WASHINGTON – Congressman Frank Pallone, Jr. (NJ-06), co-chair of the Congressional Caucus on Armenian Issues, Monday released a statement condemning attacks by the armed forces of Azerbaijan on soldiers of the Nagorno Karabakh Republic. We present the statement below:
“I condemn these attacks in the strongest terms. The attempt to penetrate the line of contact with Nagorno Karabakh defenses was an unacceptable provocation and an attempt to precipitate further conflict.
“I also want to express my deepest condolences to the families of the four soldiers who lost their lives due to these attacks. Their dedication to protecting a young but flourishing democracy exercising its right to self-determination is admirable.
“The fact that these attacks were unprovoked and came just hours after a meeting between the presidents of Armenia and Azerbaijan with Russian President Medvedev as part of ongoing efforts to bring the conflict to a final peace settlement, makes the attacks that much more egregious. I continue to call on the U.S. government to reinstate Section 907 of the FREEDOM Support Act and restrict all further military assistance to Azerbaijan. We can not stand complacent as Azerbaijan makes good on their aggressive statements and engages in violent attacks.”

Ուշագրավ է, որ Լեռնային Ղարաբաղի Հանրապետության դեմ Ադրբեջանի հերթական զինված սադրանքը համաժամանակացված է ոչ միայն նախագահ Մեդվեդևի պետերբուրգյան խաղաղ նախաձեռնությանը, այլև ԱՄՆ նախագահ Բարաք Օբամայի ուղերձին, որը վերջերս Բաքու բերեց ԱՄՆ պաշտպանության քարտուղար Ռոբերտ Գեյթսը և որում նույնպես հաստատված է ղարաբաղյան հակամարտության խաղաղ կարգավորման հրամայականը: Ադրբեջանի նախագահն առաջին անգամը չէ, որ նման արհամարհական վերաբերմունք է դրսևորում Ռուսաստանի նախագահի խաղաղ նախաձեռնությունների հանդեպ: Մոտավորապես մեկ տարի առաջ հանրության ուշադրությունը բևեռված էր Ղարաբաղը վերադարձնելու համար պատերազմ սկսելու պատրաստակամության մասին Չաթթամ Հաուսում Ադրբեջանի նախագահի հայտարարությանը, որը հակասում էր դրանից ոչ շատ առաջ իր իսկ ստորագրած Մայնդորֆյան հռչակագրին, որի նախաձեռնողը նախագահ Մեդվեդևն էր:
– Պարոն գեներալ, Ձեր կարծիքով ի՞նչ հեռանկար ունի Իլհամ Ալիևի ռազմատենչ հայտարարությունների վերաճումը նոր պատերազմի:

– Հաշվի առնելով սպառազինությունների` Ադրբեջանի պարտադրած ցուցադրական մրցավազքին միջազգային հանրության լուրջ հակազդեցության բացակայությունը և ԵՍՍՊ-ով (Եվրոպայում սովորական սպառազինությունների մասին պայմանագրով) թույլատրված` սպառազինության առավելագույն քանակի բազմակի գերազանցումը` չի կարելի բացառել, որ նախագահ Ալիևի ռևանշիստական կոչերն ու նրա ղեկավարությամբ հղացված ռազմական սադրանքները կվերաճեն ղարաբաղյան նոր պատերազմի: Տարածաշրջանի կայունության ու անվտանգության վրա նման քաղաքականության աղետալի ազդեցությունն ակնհայտ է Վրաստանում ողբերգական հայտնի իրադարձությունների օրինակով:

– Նախագահ Սարգսյանը Բրյուսելում խոսել է Երևանի` այնպիսի զենք ունենալու մասին, որին կարող են նախանձել չափերով Հայաստանին բազմակի գերազանցող երկրները: Ղարաբաղում Ադրբեջանի կողմից նոր պատերազմ սանձազերծվելու դեպքում ի±նչ հակազդեցության կարող է դիմել Հայաստանը:

– Ձեր հարցին պատասխանելու համար նպատակահարմար է սովորական սպառազինությամբ պատերազմի նկատմամբ կիրառել մի մոտեցում, որը մշակել է ԱՄՆ պաշտպանության քարտուղար Ռոբերտ Մակնամարան` Սառը պատերազմի ժամանակաշրջանում: Այդ մոտեցման հիման վրա ձևակերպվել է ԽՍՀՄ-ը և ԱՄՆ-ը և նրանց ղեկավարած ռազմական դաշինքները երաշխավորված փոխադարձ ոչնչացմամբ ջերմամիջուկային պատերազմից զերծ պահելու ռազմավարությունը: Մակնամարայի թիմը տվյալ սկզբունքը բանաձևել է որպես պատերազմ նախաձեռնողին «անընդունելի վնասի» («unacceptable damage») պատճառում:

Բարձր գնահատելով Ռուսաստանի, ԱՄՆ-ի և Ֆրանսիայի նախագահների` ղարաբաղյան հակամարտության խաղաղ կարգավորմանը նպատակամիտված ջանքերը` հայկական կողմը միևնույն ժամանակ բոլոր հիմքերն ունի նախագահ Ալիևին զգուշացնելու, որ Ղարաբաղում նոր պատերազմի սանձազերծումը կհարկադրի հայկական կողմին անընդունելի վնաս պատճառել Ադրբեջանին` Մակնամարայի սկզբունքին համապատասխան: Եւ Արևելյան Անդրկովկասի մեր հարևանները պետք է գիտակցեն, որ օրինական ճանապարհով ինքնորոշված Ղարաբաղի նկատմամբ իրենց իշխանությունների երկրորդ ռազմական արկածախնդրությանն ի պատասխան` իրենց համար անընդունելի այդ վնասը կհասցվի անհապաղ և ամբողջ ուժով:

– Ղարաբաղյան խնդրի լուծման համար ինչի՞ հիման վրա կարող է կիրառվել «ուժ չգործադրելու, ազատ ինքնորոշման և տարածքային ամբողջականության» սկզբունքների եռամիասնությունը:

– Նշված սկզբունքների կառուցողական համադրման հիմք կարող է դառնալ Ադրբեջանի, ինչպես նաև Մինսկի խմբի համանախագահ-պետություններ Ռուսաստանի, ԱՄՆ-ի և Ֆրանսիայի կողմից իրավական այն փաստի ճանաչումը, որ Լեռնային Ղարաբաղը Ադրբեջանական ԽՍՀ-ի կազմից դուրս է եկել «ԽՍՀՄ կազմից միութենական հանրապետությունների դուրս գալու հետ կապված հարցերի լուծման կարգի մասին» ԽՍՀՄ օրենքին համապատասխան: Այս իրավական և քաղաքական փաստը պետք է դառնա Հայաստանի արտաքին քաղաքականության հիմքը:

Խոսքն այն մասին է, որ Մինսկի խմբի համանախագահ-պետություններն իրենց միջնորդական գործունեության համար որպես հիմք ընդունեն Ադրբեջանի Հանրապետության նկատմամբ տարածքային ամբողջականության սկզբունքի կիրառման անիրավականությունը` 1991թ. Ադրբեջանից օրինական ճանապարհով անջատված Լեռնային Ղարաբաղի Հանրապետությունը նրա կազմում համարելու դեպքում:
Այսպիսով, որպես ղարաբաղյան հակամարտության խաղաղ կարգավորման հիմք պետք է ընդունել 1991թ. դեկտեմբերի 21-ի Ալմա-Աթայի հռչակագրով ԽՍՀՄ պաշտոնական ցրումից առաջ` 1991թ. դեկտեմբերի 10-ին Լեռնային Ղարաբաղում օրինական հանրաքվե հաջողությամբ անցկացնելու իրավական փաստը և Ադրբեջանական ԽՍՀ-ի տարածքում երկու անկախ պետությունների` ԱՀ և ԼՂՀ ստեղծումը: Օրինական հանրաքվեի, որին մասնակցելու հրավերը ադրբեջանական փոքրամասնությունը 1991թ. մերժեց Բաքվի իշխանության ցուցումով:

I don’t know what you guys think about this entire thing but so far I don’t see any appropriate response from our leaders.
We got to stop playing with that victim’s mentality and take a much stronger and aggressive stand. Armenia must make Azerbaijan (and the world)understand that any further aggression would cause severe reaction from the Armenia in the form of suspending all peace talks indefinitely since there is no use to continue (it would be their loss since they will get no concession from us ever), and to pre-empt with major military force and cause severe damage to Azerbaijan infrastructure including their oil/gas pipelines with securing more land/buffer zones for our own safety and protection.

Armenia must let the world know officially (Presidential speech) that Azerbaijan is directly responsible for destroying any chance of peace negotiation by its latest actions and how Armenia strongly condemns France, Russia, and USA for their lack of good faith and inaction in this process, and that now Armenia is strongly considering stopping the next round of talks. A direct ultimatum must be also given to Aliyev.
I fact we should just do it now.

We could have done something when they destroyed one of the world's oldest and largest cemetery, but we didn't. We should claim Nakhichevan, other parts of Azerbaijan which were ancient Armenian regions and the ancient Armenian city of Baku. Azerbaijan is a terrorist country which is a threat to the world security. If the war begins, we should take care that a republic called ''Azerbaijan'' will stop existing. They are sub-humans and do not deserve and they should be cept at minimum 20.000 kilometers away from Armenians, or be buried under ground.

We should claim Nakhichevan, other parts of Azerbaijan which were ancient Armenian regions and the ancient Armenian city of Baku. Azerbaijan is a terrorist country which is a threat to the world security. If the war begins, we should take care that a republic called ''Azerbaijan'' will stop existing. They are sub-humans and do not deserve and they should be cept at minimum 20.000 kilometers away from Armenians, or be buried under ground.

Will us threating them make us win the war or get independence for Artsakh? I think not, the only thing we should is be calm and react when they act like crazy bastards. We won the war last time, we are defending now. We've got advantages why stoop to their level and give fuel for their propaganda machine.

And getting Nakhijevan right now is not an option for Armenia, because when the region was given to the Azeris the Su and Turkey were guaranteers of the region. So if we attack Nakhijevan we will at war with Nato.
