosexuels, les zoroastriens, etc. Ceux-ci attaqueraient la Turquie, « dernier lambeau de l'Empire ottoman, et seul pays stable de la région ». Pour cette nouvelle génération, il faut déstabiliser la Turquie afin que la région s'effondre totalement. C'est la dernière guerre de l'indépendance et il faut que la Turquie y participe.
En attendant, il est plus que jamais incertain que les élections prévues début novembre se tiennent. « Certains leaders politiques, dont le HDP, appellent au report du scrutin en raison de la situation chaotique dans le pays », rappelle ainsi M. Monceau. En outre, il n'est pas du tout établi que l'AKP puisse reprendre le dessus en termes de sièges, et l'expert abonde en ce sens. « Les sondages réalisés au cours des dernières semaines ne semblent pas indiquer cependant un changement significatif du rapport de forces politiques, même si la situation instable du pays aura très certainement un impact sur les résultats ». Hamit xxxarslan va plus loin et affirme que malgré la difficulté de prédire le résultat des prochaines législatives, des sondages en série montrent que l'AKP ne va pas gagner son pari, bien au contraire.
« Il y a d'autres sondages qui affirment que 80 % de la population se dit mécontente, voire mélancolique, déprimée ; quelque 56 % des gens estimeraient également qu'Erdogan est responsable de la situation actuelle. Il n'est pas du tout exclu donc que les votes en faveur de l'AKP, qui étaient de l'ordre de 40,7 % tombent à 35-36 % », conclut l'analyste.
