Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

5] Respect the authority of moderators/admins.

Public discussions of moderator/admin actions are not allowed on the forum. It is also prohibited to protest moderator actions in titles, avatars, and signatures. If you don't like something that a moderator did, PM or email the moderator and try your best to resolve the problem or difference in private.

6] Promotion of sites or products is not permitted.

      Վաղ թե ուշ Ստեփանակերտի օդանավակայանը շահագործվելու է: Այս մասին, այսօր՝ նոյեմբերի 3-ին, լրագրողների հետ հանդիպման ժամանակ նշել է ԼՂՀ կառավարությանն առընթեր Քաղավիացիայի վարչության պետ Դմիտրի Ադբաշյանը:

      «Թե երբ շահագործման կհանձնվի օդանավակայանը, քաղաքական հարց է։ Քաղաքական գործիչներն ավելի լավ գիտեն, թե ինչու հիմա թռիչքներ չեն իրականացվում։ 2010 թ.-ի մայիսի 9-ին մենք պատրաստվել էինք՝ թռիչք իրականացնելու։ Մենք ցուցակներն էինք կազմել արդեն, թե ովքեր են թռչելու։ Վերջին պահին մեզ ասացին, որ թռիչքը չի կայանա, նախագահն էլ դեռ ճանապարհին էր, որ չեղյալ հայտարարեցին թռիչքը»,- ասաց Դմիտրի Ադբաշյանը։

      Լրագրողների հարցին, թե քաղաքական հարցն Ադրբեջանն է, Ադբաշյանը չցանկացավ այդ մասին խոսել։

      Քաղաքական գործիչներն ավելի լավ գիտեն, թե ինչու հիմա թռիչքներ չեն իրականացվում...

        Պաշտպանության բանակի հրամանատար, գեներալ-լեյտենանտ Լյովա Մնացականյանը, պատասխանելով մոսկովյան «Նոյան Տապան» թերթի հարցերին, անդրադաձել է անցած տարվա օգոստոսից հայ-ադրբեջանական ուժերի շփման գծում իրավիճակի լարման պատճառներին։

        «Վերջին շրջանում շփման գոտում տեղ գտնող սրացումների պատճառներից կառանձնացնեի հետևյալները. նախ` քաղաքական տեսանկյունից պաշտոնական Բաքուն նման քայլերով փորձում է միջազգային հարթակում ցույց տալ իր անհանդուրժողականությունը հակամարտության գոտում հաստատված «status-quo»-ի հանդեպ և այդ իսկ ճանապարհով ճնշում գործադրել հիմնախնդրի խաղաղ կարգավորմամբ զբաղվող միջազգային կառույցների վրա, իսկ ռազմական տեսանկյունից` փորձարկել սեփական զինուժի պատրաստականությունը`առավել լուրջ և լայնածավալ մարտական գործողություններ վերսկսելու համար:

        Իհարկե, կան նաև դրանցից ածանցվող այլ պատճառներ ևս, որոնք ավելի շատ նպատակաուղղված են ինչպես ներքին լսարանի հետաքրքրությունները բավարարելու, այնպես էլ հայկական կողմի վրա հոգեբանական ազդեցություն թողնելու նպատակով»,— հայտնել է Լյովա Մնացականյանը։

        ՊԲ հրամանատարն անդրադարձել է նաև վերջին շրջանում ադրբեջանական կողմի ձեռք բերած սպառազինությանը, ինչպես նաև հակառակորդի զինուժի ագրեսիվ պահվածքին ու դրա դեմ Պաշտպանության բանակի քայլերին.

        «Չցանկանալով թերագնահատել հակառակորդի սպառազինության և տեխնիկայի ծավալները, այդուհանդերձ պետք է ասեմ, որ սեփական բանակի գերզինվածության մասին Ադրբեջանի հոխորտանքներն ավելի շատ քարոզչություն է, քան իրականություն: Բաքուն սիրում է ուռճացնել իր հնարավորությունները, մեկի փոխարեն ներկայացնել տասը` առանց հաշվի առնելու դրանց որակական չափանիշներն ու կիրառման արդյունավետության աստիճանը:

        Հակառակ դրան հայկական կողմը գլխավոր շեշտը դնում է ոչ միայն սպառազինության և տեխնիկայի քանակական ցուցանիշների, այլև որակական բնութագրերի վրա: Ելնելով այս իրողությունից վստահաբար կարող եմ ասել, որ ԼՂՀ Պաշտպանության բանակն ունի ադրբեջանական զինուժին պատվով դիմակայելու բոլոր տեխնիկական և բարոյահոգեբանական հնարավորությունները, որոնք պարբերաբար իրենց արտահայտությունն են գտնում առաջնային գծում տեղ գտնող զարգացումներում:

        Որքան էլ Բաքվի պաշտոնական և ոչ պաշտոնական քարոզչամիջոցները հակամարտության գոտում ստեղծված իրավիճակը փորձեն ներկայացնել իրենց համար շահավետ տեսանկյունից, այդուհանդերձ իրողությունը մեկն է` Պաշտպանության բանակը ողջ առաջնագծի երկայնքով եղել և մնում է թելադրողի դերում»,— հավաստիացրել է ՊԲ հրամանատարը։

        Լյովա Մնացականյանը հարցազրույցի ժամանակ ևս մեկ անգամ փաստել է, որ ադրբեջանական բանակը թաքցնում է իր կորուստները, հիշեցնելով 2014 թվականին Ադրբեջանի նախագահի ստորագրած հրամանը, որով երկրի լրատվամիջոցներին արգելվում է առանց պաշտոնական հաստատման որևէ տեղեկություն տարածել բանակում զոհերի և վիրավորների մասին:

        «Ինչպես ասում են`մախաթը պարկում չես կարող թաքցնել: Բերեմ կոնկրետ ժամանակահատվածում արձանագրված միայն մեկ փաստ. բոլորովին վերջերս Բաքվի պաշտոնական քարոզչությունը տարածեց, թե իբր ընթացիկ տարվա սեպտեմբեր ամսում առաջնագծում տեղ գտած սրացումների արդյունքում ադրբեջանական բանակը տվել է 4 զոհ, այնինչ` ըստ ՊԲ համապատասխան ծառայությունների կողմից ձեռքբերված ամենահավաստի տվյալների` հակառակորդի ունեցած զոհերի թիվն անցնում է 20-ի սահմանը, իսկ վիրավորների թիվը հասնում է մի քանի տասնյակի: Սա է իրողությունը…»,— նշել է գեներալ-լեյտենանտը։

        Պատասխանելով լրատվամիջոցի այն հարցին, թե արդյոք իրավիճակի զարգացումը կվերածվի լայնամասշտաբ պատերազմի, ՊԲ հրամանատարը ևս մեկ անգամ շեշտել է, որ քանի դեռ կողմերի միջև չկա խաղաղության հաստատման մասին վերջնական համաձայնագիր, պատերազմի վերսկսման վտանգը միշտ էլ առկա է։

        «Եթե մինչև 2015 թվականը հրադադարի ռեժիմը խախտվում էր ինքնաձիգերից և դիպուկահար զենքերից, ապա ս. թ. հունվարի 2-ից դրանց ավելացան նաև 60, 82 և 120 մմ-ոց ականանետային արկակոծումները: Մարտի կեսերից ադրբեջանական կողմը, բացի ականանետերից, գործողության մեջ դրեց TR-107 տիպի հրթիռահրետանային կայանք, իսկ սեպտեմբերի 25-ին կիրառեց 85 մմ-ոց Դ-44 թնդանոթ և 122 մմ-ոց Դ-30 տիպի հաուբից: Այս ամենը խոսում է այն մասին, որ հակամարտության գոտում արդեն իսկ տիրում է չհայտարարված պատերազմի տրամադրություն: Իսկ դրանից մինչև բացահայտ առճակատում` ընդամենը մի քանի քայլ է…»,— հայտնել է Պաշտպանության բանակի հրամանատարը։

        Խոսելով նաև իր պաշտոնավարման 4 ամիսների և ապագա անելիքների մասին, Լյովա Մնացականյանը նշել է. «Պաշտպանության բանակն ինձ համար անծանոթ միջավայր չէ, մանավանդ, որ իմ երկարամյա ծառայության հիմնական մասն անցել է հենց այստեղ: Այն վաղուց կայացած կառույց է և ունի պլանավորված ու հստակ զարգացման ուրույն մարտավարություն: Հենց այդ մարտավարությունն էլ ընկած է իմ գործունեության հիմքում: Համոզված եմ, որ մեզ մոտ ամեն ինչ ստացվելու է և անելու ենք հնարավորն ու անհնարինը, որպեսզի Արցախը լինի անվտանգ, իսկ նրա ժողովրդի ապահով կենսագործունեությունը հուսալի ձեռքերում»,— եզրափակել է հրամանատարը։

              Head of Karabakh Civil Aviation Department: Opening of Stepanakert airport is political issue

              YEREVAN, NOVEMBER 3, ARMENPRESS. Dmitry Atbashyan, Head of the Nagorno Karabakh Republic Government Civil Aviation Department, is optimistic that flights from Stepanakert airport will be performed in the future but refrained from setting any dates. “Armenpress” reports that head of the department spoke about it during the meeting with journalists on November 3 emphasizing that the opening of the airport was a political issue.

              “Azerbaijan constantly voiced threats that they would strike the plane, ” Atbashyan said, assuring that the airport was ready to transport civilians.

              According to Atbashyan, there are such equipment in Stepanakert airport that even Baku and Yerevan do not have. French senators were also surprised by it.

              He also emphasized that people had the right to free movement and that did not have any connection with the status of the territory they lived in adding that if the people of Azerbaijan had that right, why the same should not apply to the people of the Nagorno Karabakh Republic.
