Forum Rules (Everyone Must Read!!!)

1] What you CAN NOT post.

You agree, through your use of this service, that you will not use this forum to post any material which is:
- abusive
- vulgar
- hateful
- harassing
- personal attacks
- obscene

You also may not:
- post images that are too large (max is 500*500px)
- post any copyrighted material unless the copyright is owned by you or cited properly.
- post in UPPER CASE, which is considered yelling
- post messages which insult the Armenians, Armenian culture, traditions, etc
- post racist or other intentionally insensitive material that insults or attacks another culture (including Turks)

The Ankap thread is excluded from the strict rules because that place is more relaxed and you can vent and engage in light insults and humor. Notice it's not a blank ticket, but just a place to vent. If you go into the Ankap thread, you enter at your own risk of being clowned on.
What you PROBABLY SHOULD NOT post...
Do not post information that you will regret putting out in public. This site comes up on Google, is cached, and all of that, so be aware of that as you post. Do not ask the staff to go through and delete things that you regret making available on the web for all to see because we will not do it. Think before you post!


2] Use descriptive subject lines & research your post. This means use the SEARCH.

This reduces the chances of double-posting and it also makes it easier for people to see what they do/don't want to read. Using the search function will identify existing threads on the topic so we do not have multiple threads on the same topic.

3] Keep the focus.

Each forum has a focus on a certain topic. Questions outside the scope of a certain forum will either be moved to the appropriate forum, closed, or simply be deleted. Please post your topic in the most appropriate forum. Users that keep doing this will be warned, then banned.

4] Behave as you would in a public location.

This forum is no different than a public place. Behave yourself and act like a decent human being (i.e. be respectful). If you're unable to do so, you're not welcome here and will be made to leave.

5] Respect the authority of moderators/admins.

Public discussions of moderator/admin actions are not allowed on the forum. It is also prohibited to protest moderator actions in titles, avatars, and signatures. If you don't like something that a moderator did, PM or email the moderator and try your best to resolve the problem or difference in private.

6] Promotion of sites or products is not permitted.

Advertisements are not allowed in this venue. No blatant advertising or solicitations of or for business is prohibited.

Today Armenia transferred the body of the Azerbaijani serviceman, found near the Armenian border, to representatives of the Armed Forces of Azerbaijan. The transfer took place with mediation of the International Committee of the Red Cross, in the Yeraskh-Sadarak area of the state border between the two countries.

    The Defense Ministry of Armenia reminded that Armenian soldiers discovered the body of the Azerbaijani Armed Forces officer near a military position in the southwest part of the Armenian state border in the morning of November 23.

    According to the operative intelligence data, the mentioned officer was a company captain of the Azerbaijani Armed Forces, who escaped from his unit after a crime was committed there.e Azerbaijani Armed Forces, who escaped from his unit after a crime was committed there.

                    Պարոն Վարդանով, ՆԱՏՕ-ի շաբաթն է Հայաստանում։ Հայտարարվեց, որ Հայաստանը ՆԱՏՕ անդամ երկրների հետ բանակցում է ռազմա-տեխնիկական գործակցության շուրջ, ինչը ենթադրում է ոչ միայն սպառազինության ձեռքբերում, այլ ռազմարդյունաբերական համատեղ նախագծեր ու նախաձեռնություններ: Դուք ինչպե՞ս եք գնահատում այս քայլը։ Արդյոք սա նշանակո՞ւմ է, որ Հայաստանը փորձում է դիվերսիֆիկացնել իր անվտանգության ոլորտը։


                    Ռուսաստանը թե մեզ, թե աշխարհին շատ-շատ անգամ ցուցադրել է, որ ինքն այնքան էլ հուսալի գործընկեր չէ, և մենք էլ ձևեր ենք ման գալիս։


                    Այսինքն՝ արդեն գիտակցում ենք, որ Ռուսաստանն այլևս վստահելի չէ՞։


                    Ոչ թե այլևս, այլ Ռուսաստանը միշտ եղել է այն, ինչ կա հիմա։ Դա եղել է ցանկացած ցարի ժամանակ, դա եղել է ԽՍՀՄ-ի ժամանակ, նույնիսկ վրացի ղեկավարի ժամանակ, եղել է հարբած Ելցինի ժամանակ և եղել է ԿԳԲ-ական Պուտինի ժամանակ։ Միշտ Ռուսաստանն իր շահերով է առաջնորդվում, և դա նորմալ է երևի։ Ու քանի որ հնարավոր է իր շահերը մերի հետ չհամընկնեն, մեր ղեկավարությունը այդքանը հասկանալով ինչ-որ տեղ ուրիշ եզրեր է փնտրում։


                    Իսկ ՆԱՏՕ-ի հետ մեր համագործակցությունը ինչպես եք գնահատում, դրական է, թե ոչ, հաշվի առնելով, որ ՆԱՏՕ-ի andam Թուրքիան, կարծեք թե, հիասթափեցրել է ՆԱՏՕ-ին։ Հնարավո՞ր է՝ այդ ֆոնին էլ ավելի լավանան Հայաստան-ՆԱՏՕ հարաբերությունները։


                    Ես դիվանագետ չեմ և հարցին մի փոքր այլ տեսանկյունից եմ նայում։ Ես կարծում եմ, որ որքան էլ թուրքը հիմար լինի, երբեք չի ցանկանա Ռուսաստանի հետ դեմ առ դեմ մնա։ Սա իրենց ներքին խաղերն են, թուրքերը հիմա Հունաստանի հետ էլ լարվածություն ունեն։ Ինչ վերաբերում է նրան, որ ՆԱՏՕ-ի հետ չպետք է գժտվենք Ռուսաստանի պատճառով, ապա ինչպես ռուսներն են սիրում ասել, դա ոզնուն էլ է պարզ։


                    Օրերս նոր սպառազինությունների ցուցադրություն եղավ։ Ի՞նչ նոր սպառազինություններ ունի Հայաստանը և ինչ նոր սպառազինություն է Հայաստանը կարողանում արտադրել առհասարակ։


                    Լրատվամիջոցներից հայտնի դարձավ հրթիռի արձակումը, մնացած սպառազինություններից եթե անգամ տեղյակ էլ լինեմ, չեմ կարող ասել, որովհետև դրա մասին չի խոսվել։


                    Կարելի՞ է ասել, որ Հայաստանը ճեղքում է շրջափակումը ռազմական տեխնիկայի ձեռքբերման առումով։ Ռուսաստանը դա ինչպե՞ս կընկալի։


                    Մենք ճեղքման փորձեր արել ենք դեռևս 1991 թվականին, երբ իմ հարսանիքին բոլոր տղամարդիկ գնացին Արևմուտքից եկած ինքնաթիռից զենք դատարկելու։ Թուրքերին տալիս ես հազարներով, մեզ ոչ մի հատ։ Այդ հավասարությունը մի քիչ շտկենք, դեռ 1991 թվականին հենց նոր քանդված ԽՍՀՄ-ի պայմաններում, 1991-ի դեկտեմբերի վերջին Արևմուտքից մեր ղեկավարությունը զենք էր ձեռք բերել։ Դա նորմալ չի՞։


                    Իսկ որքանո՞վ է արդյունավետ Ռուսաստանի հետ վարկային պայմանագրերի կնքումը, որի նպատակը սպառազինություն գնելն է ՌԴ-ից։ Որքանո՞վ է ժամանակին տեղ հասնում այդ զենքը, որքանո՞վ է դա ժամանակակից տեխնիկա։


                    Այն ցանկը, որ հայտարարված է, շատ նորմալ տեխնիկա է։ Այո, զիջում է որոշ արևմտյան զենքերի, բայց արևմտյան անալոգներից տասնյակ անգամ էժան է։ Ուղղակի Ռուսաստանն ավելի կարգին աղջիկ կլիներ, եթե հաշվի առներ, որ մենք իրենց դաշնակիցը լինելով շատ հաճախ իրենց պատճառով դժվար ռազմական իրավիճակներում ենք հայտնվում, ինչպես եղավ օդանավի խփվելուց հետո։ Ռուսաստանը պետք է այնպիսի զենք տրամադրի, ինչպիսին Ամերիկան է տրամադրում Իսրայելին՝ ռազմական փոխօգնության շրջանակներում, ոչ թե պարտքով, այն էլ տոկոսով։ Կարճ ասած, Ռուսաստանը փող շատ է սիրում, երևի մի քիչ քիչ ունի, ու հասկանալի է ինչ-որ տեղ նրա ոչ հաճելի պահվածքը։


                    Իսրայելը հայտարարում է, որ պատրաստ է զենք վաճառել Հայաստանին։ Որքանո՞վ եք դա հավանական համարում։


                    Իրենց բոլոր զենքերը տեխնոլոգիապես լավն են։ Այսինքն՝ այնտեղ ոչ թե մետաղն է թանկ, այլ տեխնիկական կատարումը և մտքի աշխատանքն է պատճառը, որ նրանց զենքերը շատ թանկ են։ Մեզ մոտ, փառք Աստծո, մտքի աշխատանք կա։ Իրենց անօդաչու սարքերը կես մլն դոլար արժեն, մենք կարող ենք այդ նույն անօդաչու սարքը 10-12 հազարով սարքել, իհարկե ցածր որակի, բայց 100 հատ։ Այսինքն նրանցից չի կարելի ոչ մի զենքի տեսակ գնել, եթե դու կարողանում ես նույնը շատ ավելի էժան կամ ռուսականը գնել, կամ ինքդ ստեղծել։ Իմաստը ո՞րն է թանկ գնելու, թեկուզ իրենց անօդաչուները գեղեցիկ ու փայլուն կորպուս ունեն։ Իսրայելից պետք չի ոչինչ գնել, բացի «Մերկավա» տանկերից, այն էլ այն դեպքում, եթե Բաքուն վերցնելու ենք և սկսելու ենք նավթ վաճառել:
