Turkey vows to 'wipe out' PKK rebels after bomb attack

Turkish Prime Minister Ahmet Davutoglu has pledged to "wipe out" Kurdish PKK rebels in their strongholds after a deadly bomb attack on the Turkish army.
"The mountains of this country, the plains, highlands, cities will be not abandoned to terrorists," he said.
At least 16 Turkish soldiers died in Sunday's attack in the south-eastern Hakkari province, the army said.
In retaliation, Turkey carried out several air strikes on PKK (Kurdistan Workers' Party) targets on Monday.
Speaking at a news conference on Monday, Mr Davutoglu said: "You cannot discourage us from our war on terror. Those mountains will be cleared of these terrorists. Whatever it takes, they will be cleared."
President Recep Tayyip Erdogan earlier said he was saddened by the attack and promised a "decisive" response.
"The pain of our security forces who were martyred in the treacherous attack by the separatist terrorist organisation sears our hearts," he said.
There has been a surge in violence between the army and the PKK after a ceasefire collapsed in July.
The PKK said it was behind the attack. Initially it said 15 soldiers had been killed, but later raised the figure to 31.
But the Turkish army said on Monday that 16 soldiers died, while six were injured.
The army said bombs had been detonated near two military vehicles in the village of Daglica on Sunday evening.
The area is close to the border with Iraq.
'Self-rule'
After President Erdogan's comments, about 200 people chanting slogans in his support attacked the offices of Turkish newspaper Hurriyet in Istanbul.
They accused the news organisation of misquoting Mr Erdogan and implying that he was trying to gain political capital from the Daglica attack.
Hurriyet has attracted criticism from pro-government circles over its coverage of the conflict between Turkey's government and the PKK.
The government says military operations against the Kurdish rebel group will continue until it withdraws from Turkish soil and disarms.
Curfews have been imposed in several towns where clashes take place and over a hundred districts have been declared "temporary security zones".
In response, several municipalities in the predominantly Kurdish east and south-east of Turkey have announced "self-rule".
Critics accuse President Erdogan of renewing violence to curb the support for the pro-Kurdish People's Democratic Party (HDP), whose 14% share of the vote in June elections cost the governing AKP its majority in parliament.
The government denies these accusations. Many people fear the clashes will mount as snap elections scheduled for November draw closer.
More than 40,000 people have died since the PKK launched its armed campaign in 1984.

A number of Turkish soldiers have been killed in an attack in the south-eastern province of Hakkari.
The Kurdistan Workers' Party (PKK) rebel group said in a statement that it had carried out the attack.
Turkish media said Prime Minister Ahmet Davutoglu was calling an emergency security meeting.
There has been a surge in violence between the army and the PKK after a ceasefire collapsed in July in the wake of Turkish raids on PKK camps in Iraq.
On Sunday, Turkish media said bombs were detonated as two military vehicles were passing in the village of Daglica.
President Recep Tayyip Erdogan promised "a very particular and decisive" response on Turkish TV.
The PKK statement said 15 soldiers had died and weapons had been seized, but there was no official confirmation of the toll.
Local media said that air strikes had been launched against PKK positions on Sunday evening in retaliation.

Many Turkish soldiers have been killed in retaliation actions conducted by HPG (People's Defense Forces) guerrillas in Northern Kurdistan in response to the ongoing attacks by Turkish army.
HPG Press Office provided the following details about the guerrilla actions between August 29 and 31.
HAKKARİ
Closing the road between Hakkari's Gerdiya and Şemzinan areas at 17:45 on August 31, guerrillas performed ID checks and informed the people about the current process.
Guerrillas also closed the road leading to Şemzinan Battalion, Garê, Katuna and Xelena guard posts at 11:00 on August 31, performing ID checks and informing the people about the current process.
Guerrillas conducted an action with heavy weapons against Gare guard post in Şemzinan area between 20:00-21:00 on August 31, but the number of casualties couldn't be verified.
Another action by guerrillas targeted a tank belonging to the Turkish army near Davuşa village in Hakkari's Çukurca district at 09:00 on August 29. The tank was damaged and one soldier was killed.
Guerrillas conducted another action against Gırê guard post at Zap border at 07:30 and 16:30 on August 31. While the casualties couldn't be verified, troops at Gırê and Eriş guard posts shelled Betkar and Sıpindar villages after the action.
Guerrillas hold control of the roads between Hakkari-Çukurca, Geliyê Doski- Oremar guard post in Yüksekova, Mêrgezere- Şıtaza and Oremar guard posts, Derya village- Bezelê guard post in Şemdinli.
TURKISH DRONE BROUGHT DOWN
Guerrillas brought down a drone of the Turkish army flying over Garê guard post in Hakkari's Şemdinli area near the border to Xakurkê at 14:00 on August 31.
In another action in memory of Martyr Andok, guerrillas bombed Hill Meşkan in Colomerg (Hakkari) from 07:00 to 11:00 on August 31.
One soldier was killed in a separate assassination action., after which Cobra type helicopters shelled the area at random, starting a fire which still continues.
VAN
Guerrillas sabotaged a convoy of the Turkish army heading from Elci guard post to Boşan guard post in Van's Başkale district at 09:25 on August 31. While the number of casualties couldn't be verified, one vehicle was damaged in the action which was carried out in memory of guerrillas fallen in Dersim and Botan.
Guerrillas performed ID check on the road between Van's Çaldıran district and Özalp's Kiyaniş area between 17:30 and 21:30 on August 31. Informing the people about the current process, guerrillas detained three village guards who were later released after promising to leave their job.
One soldier was killed in an assassination action by guerrillas targeting Kotom guard post in Van at 18:00 on August 31. Turkish army shelled the area at random after the action.
URFA
Two police were killed in an action conducted by guerrillas in Riha (Urfa) at 01:30 on August 29 in retaliation for the isolation of Kurdish leader Abdullah Öcalan and the policies of repression and massacre pursued by the Turkish state against the Kurdish people.
ŞIRNAK
Guerrillas destroyed three base stations in Beytüşşebap district of Şırnak at 17:40 on August 31.
SİİRT
In an action in memory of YJA Star guerrilla Ekin Van, Martyr Sarya team hit soldiers on their way to Şuxan guard post in Siirt's Pervari district at 17:40 on August 31. Four soldiers were killed and two others were wounded.
AMED
Turkish army continues military build-up in Lice-Karas-Hani triangle in Amed.
BİNGÖL
Special operation police teams have been dispatched to Bingöl's Karlıova district since August 29.
Village guards and soldiers have been deployed to the villages of Bedran, Alpira and Çır in Karlıova area in the evening of August 31. Their activity in the area continues.
Sikorsky type helicopters airdropped special units into the villages of Warê Erebo snd Xuşokê in Karlıova at 19:00 on August 31.
BİTLİS
Guerrillas hit a Sikorsky helicopter of the Turkish army on its way from Bitlis to Hidriz guard post on August 31 evening. Details of the action couldn't be made clear.
Holding the road between Bitlis and its Hizan district from 09:30 to 13:00 on August 31, guerrillas performed ID checks and informed the people about the current process. Guerrillas immediately responded to the fire opened from a car on YJA Star guerrillas during the road control.
Guerrillas continue their control on the roads between Tavan-Hizan and Bitlis-Hizan since August 12.
The road between Bitlis and Şêx Cuma guard post was closed by guerrillas on August 31 afternoon, who performed ID checks and informed the people about the process. A vehicle transporting supplies to the guard post was burnt down.
DERSİM
Guerrillas continue their control on the roads between Dersim-Erzincan and Dersim-Ovacık since August 17.

Without much ado, millions of Turks living in the eastern part of
the country have been moving to the centre and further west while
several millions of Turks have left Turkey for the more promising
shores of Europe, North America and Australia. Kurds are also moving
west, but the Turks are doing so in far greater numbers.
Several months ago Dr. Suven Suk, PhD in economics and director
of independent and non-partisan think tank called Economic Policy
Research Foundation of Turkey (TEPAV), wrote in Hurriyet Daily News
that 50 years ago the population of Turkey was evenly distributed
between the west, centre, and the east.
That pattern remained unchanged until 1980 when the population
shift towards west began in earnest. By 2000 the west had 44% of the
population; the centre had 30% and the east 26%. Three years ago there
was a further shift towards the west: the latter's share increased
to almost half (49%) of the population; the centre declined from 30%
to 28% while the east shrank to 23%. Bottom line: since 1965 western
Turkey's share of the population has increased by 15%.
The two main reasons for the population shift are industrialization
and urbanization. Some 75% of Turkey's population lives in cities. As
well, Diyarbakir (Dikranagerd), Van, and Sanliurfa (Urfa), Gaziantep
(Aintab), and Kahramanmarash (Marash) are the only eastern cities
which have populations of more than 1 million. In the west Istanbul
has a population of 14,500,000, Ankara (5,200,000), Izmir (4,200,000),
Adana (2,200,000), Antalya (2,250,000), Konya (2,100,000), Bitlis,
Kocaeli, and Mersin each 1,800,000, and Kayseri (1,350,000).
Turkey has a population of close to 80 million. About 18% (14,500,000)
are Kurds. The latter estimate they make up 20% (16 million).
Non-Turks and non-Kurds are, according to the CIA World Fact Book, 7%
to 12% of the population. The majority of the Kurds live in eastern
Turkey (Western Armenia). During the recent presidential elections
they demonstrated their clout by winning about 13% of the votes
and scuttled Erdogan's plan for greater presidential powers. In big
eastern cities Kurds almost monopolized mayoral seats and administer
more than 110 municipalities.
What does the population shift mean to the future of Turkey, Turkish
Kurdistan, and to Armenian demands for Western Armenia?
If the westward migration continues, it will probably be so at a
faster pace than in the past: Eastern Turks becoming a minority would
be more eager to move west. The violence between Kurds and Turkish
army would be another incentive for Turks to leave the east.
Many Turkey experts believe the recent increased violence between
the army and the Kurds (engineered by Erdogan who, considering his
Pinocchio proclivities, should be called Erdocchio) could well result
in the president's victory in the snap elections in early November.
His AKP party would then form a single-party government at the expense
of the HDP (the mainly Kurdish party) and encourage Erdogan to impose
harsher measures against the Kurds. Thus more violence. But now
the Kurds aren't the Kurds of the 1990s. They're more sophisticated
politically, are better organized and armed. The world knows about
their plight more than it did in the past. They can also call
upon their brothers and sisters in Iraq and Syria for military and
financial help.
The emptying of Turks from the east will make state administration
there more vulnerable as Ankara tries to control millions of restive
Kurds. Turkey will probably play the autonomy card. Some Kurds will
be content while most will continue to demand independence. Turkish
leaders know that Kurds are aiming for full independence, but no
Ankara administration wants to be the one which "lost Kurdistan".
What about the Armenians and their land demands?
That's the 46 Million Dollar Question.
Certain Diaspora Armenians and Armenian organizations (the National
Congress of Western Armenians, for one--NCWA) believe that the best
way to recover some of the occupied Western Armenian lands is through
dialogue with Ankara and by waiting for Turkey's democratization. The
thesis is that as a democratic Turkey allows its citizens to know the
truth about 1915, Turks will concede to some Armenian demands. Other
Armenians believe they should help the Kurds gain independence with the
obvious promise of the return of some Western Armenia lands to Armenia
when Kurdistan is born. These lands would presumably be contiguous to
the Republic of Armenia. The guilt many Kurds feel for the Kurdish
participation in the Genocide would also help the Armenian Cause,
the second group likes to believe.
If Turkey continues its occupation of Western Armenia, the strategy
of, for example, the NCWA seems more practical. But the second, which
advocates an Armenian/Kurdish alliance, has to become proactive. Panel
discussions, cordial meetings, photo ops, recognition of the Genocide
of the Armenians by the Kurds (and the admission of their participation
in it), and goodwill will achieve only so much in building strong
bonds with the Kurds.
The second 60 Million Question is how can the Armenians assist
the Kurds in a robust manner? More intensive, organized and focused
efforts have to be made by the Armenian Diaspora to support the Kurdish
independence. Through dialogue with the Kurds Armenians have to learn
what the Kurds need and whether Armenians are in a position to provide
it. While doing so, Armenians should also obtain Kurdish commitment
for the return of certain/to be negotiated Western Armenian lands.
This all sounds like counting the eggs before they're hatched.
However, one can feed the hen before it lays the eggs and hope the
fowl will remember its benefactor after the chicks are born. Although
Britain and France did not solicit Italian help, Italians volunteered
to fight, along with the British and the French, in the Crimean War.
After the war, grateful Britain and France became godfathers to
independent Italy and discouraged Austria from obstructing the birth
of the new state. There are too many examples of such give-and-take
in international affairs to cite.

Հուլիսի 23-ին ԻՊ ահաբեկիչների կրակոցներից զոհվեց թուրք-սիրիական սահմանում ծառայություն իրականացնող Թուրքիայի ԶՈւ մեկ ենթասպա, ևս երկու զինծառայող վիրավորվեցին, ինչին ի պատասխան թուրքական օդուժը սկսեց Սիրիայում և Իրաքում հարվածել ԻՊ-ի ու նաև «Քրդստանի աշխատավորական կուսակցության» (PKK) դիրքերին:

16 police killed in action by guerrillas in Nazımiye

In an action in Nazımiye district of Dersim on August 27, guerrillas hit the Police Headquarters, District Governor's Office, Government Office, Police Lodges, District Commando Brigade and one base station, which left 16 police dead and three others wounded.
HPG Press Office has released a statement detailing the expansive action which was conducted at 06:00 in the morning.
The attack on Police Headquarters was conducted from two sides, one of which targeted the armored vehicles outside the building, leaving three of them destroyed and many others damaged and unusable.
From one side, Martyr Gabar Revenge Team hit the policemen inside and outside the building. A guerrilla commander that hit the emplacements with hand grenades at close range, as a result of which 5 policemen were killed.
While the guerrilla commander by the name of Fırat Şiyar lost his life here, guerrillas shot dead three other policemen, hit the first floor of the building with rockets, which started a fire. The guerrilla unit also hit the other policemen on the other floors, but the casualties couldn't be verified.
From the other side, Martyr Rojhat Maku Revenge Team targeted the building from another point, which left 4 policemen dead. A guerrilla by the name of Destan Rüstem was wounded and later fell a martyr after hitting another emplacement of special teams with hand grenades.
Guerrillas also hit District Governor's Office, Government Office, Police Lodges, District Commando Brigade and Police Lodges with heavy weapons, as a result of which one member of special teams was killed and two others were wounded.
One base station in the area was also hit and destroyed by guerrillas.
Two guerrillas fell a martyr while a total of 16 policemen were killed and 3 others were wounded in the action which was conducted in memory of guerrillas Cihan, Ekin Van and the patriotic civilians murdered in the attacks by Turkish forces against the Kurdish people.

Turkey has no potential to become regional leader despite its leadership’s desire – Ruben Safrastyan

Ruben Safrastyan, Director of the Institute of Oriental Studies, Armenian National Academy of Sciences (ANAS), does not see any further developments in Azerbaijan-Turkey relations.
In an interview with Tert.am, speaking of the Azerbaijani-Turkish relations, particularly of the domestic and foreign political tensions in Turkey, as well as of Azerbaijan’s actions on the Nagorno-Karabakh-Azerbaijani border, the expert said the two nations actually continue cooperating in certain areas.
“We should not just forget that the two states have an agreement, which reads that, if necessary, Turkey can support Azerbaijan in all possible areas,” Mr Safrastyan said.
Both Russia and Iran have intensified their policies toward Azerbaijan. However, Azerbaijan’s foreign policy has not displayed any fundamental changes.
“Azerbaijan continues its regional and international policy, which is mainly aimed at creating optimal conditions for the ruling elite – receiving profits from the sale of oil and gas,” Mr Safrastyan said.
Elaborating on domestic political developments in Turkey, the expert said:
“The justice and development party’s activities have from the beginning been chiefly directed by Turkish President Recep Tayyip Erdoğan.”
The Turkish president’s steps are often unpredictable. Turkey’s current situation is largely the result of Erdoğan’s activities.
“This is a new phenomenon in Turkey. On the one hand, a political crisis is unfolding inside the country, which resulted in snap elections being fixed because formation of a coalition failed. On the other hand, in terms of foreign policy, Turkey is getting even deeper in regional problems,” Mr Safrastyan said.
The Turkish president is pursuing an obviously adventurist domestic and foreign policy, which is only to Turkey’s detriment.
In their foreign policy, Recep Erdoğan and his team aim at making Turkey the region’s leading political force. However, Turkey has not the sufficient resources.
Elaborating on Turkish-Kurdish clashes in the territory of western Armenia in the context of possible impact on Armenians, Mr Safrastyan said:
“Whatever state system is in Turkey, when the domestic political situation grows tense, Armenians are the first to be affected. The tenser the situation in Turkey is and the stronger strikes on the Kurdish movement the Turkish armed forces deliver the greater threat is to the Armenian community in Istanbul as well as to the converted Armenians in western Armenia.”

Child killed in PKK bomb attack Turkey’s southeast

An unidentified child was killed as members of the outlawed Kurdistan Workers’ Party (PKK) set off a bomb near the Silvan Dam road construction in Turkey’s southeast, the Hurriyet Daily News reports.
Reports indicate members of the PKK detonated a remote controlled bomb on Büyük Çeşme Avenue in Diyarbakır’s Silvan district, which is also used as a road to reach the construction site by the Silvan Dam.
The bomb was detonated shortly before an armored vehicle of the Turkish armed forces drove by.
An unidentified child who was walking by at time of the explosion was killed in the attack.
The child’s body was transferred to the morgue of Silvan State Hospital.
Meanwhile, the explosion inflicted damage on the walls of a nearby house and the road.
A wide-scale operation was launched by the security forces.

AKP district head kidnapped by PKK members in Turkey’s east

The district head of the Justice and Development Party’s (AKP) Mazgirt branch in Turkey’s eastern province of Tunceli was kidnapped by members of the outlawed Kurdistan Workers’ Party (PKK) on Aug. 29, Doğan News Agency has reported.
A group of PKK militants hijacked a road near the Mazgirt district of Tunceli and started conducting ID checks, where they came across the head of the AKP in Mazgirt, Süleyman Canpolat, along with the village headman of Göktepe, Gökhan Sonar.
PKK members set the car on fire after pulling Canpolat and Sonar out of the car, taking Canpolat while setting Sonar free.
The militants allegedly told Canpolat that they had warned him several times but as he had continued on conducting the post of AKP district head, they were going to “take him with them.”
Speaking to state-run Anadolu Agency, the provincial head of AKP’s Tunceli branch, Erkan Eroğlu, confirmed the abduction of Canpolat, saying that they had learned the news from the security forces.
Meanwhile, two main roads in Tunceli have been closed for three days due to security reasons, Cihan News Agency reported Aug. 30.
Two separate roads connecting Tunceli to the neighboring province of Erzincan and Tunceli’s district of Ovacık have been closed in order to conduct operations in the region against members of terrorist organizations, a decision made by the Tunceli governorate.
PKK members have hijacked the two roads and have been conducting ID checks for a while, diminishing the security of the roads.
