Chatlax Nikol was put in power to settle the Artsax dispute in accordance with the wishes of the "international community." That article is all over the news, but you are such an idiot that cannot see that what you post proves that Russia, Belarus, Kazakhstan have allways pressured Armenia to give up Artsakh. Lukashenko just confesses all this.
It proves that Lavrov’s plan really existed and still exists. That By arming Azerbaijan our allies are responsible for Aprill war. That April war and all those behind the curtains pressure on Armenia was all about taking in Azerbaijan in return of Artsakh territories and placing Russian troops in border, in another word taking the issue out of our controll and making us the looser.

If you were smart enough, you would notice that Washington has started to put same kind of pressure on Armenia, because Azerbaijan has agreed to work with US for isolating Iran but Armenia has not.
So Pashinian is having problems with CSTO members because insists on being treated as equals and defends it’s rights, and also is having problems with Tr ump because will not agree about closing border with Iran.

Բելառուսի նախագահի մամուլի խոսնակը հայտարարել է, որ ՀԱՊԿ շրջանակում կա պայմանավորվածություն, որ գլխավոր քարտուղարի հարցը պետք է լուծվի մինչեւ տարեվերջ: Խոսնակն ասել է, որ դեկտեմբերի 6-ին Սանկտ-Պետերբուրգում ԵՏՄ Վեհաժողովի շրջանակում այդ հարցն այնքան բուռն է քննարկվել, որ բոլոր մասնակիցները հետո հարկ են համարել միմյանցից ներողություն խնդրել:

Բելառուսի նախագահի խոսնակը կամա թե ակամա խոստովանել է, որ իր ղեկավարը խաբել է հանրությանը, երբ Սանկտ-Պետերբուրգի ԵՏՄ Վեհաժողովից հետո հայտարարել է, որ Գլխավոր քարտուղարի հարցը լուծվել է եւ այն կլինի Բելառուսի ներկայացուցիչը:

Այլապես ինչպես հասկանալ, որ խոսնակն էլ ասում է, թե պայմանավորվածություն կա հարցը լուծել մինչեւ տարեվերջ: Խոսնակն ըստ երեւույթին որոշել է այդպես հարթել անհարմար իրավիճակը, որում հայտնվեց Լուկաշենկոն, երբ Հայաստանի վարչապետի խոսնակի հայտարարությունից հետո նույնը հաստատեց նաեւ Պուտինի խոսնակ Պեսկովը:

Բանն այն է, որ Արման Եղոյանը հայտարարել էր, թե Սանկտ-Պետերբուրգում ՀԱՊԿ ԳՔ հարցը լուծելու մասին Լուկաշենկոյի հայտարարությունն իրականություն չէ: Ըստ Եղոյանի, որեւէ այդպիսի հարց չէր լուծվել եւ Հայաստանի դիրքորոշումն էլ այդ առումով անփոփոխ է:

Մի քանի ժամ անց Դմիտրի Պեսկովն էր հայտարարել, որ այդպիսի հարց չի լուծվել, եւ խնդիրն ընդամենը բարձրացրել է Բելառուսի նախագահը, ինչպես ցանկացած նախագահ ազատ է բարձրացնել իրեն հուզող խնդիրներ:

Մինսկի համար թերեւս բարդ էր հակաճառել Պեսկովին, կամ Պուտինին, եւ Լուկաշենկոյի խոսնակին թերեւս մնում է հարթել իրավիճակը հայտարարությամբ, որ պայմանավորվել են ՀԱՊԿ ԳՔ հարցը լուծել մինչեւ տարեվերջ: Չի բացառվում, որ առաջիկա օրերին պարզվի նաեւ այդպիսի պայմանավորվածության բացակայությունը: Համենայն դեպս, եթե Երեւանի դիրքորոշումն անփոփոխ է, ինչպես հայտարարել էր վարչապետ Փաշինյանի խոսնակը, ապա մինչեւ տարեվերջ հարցը կամ պետք է լուծվի Հայաստանի ներկայացուցչի նշանակումով, կամ Բելառուսի ներկայացուցիչ չպետք է նշանակվի, այսինքն հարցը չպետք է լուծվի, կամ լուծվելու դեպքում էլ Բելառուսն ու ՀԱՊԿ-ը պետք է վճարեն Հայաստանի համաձայնության շոշափելի գին, որը կլինի ակնառու եւ կունենա քաղաքական ծանրակշիռ նշանակություն:

Առայժմ տպավորություն է՝ Բելառուսի նախագահի խոսնակի հայտարարությունից, որ այդտեղ ոչ միայն Լուկաշենկոյին անհարմար դրությունից դուրս բերելու, այլ նաեւ Ալիեւի առաջ արդարանալու ջանք կա: Հատկապես այն մասում, երբ նա խոսում է շատ բուռն քննարկումների մասին, այնքան բուռն, որ ըստ նրա հետո բոլորը բոլորից ներողություն են խնդրել:

Լուկաշենկոն օրեր առաջ Մինսկում ընդունելով Ադրբեջանի նախագահին, ըստ ամենայնի նրան խոստացել էր Սանկտ-Պետերբուրգում «նեղել» Փաշինյանին: Ընդ որում, այդ համատեքստում հետաքրքիր է, որ Պուտինն էլ առաջարկել էր Փաշինյանին հետաձգել ՀԱՊԿ Վեհաժողովը, այդպիսով անակնկալի բերելով Լուկաշենկոյին: Հատկանշական է, որ ԵՏՄ Վեհաժողովում նա այդուհանդերձ բարձրացրել է հարցը, քանի որ խոստացել էր Ալիեւին: Ընդ որում, այստեղ իհարկե խնդիրը միայն Հայաստանը չէ, ու դա ակնառու է: Այստեղ ակնհայտորեն թիրախավորված է նաեւ Պուտինը, եւ գուցե հենց նա է գլխավոր թիրախը: Պարզապես, ինչպես միշտ, նրան թիրախավորում են ոչ թե ուղիղ՝ դրա համար չկա բավարար համարձակություն, այլ Հայաստանի միջոցով՝ թիրախավորելով Հայաստանի շահը:

Այժմ Երեւանը որոշել է թույլ չտալ դա եւ անցնել ՀԱՊԿ-ում իր շահի ակտիվ պաշտպանության: Դա պայմանավորված է թերեւս նրանով, որ նախկին համակարգում արտաքին քաղաքականությունն ավելի շատ դրա առաջատարների անձնական հարցերը լուծելու միջոց էր, իսկ պետականը՝ որքանով համահունչ կլիներ անձնականին: Իսկ այդ դեպքում գերադասելի ոճ է լռությունը, անձնական հարցերը այդ մասշտաբներում լռություն են սիրում:

Նոր իշխանության դեպքում խնդիրներն ու շահերի առաջնահերթությունն ակնհայտորեն այլ է, ու այլ է նաեւ լեգիտիմության բազան: Դա թույլ է տալիս դնել Հայաստանի պետական անվտանգությանն առնչվող հարցադրումներ եւ ՀԱՊԿ ռազմա-քաղաքական բնույթի խնդիրներ:

Ընդ որում, այստեղ հատկանշական է այն, որ Ադրբեջանն այդ խնդիրը նշմարում էր դեռեւս ամռանը, երբ նրբորեն փորձեց մեջ գցել ՀԱՊԿ անդամակցության թեման, ձգտելով «գայթակղել» Ռուսաստանին: Մոսկվան չգայթակղվեց, անկասկած լավ պատկերացնելով, որ Ադրբեջանը ամենեւին չի ձգտի դառնալ ՀԱՊԿ դե յուրե անդամ: Եվ պատճառն այն չէ, որ Բաքուն այդպիսով լուրջ սահմանափակում կունենա Թուրքիայի, Իսրայելի, Պակիստանի հետ ռազմա-քաղաքական գործակցության առումով:

Բանն այն է, որ Բաքուն արդեն երկար տարիներ ՀԱՊԿ անդամ է, պարզապես ոչ թե դե յուրե, այլ դե ֆակտո անդամ: Համենայն դեպս ՀԱՊԿ շրջանակում դե յուրե ոչ անդամ Ադրբեջանի քաղաքական կամ ռազմա-քաղաքական շահն ավելի է արտահայտված եղել, քան դե յուրե անդամ Հայաստանի շահը: Եվ արտահայտողները եղել են թե Ռուսաստանը, թե Բելառուսն ու Ղազախստանը: Ապրիլյան քառօրյայի ընթացքում Մոսկվան հասկացավ այդ քաղաքականության լրջագույն խնդիրներն ու միացրեց որոշակի արգելակներ իր համար:

Բելառուսն ու Ղազախստանը այդ խնդիրը չունեն: Ավելին, նրանք փորձում են օղակել Ռուսաստանը, այդ թվում գործակցելով Ադրբեջանի հետ: Դա միայն այսբերգի երեւացող մասն է, որովհետեւ այդ օղակմանը դե ֆակտո միանում են նաեւ մի շարք այլ երկրներ, որոնք Ադրբեջանի հետ ռազմա-քաղաքական սերտ գործակցության մեջ են:

Ահա այդ իրավիճակում խնդիրները փոխվում են, եւ ներկայում առկա է Ադրբեջանը ՀԱՊԿ-ից դե ֆակտո դուրս բերելու հարցը, ինչով զբաղված է Հայաստանը, այդ հարցում ունենալով Պուտինի նկատելի աջակցությունը: Միեւնույն ժամանակ, Ռուսաստանն անկասկած ունի իր այլ հաշվարկներ, որոնք չեն բացառում ընթացքում շահերի հնարավոր տարբերակվածությունը: Այստեղ է նաեւ, որ կարեւոր է Հայաստանի նոր իշխանության լեգիտիմության խնդիրը, որպեսզի Երեւանն այդ իրավիճակներում կարողանա Մոսկվային հետ պահել Հայաստանն օգտագործելու հնարավորությունից եւ ընդհանրապես ներկայիս իրավիճակի բնույթը պահել հայ-ռուսական գործընկերային շրջանակում, ոչ թե գործիքային:
