    Freedom House urges not to attend European Games in Baku

    Freedom House has criticized the Azerbaijani authorities over the conviction of leading human rights defender Rasul Jafarov.

    STEPANAKERT, APRIL 17, ARTSAKHPRESS։ In response to the Azerbaijani government sentencing prominent human rights defender Rasul Jafarov to six-and-a-half years imprisonment on charges of embezzlement, illegal entrepreneurship, tax evasion, abuse of power and forgery committed by a civil servant, Freedom House issued the following statement:

    “We condemn the politically motivated imprisonment of Rasul Jafarov, who was convicted on ludicrous charges,” said Susan Corke, director of Eurasia programs. “They fit a pattern of prosecutions against leading human rights defenders and investigative journalists, including Leyla Yunus, Intigam Aliyev, Emin Huseynov and Khadija Ismail, on trumped up charges. The Azerbaijani authorities seem purposefully oblivious to the irony of sentencing an activist on counts of financial wrong-doing, given that President, Ilham Aliyev has accrued great wealth while in power. We urge Europe’s leaders not to attend the June 12, 2015 European Games, as a clear condemnation of Azerbaijan’s actions.”

    According to Freedom House, Rasul Jafarov, chairman of Human Rights Club, was detained following his participation in a panel at the Parliamentary Assembly of the OSCE. He organized a Sing for Democracy campaign ahead of the Eurovision Song Contest in Baku in May, 2012 and was engaged in an effort to draw attention to Azerbaijan’s human rights record ahead of the European Games to be held in June in Baku. In 2014, The Norwegian Helsinki Committee awarded Rasul Jafarov - together with Leyla Yunus, Anar Mammadli, and Intiqam Aliyev - The Andrei Sakharov Freedom Award.

    Azerbaijan is rated Not Free in Freedom in the World 2015, Not Free in Freedom of the Press 2014, Partly Free in Freedom on the Net 2014, and receives a democracy score of 6.68 on a scale of 1 to 7, with 7 as the worst possible score, in Nations in Transit 2014.

      Azerbaijan Reconsiders Its Foreign Ties

      Although it has gone largely unnoticed by mainstream media, Azerbaijan has recently been at the center of a diplomatic frenzy, with Azerbaijani officials meeting around the clock with their Russian and European counterparts. Azerbaijani Foreign Minister Elmar Mammadyarov was in Moscow from May 24-26, where he not only met with his Russian counterpart, Sergei Lavrov, but also Duma Speaker Sergei Naryshkin and Deputy Prime Minister Dmitry Rogozin, two key figures within the Kremlin power circle. Conversely, Mammadyarov attended the EU Eastern Partnership summit in Riga from May 22-23, where EU officials played up Azerbaijan's importance to the European Union.

      Azerbaijan has long been considered a crucial swing state in the competition for influence in European and Eurasian borderlands, both in terms of its location and its wealth of energy resources. However, Baku's importance has increased exponentially as a result of the standoff between Moscow and the West over Ukraine, which has brought Russia-West relations to the their lowest point since the end of the Cold War. During this time of conflict, Azerbaijan is the only state in Eastern Europe and the Caucasus that has maintained neutrality; Ukraine, Moldova and Georgia are seeking integration with the West, and Belarus and Armenia are pulling closer to Russia. As Eastern Europe has become divided, Baku has become the target of intense pursuit by both powers.

      While Azerbaijan has long been active in talks with Russian and Western officials as part of its attempt to balance between both sides, the tone and nature of recent meetings seems to have shifted more toward Russia. One indicator of this shift was Azerbaijani President Ilham Aliyev's attendance at the Victory Day ceremony in Moscow, the same ceremony many Western leaders boycotted and framed as a gathering of Russia's most loyal allies. Russian President Vladimir Putin was quick to reciprocate, announcing that he would attend the first European Games to be held in Baku in June. In addition, Putin awarded the Order of Merit to Azerbaijan's Ambassador to Russia, Polad Bulbuloglu, for his contribution to "strengthening friendship and cooperation between Russia and Azerbaijan."

      Amid these public displays of affection between Azerbaijan and Russia, the opposite could be observed between Azerbaijan and Europe. President Aliyev cancelled his attendance at the Riga Eastern Partnership summit just days before the event, insisting instead that he had to attend preparations for the European Games. It was a curious reason, given that the European Games were still weeks away, and can be interpreted as a slight, given that Aliyev had already been included in the official EU press release of the summit attendees.

      There are several possible reasons for Azerbaijan's uncharacteristic behavior, which has a history of observing diplomatic niceties. One is a recent barrage of criticism from Western media and nongovernmental organizations about human rights, media freedom and democracy in Azerbaijan. Although the Azerbaijani government has been subject to criticism in the past, the timing — so soon before the high-profile European Games — has seemingly made Baku more sensitive to such reports. Certain Azerbaijani officials have said these Western groups are trying to undermine and bring down the government. Some officials even accused U.S. Secretary of State John Kerry of organizing these efforts. The U.S. State Department has vehemently denied the accusations, but a rift between Baku and the West over the human rights issues nevertheless seems to have widened, with Mammadyarov blaming the West for "Cold War style propaganda."

      Another possible reason for the shift in Azerbaijan's diplomacy is the Nagorno-Karabakh conflict between Azerbaijan and Armenia. The frozen conflict over the breakaway territory has heated up over the past year, with cross-border shootouts and raids around the line of contact intensifying in scope and frequency. Azerbaijan in particular has become more assertive militarily, as evidenced by the downing of an Armenian helicopter and increased casualties incurred by Armenian forces. Meanwhile, Yerevan has been surprisingly restrained in its actions on the battlefield.

      Russia, which serves as Armenia's security guarantor and stations 5,000 troops in the country, has also demonstrated restraint, calling for calm between the two sides without being overly critical of Azerbaijan. This laxness could be explained by Russia's focus on the conflict in eastern Ukraine, or by Moscow's attempt to maintain leverage over Armenia and Azerbaijan by keeping the conflict alive. However, the Russian response could be an emerging understanding between Moscow and Baku that frees up Azerbaijan to be more aggressive without incurring substantial blowback from Russia.

      Still, Azerbaijan's diplomatic behavior should not be confused with a strategic reorientation toward Russia at the expense of the West — at least not yet. Azerbaijan is still interested in using its energy supplies to balance between Moscow and the West, and the standoff over Ukraine has only increased its attractiveness to the Europeans as an alternative to Russia as a natural gas supplier. Baku has been courted ardently to take part in Southern Corridor energy projects, particularly the Trans-Caspian pipeline, which would link Azerbaijan with even greater volumes of natural gas from Turkmenistan, Iran and other countries in the region. Unlike its underwhelming participation in the Eastern Partnership summit, Azerbaijan has been understandably active and engaged in discussing future energy ties. Such projects would be favorable not only to the country's economy but also to its diplomatic and geopolitical position.

      In light of these European energy pursuits, Russian officials have stated that Moscow is more open to working out legal differences over maritime boundaries in the Caspian Sea — a key hurdle to a project like the Trans-Caspian pipeline. These statements could be yet another indication that Russia is trying to smooth over another sensitive issue, just like Nagorno-Karabakh, to pull Azerbaijan closer to its orbit. Or, Moscow could still be trying to influence the project, since the Trans-Caspian pipeline is specifically designed to circumvent Russia. Baku may be willing to at least partially entertain that option, to the West's dissatisfaction.

      Of course, talking about something is not the same thing as following through, and Azerbaijan has not yet made any concrete decisions to abandon its balancing strategy. But Baku and Moscow's decisions and statements bear close watching. They will have implications not only for Azerbaijan but also the broader regional and global standoffs between Russia and the West.

        Iran’s Role and Place in Armenia and in Azerbaijan

        Countries’ geopolitical and geostrategic locations certainly play a significant role in their state-to-state relationship.

        To comprehensively analyze the relations between Iran, on the one hand, and its neighboring Armenia and Azerbaijan on the other, it is important first and foremost to briefly assess their geopolitical assets, under which material and non-material capabilities, including country’s geographical placement, natural resources, economic potential, territory, population, national solidarity, psychology and other characters are being taken into account.

        Iran is one of the regional powers in the Middle East; and as from geopolitical perspective it is probably the most advantageous country by its reserves of hydrocarbon and mineral resources, as well as geographical position. By land and maritime borders it neighbors with 16 countries, including Armenia and Azerbaijan. Some Western economists believe that Iran can become a Middle Eastern “Brazil” thanks to its population’s number, intellectual potential and achievements recorded in different scientific spheres. Given this advantageous geopolitical location, Iran will surely benefit from the final agreement to be signed within “Iran-5+1” format on its nuclear program.

        However, Iran has also vulnerabilities due to its multinational composition or water-shortness despite the presence of border rivers, which sometimes threaten to its national security. Isa Kalantari, the adviser for water, agriculture and the environment to Iran’s Vice President, announced at the press conference on April 26, that by continuing to exploit 97% of country’s surface water, Iran has practically dried up the rivers. He also warned that if Iran doesn't cut its water exploitation in half, the country could see a mass exodus, and “approximately 50 million people, 70% of Iranians, will have no choice but to leave the country.” (Iran official warns water crisis could lead to mass migration, 27April 2015).

        Although the geopolitical position of Azerbaijan, the biggest South Caucasian country, is again favorable in terms of energy resources and geographical placement, however, its vulnerabilities are also numerous – lack of territorial unity, existing issues of nation-building and national minorities, and serious deficit of fresh water. Since the Nagorno-Karabakh Republic is the second water-rich country after Georgia in the region, Azerbaijan’s ambitions to regain it might equally be explained from this standpoint as well.

        Armenia, being the smallest country in South Caucasus, is of strategic significance because of its advantageous geographic placement in the region. With its geopolitical location it excludes the unification of Turkish-populated territories that threatens Iran’s territorial integrity. Perhaps, Iran’s interest to see Armenia powerful and independent is also derived from this factor.

        In addition, Armenia is distinguished by its intellectual potential and by population homogeneity, which are lacking in neighboring countries. Apparently, by its freshwater reserves, Armenia is also in more favorable condition, than its neighbors. Arpa, Aghstev and Debed rivers flowing from Armenia to Azerbaijan maybe used as a lever against Baku, as Turkey used, and is still using it against Syria and Iraq through excessive usage of water reserves of the Tigris and the Euphrates.

        There are certain preconditions to develop close, friendly relationship between Iran and Azerbaijan as well. However, from the very start they are developing with serious fluctuations given the distrust between the two. Nevertheless, the Iranian side displays more willingness in establishing close relationship and has repeatedly stated that there is a serious ground for friendly ties between Iran and Azerbaijan:

        a)both countries have enormous historical, cultural and religious congenialities; b)Azerbaijan is the second Shia country in the Islamic world after Iran; c)about 20-30 million Azerbaijani population lives in Iran, d)giving a privilege to Islamic countries is one of Iran’s foreign policy key priorities.

        What is more, president Hassan Rouhani stressed the importance of relationships with neighboring countries in Iran’s foreign relations.

        Nevertheless, adherence of Shia by both countries and 20-30 million Azerbaijanis population in Iran are the major reasons for mutual distrust between the two. Baku feels an anxiety, that following Iran’s example, the Shia clergy will overthrow the secular regime in Azerbaijan through revolution. Having territorial ambitions towards Iran originally, Azerbaijan, sometimes explicitly or implicitly, strives for instigating separatism in Azerbaijani-populated province of Iran. Even so, the Iranian side is inclined to reason the improper development of bilateral relations by close ties between Azerbaijan and Israel, in particular, by allowing Tel Aviv to act against Iran from its territory.

        Baku has its own solid reasons to restrain territorial claims or at least not to intensify an explicit propaganda against Iran and establish good neighborly relations with it. First, land connection with Nakhijevan Autonomous Republic is possible only through the territory of Iran, which provides comprehensive support to Azerbaijani exclave. Secondly, Tats and Talishes of Iranian origin, living in Azerbaijan, are completely deprived of their rights as national minorities, and secessionist moods among Talishes have been distinctly outspoken.

        It’s noteworthy, if “Iran-5+1” negotiations are concluded by signing a final agreement, then the geopolitical position of Azerbaijan, as well as some Middle Eastern countries, including Turkey, will considerably weaken. Recent aspirations of Baku to improve and expand its relations with Tehran are conditioned by this factor as well.

        Taking into account the mutual benefit, the ties between Armenia and Iran supposedly should have recorded a rapid progress year after year. However, in fact, they have been developed irrelevant to available opportunities and potential due to a range of factors:

        a) Influence of external factors on the Republic of Armenia, which is inevitable in case of such a small, but at the same time geopolitically important country; b) Armenia’s Christianity in the context of conflict between Nagorno Karabakh and Azerbaijan; a factor which both Azerbaijan and some Muslim countries speculate, demanding Tehran not to support Yerevan, and even to exert pressure on the latter in favor of Baku. Moreover, some interested countries and forces sought for Iran’s direct involvement in military clashes, ascribing religious dimension to the Nagorno-Karabakh conflict; c) pressure on the government of Iran by some Azerbaijani circles; d) the extreme left and right streams of Iran’s Islamic political system, which not only position themselves against close relations between Iran and Armenia, but even criticize Armenia’s geopolitical location, splitting the Islamic world. Whereas, as already mentioned, it comes from the interests of Iran’s national security (Jomhuri-e Eslami newspaper, 5 August 1995).

        As a result, the economic turnover between two countries comprises just USD 200 million, and construction of Iran-Armenia gas pipeline, which can make Armenia a transit country, was delayed for 12 years. In addition, “North-South” highway and “Iran-Armenia” railway, as well as a hydropower plant on the Araks river as major joint projects, are on the agendas of two countries, though the construction of the second is still under question.

        No doubt, after lifting sanctions against Iran, favorable conditions will emerge to expand relations between Armenia and Iran, and, under this circumstances Armenia can even be regarded as an alternative and safer transit route to export Iranian gas. In spite of this, one can hardly imagine that serious changes in bilateral relations of the two countries to happen, although earlier the West turned a blind eye on developing economic ties between Armenia and Iran under strict sanctions, taking into account the insignificant volume of Armenia’s market and its blockade. In this regard Stefan Meister, an energy expert of the German Council on Foreign Relations, noted that Iran supplies some gas and electricity to Nagorno-Karabakh and Armenia, but the European Union and the USA don’t complain of it on account of their small volume.         In other words, if there is political will on both sides, there won’t be any iron curtain against developing ties between two countries, particularly, investing in Armenia and realizing joint projects of strategic importance. Especially, when likewise steps will boost Armenia’s development, which is in line with the national security interests of Iran.

          Yerevan /Mediamax/. Defense Minister of Armenia Seyran Ohanyan spoke
          about the asymmetric threats to the regional security singling out
          the so-called "Islamic State" (ISIL).

          "During a short period of time it managed to enlarge its control
          zone and it continues to spread across all directions automatically
          targeting at the South Caucasus, the two neighbors of which - Turkey
          and Iran - are this or that way involved in developments over ISIL. If
          the autonomous Kurdistan Region in northern Iraq and the rest of
          Kurdish communities united to fight ISIL fail in their struggle against
          the latter, then it will bring ISIL closer to the borders of the South
          Caucasus," said the Defense Minister in Yerevan on June 18 addressing
          a speech at Rose Roth seminar conducted by NATO Parliamentary Assembly,
          in collaboration with the National Assembly of Armenia.

          "There are confirmed data that a great number of Azerbaijani and a
          certain number of other Caucasian nationalities fighters in the ranks
          of ISIL. The return of these fighters who have passed a terrorist way
          will first of all threaten their own countries and then immediately
          Armenia," said Seyran Ohanyan.

          Addressing a speech at the same seminar, Domitilla Sagramoso, Lecturer
          in Security and Development at King's College, London, said that the
          struggle against ISIL will be long-term and we should be patient.

          According to her, as of now ISIL does not pose any real threat to the
          South Caucasia. Speaking about the involvement of South Caucasian
          residents in ISIL's terrorist acts, she stressed the importance of
          global cooperation to struggle against it.

          Director at the Institute of Oriental Studies at the National Academy
          of Sciences of Armenia Ruben Safrastyan said that the peculiarity of
          the "Islamic State" is its growing into a state from a terrorist group.

          "Its emergence was possible when four countries in the Middle East
          - Libya, Iraq, Syria and Yemen - had stopped to 'exist'", said the
          Director at the Institute of Oriental Studies.

            Բաքվի աննպաստ վիճակի մասին է վկայում նաեւ ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահ Ջեյմս Ուորլիքի հարցազրույցը ռուսական Վեդոմոստի թերթին: Ամերիկացի համանախագահը Մոսկվա է մեկնել Արցախի խնդրի կարգավորման թեմայով խորհրդակցությունների: Մի քանի օր առաջ համանախագահները խորհրդակցության էին Վաշինգտոնում, իսկ մի քանի օր անց էլ պատրաստվում են այցելել տարածաշրջան: Ուորլիքը ասել է, որ ռազմական բախման հավանականությունը բավական մեծ է: Նա այդ կապակցությամբ արել է բավական ուշագրավ հայտարարություն. «Մենք չենք ցանկլանում, որպեսզի կողմերից որևէ մեկը ուժերի հարաբերակցության հարցում առավելության հիման վրա դիմի ռազմական գործողությունների: Այդ իսկ պատճառով մենք համարում ենք, որ Հայաստանը պետք է մասնակցի կարգավորման գործընթացին, որպեսզի ռազմական վտանգավոր իրադրության ավելի մեծ հատված լինի կառավարելի»:

            Փաստացի, այդ հայտարարությամբ ԱՄՆ իր հավանությունն է տալիս արդիական սպառազինության կամ այսպես ասած Իսկանդերի տրամադրման հայ-ռուսական գործարքին, միաժամանակ ԱՄՆ արձանագրում է, որ տարածաշրջանային կայունության պահպանման հարցում առանցքային գործոն է հայկական զինուժը:

            Փաստացի, հայկական զինուժին տրվում է հրադադի խախտման դեպքում կայունությունը վերականգնելու միջազգային իրավունք, ինչը կարող է նշանակել, որ Ադրբեջանի կողմից ռազմական մասշտաբային սադրանքի դեպքում հայկական զինված ուժերը միջազգայնորեն լեգիտիմ իրավունք են ստանում ապահովել դիրքային այնպիսի հարաբերակցություն, որը Բաքվին ոչ միայն կստիպի հրաժարվել ռազմական շանտաժից, այլ պարզապես կզրկի դրա դիրքային ֆիզիկական հնարավորությունից:

            Խոսքը նոր դիրքեր վերցնելու, անվտանգության նոր գոտի ձեւավորելու մասին է: Բացառված չէ, որ հայկական կողմին այդպիսով տրվում է նաեւ կանխարգելիչ գործողությունների «միջազգային իրավունք», ավելի մեծ լարում եւ սադրանք թույլ չտալու համար:

            Ուորլիքը հետաքրքիր դիտարկում է անում նաեւ ազատագրված տարածքների մասով: Նա ասում է, որ տարածքները պետք է վերադարձվեն Ադրբեջանին, բայց չի կարելի այդ հարցը դիտարկել առանձին վերցրած: «Այստեղ կարևոր է չկենտրոնանալ կարգավորման մի տարրի կամ մի սկզբունքի վրա։ Տարածքները պետք է վերադարձվեն, բայց կան այլ գործոններ։ Այդ պատճառով էլ մենք միշտ խոսում ենք համապարփակ կարգավորան մասին. չի կարելի վերցնել միայն մեկ տեսակետ և պնդել, որ դա կարգավորման հիմքն է»:

            Այդպիսով, Մինսկի խմբի ամերիկացի համանախագահն ըստ ամենայնի ակնարկում է, որ ներկայում սեղանին դրված է ոչ թե տարածքների վերադարձի հարցը, ինչպես կկամենար Ադրբեջանը, այլ Արցախի կարգավիճակի եւ անվտանգության երաշխիքների: Ուորլիքը հայտարարում է, որ չնայած ԱՄՆ-Ռուսաստան լարվածությանը, Արցախի հարցում երկու երկրները ունեն «իսկապես» համընկնող մոտեցում:

            Ըստ երեւույթին, դա է հունից հանել Ադրբեջանին եւ քշել անկյուն: Թեեւ պետք չէ բացառել, որ հաշվի առնելով մի շարք գործոններ եւ ստիպված ընդունելով հակամարտության կարգավորման Վաշինգտոնի տրամաբանությունը, այն է կարգավիճակից գնալ դեպի կարգավորում, Ռուսաստանը այդուհանդերձ մյուս ձեռքով Բաքվին հրահրում է իրավիճակի ապակայունացման, հուսալով այդպիսով ստեղծել արտահերթ իրավիճակ եւ դրա շնորհիվ վերականգնել իր երկկողմանի իշխող դիրքը հակամարտության վրա:

            Մեկ այլ հետաքրքիր հանգամանք է այն, որ Բաքուն փաստացի ծավալուն գրոհի նախապատրաստության մասին հայտարարում է Իրանի միջուկային ծրագրի շուրջ համաձայնության մասին հայտարարությունից ժամեր անց: Համաձայնություն, որը կարող է էապես փոխել տարածաշրջանային իրավիճակը եւ լուրջ տնտեսա-քաղաքական մրցակցային վեկտորներ առաջադրել եւ խախտել մինչ այժմ գոյություն ունեցող ռուս-թուրք-ադրբեջանական «մենաշնորհը»:

            Փաստացի, մոնոպոլիստները մրցակցային հեռանկարին սպառնում են պատերազմով:

            Կանցնի՞ արդյոք այդ շանտաժը, կախված է ԱՄՆ-ից: Իրանի հետ համաձայնության բարդ խնդիրը լուծելուց հետո, պետք է որ անլուծելի չլինի ադրբեջանական շանտաժի խնդիրը: Ամբողջ հարցը գուցե այն է, թե լուծման ինչ մեթոդաբանություն կնախընտրի ԱՄՆ՝ արգելակե՞լ եւ թույլ չտալ հրադադարի որեւէ խախտում, թե՞ պատժել եւ դրանով հարցը ընդհանրապես հանել օրակարգից: Երկու դեպքում էլ առանցքային է լինելու հայկական զինուժի դերակատարումը:

              Հայաստանի պաշտպանության նախարար Սեյրան Օհանյանը հուլիսի 21-22-ին այցելել է հարավ-արեւմտյան սահմանագոտի, այցելել առաջնագիծ, գիշերը մնացել այնտեղ: Ուշագրավ է, որ դա եղել է այն ժամանակահատվածում, երբ Արցախի Մարտունու եւ Ասկերանի ուղղությամբ Ադրբեջանն ինտենսիվորեն խախտել է հրադադարի ռեժիմը:

              Հարավ-արեւմտյան սահմանային ուղղությունը Նախիջեւանի ուղղությունն է: Սեյրան Օհանյանը վերջին օրերին այդ ուղղության զորամասեր եւ դիրքեր է այցելում արդեն երկրորդ անգամ: Մի քանի շաբաթ առաջ համացանցում տեղեկություն հայտնվեց, որ հայկական զինուժը Նախիջեւանի ուղղությամբ նոր դիրքեր է զբաղեցրել: Այդ մասին տեսանյութը հայտնվեց այն բանից հետո, երբ տեղեկություն էր տարածվել, որ Ադրբեջանը Նախիջեւանի ուղղությամբ խախտել է հրադադարը, ինչի հետեւանքով բռնկված մարտում հայկական կողմը Ադրբեջանի զինուժին պատճառելով կորուստներ, ինքն էլ տվել էր մեկ զոհ:

              Պաշտպանության նախարար Սեյրան Օհանյանը չէր հաստատել ու չէր հերքել նոր դիրքեր զբաղեցնելու մասին տեղեկությունը, միաժամանակ ակնարկելով, որ հայկական կողմն ամրապնդում է իր պաշտպանությունն այն տարածքներում, որոնք Հայաստանի սահման են անգամ ԽՍՀՄ ժամանակի բոլոր քարտեզներով:

              Այլ կերպ ասած, դա հայտարարություն էր այն մասին, որ Հայաստանը Նախիջեւանի ուղղությամբ վերականգնում է այն, ինչը պատկանում է իրեն:
              Ահա այդ համատեքստում Սեյրան Օհանյանի վերջին օրերի հաճախակի այցերը Նախիջեւանի հետ սահմանագոտի ուշագրավ են:

              Նախիջեւանն Արցախի հակամարտության եւ տարածաշրջանային ստատուս-քվոյի որոշակիորեն ստվերում գտնվող, բայց շատ կարեւոր գոտի է:

              Նախիջեւանը փաստացի «ներթափանցած» է Հայաստանի թիկունք: Պատահական չէ, որ Ռուսաստանից ձեռք բերված զանգվածային ոչնչացման սպառազինության՝ Սմերչի խմբաքանակի մի մասն Ալիեւը տեղակայել է Նախիջեւանում: Ուղիղ գծով Սմերչի հասանելի տիրույթում են Հայաստանի ամենախիտ բնակեցված Արարատյան դաշտն ու մայրաքաղաք Երեւանը: Անկասկած է, որ Նախիջեւանում տեղակայված Սմերչի թիրախում Երեւանն է, որը հավանական պատերազմի դեպքում կստանա հարված թիկունքից:

              Ըստ ամենայնի, Հայաստանի զինուժը ներկայում փորձում է լուծել Հայաստանի թիկունքի ապահովման խնդիրը, մարտավարական խնդիրներ լուծելով Նախիջեւանի ուղղությամբ: Այսինքն, Նախիջեւանը առավելագույնս վերահսկողության, դիտարկման տակ վերցնելու:

              Դա կկրի կանխարգելիչ եւ զսպող բնույթ: Հայաստանի զինված ուժերը փաստորեն ներկայում զբաղված են Արարատյան դաշտն ու Երեւանը պաշտպանելու ռազմավարական խնդրի լուծմամբ: Այդ խնդրի բարեհաջող լուծումն ու Նախիջեւանի «սանձը քաշած» պահելը զգալիորեն կթուլացնի թե Հայաստանին թիկունքից սպառնացող վտանգը, թե նաեւ ծավալուն ռազմական գործողությունների ադրբեջանական մտադրությունը:

              Փաստացի, Հայաստանի զինված ուժերը ներկայում հարավ-արեւմտյան սահմանային ուղղությամբ զբաղված են տարածաշրջանային անվտանգության ու կայունության ամրապնդման գործով, ինչը էական նշանակություն ունի թե Հայաստանի, թե միջազգային անվտանգության համակարգի համար:

                At least 28 people were killed Monday in a suicide attack in a Turkish town on the Syrian border, with officials pointing the finger of blame at the Islamic State group.

                The blast ripped through a cultural centre in Suruc, a town opposite the Syrian flashpoint of Kobane -- which was hit shortly afterwards by a suicide car bombing.
                The force of the explosion in Suruc smashed the windows of the building in the centre of the city and set off a fire, witnesses said (AFP)
