1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

    Աղբյուրը նշում է, որ ռմբակոծիչները հետևել են Ռուսաստանի ՌՕՈւ-ի Ту-154 ինքնաթիռին։ Ավիախումբը թռել է Կասպից ծովի, Իրանի և Իրաքի վրայով՝ նախքան Սիրիայի օդային տարածք մտնելը։






    Ռուսական 6 հատ Су-34 ռմբակոծիչ է ուղարկվել Սիրիայի Լաթաքիա քաղաքի մոտակայքում գտնվող ավիաբազա, ուր ավելի վաղ տեղակայվել էին ռուսական 28 մարտական ինքնաթիռներ, գրում է Интерфакс-ը՝ հղում անելով The Aviationist լրատվական կայքին։

    Աղբյուրը նշում է, որ ռմբակոծիչները հետևել են Ռուսաստանի ՌՕՈւ-ի Ту-154 ինքնաթիռին։ Ավիախումբը թռել է Կասպից ծովի, Իրանի և Իրաքի վրայով՝ նախքան Սիրիայի օդային տարածք մտնելը։

    Պենտագոնի և արևմտյան ԶԼՄ-ների տվյալներով՝ Լաթաքիայի մոտակայքում շարունակվում է ռուսական ավիաբազա ստեղծվել՝ Սիրիայի իշխող ռեժիմին օգնություն ցուցաբերելու նպատակով։

    Համաձայն ամերիկյան արբանյակների տվյալների՝ ավիաբազայում տեղակայված են արդեն տասնյակ ռազմական ինքնաթիռներ, ինչպես նաև տասնյակ ուղղաթիռներ և այլ սպառազինություններ ու տեխնիկա։

      That is, after the end of their regular 18 months, they are in fact hostages of the situation.
      The regime is in total lack of manpower, and will leave no one at its disposal free....
      So some are, unwillingly serving for more than 5 years now....
      If this is totally understandable from the regime point of view, having huge problems to enroll new conscripts (since at least 50% of its original nationals are out of its reach, and big parts of the remaining are sunnis, unwilling to serve..., and having lost 50% or so of its original manpower, down to 150.000 from original 300.000, deaths, desertions...), its is a huge tragedy for armenian families, on a family level.
      Lot of armenian families having emigrated to Armenia, have still a son hostage, left in Syria, in this horrific situation. Imagine, you do accept everything, home, assets, job, and emigrate to Armenia, where everything is not that rosy, apart the fact that you are in your country, and people are friendly, no dangers..., yet your son is hostage somewhere, in a beseiged garrison, with the fanatics of IS just doing everything to overrun the post, and behead him...

      2- Some Armenians do serve, on a volontary basis, or out of other option, for financial survival, in militias, type "taghayin jogad", which is the case for other minorities, incluning alawites, the presidential minority. Their situation is by far better, since they do live in their town, in their sector, and basically do a self defense unit job.

      3- Your remark about their wish, is a serious question. You must adress it to Diasporan organisations first, in ME specially, knowing that their task is far than simple.
      Taking decisions in such situations is not an easy thing, specially for no professional, mostly part time job type duty. People deprived of state structures, decision making and implementation difficulties.... very hard task. Whichever decision you take is at very high cost... and in this cataclysmic situation, the option taken seems to decide nothing, and happen what it may...

      Sad.

          «Իմ խորին համոզմամբ, նման ռազմավարությունը հանգեցնելու է նրան, որ ադրբեջանական ռազմաքաղաքական ղեկավարության առջև բանակցային սեղանին դրված են լինելու ոչ թե հրադադարի պահպանման և վստահության ամրապնդման միջոցների հետ կապված օրակարգային հարցերը, այլ նոր պայմաններով զինադադարի կնքման պարտադրանքը», հրադադարի խախտման նոր տրամաչափի եւ նոր թիրախների կապակցությամբ հայտարարել է Հայաստանի պաշտպանության նախարարի առաջին տեղակալ Դավիթ Տոնոյանը:

          Հայաստանում գրեթե աներկբա է կարծիքը, որ Ադրբեջանին հրադադարի պահպանում կարող է պարտադրել միայն Հայաստանի զինուժի անհամաչափ հարվածը: Իհարկե, Ալիեւին կարող է զսպել նաեւ ԵԱՀԿ Մինսկի խումբը, սակայն ակնհայտ է, որ խումբն այդ հարցում չունի փոխհամաձայնություն: Բավական պարզ է, որ Ռուսաստանն իր քաղաքականությամբ Ադրբեջանին խրախուսում է հրադադարի նորանոր խախտումների: Միացյալ Նահանգներն ըստ ամենայնի ջանքը կենտրոնացնում է լայնամասշտաբ պատերազմ թույլ չտալու վրա, իսկ լոկալ մարտական գործողությունները կանխարգելելու հարցում Նահանգների հնարավորությունը թերեւս միարժեք չէ:

          Այդ իրավիճակում կարող է ընտրվել մյուս տարբերակը՝ հրադադարի պահպանում պարտադրել հայկական զինուժին աջակցության միջոցով: Այստեղ խնդիրը բավական նուրբ է եւ հարաբերական, խոսք կարող է լինել թե քաղաքական, թե տեխնոլոգիական աջակցության մասին: 2014 թվականի նոյեմբերը, դժբախտաբար ողբերգական առիթով, բայց մատուցեց այդպիսի օրինակ: Երբ խոցվեց հայկական ուղղաթիռը, որ կատարում էր անզեն ուսումնավարժական թռիչք, մի քանի օր անց հայկական կողմը ստիպված եղավ զոհերի աճյունները կրակագծից դուրս բերել հատուկ օպերացիայի միջոցով՝ Ադրբեջանի մարդասիրական կեցվածքի լիակատար բացակայության պատճառով:

          Հայաստանի հատուկ ստորաբաժանումները կատարեցին փայլուն, համաշխարհային բանակային էլիտային բնորոշ հատուկ օպերացիա: Այդ առումով հատկանշական էր ԱՄՆ պետքարտուղարության ներկայացուցչի արձագանքը, որը Վաշինգտոնում ասուլիսի ընթացքում հայտարարել էր, թե ԱՄՆ հետեւել է աճյունները դուրս բերելու գործողությանը: Այդ բազմիմաստ հայտարարությունը դիվանագիտորեն ակնարկում էր այդ օպերացիային ԱՄՆ աջակցության մասին:

          Անկասկած է, որ խնդիրը պետք է լուծի Հայաստանի զինուժի մարտունակությունը: Միաժամանակ, սակայն, նկատի առնելով աշխարհքաղաքական բարդ հանգամանքները, գրեթե վեր է կասկածից, որ այդ խնդրի արդյունավետ լուծումն էապես պայմանավորված է նաեւ արտաքին ազդեցիկ գործընկերային եւ դաշնակցային հարաբերության առկայությամբ: Եվ երբ դե յուրե դաշնակիցն ու բարեկամը դե ֆակտո զինում է հակառակորդին, այդպիսով դաշնակցի հանդեպ իր արհամարհանքով կանաչ լույս վառելով հակառակորդի ագրեսիայի համար, առավել քան կարեւոր է դառնում դե ֆակտո դաշնակցային հարաբերությունն ԱՄՆ հետ:

          Դա իհարկե բխում է համատեղ շահից, ինչը ընդհանրապես միջազգային քաղաքականության եւ անվտանգության հիմքերի հիմքն է: Այն, ինչ այսօր լիովին բացակայում է հայ-ռուսական հարաբերություն կոչվող տիրույթում: Ավելին, այդ տիրույթում ընդհանուր շահ հիշեցնող որեւէ բան առաջացնելու անփոխարինելի գրավականն այն է, որ Հայաստանը ներկայում հնարավորինս լիարժեք օգտագործի շահերի այն ներդաշնակությունը, որ առկա է Հայաստանի ու Եվրատլանտյան անվտանգության համակարգի միջեւ: Միայն դրանով Հայաստանը կարող է Ռուսաստանին ստիպել հարգանքով վերաբերել հայկական շահին:

          Ամբողջ հարցն այն է, թե արդյոք Հայաստանի իշխանությունն ընդունակ է այդ քաղաքականությանը, ընդունակ է Եվրատլանտյան համակարգի հետ շահերի ընդհանրության թերեւս պատմական պահը լիարժեք օգտագործելուն, այդ համակարգի համար լիարժեք վստահելի գործընկեր լինելուն:

          Խնդիրն այն է, որ Ադրբեջանին ասիմետրիկ հարվածի միջոցով հրադադարի պահպանում պարտադրելը չի ենթադրում միայն ռազմական գործողություններ: Ընդհանրապես, ժամանակակից աշխարհում ռազմական գործողությունները տնտեսա-քաղաքական փաթեթի մաս են: Տնտեսական եւ քաղաքական կուրսը, որ վարում է Հայաստանի իշխանությունն այժմ, բավարար չեն Ադրբեջանին ասիմետրիկ գործողություններով զսպելու եւ զինադադարի պայմաններ պարտադրելու համար: Դրանք բավարար են Ադրբեջանին ընդամենը պատասխանելու համար:

          Հետեւաբար, երբ Հայաստանը հարց է բարձրացնում Ադրբեջանին խաղաղություն պարտադրելու մասին, ինքնաբերաբար բարձրանում է նաեւ հարցը, թե արդյոք դա նշանակում է տնտեսական եւ քաղաքական կուրսի վերանայում: Ավելին, արդյոք այդ հարցը մտնում է Ադրբեջանին հրադադար պարտադրելու ասիմետրիկ հարվածից առաջ հայկական զինուժի նախապատրաստական գործողությունների շարք: Այստեղ իրավիճակն իսկապես նուրբ է եւ պատասխանատու:

          Ադրբեջանի սանձարձակության ծանրությունն ընկնում է զինված ուժերի վրա: Ընդ որում, դրա այն ստորաբաժանումների, որոնք, որոնք խոշոր հաշվով կտրված են իշխող համակարգից, ի տարբերություն բանակի գեներալակազմի: Այստեղ կյանքի ու մահվան հարց է, եւ ոչ ոք չի կարող անվերջ համբերել, սպասելով, թե երբ է լոկալ պատերազմի հաջորդ թիրախը դառնալու ինքը՝ լինի սպա, թե զինվոր:

          Միեւնույն ժամանակ, բոլորն են հասկանում, որ խնդրի լուծումը միայն ռազմական չէ, հետեւաբար ռազմական բաղադրիչով լուծելով խնդիրը, այն մեծ հաշվով անլուծելի է մնալու, եւ վտանգները պահպանվելու են տնտեսական ու քաղաքական բաղադրիչների անհամարժեքության հետեւանքով:

          Զինուժն անկասկած պատրաստ է լուծել էական մարտական խնդիրներն ու պարտադրել հրադադարը, բայց ըստ երեւույթին զինուժի համար խնդիր կա տնտեսական եւ քաղաքական կուրսի համարժեքության ու հուսալիության մասով: Իրավիճակը հուշում է, որ Հայաստանի օրակարգում այդ խնդիրը հասունանալու է անուսափելիորեն:

            ԱՄՆ նախագահ Բարաք Օբաման մերժել է թուրքական կողմի՝ նախագահ Ռեջեփ Թայիփ Էրդողանի հետ հանդիպելու առաջարկը։

            Ինչպես տեղեկացնում է թուրքական Nokta պարբերականը, «Ազգայնական շարժում» (MHP) կուսակցության նախկին պատգամավոր Լյութֆու Թյուրքանը հայտարարել է, թե ԱՄՆ նախագահ Բարաք Օբաման հրաժարվել է ՄԱԿ-ի գլխավոր ասամբլեայի նստաշրջանի ընթացքում հանդիպել նախագահ Ռեջեփ Թայիփ Էրդողանի հետ, որի պատճառով ԱՄՆ է մեկնել վարչապետ Ահմեդ Դավութօղլուն։

            «ՄԱԿ-ի ասամբլեայում մասնակցում էին բոլոր երկրների նախագահները, իսկ Թուրքիան, որը ապաստանել է 2,5 մլն սիրիացի փախստականի, ներկայացնում էր վարչապետը։

              Has the Nagorno-Karabakh Dispute Reached Its End?
              The standoff between Armenia and Azerbaijan over the breakaway territory of Nagorno-Karabakh appears to be entering a new phase. Both sides have ramped up military exercises in recent months and have attended frequent meetings with Russian officials, fostering speculation in local media that a settlement may be forthcoming. Indeed, the countries' foreign ministers plan to meet on the sidelines of the U.N. General Assembly in New York on Sept. 24-25. But this is not necessarily a watershed moment. A solution to the conflict would require a reworking of the web of political alliances and relationships in the Caucasus region, which could be a disruptive process. Still, tension between Russia and the West over Ukraine has dramatically changed the political situation in the region since 2014, and Russia, Armenia and Azerbaijan might in fact be poised to make changes in Nagorno-Karabakh.

              The Nagorno-Karabakh conflict has always depended on three players: Armenia, Azerbaijan and Russia. Each has a different perspective. Armenia was the victor in the initial 1988-1994 territorial conflict, defeating Azerbaijan and occupying the area. As a result, Armenia wants to maintain de facto control of Nagorno-Karabakh and seven surrounding regions. Azerbaijan, of course, wants to reverse this and regain control of Nagorno-Karabakh by diplomatic or even military means. Russia does not have a direct interest in the outcome of the conflict and thus has been able to manipulate it to advance its own interests in both Armenia and Azerbaijan, as well as in the broader Caucasus region.

              Until 2014, Moscow officially remained neutral and called for negotiations between the two sides. Informally, however, Russia backed Armenia, which had long been a loyal member of Russian political and security blocs in the former Soviet space and which allowed Russia to station 5,000 troops on its soil. Azerbaijan, by contrast, did not align itself with Russia. This status quo changed in early 2014 with Kiev's EuroMaidan uprising and the ensuing standoff between Russia and the West. Since 2014, Azerbaijan's military has been much more assertive on the line of contact in Nagorno-Karabakh. Azerbaijani raids into the disputed territory have increased significantly, and the strength of Azerbaijan's position within the Nagorno-Karabakh conflict has improved, while that of Armenia and Russia has weakened.

              These ground changes have been accompanied by an unprecedented level of diplomatic activity. Russian and Azerbaijani political and military officials have met several times, and the visits have been followed by visits between Russian and Armenian officials. Reports have also emerged that Russia is planning to set up a military radar installation in Azerbaijan in 2017, although Moscow has denied these claims. The reports coincided with others from media in Armenia and Azerbaijan that serious talks are in the works. These unconfirmed reports suggest that parties are negotiating an arrangement that will soon change the status quo.

                This article makes a glaring omissions. It does not address the weakening Azeri economy due to dropping oil prices, it does not mention its fallout with the west, it does not mention that the Azeri army still repeatedly gets its ass kicked when it engages our Army. One sided articles such as this fill the internet. I do hope that a peace deal is forthcoming but this article is misleading.

                  ԵԱՀԿ Մինսկի խմբի ամերկացի համանախագահ Ջեյմս Ուորլիքն անդրադարձել է սեպտեմբերի 26-ին ՀՀ նախագահ Սերժ Սարգսյանի արած այն հայտարարությանը, թե` երբ ասում է Հայաստան, նկատի ունի, որ Լեռնային Ղարաբաղը նրա անբաժանելի մասն է: «Լեռնային Ղարաբաղի կարգավիճակի հարցը շարունակում է մնալ ԵԱՀԿ Մինսկի խմբի միջազգային միջնորդության առարկան և այն պետք է դիտարկվի որպես համակողմանի որոշման բաղադրիչ»,-ասել է Ուորլիքը:

                  Սերժ Սարգսյանի հայտարարությունն իսկապես անակնալ էր բոլորի համար: Ադրբեջանի արտգործնախարարությունը դրանից անմիջապես հետո հանդես եկավ հայտարարությամբ`ՀՀ նախագահի խոսքերը մեկնաբանելով որպես ԼՂ-ն Հայաստանին միացնելու, դրանով իսկ իր ագրեսոր լինելու իրողությունը խոստովանելու դրսևորում: Բաքուն ակտիվորեն փորձում է շահարկել այս հայտարարությունը, որն, ըստ էության տարօրինակ էր` հատկապես այն պատճառով, որ տրամագծորեն հակադրվում է ԼՂ հիմնահարցի կարգավորման բանակցային տրամաբանությանը, որին Երևանը տվել էր իր համաձայնությունը: Դեռ մեկ տարի առաջ հունիսին Հանրային հեռուստաընկերությանը տված հարցազրույցում Սերժ Սարգսյանը բառացիորեն ասել էր հետևյալը. «Ճշմարտություն է նաև այն, որ Հայաստանն ունի առանձնահատուկ հարաբերություններ, ուղիղ ասեմ՝ երկրորդ հայկական հանրապետության ` Լեռնային Ղարաբաղի Հանրապետության հետ, և կասկածի տակ առնել այն հանգամանքը, որ Լեռնային Ղարաբաղի Հանրապետությունը անկախ պետություն է, սխալ է: Այո, որոշակի և շատ հստակ նկատառումներից ելնելով՝ մենք չենք ճանաչել Լեռնային Ղարաբաղի Հանրապետության անկախությունը: Եվ բոլոր այն քաղաքական գործիչները, ովքեր փորձում են մինչև վերջ ճիշտ չհասկանալ Լեռնային Ղարաբաղի անկախ լինելու հանգամանքը և փորձում են այս թեման դարձնել քննարկումների առարկա, ոչնչով չեն օժանդակում, ընդհակառակը՝ խոչընդոտում են խնդրի լուծմանը և հավելյալ վտանգներ են առաջացնում Հայաստանի համար»: Դժվար է պատկերացնել, որ անցած մեկ տարվա ընթացքում պաշտոնական Երևանը փոխել է իր դիրքորոշումը և խնդրի կարգավորումը փորձում է տեղափոխել Արցախը դե յուրե Հայաստանին միացնելու ռազմավարության հարթություն: Առավել ևս, երբ Հայաստանին և միջազգային հանրությանը մաքսիմալիստական պահանջներ առաջադրելու և բանակցային գործընթացը վիժեցնելու իր վարքագծով գնալով ինքնամեկուսացման` Ադրբեջանն ակամա զգալիորեն ամրապնդել է հայկական կողմի բանակցային դիրքերը: Հետևաբար հարց է առաջանում` ինչո՞վ էր պայմանավորված ՀՀ նախագահի կողմից նման կտրուկ հայտարարության հնչեցումը: Նախագահն այդ մասին խոսեց Հայաստանի սահմանային բնակավայրերի և սահմանագծից 5կմ հեռավորության վրա գտնվող զորավարժարանի հրետակոծումից, հակառակորդի կողմից 122մմ տրամաչափի հրետանային համակարգի կիրառումից հետո, որոնց հետևանքով հայկական կողմը 7 զոհ ունեցավ:

                  Այսինքն ԼՂ-ի` հայաստանապատկանության մասին ուղերձը հնչեցվեց ի պատասխան վերջին շրջանի Ադրբեջանի սանձարձակ պահվածքի: Բայց այդ ուղերձի հասցեատերն Ադրբեջանը չէր, որն այսպես թե այնպես, իբրև հակառակորդ, ճանաչում է միայն Հայաստանին: Ուղերձի հասցեատերը Մինսկի խմբի համանախագահող երկրներն էին, որոնց պատվիրակները Նյու Յորքում այդ պահին բանակցությունների մեջ էին Հայաստանի և Ադրբեջանի արտգործնախարարների հետ:

                  Իսկ ուղերձը հետապնդում էր երկու նպատակ: Առաջին` օրակարգային դարձնել ԼՂ-ի ոչ թե միջանկյալ կամ ժամանակավոր, այլ վերջնական կարգավիճակի որոշման հարցը: Սա այն կետն է, որտեղ կողմերի դիրքորոշումները փոխբացառող են: Երկրորդ` հասկանալի դարձնել, որ եթե հնարավոր չի լինելու սանձել Ադրբեջանին և նրան ստիպել նստել բովանդակային բանակցությունների սեղանին, եթե կարգավորման հիմնական սկզբունքներն այլևս բանի պետք չեն, ապա Հայաստանը կարող է իրեն իրավունք վերապահել սկսելու ԼՂ-ն Հայաստանին միավորելու գործընթաց:

                  Հետարքրքրական է, որ մինչ այս հայաստանյան իշխանությունները պնդում էին, որ եթե անգամ Ադրբեջանն անցնի լայնամասշտաբ ռազմական գործողությունների, Հայաստանի պատասխան քայլը լինելու է ոչ թե այն իրեն միացնելը, այլ ԼՂՀ անկախության ճանաչումը, նրա հետ ռազմական համագործակցության պայմանագրի կնքումը: Այս իմաստով ուղերձը հղվեց որպես միջազգային հանրությանն ուղղված յուրատեսակ շանտաժի միջոց: Խնդիրն այն է, որ երբ նման հայտարարությունն արվում է երկրի ղեկավարի մակարդակով, այն պարտադիր անցկացվում է միջազգային իրավունքի և միջազգային քաղաքական կոնյուկտուրայի ընդհանուր պրիզմայով`ստանալով այլ երանգավորում: Այս իմաստով ուղերձը կարող է ընկալվել որպես բանակցային գործընթացից Հայաստանի դուրս գալու սպառնալիք, ինչն, իհարկե, ծայրահեղ քայլ կարելի է համարել: Դժվար է միարժեք գնահատել` որքանով է արդարացված խաղաքարտերն այսպես միանգամից խաղասեղանին գցելու մարտավարությունը: Կարճաժամկետ կտրվածքով այն գուցեև որոշակի դիվիդենտներ տա` քանի որ կդրդի միջնորդ երկրներին` ակտիվացնելու իրենց ջանքերը Ադրբեջանի նկատմամբ որոշակի ճնշումներ գործադրելու իմաստով: Եվ Սերժ Սարգսյանի հայտարարությանը Ուորլիքի այս արձագանքը կարելի է դիտարկել նաև այս առումով:

                  Ի վերջո Ուորլիքը նաև Բաքվին է հասկանալի դարձնում, որ ԼՂՀ-ի` Ադրբեջանին հանձնելու մաքսիմալիստական նկրտումները ևս անիրատեսական են: Բայց երկարաժամկետ կտրվածքով սա կարող է դիտարկվել որպես Երևանի կողմից բանակցությունները վիժեցնելու միտում:

                    Ամերիկյան Պենտագոնը հայտարարել է, որ Սիրիայի հարցով «կապի գիծ» է ստեղծում Ռուսաստանի հետ: Այս մասին հայտարարել է Պենտագոնի մամուլի քարտուղար Փիթեր Քուքը:

                    Նրա խոսքով, Օբաման արդեն հայտարարել է, որ Սիրիայում ԻԼԻՊ-ի դեմ պայքարն ԱՄՆ-ի եւ Ռուսաստանի ընդհանուր շահերից է բխում:

                    Ըստ The Hill-ի, Ռուսաստանի հետ կապ են պահպանելու՝ սխալներից եւ ոչ ճիշտ գնահատականներից խուսափելու, հակաաբեկչական կոալիցիայի ուժերի անվտանգությունն ապահովելու, ինչպես նաեւ այն բանի համար, որպեսզի կոալիցիայի օդուժի շարունակվող գործողությունները չխափանվեն Ռուսաստանի ապագա ռազմական գործողությունների պատճառով:

                      The Saudi government confirms the death toll in the recent Hajj
                      tragedy has reached 4,173, reports say.

                      Saudi Vice Minister of Health Hamad bin Muhammad Al-Duweila said on
                      Tuesday that he has received a photo showing that 4,173 pilgrims were
                      killed in the tragic incident in Minda, near the holy city of Mecca,
                      according to unconfirmed reports.

                      The Saudi Health Ministry asserted that heat exhaustion and suffocation
                      are to blame for the pilgrims' death, the reports said.

                      However, Saudi officials have not yet confirmed the reports.

                      The fatal crush occurred on September 24 after two large crowds of
                      pilgrims, who were on their way to participate in the symbolic stoning
                      of Satan, a Hajj ritual, met.

                      Rise in Iranians' death toll

                      The head of Iran's Hajj and Pilgrimage Organization, Saeed Ohadi,
                      said on Tuesday that 239 Iranian pilgrims have so far been confirmed
                      dead in the Mina tragedy.

                      He added that 14 Iranian pilgrims have been wounded while 241 others
                      are still missing.
