Turkey's agenda is different from Armenia. For Armenia, it is a deadly important national issue. For Turkey, another step on the way of being a regional power, solving another problem within the neighborhood.
Like as Ankara's relationships with Syria. If you read, it was quoted here in this forum too. Syria's relationship with Ankara means a lot, a way to communicate with the West; however for Ankara, it is just a part of their big plan/strategy.
