Israel has the same problem you know, and hasn't not figured it out yet, for past 70 years.

This is a war of attrition.

The weaker side resorts to war of attrition when it knows it cannot win a conventional war.
BUT thinks it can wear the enemy down and demoralize it to a level where the other side will say it’s just not worth it.
Also its loses will be smaller than a conventional war therefore perceived small relative to the objective.

As long as the enemy thinks that it is making headway it will peruse this policy.
It will be logical to increase the resources available since its a working strategy.

We must refuse to take on the role of the goal keeper and try to score goals ourselves which will hurt the enemy.

This is why we have to think ahead of the curve and ask ourselves, how many losses can we afford to lose for how long and what are the alternatives.

If its "mini" war then we need to seek political support, covertly if necessary to move forward.

Politics is not about the pursuit of morality nor what's right or wrong
Its about self interest at personal and national level often at odds with the above.
Great politicians pursue the National interest and small politicians personal interests

          Does this give any clues?

I'd wager that we're losing 50 men a year, just from this war of attrition, and it's been going on for a couple of years now. Apparently, the current situation is good enough accordingly to our MoD, otherwise they'd have done something to curb it. They like the status qou, because the alternatives are worse.
From what i hear, lots of people are trying to NOT get into the army because 18 year old kids are getting killed on the border daily, and our MoD has made it very hard lately to avoid it by money. 4 or 5 years ago, it was much easier.
the problem with few babies that were born in beginning of 90's is hitting hard.

Actually total number of deaths per year (hostile and non-hostile) lately has hovered around 40 for us. This year has been the worst year of fighting in a long time. Last year we lost just 6 to Azeri hostile fire, year before that 14 http://razm.info/27785. There is a major escalation.

I doubt we paid full price for it anyway. We don't pay full price for any weapons from Russia, especially after newly signed deals.
