      Yes we are.
      From Ketchut dam, just south of Jermuk.
      The place where the Arpa-Sevan tunnel takes its inlet.
      If you close the outflow of Arpa in Ketchut, you do not need a dam in Areni, the river will just dry;
      The tunnel capacity is 360 M3/year, or this year it transported just less than 110 M3, 100 M3 last year....
      In place, the water is diverted into Yeghegis river, (where it has a secondary inlet, to catch some of the spring flow), and sent back to Nakhitchevan....

          Remaining 40-45 % is produced by Hydrocarbons: Gaz/Oil/fuel.
          Now you must consider Electric Capacity installed, wich is rarely used at its max capacity full year.
          Then you must consider reserves.
          You can not stock reserves at Metzamor. It produces rather steady volume, when it works.
          You can not stock solar energy, (inexistent today), nor wind energy (symbolic one test station in Pushkin Pass).
          You can stock some Gaz in one major strategic underground facility, built in Apovian salt mines (max autonomy if Gaz import is stopped: less than 2 months).
          You can stock fuel/Diezel: limited capacity installed, some capacities classified by army: you may use it for electricity or tanks....
          You can stock water, if you have reservoirs, for Hydro power.
          And we have one and unique major reservoir, that is Sevan.

          If hydropower represents only 18-20% of annual production today (some important chunk is exported today, some officially, some in gray zone to Turkey, Georgia, and Iran), its installed capacity, at full , may be enough for 40-45% of national consumption.
          We use it at minimal rate, to spare Sevan (when official policy is respected), and insure pic capacity during extra needs (winter cold, when Metzamor is closed, or when Gaz import stops).
          That is while annually Hydro produces less than 20%, at one given moment, at its peak, you may have its proportion as high as 40%, or even more.

          So, our only real domestic source is Hydro.
          And hydro is divided in 2 major systems:
          Sevan and Vorotan cascades.
          The remaining capacities are are non relevant: hundreds of micro-stations: all together represent less than 5% , and virtually none have reservoirs built.
          While the initial intention was noble, this turns now to a misuse of potentials, for cheap and quick investments, with state sponsored and garantyed income for oligarkhs and aparatchiks (worst exemple is the recent case of Dzoraget: we might had a 3 rth major cascade by building a big capacity reservoir, with a state sponsored project worth hundred of millions, instead a bunch of oligarkhs will install small stations, with no reservoir, small invest, big income..).

          So you have Vorotan cascade, 3 major stations, and a medium size reservoir called Spantaryan; At its full capacity, the reservoir will not even last 2 months.
          Easy to say, this is important, but not strategic.


          And finally you have Sevan, with a cascade of 6 major stations.

          At its full capacity, 550 MW (that is more than the Medzamor's actual 440 MW) and thanks to modernization of stations going on in last decade, only Sevan cascade can produce roughly 50% of the electricity consumed.
          Each meter up in Sevan, is equivalent roughly to 1250 million M3 of water.
          To compare, our bigest reservoir (put aside Akhuryan, under joint control of Ankara, and producing no electricity), that is Spantaryan reservoir is in full 218 m3 (actual capacities).
          That is 1 meter up in Sevan is 5,7 times more that all of Spantaryan.

          By now I think you have quite a good idea about capacities..
          Now keep in mind, that once there is a war situation, you may pretty surely have blockade on energy imports.
          So you may have to chose, between using you oil reserved on tanks, or generating electricity.
          Last time we chose the first option, more or less.....and Sevan paid a huge price, by losing roughly 2 meters..
          Should we repeat the same cold dark episode?

            Համահայկական բնապահպանական ճակատն (ՀԲՃ) օրեր առաջ հանրությանն էր ներկայացրել Գողանում են Սևանի ջուրը տեսանյութը, որից պարզ դարձավ հայ «գործարարների» կողմից Եղեգիս գետի վրա այդպիսի մեծ քանակությամբ փոքր ՀԷԿ-եր ունենալու բուռն ցանկության իրական պատճառը: Նկարահանած կադրերը հաստատեցին Վայոց Ձորի բնակիչների` մոտ երեք տարի շարունակվող պնդումներն առ այն, որ Արփա-Սևան ջրատարից գողանում են Սևանա լճին հասանելիք ջրի մի մասը և այն ուղղում Եղեգիս գետով ներքև, որպեսզի գետի սակավաջուր շրջանում ապահովեն ՓՀԷԿ-երի անխափան աշխատանքն ու դեպի որոշ մարդկանց գրպաններ գերշահույթների հոսքը:

            ՀՀ Տարածքային կառավարման նախարարության ջրային տնտեսության պետական կոմիտեն իր պաշտոնական կայքի միջոցով պատասխանել է մեր տեսանյութին՝ պնդելով, որ մեր տրված տեղեկատվությունը և փաստերը ներկայացված են խեղաթյուրված տեսքով, իսկ մեկնաբանությունները` միակողմանի, որոնք ամբողջությամբ չեն արտացոլում օբյեկտիվ իրականությունը։ Այնուհետև կոմիտեն ներկայացրել է Արփա-Սևան թունելից Եղեգիս գետ ջուր բաց թողնելու պատճառները, որոնց ամբողջությամբ կարող եք ծանոթանալ այստեղ։

            Հնարավորինս կարճ անդրադառնանք այդ պատասխանում առկա հակասական փաստերին և թվերին, որոնք շատ բան կպարզեն բոլորիս համար․
            • 1․ Պատասխանում նշված է, որ ս․թ․ օգոստոս ամսին թունելը փակվել է, և Սևանա լիճ ջուր չի տեղափոխվում, ինչը նախատեսված է եղել նախօրոք։ Սակայն դեռևս ս․թ․ հունիսի 11-ին մեզ տրամադրած տեղեկատվության մեջ նույն կոմիտեն նշել է, որ թունելը փակվելու է սեպտեմբերի 1-ից, այլ ոչ թե օգոստոսին։ Նաև հարց է առաջանում, թե ովքեր են որոշում ջրի տեղափոխման քանակն ու գրաֆիկը ըստ տարիների, և ինչ մասնագիտական ուսումնասիրությունների և եզրակացությունների արդյունքում։




              2․ Մենք մինչ այս տեսանյութը հրապարակելը ևս մեկ հարցում էինք ուղարկել ջրային տնտեսության պետական կոմիտե՝ Որոտան-Արփա-Սևան ջրատարով տեղափոխվող ջրի քանակի, ռեժիմի և աղբյուրների վերաբերյալ տեղեկատվություն ստանալու նպատակով։ Ստացված պատասխանից պարզ է դառնում, որ Որոտան-Արփա թունելով ընդհանրապես ջուր չի տեղափոխվել, տեղեկություն կա միայն տեղափոխված ջրի քանակի և գրաֆիկի մասին, իսկ ըստ առանձին ջրաղբյուրների՝ Սևանա լիճ տեղափոխված ջրաքանակի հաշվառում չի իրականացվում։ Սակայն, զարմանալիորեն, ոչ մի տեղ նշված չէ Եղեգիս գետ այդ նույն ջրի մի մասի տեղափոխման փաստի և քանակների վերաբերյալ։


              3․ Նշված է նաև, որ տեսանյութում պատկերված ջուրը «Եղեգնաձոր» ջրօգտագործողների ընկերության կողմից օգտագործվում է բացառապես ոռոգման կարիքների բավարարման նպատակով, որի պահանջարկը կազմում է շուրջ 2.8 խմ/վրկ: Մնացած ջուրը (շուրջ 0.5 խմ/վրկ) թողնվում է որպես սանիտարական թողք` բնապահպանական խնդիրների լուծման նպատակով, և այդ նպատակով շուրջ 2.4 խմ/վրկ ջուր որպես ջրալրում տրվում է Եղեգիս գետին Կեչուտի ջրամբարից` Արփա-Սևան թիվ 1 թունելի միջոցով: Մենք դեռ հուլիս ամսին լուսանկարների միջոցով ներկայացրել էինք Եղեգիս գետի խայտառակ վիճակը, որոնցից պարզ է դառնում, որ սանիտարական թողքի և բնապահպանական խնդիրների լուծման մասին խոսելն առնվազն ծիծաղելի է, իսկ բացառապես ոռոգման կարիքների համար օգտագործելու փաստը՝ անվերահսկելի և ոչ արժանահավատ։ Բացի այդ, Արփա-Սևան թունելով տեղափոխվող ջուրը նախատեսված է բացառապես Սևանա լիճ հասնելու համար, և այն այլ նպատակներով օգտագործել կարելի է միայն Որոտան-Արփա թունելի գործելու պարագայում, որը փաստացի կառուցման օրվանից չի գործում։ Այնպես որ, Արփա-Սևան ջրատարի ջուրը Եղեգիս բաց թողնելու համար առնվազն անհրաժեշտ է ՀՀ կառավարության առանձին որոշում, որն ինչքան հասկանում ենք չկա, քանի որ մենք նախօրոք դիմել էինք ՀՀ բնապահպանության նախարարին հետևյալ հարցադրմամբ, թե ո՞վ և ի՞նչ որոշման հիման վրա է թույլ տվել այլ նպատակներով օգտագործել Արփա-Սևան ջրատարի ջուրը, որը նախատեսված է Սևանա լիճ հասնելու համար, և խնդրել տրամադրել ջրի այդ բացթողումների քանակների վերաբերյալ տեղեկատվություն ամսական և տարեկան կտրվածքներով՝ դրանց իրականացման բոլոր տարիների համար: Նախարարությունից ստացված պատասխանում այս հարցադրումները շրջանցվել են, և գեթ մի բառ չկա նշված դրանց մասին։ Միգուցե ջրային տնտեսության պետական կոմիտե՞ն է ի վիճակի պատասխան տալ այս հարցերին։


              4․ Իրար են հակասում նաև ջրային տնտեսության պետական կոմիտեի և բնապահպանության նախարարության ներկայացրած տվյալները Արփա-Սևան ջրատարից Եղեգիս բաց թողնվող ջրի քանակի վերաբերյալ՝ 2,4 և 1,5 խմ/վրկ համապատասխանաբար։

            Այնպես որ, ՀՀ տարածքային կառավարման նախարարության ջրային տնտեսության պետական կոմիտեի հորդորը մեզ առ այն, որ ոլորտին վերաբերյալ անաչառ և հիմնավոր տեղեկատվություն ներկայացնելու նպատակով այն պետք է քննարկել ու վերլուծել համակարգի պատասխանատուների և մասնագետների հետ, իսկ տրվող տեղեկատվության մեջ զերծ մնալ միակողմանի և ոչ փաստարկված որակումներից, նույն հաջողությամբ կարելի է ուղղել հենց իրենց՝ հաշվի առնելով մեր վերոնշյալ փաստերն ու Հայաստանի մակերևույթային և ստորերկրյա ջրային պաշարների կառավարման խայտառակ վիճակը։

            Մեր կարծիքով այս ամենը Սևանա լճի մակարդակի բարձրացումն արգելակելու պետական հանցագործ քաղաքականության մի մասն է կազմում ընդամենը, որից օգտվում են նաև Եղեգիս գետի վրա կառուցված ՓՀԷԿ-երի սեփականատերերը։

            Վերջում ավելացնենք, որ Եղեգիս գետը տարվա 8 ամիսների ընթացքում` հուլիսից մինչև մարտ սակավաջուր է, և բնականաբար, ՓՀԷԿ-երը չէին կարողանա ամբողջովին բավարարել հոսանք արտադրելու համար անհրաժեշտ ջրի պահանջարկն՝ առանց Արփա-Սևան թունելից անօրինական բաց թողնված ջրի քանակի, և հիշեցնենք, որ միայն Եղեգիս գետի վրա արդեն իսկ շահագործվում է թվով 9 ՓՀԷԿ, ևս 6-ն էլ նախատեսվում է կառուցել: Այս ցուցանիշով Եղեգիսը Հայաստանի գետերի մեջ անվիճելի առաջատարն է, ինչն ուղղակի էկոլոգիական աղետի առաջ է կանգնեցրել գետի ավազանը` իր կենսաբազմազանության և բնակչության հետ միասին:

                The second tunnel (Vorotan-Arpa), even if completed, never transported a liter of water to Sevan.
                And as detailed above, part of the first's (Arpa-Sevan) capacity was diverted to Nakhitchevan for the sake of the regime mafia..

                Inauguration of the Arpa-Sevan Tunnel (March 21, 1981)

                Lake Sevan is one of the few high-mountain fresh water lakes in the world. It originally had a surface of 1,416 square kilometers at an elevation of 1,916 meters (the second highest lake in the world after Lake Titicaca, on the Bolivia-Peru border, in South America).


                Only 1/12 of the more than 1,300,000 cubic meters annually entering the lake from rivers, streams, and precipitation flowed out through the Hrazdan River. The bulk of the entering water evaporated and vast areas of the Ararat plain remained unused due to the lack of moisture.

                The idea of increasing the outflow of the lake had been put forth since the beginning of the twentieth century. The free flow from the lake would increase more than six times if more than 80 per cent of the lake surface was drained. This would suffice to irrigate almost 250,000 acres of surface of the Ararat plain. The 1,000 meter drop between the lake and the plain would be used for the generation of electricity through the construction of a cascade of hydroelectric stations on the Hrazdan River.

                The work on the Sevan-Hrazdan irrigation-power complex, with six stations, started in 1933, in the period of rapid industrialization of the Soviet Union headed by Joseph Stalin. The first power station was opened in 1936. The complex was the only real source of power supply in Armenia, and until 1962 its hydroelectric stations generated almost 90 per cent of all electrical power in the country.

                However, the ecological condition of the lake underwent tangible changes and vast degradation due to reduced water level and detrimental impact of human activity on the biological diversity of the lake. Due to the water level decrease, the quality of the water deteriorated and natural habitats were destroyed. In the 1950s it had become evident that the ecological and economic consequences of extensive exploitation of the lake were too undesirable to continue in the same way.

                The interconnection of the power grids of Armenia, Georgia, and Azerbaijan in the 1960s helped reduce the demand of energy from Armenia, and the construction of thermal powers started, due to the arrival of gas from Azerbaijan.



                The level of Lake Sevan had been reduced by 18 meters due to the loss of water and the surface had become 1,242 square kilometers (the Sevan island has become a peninsula due to this severe reduction), and a plan to solve the issue was put in place. As a result, the release of water was reduced to 500 million cubic meters per year, of which 380 million was intended for irrigation and the rest for reserve of the power system. Two steps of the Vorotan River cascade of hydroelectric stations were put into operation in 1978, and the generation of power from the lake was totally stopped. The Sevan-Hrazdan cascade was reconverted into an irrigation operation.

                This was not enough to stop the drainage of the lake water. For this reason, one priority was to divert to the lake an annual amount of 250 million cubic meters of water from the Arpa River, which would be enough, together with the lake’s own hydro resources, to stabilize its level.

                The construction of the Arpa-Sevan tunnel, which would ensure the flow of the river to the waters, was no small engineering feat. It would cross 49 kilometers (30 miles), drilling through the mountains that surrounded the lake. The tunnel was inaugurated on March 21, 1981. In 2010 the tunnel received the name of “Arpa-Sevan tunnel named after Hakob Zarobian,” in memory of the Armenian republican leader from 1960-1966 who had been instrumental in the construction of the tunnel.

                However, it is important to note that, since the water level in the lake did not rise as fast and as much, a month later the Council of Ministers of the former Soviet Union passed a resolution to build the Vorotan-Arpa tunnel to complement the work already done. This second tunnel is 21.6 kilometers (almost 14 miles). The Karabagh conflict and the earthquake of 1988 halted the construction, which was later resumed. The tunnel was finally inaugurated on April 26, 2004, bringing an additional 165 million cubic meters to the lake annually.

                The water level of Lake Sevan began rising significantly after the second tunnel was completed. It was reported in 2007 that the water level had risen by 2.44 meters in the previous six years and reached 1900.04 meters in October 2010. The government committee on Sevan has predicted that it will reach 1903.5 by 2029.

                    Obviously you know what you are posting. I just don't want to see any drop of water go to the turks including Artsakh direction. See attached massive city they are building at the border by Terter. See the water we are offering them to make it happen.

                    • Drdu (Tartar) river you are mentioning here is virtually the only river flow we manage to control , more or less, regarding azarbaijan.
                      Thanks to 2 major dams inherited from soviet period, the Sarsang dam and smaller Mataghis dam, give NKR control over the flow.
                      Here on your google earth images, the river bed is virtually dried down.
                      And both dams were major objectives of the azeri offensive of April 2016;

                      Now the modern city they are building less than 5 Km from the frontline is just a good way to waste money.
                      Let them build as shiny as they can.... but this is not related to the water coming in the dried riverbed...
                      Mortar fire will be enough at first occasion to create a new Akna.
                      It is built on the ruins of our occupied town of Leninavan, in Martakert district.

                      Megalomaniac dictatorial stupidity.
                      Let them built.
