Don't really know the players well enough (or at all) but it seems the oligarch factor has a strangle hold position at this time (sigh).

Gas Policies: Armenia looking for options in view of possible changes in Georgia transit terms

The parliamentary ad hoc commission looking into issues of natural gas distribution in Armenia has come up with some sensational statements, which, however, have not caused a political scandal. In particular, head of the parliamentary Committee on Economic Affairs, ruling Republican Party member Vardan Ayvazyan said that Gazprom did not pay dividends to Armenia during five years.

Before December 2, 2013, 20 percent of the shares of Armenia’s gas distribution networks in belonged to the country’s government. The stake was then transferred to the subsidiary of Gazprom as payment for the accumulated debt of $300 million. The deal was concluded during Russian President Vladimir Putin’s visit to Armenia and caused a sharp public outcry. However, neither the ruling party nor even the opposition parties challenged it.

And now one of the members of the ruling Republican Party says that Gazprom was not paying dividends to the Armenian government, despite the net profit that increased to 12 percent. The Commission questions the appropriateness of expenditures and investments of Gazprom Armenia (former ArmRosgazprom) that unnecessarily increased the number of employees, the wages fund, as well as of the cost of construction of underground storages and natural gas supply to remote villages.

One of the local publications, Lragir.am, described it as the intention of the Armenian authorities to collect “evidence” for a possible revision of the fettering Russian-Armenian gas deal. This deal, in particular, prohibits Armenia from buying natural gas from third countries and stipulates that it buys gas from Gazprom in the amount of at least 2.5 billion cubic meters a year, despite the country’s actual annual need estimated at only $1.7 billion. In fact, if by the end of the year Armenia is not able to purchase the full amount of gas, it will have to pay the penalty for the shortfall.

Perhaps it is for this scenario that the ruling party is getting prepared for and also for, as well as for what looks as an inevitable application from Gazprom Armenia for increase gas tariffs. But it is probably not the only reason.

Chairman of the Commission Vardan Ayvazyan also said that Armenia will consider possibilities of fuel supplies from Central Asia and Iran through the Iranian pipe. It also looked like a sensation, since Russia is clearly blocking all alternative fuel supplies to Armenia.

The gas issue apparently became topical after Armenian President Serzh Sargsyan’s visit to Georgia, through whose territory Russian gas is transited to Armenia. On June 27 Georgia intends to sign an association agreement with the European Union and the terms of the contract for the transit of Russian gas and other goods to Armenia may change. Moscow and Yerevan are trying to persuade Georgia to keep a duty-free and customs-free trade regime with Armenia, but judging from the results of the negotiations conducted by Sargsyan in Tbilisi, the EU will not allow Georgia to help Armenia and Russia.

Armenia intends to join the Russian-led Eurasian Economic Union. No one knows exactly when it will happen. Last week Armenian Prime Minister Hovik Abrahamyan said it would not happen at least before July 3. Today Russian Foreign Minister Sergei Lavrov is having talks with the Armenian leadership in Yerevan. He is likely to discuss the “common border” between Armenia and Russia via Georgia.

It is remarkable that a landslide recently happened on the Georgian military road, blocking land communication between Armenia and Russia and gas supplies for a whole month.

It is yet unclear how Armenia and Russia are going to live in a single customs union without a common border if Georgia does not agree to a preferential transit regime. Apparently, Armenia is preparing for diversification of gas supplies. It is not excluded that Russia wants to buy Iranian gas and sell it to Armenia.

There are many names to be called. But I will go with describing them as groops.

The "second" tier of Artsakh war leaders(veterans), who have not become oligarkhs or enrolled in any governing stractures except many serve in military forces (by the way, i can see a military take over of government in certain circumstances, which could be a relief itself). They are mostly pushed away from political or economic influential positions. Some are participating in opposition activities but mainly as supporters. They do not belong either to pro russia or prowest groups and mainly despise current oligarkhic power.

The left over ( or pushed to the side) intelligentsia. Such as scientists, philosophers, former activists that do not hold any alegience neither to ruling or current opposition parties.

Former diplomatic and political figures. Some that go back to preindependence era.
There are people belonging to this groups who hold a very healthy and realistic views about Armenia's future and are driven by national interests.

Those people can be brought to power by two ways.
a) By revolution and tru an interim government successions.
b) By an election victory of smaller political party, Like Heritage party or Orinats Ergir. In last elections Heritage allmost won because of people's dissapointment with Republican or prosperity paries who are full of oligarks.

Also as a group we can add the introduction of large number of diaspora Armenian leaders in government which also comes to power tru means stated in "a" or "B".

^^^very true Vrej, like to see more activity by these groups. The possibility a leader from Diaspora has been evaluated in the past and it was found to have certain advantages. Or at least having Diaspora involved in Armenian's government decision making process. So far nothing.

You pro Russian guys should love Kocharian back......Putin really likes him alot

«Սա առաջին հերթին ուժեղ հարված կլինի հոսանք արտադրող և գազ մատակարարող ընկերություններին, որոնք կզրկվեն իրենց եկամուտների մեծ մասից։ Երևի սա է պատճառներից, որ սովորաբար աշխատանքները խոչընդոտվում են Հայաստանում, հետաքրքրված չեն, անտեսում են։ Վստահություն չկա հենց ներդրողների մոտ, որ ամեն ինչ հարթ կգնա այս երկրում»,- ասաց գյուտարարը։

Գիտելիքահեն տնտեսություն ու էլեկտրաէներգիայի այլընտրանքային աղբյուրներ գտնելու մասին խոստումներ Համազասպյանը շատ է լսել. ամենաթարմ հայտարարությունը հնչեց այսօր, էներգետիկայի նախարար Երվանդ Զախարյանը խոստացավ քայլեր է ձեռնարկել՝ արևային և հողմային էներգետիկան զարգացնելու ուղղությամբ: Իրականում, սակայն, կառավարությունը խոստումներից այն կողմ չի անցնում, ասում է գիտնականը, ով վերջերս նամակ է գրել վարչապետ Հովիկ Աբրահամյանին, փորձել է ցույց տալ իր գյուտի արդյունքները, սակայն վարչապետի փոխարեն գիտնականին պատասխանել են էկոնոմիկայի նախարարությունից։

«Նամակը գնաց էկոնոմիկայի նախարարություն, էնտեղից բաժին, բաժնից կոնկրետ աշխատողի և վերջացավ մի փոքր զրույցով»։

Չնայած հայրենի պաշտոնյաների անտարբերությանը, սարքով հետաքրքրված են դրսում, քանի որ այն ըստ գիտնականի նմանատիպ մյուս սարքերի համեմատ ավելի մատչելի է։ Վերջին անգամ սարքը դիտելու համար Համազասպյանին է այցելել Հայաստանում Ղազախստանի դեսպանը, պայմանավորվել են, որ առաջիկայում Ղազախստանում «Ախթամար» արևային սարքերի արտադրություն կսկսվի։

«Իրենք իրենց աուլներում էներգիայի խնդիր ունեն, ճիշտ է գազ շատ ունեն, բայց հազար կմ-ի վրա, ասենք, մի աուլ է, որը պետք է էներգիա ունենա, և քոչվոր ցեղերը անընդհատ տեղափոխվում են։ Պայմանավորվեցինք, որ կանենք միասին»,- պատմեց գիտնականը։

Ի դեպ, երեկ հանրապետության նախագահը վարչապետին առաջարկել է էլեկտրաէներգիայի սակագնի բարձրացման ազդեցությունը սոցիալապես անապահով 105 հազար ընտանիքների համար մեղմելու ուղղությամբ քայլեր ձեռնարկել։ Որոշվել է, որ առաջիկայում կբարձրացվի նրանց տրամադրվող ընտանեկան նպաստի չափը։ Գիտնականը առաջարկում է դրա փոխարեն ամեն ընտանիքի այսպիսի սարք նվիրել։

ԱՄՆ զգուշացնում է Հայաստանի իշխանությանը

Այսօր Սերժ Սարգսյանն այցելել է ԱՄՆ դեսպանատուն, ԱՄՆ անկախության օրվա կապակցությամբ: Սերժ Սարգսյանը ողջունել է հայ-ամերիկյան հարաբերությունների նոր մակարդակը եւ հայկական տնտեսության մեջ ամերիկյան կապիտալի ներկայության ընդլայնումը:

Մի քանի օր առաջ դեսպան Հեֆերնը Ամերիկայի ձայնին տված հարցազրույցում ասել էր, որ ամերիկյան Contour Global ընկերությանը Որոտանի կասկադի վաճառքի որոշումը հատկապես կարեւոր է: Դա շատ կարեւոր հատված է՝ էներգետիկան: Մինչ այդ այդ հատվածում գերակայում էին ռուսական ընկերությունները: Գործարքի կնքումը լուրջ ազդանշան կլինի, որ Հայաստանը ցանկանում է աշխատել Եվրոպայի եւ մեզ հետ, որ Հայաստանը բաց է ներդրումների համար, ասել էր Հեֆերնը:

Արդյոք Սերժ Սարգսյանը նկատի ուներ Որոտանի գործարքը, խոսելով ամերիկյան կապիտալի ընդլայնման մասին: Մինչ այժմ նա չի հայտնել իր վերաբերմունքն այդ գործարքի վերաբերյալ, որն իսկական թեստ է դարձել հայ-ամերիկյան հարաբերությունների համար: Հայաստանի որոշ ոչ իշխանական կուսակցություններ դեմ են հանդես գալիս գործարքին: Ռոբերտ Քոչարյանը հայտարարել է, որ այդ գործարքում դրականը միայն այն է, որ հայկական էներգետիկայում հայտնվում է ամերիկյան ընկերություն: Սակայն գործարքը կնքվել է Հայաստանի համար ոչ շահավետ պայմաններով, պնդել է նա:

«Որոտանյան վրդովմունքը» հնչում է Ռուսաստանին Հայաստանի մնացյալ ողջ էներգետիկ ակտիվները լռելյայն հանձնելու ֆոնին: Եւ դա վկայում է վրդովմունքի քաղաքական հիմքի մասին, որն աջակցվում է Ռուսաստանից:

Ամերիկյան դեսպանը, խոսելով ազդանշանի մասին, թերեւս նկատի ունի գործարքը չեղյալ անելու խոսակցությունները: Հեֆերնը զգուշացնում է, որ ԱՄՆ-ն դա կընկալի որպես համագործակցության ցանկության բացակայություն, սեփական էներգետիկայի ինքնիշխան տնօրինման անկարողություն: Այն բանից հետո, երբ այդ ազդանշանը հնչի, ԱՄՆ-ն կարող է լիովին կորցնել հետաքրքրությունը Հայաստանի հանդեպ, որին ներկայում առայժմ ընդունում է որպես քաղաքական կարեւոր գործոն տարածաշրջանում:

Գործարքի կնքումը կարող է դառնալ էներգետիկան եւ տնտեսությունը դիվերսիֆիկացնելու Հայաստանի պատրաստակամության ազդանշանը: Հնարավոր է, դրանից հետո ամերիկյան կողմն առաջարկի կառուցել հայկական ատոմակայանի նոր բլոկը: Ինչպես հայտնի է, ներկայում Հայաստանը բանակցություններ է վարում Ռուսաստանի հետ ԱԷԿ-ը վերակառուցելու համար 300 մլն դոլար վարկի շուրջ: Իսկ ԱՄՆ-ն հայկական ատոմակայանի անվտանգության ապահովման համար ոչ թե վարկ էր տալիս, այլ դրամաշնորհ:

Այս տեսակետից, հետաքրքիր է, արդյոք Հեֆերնը եւ Սերժ Սարգսյանը խոսել են հայկական էներգետիկայի մասին, թե ամեն ինչ կավարտվի ընդհանուր հայտարարություններով:
