2] Use descriptive subject lines & research your post. This means use the SEARCH.

3] Keep the focus.

      PM Bidzina Ivanishvili has suggested that he might quit his post and go into third sector after the presidential elections this October – that is even sooner than the date he was previously indicating to.

      “After the October [presidential] elections there will be completely different situation in Georgia and the government will no longer need my assistance,” he said on June 23.

      Like in his previous remarks on the issue, the PM again reiterated that if he sees that his resignation causes negative consequences for the country, “then of course I will not quit.”

      He made the remarks while commenting on Sunday his statement made in an interview with the Estonian newspaper, Postimees, in which he says that he will resign after the presidential elections in October, 2013.

      In October 2011, when he first announced about his political goals, Ivanishvili said that he was intending to stay in politics for two or three years. After becoming the PM he said in November 2012 that he would quit his post and politics in spring 2014 “if things go perfectly”, but if “the worst case scenario plays out” he would stay for full term and would even run in next elections.

      In an interview with the Estonian newspaper, Postimees, which was recorded on June 19, PM Ivanishvili said: “I am going to quit the politics soon. I will stay no more than several days immediately after Saakashvili quits and new presidential elections are held [in October, 2013]. We have a good team; a very interesting president will be elected from our [team]; there is a very interesting speaker of the parliament [Davit Usupashvili] and I have an idea about who could replace me [on PM’s post].”

      Asked about these remarks, Ivanishvili told journalists on June 23: “I’ve made such statements for many times previously. You remember my first statement [in October, 2011] where I was saying that I was going to stay in politics from two to three years and at the same time I was clarifying in the same [statement]… that I am not going to leave the country.”

      “Quitting politics by me does not mean that I am leaving the country or shunning away from difficulties and responsibilities or from my [pre-election] promises. I will quit the politics when there is no need for me to be [in the politics] and I will engage in more difficult and more needed processes and that is development of the society. My greatest dream is to have a European type society in twenty years. The government with all of its branches – judiciary, parliament and executive – is part of the society, like you [journalists] are also part of the society; experts, analysts, NGOs are also part of one body and that is the society; development of only one part of this body – the government, will not help development of the entire country; the society has to develop, the society is crucial,” he said.

      “Therefore I will take care of development of the society for rest of my life. I want to remain active for twenty more years… It will take about twenty years to have the European type of society. The society should learn to elect the best and the society should be able to control the government.”

      “I am not going anywhere and I am not running anywhere. I will quit when I first and foremost explain well to my team members and when they understand well that quitting the politics by me will not harm anything and when the society also understands it well. But if question marks remain and if there is a threat that this move will cause [negative consequences] for the country, then of course I will not quit,” Ivanishvili said.

      Asked if that might happen this October, he responded: “I think it will be possible.”

      “After the October [presidential] elections there will be completely different situation in Georgia and the government will no longer need my assistance. Development of the society will be more needed,” Ivanishvili said, adding that joining the third sector would serve as an important momentum for the civil society, “which should define the country’s strategy and development.”

      “I repeat that when I quit [the politics] it will mean that I am going from easer place to more difficult one,” he said, adding that he will do it only after “sorting everything out” in the government.

      “If there is even a slight sense of instability and if it triggers questions that it can cause [negative consequence] then of course I won’t quit,” the PM said.

      “I think that after the October elections there will be completely different situation in Georgia and there will be no need for me to stay in the politics and if there is still such need by that time, I will definitely stay,” he added.

      Asked who will replace him if he quits, Ivanishvili responded: “It’s early to speak about it now.”

      Commenting on PM’s remarks made in the interview with the Estonian newspaper, President Saakashvili said earlier on June 23 that “politics is not a kindergarten.”

      “That’s a very serious issues, which is related to human’s fate, Georgia’s long-term development and future,” Saakashvili said, adding that where Georgia will be is what matters the most rather than where individual politicians will be.

        Վրաստանը նոր արտաքին քաղաքականություն է ձևավորում 2012թ. տարեվերջին կառավարության փոփոխությունից հետո, սակայն «նոր քաղաքականություն» եզրը չպետք է հասկանալ որպես Վրաստանի արտաքին քաղաքական գերակայությունների արմատական, առավել ևս՝ լիակատար փոփոխություն։ Կարելի է նույնիսկ վիճել, թե որքանով կարելի է երկրի ներկայիս արտաքին քաղաքական գիծն առհասարակ նոր անվանել։ Կարելի է նշել այդ գծի շրջանակներում առկա հակասությունները, բայց Վրաստանի արտաքին քաղաքականության մեջ, անշուշտ, ի հայտ են եկել այնպիսի կարևոր ուղղություններ, որոնք չկային նախկին կառավարության օրոք։

        Բ.Իվանիշվիլու կառավարությունը ցանկություն է ցուցաբերում շարունակելու ՆԱՏՕ-ին և եվրոպական կառույցներին ինտեգրվելու նախկին գիծը, ինչպես նաև ռազմավարական գործընկերությունը ԱՄՆ-ի հետ, որը սահմանված է 2009թ. հունվարի համապատասխան խարտիայով։ Բայց այս ամենը հռետորաբանության մակարդակում է մնում, քանի որ Վրաստանը ոչ մի հնարավորություն չունի ինքն իրենով ինտեգրվելու ԵՄ-ին և ՆԱՏՕ-ին. նրան այնտեղ պետք է հրավիրեն, իսկ նման հեռանկար առայժմ չի երևում։ Ինչ վերաբերում է ԱՄՆ-ի հետ ռազմավարական գործընկերությանը, նոր, ավելի ուժեղ շարժ այդ ուղղությամբ նույնպես չի կանխատեսվում։

        Ուժի մեջ է մնում նախկին ղեկավարության՝ ԱՊՀ-ից Վրաստանի դուրս գալու մասին որոշումը։ Հավանաբար, Վրաստանը ծանրակշիռ չէր թվա, եթե ցանկություն հայտներ կրկին վերադառնալ այդ կազմակերպություն, թեև ինչ-որ բան կորցնում է այնտեղ իր տեղը կորցնելով (օրինակ, անվճար տեղերը վրացի ուսանողների համար ԱՊՀ երկրների բուհերում և զանազան այլ «մանրուքներ»)։ Փոխարենն անսասան է մնում, և դա զարմանալի չէ, անջատված վրացական տարածքների՝ Աբխազիայի և Հարավային Օսիայի հանրապետությունների չճանաչման գիծը։ Վրաստանն անհաշտ վերաբերմունք է ցուցաբերել երրորդ երկրների կողմից այդ հանրապետությունների ճանաչմանը, ինչն, անշուշտ, խանգարում է Ռուսաստանի հետ հարաբերությունների կարգավորմանը։

        Այնուամենայնիվ, նոր կառավարությունը, հիանալի հասկանալով, որ դա վրաց ժողովրդի սոցիալական պատվերն է, հայտարարել է, որ ցանկանում է կոնկրետ միջոցներ ձեռնարկել այդ կարգավորման համար։ Մեր ինստիտուտն անցյալ տարի, ընտրությունների նախօրեին, սոցիոլոգիական հարցախույզ է անցկացրել ողջ Վրաստանում, հարցման է ենթարկվել ավելի քան 3 հազար մարդ։ Բ.Իվանիշվիլու կողմնակիցների, իսկ նրանք ակնհայտ մեծամասնություն են կազմում, ավելի քան 80%-ը տրամադրված է եղել ո՛չ հօգուտ արևմտյան, ՆԱՏՕ-ական վեկտորի։ Դա, պայմանականորեն ասած, «ռուսամետ» ընտրազանգվածն է։ Կա դրական արձագանք Մոսկվայի կողմից, և երկխոսությունը տարբեր ուղղություններով, ներառյալ դիվանագիտականը, արդեն ընթանում է։ Փոխըմբռնման և բանակցությունների հետագա հաջողության համար հիանալի հիմք ստեղծեց Վրաց Ուղղափառ եկեղեցու պատրիարք Իլյա Երկրորդի այցելությունը Մոսկվա սույն թվականի սկզբին։ Այս ամենն էապես տարբերվում է Սաակաշվիլու վարչակարգի նախկին սադրիչ գծից և Վրաստանի արտաքին քաղաքականության մեջ նոր բաղադրիչ է հանդիսանում։ Նոր գծի գլխավոր կանխադրույթն այն ձևակերպումն է, որն ամրագրված է երկրի արտաքին քաղաքականության մասին հատուկ փաստաթղթում, որն էլ նախօրեին արժանացել էր խորհրդարանի հավանությանը։ Երկրի ղեկավարությունը, մասնավորապես, կարծում է, որ Վրաստանը չպետք է դիմակայության պատճառ հանդիսանա Արևմուտքի և Ռուսաստանի միջև հարաբերություններում։ Թերևս, ավելորդ է ապացուցել, որ նման մոտեցումը խիստ կարևոր է Վրաստանի համար։

        Ռուսաստանի հետ հարաբերությունների կարգավորման և համագործակցության շարժիչ ուժը, ծանրագույն՝ տարածքային խնդրի առկայության պայմաններում, կարող է լինել միայն իրական տնտեսական շահագրգռվածությունը Վրաստանի և ռազմավարական շահը Ռուսաստանի կողմից։ Այս համատեքստում հրատապ է դառնում նաև վրաց-հայկական հարաբերությունների խորացումը։ Բանն այն է, որ, ինչպես հայտնի է, Հայաստանը դաշնակցային հարաբերություններ ունի Մոսկվայի հետ և ՌԴ-ի հետ ընդհանուր սահման չունենալու պատճառով որոշակիորեն կախված է այն գործընթացներից, որոնք տեղի են ունենում Վրաստանում։ Հետևաբար, Հայաստանը կարող էր հավելյալ ամրացնել ռուս-վրացական երկխոսության դրական պատկերը։ Վրաստանի վարչապետ Բիձինա Իվանիշվիլին, թերևս, հասկանում է սա, և պատահական չէ, որ այս տարվա հունվարին այցելեց Երևան։ Ավելին, տեղական լրատվամիջոցներին տված հարցազրույցում նա խոսել է հայկական արտաքին քաղաքական փորձի մասին, երբ լավ հարաբերություններ են հաստատվում ինչպես Ռուսաստանի, այնպես էլ Արևմուտքի հետ։

        Ըստ Բ.Իվանիշվիլու, Վրաստանը նույնպես պետք է կարողանա այնպես անել, որ վերականգնի բարեկամական հարաբերությունները Ռուսաստանի և միաժամանակ լավ հարաբերություններ պահպանի ՆԱՏՕ-ի հետ, ձգտի դեպի ՆԱՏՕ և լինի ԱՄՆ-ի ու ՆԱՏՕ մյուս երկրների ռազմավարական գործընկերը։

        Ներկայիս վարչապետի այս հայտարարությունն անառողջ իրարանցում առաջացրեց Ազգային շարժման «մնացուկների» մեջ։ Դրա ներկայացուցիչները տագնապ բարձրացրին, թե նման հայտարարությունները նշանակում են Վրաստանի արտաքին քաղաքականության արմատական շրջադարձ և նոր գերակայությունների ձևավորում։ Ազգային շարժման ներկայացուցիչներից մեկը, որ պատգամավոր է, հայտարարեց, թե քանի որ Հայաստանը երբեք ցանկություն չի հայտնել մտնելու ՆԱՏՕ և այլընտրանքային՝ ՀԱՊԿ ռազմական դաշինքի անդամ է, դրա համար էլ, իբր, սպասվում է Վրաստանի արտաքին քաղաքական գծի արմատական փոփոխություն։ Սակայն պատգամավորը մոռանում է, որ ոչ միայն Հայաստանը, այլ նաև հետխորհրդային տարածքի ուրիշ ոչ մի երկիր ՆԱՏՕ մտնելու ցանկություն չի հայտնել։ Ինչ վերաբերում է Բալթյան երկրներին, որոնք արդեն այդ դաշինքում են, նրանց փորձը ցույց է տալիս, որ ՆԱՏՕ անդամ լինելն անվտանգության երաշխիք չի տալիս, քանի որ այդ երկրները ցայսօր գտնվում են մշտական վախի և սթրեսային իրավիճակում՝ երկյուղելով արևելյան հարևանից։

        Միակ բացառությունն Ուկրաինան էր Յուշչենկոյի և Տիմոշենկոյի օրոք, որը ՆԱՏՕ մտնելու հայտ էր ներկայացրել։ Բայց այս երկրում ևս ձախողվեց այսպես կոչված նարնջագույն հեղափոխությունը, որ ոգեշնչվել էր Վրաստանի «վարդերի հեղափոխությունից»։ Ուկրաինայի ներկայիս իշխանությունը հրաժարվեց դեպի ՆԱՏՕ ձգտումից և հայտարարեց չեզոքության քաղաքականության մասին։ Իհարկե, շարունակվում է Եվրամիությանն Ուկրաինայի միանալու խոսակցությունը, բայց դա փոքր-ինչ այլ թեմա է։ Չի կարելի ՆԱՏՕ-ն և Եվրամիությունը նույն փաթեթում դիտարկել։ Թեև, արժե դիտարկել ԵՄ-ի կամ մեկ այլ միավորման նպատակահարմարությունը Վրաստանի համար։

        Բոլոր դեպքերում, Վրաստանը միայնակ է մնում հետխորհրդային տարածքում, երբ փորձում է մտնել ՆԱՏՕ, և դրանով իսկ մեկուսացման մեջ է գտնվում։ Այդ իրավիճակը նորմալ չէ, իսկ մեր արտաքին քաղաքականությունն անհամարժեք է, երբ փորձում ենք ապացուցել հյուսիսատլանտյան դաշինքին միանալու մեր ցանկությունը։ Որոշ ուժեր, սրա հետ կապված, հենվում են պլեբիսցիտի վրա, որը զուգահեռաբար անցկացվել էր 2008թ. հունվարի 5-ի կեղծված ընտրությունների հետ, և հայտարարում են, թե, իբր, վրաց ժողովուրդը համարյա թե միաձայն ցանկություն է հայտնել միանալ ՆԱՏՕ-ին։

        Հայաստանի օրինակն իրականում հետաքրքիր է նաև նրանով, որ Հայաստանը երբեք չի խոսել ՆԱՏՕ-ին միանալու իր մտադրության մասին։ Չնայած դրան, այն լավ հարաբերություններ ունի Արևմուտքի երկրների հետ։ Հայաստանի հարաբերությունները հիանալի են նաև Ռուսաստանի, Իրանի Իսլամական Հանրապետության հետ։ Ինչ վերաբերում է Ադրբեջանի հետ հարաբերություններին, ապա դրանք սառեցված են Ղարաբաղի պատերազմի պատճառով, պաշտոնական շփումներն ընդհատված են նաև Թուրքիայի հետ, թեև դրանք կայուն են։ Մի խոսքով՝ Հայաստանն ամենևին էլ չի գտնվում միջազգային մեկուսացման կամ նման մի վիճակի մեջ։

        Հետևաբար, Բիձինա Իվանիշվիլու դիրքորոշումն այս փուլում միանգամայն ճիշտ և ընդունելի է։ Նրա հայտարարությունը կարող է չնշանակել, թե Վրաստանի արտաքին քաղաքականությունն արմատապես փոխվելու է։ Բայց այն կարող է դառնալ դեպի ավելի հավասարակշռված և իրատեսական քաղաքականության շրջադարձի սկիզբը և հրաժարում արմատականությունից, ինչը չէինք կարող ասել նախկին իշխանության արտաքին քաղաքականության մասին, որը լիովին կտրված էր իրականությունից։ Իսկ նոր իրավիճակում Հայաստանն անխուսափելիորեն դառնում է ավելի մեծ ուշադրության առարկա վրացական դիվանագիտությունում։

        Որոշ հայ վերլուծաբաններ կարծում են, թե ցանկալի կլիներ, եթե Հայաստանի գործընկերներն ազդեին Իրանի վրա Հայաստանն Իրանի հետ կապող երկաթուղու կառուցման հարցում, ինչպես նաև Թուրքիայի վրա՝ այլ հարցերում։ Իսկ ես գտնում եմ, որ Հայաստանը կարող էր ինքն ազդել որոշ գործընթացների վրա, այդ թվում և Իրանի հետ երկաթուղու կառուցման հարցում։ Հարավային հարևանի հետ Հայաստանը կապող ավտոմայրուղին ևս վերակառուցման կարիք ունի։ Հայաստան-Իրան հարաբերությունները շատ կարևոր են, բայց կարևոր են նաև Հայաստանի հարաբերությունները Վրաստանի հետ, դրա համար էլ հայկական դիվանագիտությունը պետք է աշխուժանա այս ուղղությամբ։ Հայաստանը և Վրաստանը պետք է համագործակցեն միմյանց հետ։ Դա պետք է լինի համագործակցություն «հանուն» որոշակի դրական նպատակների, այլ ոչ թե «դեմ» ինչ-որ մեկին։ Հայաստանն, իմ կարծիքով, ինքնուրույնության (ինքնիշխանության) ավելի բարձր մակարդակ ունի, քան Վրաստանը, քանի որ Հայաստանի գործերում երրորդ կողմի ակնհայտ միջամտություն չի նկատվում, ինչը տեսնում ենք Վրաստանի պարագայում (միայն Քութայիսում Վրաստանի խորհրդարանի շենքում ԱՄՆ դեսպանի ներկայությունն ինչ ասես արժեր, երբ քվեարկվում էին կարևորագույն սահմանադրական փոփոխությունները. ես ինքս նախկին դիվանագետ եմ և շատ լավ գիտեմ, որ նման փաստն այլ կերպ, քան կոպիտ միջամտություն ինքնիշխան պետության ներքին գործերին, չի կարող գնահատվել), ուստի ձեր երկիրը կարող է և պետք է ավելի աշխույժ քաղաքականություն վարի, այսօրվա դրությամբ հայկական դիվանագիտությունն այնքան էլ ակտիվ չէ։

        Մասնավորապես, Հայաստանը կարող էր ազդել Աբխազիայի տարածքով Ռուսաստան-Վրաստան-Հայաստան երկաթուղային հաղորդակցության վերաբացման հարցում։ Աբխազական կողմը քաղաքական բնույթի առարկություններ ունի, իսկ նախագիծը զուտ տնտեսական է, խիստ շահավետ ինչպես Վրաստանի, այնպես էլ Հայաստանի ու հենց Աբխազիայի համար։ Բնականաբար, Ռուսաստանը Հայաստանի, իսկ հետագայում նաև Իրանի, այսինքն՝ նաև Հնդկական օվկիանոսի հետ կապող երկաթուղին ռազմավարական առումով պակաս կարևոր չէ նաև Ռուսաստանի համար։ Բայց հավանաբար որոշակի խթան է հարկավոր այս ուղղությամբ։ Բ.Իվանիշվիլու կառավարությունն արդեն նշաններ ցուցաբերել է, թե պատրաստ է դիտարկել այս հարցը։ Առարկություններն, առաջին հերթին, հնչեցին Սուխումից։ Հետևաբար, Հայաստանը, որն իր կապերն ունի Աբխազիայում՝ գոնե հանձին հայ սփյուռքի, պետք է բացատրական աշխատանք տանի Աբխազիայի ներսում, գուցեև Ռուսաստանում։ Արժե համոզել գործընկերներին, որ երկաթուղին հարձակողական սպառազինություն չէ և ինքնին ոչ մի վտանգ չի ներկայացնում։ Երկաթուղին հաղորդակցության տեսակ է, որն առևտրային կապեր է ապահովում, տնտեսության աճ։ Աբխազական կողմի երկյուղներն իզուր են, իսկ շահը բոլորի համար՝ ակնհայտ է։ Վրացական կառավարության վրա բոլոր կողմերից ճնշում են գործադրում, ներառյալ նախկին իշխանությունը, որպեսզի հավանություն չտա երկաթուղային հաղորդակցության վերսկսմանը (եթե անգամ աբխազները համաձայնեն), ուստի Թբիլիսիի համար այնքան կարևոր է Երևանի աջակցությունը։

        Կարծում եմ, որ Հայաստանն իսկապես շահագրգռված է ռուս-վրացական հարաբերությունների կարգավորմամբ։ Նրա նշանակությունը Ռուսաստանի համար դրանով չի նվազի, այլ հակառակը, կմեծանա. Հայաստանը դուրս կգա իր ներկայիս անկլավային վիճակից և կդառնա լիարժեք դերակատար Կովկասյան տարածաշրջանում։ Վրաստանի նոր կառավարությունը երկկողմանի հարաբերությունների և գործընկերության խորացման հնարավորություն է, իսկ հեռացող նախագահ Սաակաշվիլին, որին, ի դեպ, մեկ անգամ չէ, որ «մեղադրել» են հայկական ծագում ունենալու մեջ, ոչինչ չի արել այդ ուղղությամբ։ Ավելին, վերջին ժամանակներս անգամ վնասել է մեր հարաբերություններին։ «Իմեդի» հեռուստաալիքին մարտի 22-ին տված հարցազրույցում, օրինակ, նա կտրականապես դեմ է արտահայտվել Աբխազիայի տարածքով անցնող երկաթուղու բացմանը՝ իր դիրքորոշումը պատճառաբանելով նրանով, որ երկաթուղին «կփակի» Ադրբեջանը։ Միևնույն ժամանակ, նա գովաբանել է Կարս-Ախալքալաք-Բաքու նախագիծն ու կողմ է եղել դրա իրագործմանը։ Սաակաշվիլու ելույթի սադրիչ բնույթն ակնհայտ է։

        Կուզենայի ընդգծել, որ Վրաստանի և Հայաստանի միջև խորքային հակասություններ գոյություն չունեն։ Որոշ խնդրահարույց պահեր, ինչպես, օրինակ, եկեղեցական գույքի հարցը, պետք է լուծեն շահագրգիռ կողմերը, սույն պարագայում՝ հայ և վրաց եկեղեցիները, առանց խնդրի ավելորդ քաղաքականացման և հուզականացման։ Ոչ ճիշտ մոտեցումն այս հարցին նախանցած տարի հանգեցրեց այնպիսի իրավիճակի, որը չնպաստեց երկկողմանի հարաբերությունների բարելավմանը և մեր կապերի զարգացմանը։

        Ամփոփելով, կարելի է նշել հետևյալ հիմնական պահերը.

        1. Վրաստանի նոր արտաքին քաղաքականությունը, բացի այն, որ փորձում է ինտեգրվել արևմտյան քաղաքական կառույցներին՝ հաշվի առնելով Ռուսաստանի հետ հարաբերություների կարգավորման անհրաժեշտությունը, բնականաբար, աշխուժացնում է գործընկերությունը Հայաստանի հետ, որը դաշնակցային հարաբերություններ ունի Ռուսաստանի հետ;

        2. Ապակառուցողական ուժերի կողմից Աբխազիայի տարածքով անցնող Ռուսաստան-Վրաստան-Հայաստան երկաթուղային հաղորդակցության վերաբացման գաղափարին ակտիվորեն դիմակայելու համատեքստում անհրաժեշտ է աշխուժացնել հայկական դիվանագիտությունն ինչպես Վրաստանի, այնպես էլ Ռուսաստանի հանդեպ;

        3. Ռուսաստանի հետ Վրաստանի երկաթուղային հաղորդակցության բացումն անհրաժեշտ և շահավետ է ինչպես Վրաստանի, այնպես էլ Հայաստանի համար։ Երկարաժամկետ հեռանկարում այդ հնարավորությունը շահավետ է նաև Ռուսաստանին և Իրանին։ Շահավետությունն ակնհայտ է նաև աբխազական կողմի համար, որի հետ պետք է վարել համատեղ բացատրական աշխատանք, համոզել, որ խոսքը զուտ տնտեսական նախագծի մասին է;

        4. Ռուսաստանի և Վրաստանի մերձեցումը որևէ կերպ չի վերացնում Հայաստանի՝ որպես դաշնակցի, նշանակալիությունը Ռուսաստանի համար, ընդհակառակը, բարձրացնում է նրա աշխարհաքաղաքական դերը, երկիրը դուրս բերում անկլավային վիճակից և դարձնում լիարժեք դերակատար տարածաշրջանում;

        5. Աբխազիայի տարածքով անցնող երկաթուղու վերաբացման հետևանքով Ադրբեջանը որևէ կերպ չի հայտնվում մեկուսացման մեջ, ի հակակշիռ այն բանի, ինչ վերջերս «Իմեդի» հեռուստաալիքին տված հարցազրույցում հայտարարեց Միխայիլ Սաակաշվիլին։ Իրականում Ադրբեջանը պահպանում է դեպի Փոթի և Բաթում նավահանգիստներ, ինչպես նաև դեպի Թուրքիայի ցամաքային սահմաններ ունեցած ելքը, բացի այդ, լրիվ թափով ընթանում է Կարս-Ախալքալաք-Բաքու երկաթուղու շինարարությունը, որը Վրացական երկաթուղու և վրացական նավահանգիստների մրցակիցն է;

        6. Հայաստանը պետք է մեծ ուշադրություն հատկացնի ենթակառուցվածքային նախագծերին, նրա շահերից են բխում, ի թիվս այլ բաների, երկաթուղային հաղորդակցության կարգավորումն ու հուսալի ավտոճանապարհն Իրանի հետ։

          the Armenian Apostolic Church. In a conversation with "Armenpress" the
          Director of the Press Service of the Georgian Diocese of the Armenian
          Apostolic Church Susanna Khachatryan stated this. "There are also
          "disputable" churches (5 in Tbilisi and 1 in Akhaltsikhe) along with
          the churches functioning under the Georgian Diocese of the Armenian
          Apostolic Church. They all are Armenian churches, but the Georgian
          side admits that, for instance, Norashen has Armenian origin, but
          demands some sort of scientific grounds," the Director of the Press
          Service of the Georgian Diocese of the Armenian Apostolic Church
          Susanna Khachatryan said. In addition she noted that she is hopeful
          that the activity of the trilateral committee (the Patriarchate of
          Georgia, the Ministry of Culture of Georgia, and the Prelacy of the
          Georgian Diocese of the Armenian Apostolic Church) will result in
          the positive regulation of the issue.

          Also she underscored that within the framework of the visit of the
          Georgian Prime Minister Bidzina Ivanishvili to Armenia, the Georgian
          PM stated that as historical-cultural monuments the "disputable"
          churches must be repaired.

            Հատվում են հայ-վրացական սահմանի անտառները

            «Հայանտառ» ՊՈԱԿ-ի Ջիլիզայի անտառտնտեսության տնօրինության հսկողության տակ գտնվող հայ-վրացական հյուսիսային սահմանի երկայնքով սփռված 15 հազար հեկտար հատուկ` սահմանային և ռազմական նշանակության անտառները ՀՀ անտառային օրենսգրքի համաձայն՝ պետք է ենթարկվեն սահմանափակ հատումների: Ջիլիզայի անտառները, սակայն, համատարած հատվում են և դարձել են բնափայտի արտադրության աղբյուրներ: Դրա արդյունքում՝ սահմանային պաշտպանական նշանակություն ունեցող անտառները նոսրանում են: Հոկտեմբերի 16-ին Ալավերդի-Ջիլիզա ճանապարհի 20-25 կմ-ի վրա գտնվող և ճանապարհին հարող անտառների մի քանի հատատեղերում մարդիկ անտառահատումներ էին իրականցնում: Ակնհայտ էր, որ այն չի համապատասխանում անտառների համատարած սանիտարական հատումների սահմանված պահանջներին:


            Սանիտարական հատումները կատարվում են անտառների սանիտարական վիճակի բարելաման, վնասատուների և հիվանդությունների բացասական ազդեցության հետևանքով կենսունակությունը կորցրած կամ ցցաչոր և չորացած ծառերի ոչնչացման նպատակով: Հատումից հետո անտառային հրդեհներից խուսափելու համար ծառերի տերևներն ու ճյուղերը պետք է հեռացվեն հատատեղերից, որից հետո իրակացվում են անտառավերականգնման աշխատանքներ:


            Ջիլիզայի անտառներում համատարած հատումների են ենթարկվում առողջ ծառերը: Հատատեղերում մենք ընդամենը մի քանի կոճղերի վրա հանդիպեցինք կարմիր կնիքի: Հատված ծառերի տերևների ու ճյուղերի չորացած հսկա կույտերը անտառում պոտեցիալ վտանգ էին ստեղծում հրդեհների համար: Իսկ անտառավերականգնման աշխատանքների մասին խոսք լինել չի կարող: Սահմանի անտառներում ստեղծված վիճակից մի եզրահանգում կարելի անել` Ջիլիզայի անտառտնտեսության տնօրեն Արամ Բարոյանը և նրա ենթակայությամբ աշխատող 4 անտառապետերը «Հայանտառ» ՊՈԱԿ-ի կողմից իրենց գործում նշանակվել են ոչ թե անտառապահպանման և անտառավերականգնման աշխատանքները կազմակերպելու , այլ սահմանային նշանակության անտառները ոչնչացնելու համար:

              Հայ-վրացական 225 կմ երկարությամբ հյուսիսային սահմանի 65կմ սահմանագծի սահմանազատման խնդիրը վերջին տարիներին այդպես էլ չի լուծվում` Հայաստանի և Վրաստանի անհամաձայնության պատճառով: Չհամաձայնեցված հատվածներն են Բավրա եւ Ջիլիզա գյուղերի մոտ գտնվող փոքրիկ տեղանքի, Սադախլո բնակավայր-Դեբեդ գետի, Խոժոռնի գյուղի, Ախքյորփի-Չանախչի-Բրդաձոր հատվածները: Սահմանի այս հատվածի ճշտմամբ է պայմանավորված Ջիլիզա գյուղի սահմանային անցակետի բացումը, որը կապահովի Ջիլիզայի և սահմանամերձ վրացահայ գյուղերի բնակիչների շփումը:

              Ջիլիզայի գյուղապետ Մհեր Վարդանյանը սահմանային անցակետի բացումը կարևորում է ոչ միայն Ջիլիզայի զարգացման, այլև վրացահպատակ գյուղերի հայապահպանման տեսանկյունից: Գյուղապետը վստահ է, որ անցակետի բացումը ձախողում է հենց Վրաստանի կառավարությունը: Հարևան գյուղերից ընդամենը Շուլավեր գետակով սահմանազատվող Ջիլիզայի բնակիչները կարծում են, որ Վրաստանն իր խիստ սահմանային ռեժիմով խոչընդոտում է սահմանակից հայ գյուղացիների շփմանը եւ հայաթափում սահմանային հայկական գյուղերը:

              «Մեր գյուղի և դպրոցի ամբողջ պրոբլեմը պայմանավորված է փակ սահմանով: Երբ սահմանը բաց էր, Վրաստանի սահմանամերձ գյուղերի բնակիչներն իրենց միրգն ու բանջարեղենը փոխանակում էին մեր անասնապահական մթերքների հետ, և գյուղացիները միմյանցից գոհ էին մնում»,- ասում է Ջիլիզայի դպրոցի տնօրեն Սաթենիկ Թունյանը: Գյուղի դպրոցում ներկայումս սովորում է 15 աշակերտ: Դպրոցը տարրական դասարաններ չունի, 5-9-րդ դասարաններում սովորում է 6, իսկ 10-12-րդ դասարաններում` 9 աշակերտ:

              Սաթենիկ Թունյանն ասում է, որ դպրոցի աշակերտները հագուստի խնդիր չունեն. «Վորլդ Վիժն» կազմակերպությունն ամեն տարի երեխաներին ապահովում է ձմեռային տաք և ամառային հագուստներով ու կոշիկներով:


              Հոկտեմբերի 15-ին` մեր այցելության պահին, դպրոցի ուսուցչանոցում աշակերտներին բաշխում էին «Ունիսոն» ՀԿ-ի ուղարկած ձմեռային տաք կոշիկները: «Սևան Ամիրյանցն է ուղարկել»,- ասաց դպրոցի տնօրենը: Դպրոցը տեղակայված է գյուղապետարանի շենքում, դասասենյակները կահավորած են նոր կահույքով և տաքացվում են կենտրոնացված կաթսայատան միջոցով: Դպրոցն ունի 4850 կտոր գրականությամբ գրադարան: «Գրադարանից օգտվում են աշակերտները, գյուղի թոշակառուները, ինչպես նաև սահամանապահ ուղեկալի սահմանապահները:

              Նախկինում գրադարանից օգտվում էին նաև Օփրեթ և Աղքյորփի գյուղերի բնակիչները»,- ասաց գրադարանավարուհի Հերիքնազ Վարդանյանը: Սաթենիկ Թունյանն ասաց, որ երբ սահմանը բաց էր, Ջիլիզայի դպրոցում սովորում էր 56 աշակերտ: «Չանախչի, Խոխմել, Օփրեթ 8-ամյա դպրոցների, անգամ Աղքյորփու միջնակարգ դպրոցի աշակերտները միջնակարգն ավարտում էին մեր գյուղի դպրոցում: Հիմա Վրաստանի կրթության նախարարությունը հայ երեխաների ուսման համար 550 լարի վարձ է սահմանել: Կոնկրետ Խոժոռնի գյուղում ապրող իմ հարազատներից մեկը 5 երեխա ունի, նրանցից 3-ը դպրոց չեն գնում` ուսման վարձի պատճառով»,- նշեց նա:

              Սահմանային անցակետը բացելու դեպքում մենք կարող ենք սահմանի այն կողմում գտնվող հայ երեխաներին հայկական կրթություն տալ: Մինչդեռ Վրաստանը, մեզ համար անհասկանալի իրավունքով, ամեն ինչ անում է հայ երեխաներին կրթության իրավունքից զրկելու համար»,- ասաց Սաթենիկ Թունյանը:

              Աշակերտուհի Վարդանուշ Հալիվորյանը Չանախչի գյուղից Ջիլիզա է եկել 2010թ. դեկտեմբերին: Վարդանուշը ուսման վարձի պատճառով 2 տարի Չանախչիում դուրս է մնացել դպրոցից: Նա հիմա 19 տարեկան է, սովորում է Ջիլիզայի դպրոցի 12-րդ դասարանում: Վարդանուշի մայրը Չանախչի գյուղից է, հայրը ծնունդով Ջիլիզայից է: «Վրաստանում հայ գյուղացիների վիճակը օրեցօր վատանում է: Մենք Չանախչիում գրանցված չէինք, իսկ դպրոց գնալու համար 550 լարի պետք է բանկում վճարեինք և կտրոնը տայինք դպրոցի տնօրինությանը: Որպես Հայաստանի Հանրապետության քաղաքացի` մենք Չանախչիում իրավունք չունեինք օգտվել սեփականության իրավունքից: Պապիկս Վրաստանի քաղաքացի էր, երբ նա մահացավ, նրա սեփական հողատարածքը արգելեցին մեզ տրամադրել: Մեր վիճակը ավելի վատացավ Չանախչիում: Էլի 10 մեզ նման երիտասարդ ընտանիքների հետ մենք դուրս եկանք Չանախչիից»,- ասաց Վարդանուշը:

              Վարդանուշն ասաց, որ շատ է սիրում Ջիլիզան. «Ես այն կարծիքին եմ, որ Հայաստանի կառավարությունը պետք է ամեն ինչ անի Ջիլիզայի ուժեղացման համար»: Դպրոցի տնօրեն Սաթենիկ Թունյան էլ հայտնեց, որ 2014թ. դպրոցը կրկին առաջին դասարան չի ունենա, 2015թ. դպրոց կհաճախի մեկ առաջին դասարանցի: «Երեք տարի հետո մենք կունենանք 5-6, լավագույն դեպքում՝ 7 աշակերտ»,- ասաց տնօրենը: Նա ափսոսանք հայտնեց, որ Ջիլիզայի աղջիկները դրսում են ամուսնանում: Գյուղում դեռ մի 5-6 չամուսնացած տղա կա: Երեք տղա ամուսանացել է, նրանց երեխաներն էլ դպրոց հաճախելու համար դեռ փոքր են:

              Մինչ դպրոցի տնօրենը մտահոգված է դպրոցի ապագայով, գյուղապետ Մհեր Վարդանյանը հետևում է գյուղի ռեզերվային ջրագծի վերանորոգման աշխատանքներին, որ ձմռանը մայր ջրագծի վթարի դեպքում սահմանակից հայկական գյուղերից մեկուսացված և Ալավերդուց 30 կմ հեռու գտվող Ջիլիզան հանկարծ ջրամատակարարման խնդիր չունենա:

                Georgia: Saakashvili, Chakhalyan Face Off In Akhalkalaki

                (Civil.Ge) - `Where are you running you coward separatists?' President
                Saakashvili was shouting and following back a small group of men, who
                were responding by shouting insults back on him.

                The scene played out in Akhalkalaki, a predominantly ethnic Armenian
                populated town in Samtskhe-Javakheti region, which outgoing President
                Saakashvili visited on October 25.

                As Saakashvili was visiting Armenian church in Akhalkalaki, a local
                activist Vahagn Chakhalyan was waiting outside the church together
                with a small group of his allies.

                Chakhalyan, who was with one of the Akhalkalaki-based groups which
                staged several protest rallies in 2005 against withdrawal of the
                Russian military base from the town and which was calling for autonomy
                for the Javakheti region, was arrested in July 2008. Chakhalyan was
                imprisoned on what he claimed were trumped up charges related to
                weapons, armed hooliganism and acts against public order.

                In January 2013 he was released as a result of broad amnesty issued by
                the current government. Chakhalyan's release was condemned by
                President Saakashvili and his UNM party, describing him as `the enemy
                of the Georgian state' and `inspirer of separatism in Javakheti'.

                After visiting the church, President Saakashvili himself approached
                Chakhalyan, who was protesting against presence of Saakashvili there.

                `Hello, I listen,' Saakashvili told Chakhalyan while shaking hands.

                `What shall I say, you took four years and a half of my life,'
                Chakhalyan told Saakashvili referring to his imprisonment and then
                started complaining about what he called absence of Armenian
                literature from curriculum of local schools and also raised the issue
                of those churches, which remain disputed between the Georgian Orthodox
                Church and the Armenian Apostolic Church.

                `What was happening here on your behalf it should be a matter of
                accountability in line with the law; whether it was done on your
                behalf or you gave an order, I do not know; the law, the court has to
                decide it,' Chakhalyan said, but the context what he was meaning was
                unclear from the available video footage of the conversation.

                Saakashvili interrupted Chakhalyan and responded angrily: `Are you the
                one who should put me on the trial?.. You criminal should put me on
                the trial?'

                `I came here and I am ready to listen to every citizen, but I am not
                going to let people like you lecture me on morality. Now let me tell
                you what I have done in Akhalkalaki. What I have done was that I cut
                the ground from under feet of separatists like you,' Saakashvili said
                and added that his government built roads and secured gas and
                electricity supplies and developed infrastructure in the region.

                `Separatists like you who are going to separate Georgia into pieces
                and puppies of GRU [Russian military intelligence] will not lecture me
                in morality; you were sitting in jail on six [criminal] charges,'
                Saakashvili said shouting at Chakhalyan.

                `No, no, don't insult me,' Chakhalyan was telling the President, who
                continued hitting out at Chakhalyan, saying: `I am not going to let
                criminals like to lecture me in morality.'

                `Misha go away; go Misha... Do you want me to tell it to you in
                Turkish?' Chakhalyan told Saakashvili and started chanting together
                with his small group of supportersa swear word in Turkish.

                Evoking a Turkish theme by Chakhalyan was apparently in reference to
                Saakashvili's recent trips to Sakarya and Samsun provinces of Turkey
                in September and October, meeting there Turkish citizens of Georgian
                descent and granting to some of them Georgian citizenship.

                As Chakhalyan was moving away from Saakashvili, he and his supporters
                were also chanting in Georgian: `Misha go to Turkey, Misha go to
                Turkey.'

                Saakashvili followed them, shouting: `Come here, where are you running
                you cowards? Come here; are you running you coward separatists?'

                `Look, only five separatists are now left and that's what we did;
                there were much more of them; run away you coward separatists; your
                patron GRU base is no longer here,' the outgoing president said.

                While visiting Akhalkalaki municipality, Saakashvili also met local
                Armenian communities in number of villages telling them in Russian: `I
                love Akhalkalaki residents very much.'

                Later on the same day he made a live televised statement from the
                presidential palace in Tbilisi, saying that the Samtskhe-Javakheti
                region was actually out of central government's control before he came
                into power almost ten years ago; he also said that he is proud that it
                was made possible to enhance Georgian language programs for locals in
                the region and to develop various infrastructure projects there to
                help integrate it to the rest of Georgia. He again criticized GD for
                releasing Chakhalyan from prison (he was released together with
                thousands of others under the broad amnesty) and suggested that
                Chakhalyan was now acting with the support of the authorities.

                `I know that there are people in the Georgian government who have
                suspicious links with the interests of our invader [referring to
                Russia],' he said. `But I do not believe that the incumbent government
                wants to undermine interests of Georgia.'

                `I want today's incident to be the last one,' he said. `And let's not
                spoil what has been achieved in previous years just out of spite.'

                `Presidents will change - and I will not be the president in several
                days or weeks, the governments will change too, including the
                incumbent one, but we should not do anything that can harm Georgia,'
                he said.

                  Նա ներողություն է խնդրել բոլոր նրանցից, ովքեր իր իշխանության ժամանակ անարդարության զոհ են դարձել: Սահակաշվիլիի խոսքով, անկախ սխալներից եւ թերություններից, իր պաշտոնավարումը հույս է ներշնչել, ստեղծել է հայրենասիրության նոր ձեւ եւ վերականգնել է ազգային հպարտությունը, որը վաղուց կորել էր:

                    Russia’s Back Road to Georgia: To Trade or Invade?

                    Russia wants to revive a tsarist-era project for building a new road to Georgia, but Georgians remain uncertain about whether the intention has to do with transit for trade or tanks or both.

                    The topic was slotted for further discussion at a routine, October-16 meeting in Prague between Georgian and Russian officials, but details have not emerged.

                    The road, which would run from the restive Russian republic of Daghestan to Georgia’s Kakheti region, is meant as an alternative to the only fully functional road link between Georgia and Russia, known by its unfortunate historical name, the Georgian Military Highway.

                    The highway, at times barely two lanes, winds north through canyons and towering mountains in eastern Georgia, and is highly susceptible to the elements. Heavy snowfalls and landslides often block the road, leaving trucks queuing for weeks before they can go through.

                    To the west, there are two crossings into breakaway South Ossetia and Abkhazia. Both of these passages are outside Tbilisi’s control and remain closed to international traffic.

                    Increased transit would bring more income for Georgia’s lackluster economy, and especially for Russian ally Armenia, which heavily relies on exports to Russia. But many Georgians have qualms about giving their enemy number-one more options to roll in the tanks should the 2008 war repeat itself. Particularly in the wake of the uproar over the proposed Abkhazia-Russia treaty.

                    The fact that several months before the 2008 invasion, then Russian Prime Minister Vladimir Putin arrived in Daghestan and called for construction of this same road as another corridor to Georgia has offered little reassurance on this front.

                    After all, as Crimea and eastern Ukraine have gone to prove, Moscow is in an expansive mood these days.

                    So far, though, no official Georgian government discussion of the road-proposal has been held, Rustavi2 reported, but some indications suggest that all are not of one mind.

                    While the economy ministry mentions the need for an “alternative” road, the defense ministry intends to hold off on pinpointing its position until the matter is raised for discussion.

                    Meanwhile, Moscow has been hyping the idea, with the Kremlin’s point man for talks with Georgia, Deputy Foreign Minister Grigory Karasin, speaking about the plans to Georgian journalists during their recent show-and-tell tour to Russia.

                    Georgia’s National Security Council Deputy Secretary Ivliane Khaindrava, however, has dismissed any qualms about the road, saying it’s a “soft-power” project for the Kremlin.

                    “Russian military bases are both in Abkhazia and Tskhinvali [South Ossetia], they have tanks and rockets there, and there in another base in the South [Armenia], and this is more than they need for a military aggression,” Khaindrava said, Netgazeti.ge reported.

                    Why Georgia would want to assist such a “soft-power” project is not clear. Khaindrava added, however, that careful consideration of the project is due.

                      GEORGIA'S PM SACKS DEFENCE MINISTER, FOREIGN MINISTER RESIGNS

                      Georgian Prime Minister Irakly Garibashvili fired his defence minister
                      on Tuesday hours after he criticised the arrests of several officials
                      in his ministry as politically motivated and aimed at those who favour
                      better relations with the West, Reuters reports.

                      Alasania, one of the most pro-Western and most popular ministers,
                      had earlier denounced the detention of one former and four serving
                      ministry officials last week, as well as new charges filed against
                      several army medical officers on Tuesday.

                      "I want to unambiguously state that this is obviously politically
                      motivated," he told reporters.

                      "I want to clearly state that this is an attack on Georgia's
                      Euro-Atlantic choice," he said, referring to Georgia's stated interest
                      in joining NATO and its recent trade deal with the European Union.

                      "This is an attack on the structure, which ... is distinguished by
                      its successful reforms and is distinguished on the path of achieving
                      this foreign policy goal," he said.

                      Garibashvili called Alasania's remarks "irresponsible."

                      "Instead of contributing to the investigation in order to help
                      establish objective truth in the case, Irakly Alasania's actions
                      are causing a politicisation of the defence ministry and of the
                      armed forces, which is categorically inadmissible for me and which
                      negatively affects our country's security and the efficiency of the
                      government's work," Garibashvili said.

                      Alexy Petriashvili, State Minister for European and Euro-Atlantic
                      Integration and also from the Free Democrats, said after the
                      announcement he would tender his resignation by letter to Garibashvili
                      on Wednesday.

                      Foreign Minister, Maia Panjikidze, has filed her resignation on
                      November 5 a day after PM Irakli Garibashvili sacked Defense Minister
                      Irakli Alasania, which was then also followed by stepping down of State
                      Minister for European and Euro-Atlantic Integration Alexi Petriashvili,
                      civil.ge reports.

                      First Deputy Foreign Minister, Davit Zalkaliani, who was also
                      Georgia's chief negotiator in the Geneva talks, has also announced
                      about resignation; Zalkaliani is a member of Alasania's Free Democrats
                      party. Three other deputies of foreign minister - Tamar Beruchashvili;
                      Davit Jalagania and Vladimer Gurgenidze - are also stepping down,
                      Panjikidze said.
